THE Building Codes Assistance Project

OFFERS STATES Compliance Planning Assistance

The Building Codes Assistance Project (BCAP)


is a national non-profit organization dedicat-
ed to helping states and local governments
adopt, implement, and enforce energy codes.
In support of our mission, we have received
federal funding so that we can offer new ser-
vices and support to state agencies.

Many states are expressing increased interest in energy codes in response to the
American Recovery and Reinvestment Act and State Energy Program funding.
While this funding creates new opportunities for states, many are concerned about
the challenges ahead, including meeting the 90% energy code compliance target
set by the Department of Energy for 2017. With our technical experience and con-
sensus-building skills, BCAP is here to help states tailor their strategy and achieve
solutions to local challenges.

This new funding allows BCAP to offer a select


number of states free hands-on assistance to
1. assess current state energy code efforts and
opportunities and
2. develop action plans including essential infor-
mation, technical resources, and recommenda-
tions for achieving state priorities and federal
objectives.

BCAPCOMPLIANCE PLANNING ASSISTANCE
Our new Compliance Planning Assistance program has been fully
funded by the federal government. BCAP has sufficient resources to
travel to your state, convene critical meetings with key stakeholders,
and conduct extensive information gathering.

BCAP’s in-depth research and analysis of programs and policies will


enable us to deliver targeted recommendations and data that can be
used in meeting state and federal reporting requirements. We will help
states meet federal goals while accommodating state-specific needs
and circumstances. Through our Compliance Planning Assistance pro-
gram, we will help states navigate the wide array of federal and regional
resources and services available, choosing the best and most relevant
for each participating state.

Your state’s role in the project is flexible. At mini-


mum, participating states need to designate a
point-of-contact, participate in two meetings
(kick-off and results/recommendations brief-
ings), assist in setting up meetings with key
agencies, and ensure that BCAP has access to in-
formation on energy code programs.
