COMMUNICATION PLAN
I.

Introduction
This Communication Plan aims to actively promote the Employees
Compensation Program (ECP) of the Employees Compensation Commission
(ECC).
The strategies outlined in this Plan are focused on raising the awareness on
and instilling appreciation of the benefits provided by the ECP for workers who
met work-connected injuries, sickness, or death. Although the ECP has been
running for forty years now, majority of the workers are still unaware of the
program.
The Employees Compensation Program
The Employees Compensation Program (ECP) of the Philippines is a
social insurance program designed to provide workers with protection
from income loss as a result of work-connected sickness, disability or
death. It covers both private and public sector workers with employeremployee relationship. The private sector employers pay P10 per
worker per month for those who earn up to P14,749 monthly and P30
per worker per month for those who earn up to P14,750 and above
monthly.
The Social Security System (SSS) administers the ECP for the private
sector while the Government Service Insurance System (GSIS)
administers the ECP for state workers including uniformed personnel of
the AFP, PNP, BJMP and BFP, members of the judiciary and
constitutional commissions.
It provide not only income security but other critical services during a
trying moment in the workers lifecycle. As a key social protection
program in the Philippines, it contributes in the over-all effort to prevent
or alleviate poverty, vulnerability, and social exclusion towards

improving the quality of life of workers and their families as part of our
roadmap to achieving decent work and competitiveness.
From January to September 2015, the number of EC claims paid by
the SSS and GSIS to workers who met work-related injury, diseases, or
death reached 208,810 and amounted to P944,144,937.00.
Challenges for the Employees Compensation Commission
In keeping up with its role of championing the Filipino workers welfare,
the Employees Compensation Commission (ECC) is continuously
working on strengthening its organizational capacity to effectively fulfill
its mandate of building and sustaining among employees and
employers a culture of safety and healthful environment in the
workplace and ensuring that workers are informed of their rights,
benefits, and privileges, under the ECP.
While the ECC is committed to develop new benefits or programs to
equalize and enhance EC benefits, there is the bigger challenge of
instilling ECP awareness among employees, employers, and other
stakeholders.
In 2015, the Information and Public Assistance Division (IPAD) of the
ECC conducted an Awareness Survey. The respondents were the
participants of the ECP lecture nationwide. Out of 10,226 respondents,
forty two percent (42%) or 4,293 are aware of the ECP while fifty-eight
percent (58%), or 5,933, still have no knowledge of the EC Program.

Communication Objectives
This plan seeks to increase ECP awareness among employees and
encourage workers and/or their beneficiaries to file EC claim in the
event of work-connected contingencies. Heightened awareness of the
ECP benefits and services is expected among 60 percent of the
respondents of ECP Awareness Survey by 2016.

Communication Problems
The responsibility of making the employees aware about the ECP
relies primarily on the employers. As the one who contributes to the
State Insurance Fund (SIF) for the welfare of his employees, the
employer should fully understand and appreciate the concept of social
insurance and ensure that in the event of work-contingencies, his
employees were able to fully utilize the benefits and services provided
under the ECP.
1. Low awareness of the concept of social insurance and of the
benefits and services under the ECP
2. Low awareness of their responsibilities under Presidential Decree
No. 626, or the State Insurance Fund and the Employees
Compensation Program
3. No effort on the part of some employers to introduce ECP to their
employees and encourage them to avail of its benefits. Since ECC
is an attached agency of the Department of Labor and Employment
(DOLE), some employers associate transacting with ECC as a
prelude to having a DOLE-related problems.

This plan seeks to instill awareness among employers the concept of


social insurance, the benefits of the ECP, not only for their employees,
but for their business as well, and their responsibilities under the ECP.
By December 2016, there will be a 10 percent increase in the number
of employers who are aware of the ECP.
1. To make them fully understand the concept of social insurance
and of the benefits and services of the ECP
2. To heighten their awareness of the benefits and services of the
ECP, including their responsibilities under it
3. To encourage them to provide ECP-related information to their
employees and change their mindset that availing EC benefits
and services is tantamount to having DOLE-related problems

identified communication strategies that will inform the intended publics
about the programs and services under the ECP.

3. Provision of kit to the participants of the ECP seminars which
include a DVD copy of ECC institutional video and short
animated
clips and lecture handouts
4. Signing of Memorandum of Agreement with the Department of
Education (DepEd), Department of Interior and Local
Government (DILG), and Commission on Higher Education

dissemination on the ECP for teachers, schools, and local
government personnel

Monitoring Feedback
Information Officers from the Regional Extension Units (REUs) of the ECC
shall help implement this plan.
They shall monitor and collate written or verbal feedback on the public
communication activities under the plan and respond to feedback, as may
be necessary.
Where appropriate, they can also refer the feedback to the IPAD which
shall convert/transform the feedback into communication materials for
dissemination.

The following key or core messages are to be used during the plans
execution
Key Message No. 1
The Employees Compensation Program (ECP) is designed to
provide employees and their families with income benefits,
medical, and other benefits in the event of work-connected
sickness, injury, or death.

As a social insurance program implemented by the government


through the Employees Compensation Commission (ECC), the
ECP ensures that workers and/or their beneficiaries are
protected against economic and social distress as a result of
work-connected sickness, injury, or death.
The ECC continuously strives to create and enhance the
policies under the Employees Compensation Program through
tripartite consultation and cooperation between the government,
management, and the labor sector of the country.
Key Message No. 2
The ECC constantly adopts the policies, programs, and services
under the ECP in consideration of the trends in the labor force;
innovations in knowledge and technology; and standard of living
of the workers to make the program highly-relevant.
Key Message No. 3
The ECC ensures that adequate, prompt, and equitable system
of compensation and rehabilitation are in place for the Filipino
workers who were victims of work-related sickness, injury,
disability, or death.
Key Message No. 4
As a guarantee that all EC claims elevated to the Commission
are promptly disposed, the ECC has installed a system of
monitoring/tracking of action taken on the case, with the endgoal that all EC claimants are served promptly, efficiently, and
effectively.
Key Message No. 5
The ECC puts a bigger emphasis on promoting safety in the
workplace as prevention is always better than compensation
and rehabilitation. Prevention of workplace accidents and
diseases should be everyones utmost concern as the health
and safety of our workers is the ECCs primary consideration.
