Inhismessage,DaviddescribedtherealizationofthisprojectasaDreamcometrue.BothDavidandKeithDowlinglaudedthepeopleofBataanfortheirunityand
alloutsupportfortherealizationofthisambitiousprojectthatwillintheend,benefitthepeopleofBataan.
DavidalsocitedGarciaforhisbeingavisionary,innovativeandhisingenuity,usingotherpeoplesmoneytoconstructtheBataanGovernmentCenter.
GarciaexpressedhisgratitudetotheMalaysianinvestorsfortheirtrustandconfidenceinpouringinhugeinvestmentinBataan,addingthatthesuccessofthis
venturewillencourageAlloyMTDtofundmoreprojectsintheprovinceinthefuture.
TheP2.4billiononestopshopgovernmentcenterandbusinesshubthatwillriseonthe9.6hectaresiteoftheprovincialcapitolcompound,isexpectedtogenerate
20,000newjobopportunitiesforinformationtechnologygraduatesaswellashostgovernmentandprivateoffices.
Garciastressedthatthenewgovernmentcenter,designedtohostnationalandprovincialofficesofgovernmentlineagenciesoperatingintheprovinceaswellas
businessprocessoutsourcing(BPO)orcallcenterswouldfurtherenhanceeconomicprosperityfocusingonthelatestinformationtechnologyschemeintheglobal
market.
ExpectedtobecompletelyoperationalbyDecember2018,Garciasaidthisinnovativedevelopmentofaonestopshopprojectinsidethehugecapitolcompound,the
firstinthecountry,isaPublicPrivatePartnership(PPP)projecthenceitwillentailnocost,notevenasinglecentavo,onthepartofthelocalgovernment.
Further,thisconceptisgearedtowardintegrationofinstitutional,business,retailandevenresidentiallandusesmakingthemreadilyaccessibleinonecohesivesite
leadingtoharmoniousandconvenientdeliveryofbasicservicestothepublic.
Garciasaidpartofhisgoodgovernanceprogramistheprovisionofaneffectiveandefficientonestopshopservicefacilityattheprovinciallevelforclientstosimplify
andfasttracktheprocessingofrequirementsnecessaryforsettingupbusinessandtradingventures.Theoperationofaonestopshop,abouthalfakilometeraway
fromtheProvincescommercialdistrict,theCityofBalangaisexpectedtominimizeinformationlapsesandensureanenablingenvironmentforinvestorstolocateand
engageinsustainablebusinessintheprovince.
TheprojectcomponentincludesrehabilitationoftheexistingBataanCapitolBuilding,developmentofcommercial/rentablespaces,parkingareasandconstructionof
aleisureparkandlandscapedgrounds.
