We call ourselves Homo sapiensthe wise manyet we fight the others worse than cavemen for
millennia, destroying our mother earth and feed the world another world war. If we want to ensure that
our children will not consume radioactive and watch war on TV or play with rifles as their only toys, it is
time for us to work together and pursue peace that has lost for decades.

The Federal Republic of Germany, as one of the initiator states for Palembang Treaty, in responding upon
conflict in Korean Peninsula promotes and demands peace according to the previous treaties which makes
both Democratic Peoples Republic of Korea and Republic of Korea be required to discontinue their conflict
peacefully. As both countries are now weakened by the World War III and Korean War, the support from
other states especially in UNSC26 meeting will be extremely necessary. Therefore both parties must
respond and consider on what resolution this meeting will grant.
As the major influential country in Europe, The Federal Republic of Germany also holds important role in
diplomatic relation between European Continent and Korean Peninsula. Europe as one of the remaining
Most Inhabitable Zone (MiZone) along with Korean Peninsula and other particular regions needs to ensure
its borderline security from hazardous Radioactive Zone (RZone). Therefore, ensuring the peace, security,
and stability in Korea is something urgently needed to pursue. By stabilising that region, more people will
have safe shelter to live in and the existence of humanity will be protected, not the mention the possibility
of decreasing the contaminated areas by further efforts resulting from cooperation of remaining survivors.
The Federal Republic of Germany proclaims to decide that the Korean War should end with two equal
sovereign entities coexist. We consider that the society in two countries obviously recognise that they have
different vision and ideology. Distinct from German Unification in late 20th century, the unification of
Korea was not demanded by its people due to centuries of different transformation and system in both
countries which result in no shared vision of future. The enforced unification will only result in further
internal conflict within future not-likely-to-happen United Korea.
The Federal Republic of Germany wholeheartedly would like to encourage all member states of UNSC26
to agree ending the Korean War together through concrete actions. Looking for the effective solution upon
the problem, The Federal Republic of Germany proposes 7 UP (Ultimate Proposals) which comprises of:
1. Demands all states to oblige the Palembang Treaty, emphasising on Article 2 and Article 3. All
violation towards the treaty will result in international sanction via international court bodies.
2. Call upon other UN bodies such as United Nations High Commissioner for Refugees (UNHCR),
United Nations Development Programme (UNDP), and other bodies in helping civil victims of the
conflict.
3. Further encourages states and non-state actors along with mentioned UN bodies in providing various
aids toward those civil victims.
4. Condemns any military actions and act of assistance from states onto other states particularly onto
Korean belligerency parties; all assistances should only aid the economic and social aspects.
5. Endorses the establishment of United Nations South-North Special Discussion Committee (SNSD
Committee) as special committee in maintaining the act of peaceful diplomatic normalisation
between Republic of Korea and Democratic Peoples Republic of Korea.
6. Authorises any actions towards rebel movement within states in order to maintain stability and
ensure full sovereignty. These actions, however, must be taken internally from state and nonmilitary assistance will only be granted if necessary.
7. Supports the special war tribunal to trial those criminal through international court bodies to
provocateur criminal of war crimes.
