INTRODUCTION
The survey entitled Map My Port-Louis serves the purpose of participatory urbanism in the
context of the Port-Louis capital city. Participatory Urbanism (PU) is about how ordinary
people make sense of places and spaces. It is based on the idea of creating socio-political
agency with an underlying action that involves revising or reinterpreting existing
infrastructure. In the Mauritian context, there has been no previous large-scale initiative to
deploy such a method in the field of urban development or regeneration.
Background
The urban regeneration of the capital city has been declared to be a government priority in
the last budget program of 2016. The regeneration is understood to be focused on the larger
central business district of Port Louis from Champ de Mars to the sea and from Reine de la
Paix to Plaine-Verte. Different projects converge towards the same goal of regenerating the
capital through economic and social initiatives (funded by both the public and private sectors)
but none include an open citizenship participation in the process of planning and
implementing projects. The Map My Port-Louis report fills this gap in order to provide
baseline data on how the citizens perceive the capital to be and to change over the upcoming
years.
Goals and Objectives
The overarching goal is to use citizens insights to inform policy makers, stakeholders and
project developers involved in strategic urban projects of Port-Louis. The crowdsourcing of
insights is done by using interactive maps and questions online. In turn, this creates an
anthropologically rich database that is generated by the local population. The realistic
participation of the public results in an invaluable human and social capital. The findings are
of qualitative, quantitative and geographic nature, and are crucial in rethinking the urban
framework and future of the city. The steps and objectives of the study were as follows:

Description of the tool


Based on an innovative IT framework, the Maptionnaire tool is an interactive mapping
platform. Informants plot points geographically and can provide qualitative information
explaining their action. This online survey is the first local process to promote urban
citizenship engagement in Mauritius. It has incredible potential to revolutionise the way
urban development is practiced and understood on the island.
From a practical perspective, the tool enables each participating citizen to take ownership of
Port-Louis, to exercise her or his civil rights, express herself or himself about the future of
the city and finally to provide opinion on issues that directly impact on her or his quality of
life (mobility, environment, housing, etc.). Online, the tool enables totally anonymous and
confidential data collection. Data ownership belongs to Landscope (Mauritius) Ltd.
The Map My Port-Louis survey
The survey is in itself a civic and cultural experience as it enables one to revive memories in
particular places and share experiences about ones patterns and ways of living. The main
aspects of the survey cover the following topics: mobility, arts and culture, security, housing,
business and commerce, environment & ecology. The survey consists of nine main sections
covering 14 questions, 10 geographic locations to plot, and one pedestrian itinerary to trace
(see annexed copy of the questionnaire). The average time to complete the survey online is
14 minutes.
The survey was deployed in two phases: face-to-face and online surveys (see steps below).
Between 6-10 fieldworkers completed 1000 field surveys during seven weeks across 23
different regions of Port-Louis (see annexed Table 1). The remaining surveys were completed
online (see annexed Table 2) with facilitated access1 from the Maptionnaire, State Land
Development Company and Facebook websites.

General Findings
Citizens general opinion and feeling about the capital is crucial to understand their level of
engagement in the status of affairs of Port-Louis. It was found that the population views are
quite unanimous, with a major 75% of the population that are proud of the capital and 3%
that are indifferent.

It was equally important to level their opinion about the sthetics of the capital and more
than 2000 people validated that, in general, they find Port-Louis to be a beautiful city versus
507 individuals that considered the contrary.

It is important to note that the bus option here was not proposed, which may explain the high
motivation rate towards the metro-leger. This finding is consistent with the previous one on
the need to improve public transportation rather than private solutions.

Quality of Urban Life


The quality of life in the urban context is reflected through findings on the need to improve
public lighting, the waste management system, the public and green spaces, and the calendar
of cultural events.
Findings on public lighting, the waste management system and improvement of
public and green spaces:

All four are considered as a high priority by 991 informants or more.


A maximum number of 1227 informants rate that the highest priority is to improve
the waste collection and management system in the capital.
Within one specific range of priorities (high, priority, important, etc.), there is no
significant variation across the four needs.

The method used in the field was randomised sampling; which means that fieldworkers chose
informants in different areas in a random manner. Profile information covered the gender,
age, socio-economic background, status related to Port-Louis (resident, non-resident, etc) and
professional category as below.

CONCLUSION
This study has been conducted to inform policy-makers, stakeholders, project developers and
heritage organizations on citizens insight of Port-Louis. The two phases (field and online) of
the project was crucial to achieve critical mass and sample representativity.
The findings reflect different aspects of human condition and quality of life in the urban
context of Mauritius. They are declined in 6 main sections namely: mobility, arts and culture,
security, residential and housing, commerce and business, and quality of life.
The study was conducted by Landscope (Mauritius) Ltd. in collaboration with Syntheses
Mauritius Ltd. Landscope (Mauritius) Ltd. also acknowledges the precious assistance of
different stakeholders including government bodies, private institutions, non-governmental
organisations, citizen alliances as well as all the informants who participated actively in the
survey.
