Kalanguya tribes involved in the production of high
value vegetables.
The activity aims to address the insufficient capital
of upland farmers inorder to maximize their crop production, he said.
Pamatian said the upland farmers were oriented on
the terms and conditions of the Pocket Farmers Lending
Program (PFLP) of the SB Corporation.
Because of this, the farmers have signified their
intention to avail of the financing program to improve

Bicam Approves Proposed 2017 National Budget

SENATOR
LOREN
LEGARDA announced that
the bicameral conference
committee approved today
the proposed P3.350 trillion
national budget for 2017
following the consolidation
of the respective versions
of the Senate and House of
Representatives.
The bicam report will
be presented by Legarda,
Chair of the Senate Committee on Finance, and Rep.
Karlo Nograles, Chairman of
the House Committee on
Appropriations, to their respective chambers during
the session today for ratification before the same is
submitted to President
Rodrigo Duterte for his sig-

nature.
This is a budget that
is in line with the Presidents
10-Point Socioeconomic
Agenda and we ensured
that it funds the necessary
services needed by our citizens, such as universal
healthcare, free tuition for
all in state universities and
colleges (SUCs), and additional funds for social services. We also allocated
funds for free irrigation, additional funds for prisoners
subsistence allowance,
pension for Post World War
II veterans and centenarians, among others, said
Legarda.
Among the highlights
of the budget is the strong

support for education with

the increased budget worth
P8 billion for the Commission on Higher Education
(CHED) so that all college
students enrolled in any
SUC in the country will not
have to pay for their tuition
fee.
The budget for SUCs
was also increased to provide additional funds for
scholarship and capital outlay for all SUCs; while increased allocation for the
Department of Education
(DepEd) is intended for site
development of public
schools and to increase
teachers cash or chalk allowance from P1,500 to
P2,500, which they use to

purchase classroom supplies like chalk, erasers and

forms.
For healthcare, P3 billion increase in the
PhilHealth was approved so
that all Filipinos will now be
covered by the universal
healthcare program, while
indigent patients will not
have to pay for anything in
government hospitals under
the No Balance Billing
(NBB) policy.
The bicam also approved additional funds for
the Department of Health
(DOH) worth P1.521 billion
for the Doctors to the Barrio program, construction
of additional health facilities, and medical assistance

DPWH completes P3.5M farm-to-market road

PENABLANCA, Cagayan - Farmers and commuters from barangay San Roque of this town and its neighboring barangays
are now enjoying the benefits of the newly completed P3.5 million worth of farm-to-market road project.
In span of four months and despite unfavorable weather conditions, the Department of Public Works and Highways
(DPWH)-3rd Engineering District was able to complete the 485 meters road project which was started last June of this
year.
District Engineer Danilo U. Tabilas said the construction of the project provides better road access to farmers and
commuters from the area, especially in the delivery of goods and services to the market as well as in bringing in goods
for their daily consumption.
Tabilas added that the project also serves as drying facility of the farmers of their agricultural produce considering
the absence of public solar dryers in their area.
He said another farm-to-market road will be constructed in a nearby community of the said barangay next year.
Oliver T. Baccay

to indigent patients; as
well as the P2.646 billion
allocation for the establishment of DOHTreatment and Rehabilitation Centers in regions which do not
have such facility.
Under the Department of Social Welfare
and Development
(DSWD), P100 million will be granted
to centenarians
and additional
funding is provided for the supplemental
feeding program. Moreover, all 4.4 million beneficiaries of the Pantawid
Pamilyang Pilipino Program
(4Ps) will now be entitled to
a rice allowance in the form
of cash grants.
Under the National Irrigation Administration
(NIA) budget, the amount
of P2 billion is provided to
subsidize irrigation fees
that farmers have long been
shouldering.
For livelihood and
microenterprises support,
additional P1 billion is allocated under the Small Business Corporation so it can
provide loans at almost no
interest
to
microenterprises; additional
funds were also provided
for various programs of the
Department of Labor and
Employment (DOLE) including Employment Facilitation and Capacity Building
Services.
Under the Technical
Education and Skills Development
Authority
(TESDA), Congress approved funds for the Training for Work Scholarship
Program/Livelihood, as well
as Training Provision for
Drug Dependents.
For the Department of
Interior and Local Government (DILG), additional
funds were provided for
training and equipment of
firefighters, support to the
Philippine National Polices
(PNP) fight against illegal
drugs, increased subsistence allowance of prisoners and rehabilitation and
construction of jail facilities.
Additional funds were
also allocated to the Department of National Defense
(DND) to fund activities to
effectively defend the coun-

try from internal and external threats, as well as to

fund programs such as the
repair of Veterans Center,
expanded veterans hospitalization program, and construction of cadet barracks.
The bicam also approved allocation for the
combat and incentive pay
of the military and police
worth P12.1 billion, as well
as funding for the Capability Enhancement Program
of the PNP.
For environment and
resilience programs, funds
under the Department of
Environment and Natural
Resources (DENR) were allocated for restoration of
mangroves, which are effective buffers against storm
surge and tsunami. In implementing the National Greening Program (NGP), the
DENR should use planting
materials that are responsive to the needs of the communities such as fruit-bearing trees, bamboo, coconut
trees, and trees that are important for traditional use
and livelihood of indigenous peoples and local
communities.
Legarda also ensured
continued support for heritage, arts and culture under the 2017 national budget.
This is a pro-people
budgetone that will be
felt by those at the
grassroots as it prioritizes
rural development and social services. But these
funds must be spent judiciously and expeditiously.
I urge agencies of government to spend these resources well and address
the challenges that lead to
underspending or low absorptive
capacity,
Legarda concluded

Labor group sees increase in employment in 2017 but expresses

concern on rising underemployment
LABOR group Associated
Labor Unions (ALU) attributes the high employment rate to the optimism
created by President
Dutertes repeated promise to seriously address
the worsening problems
on peace and order situation, graft and corruption
in government bureaucracy, drastic cutting on
red tape specifically the
setting up of business operations and on his promise to build unprecedented
number of strategic infrastructures.
In a Labor Force Sur-

vey released by Philippine

Statistics Authority (PSA)
showed unemployment
reached its lowest level
4.7% in 11 years.
We are also seeing
Mr. Dutertes aggressive
pro-China diplomacy initiatives, peace talking
with the communist movement actors, separatist entities and personalities in
Mindanao and his leadership sincerity helped magnify the optimism for local
and foreign investors to
put up jobs-creating investments, said Alan
Tanjusay, ALU spokes-

person.
Feeling secured and
assured of their investments, he said these investors set up shops early
to anticipate the fruits of
reduced graft and corruption, capitalize on the ease
of doing business, and increased mobility due to
improve peace and order
situation.
Plus, they also anticipate and directly and
indirectly participate to
take part as Mr. Duterte is
hell-bent to spend big
money on building mega
infrastructures. All these

combined to create jobs

which what we have now
in anticipation of the bigger things to come,
Tanjusay said.
Tanjusay said if Mr.
Dutertes leadership momentum is not interrupted,
construction allied services would emerge and
help create jobs.
However, the underemployment scenario
should be a cause of concern for government and
employers, he said.
It could mean that
though there are jobs
available but their wages

and benefits are inadequate for them to cope

with rising cost of living
particularly the increasing
prices of basic goods and
costs of services, he said.
Government and employers, therefore, should
act simultaneously in addressing this underemployment rate. Employers
should raise their wages
and improve direct and indirect benefits to workers
to help mitigate the rising
rate of underemployment.
Government should improve social protection
benefits and insurance,

enforce labor laws and

safeguard predatory increase of prices of basic
commodities.
With all of these, we
see an unprecedented increase in domestic employment in the year
ahead. But if employers
and government ignore
underemployment solutions, economic growth
will continue to be non-inclusive and inequitable
with the very few upper
class people racing to the
top while the working
people are racing to the
bottom, Tanjusay said.

Triumvirate of ill repute

THE filing of criminal cases against President Rodrigo Duterte,
which is another yellow hype since the President is immune from
suit, would make it a case of the word of Edgar Matobato, the
witness of Senators Leila de Lima and Sonny Trillanes, against
the findings of the Senate committee on justice and human rights.
The Senate panels report stated that state-sponsored
extrajudicial killings (EJKs) and the Davao Death Squad (DDS)
were myths while self-styled
DDS member Matobato
claims in his complaint that
Duterte was behind both the
EJKs and the DDS.
Last Friday, Matobato filed murder and kidnapping complaints
against Duterte, his eldest son, Davao City Vice Mayor Paolo
Duterte, Philippine National Police chief Director General Ronald
de la Rosa and 25 others on allegations anchored on his testimonies
before the Senate panel regarding his activities as an alleged
member of the DDS that he claimed existed during the term of
Duterte as mayor of Davao City.
Matobatos complaint before the Ombudsman against Duterte
was for kidnapping, murder, violation of Republic Act 9745 or the
Anti-Torture Act, and violations of RA 9851 or the Philippine Act
on Crimes Against International Humanitarian Law, Genocide and
Other Crimes Against Humanity.
The Ombudsman had dismissed an earlier investigation on
the so-called DDS.
Gordon said it was too obvious that Matobato only proxied for
de Lima and Trillanes in filing the complaint against Duterte.
Matobato was de Limas surprise witness in the Senate hearing
on EJK when she was still chairman of the probe panel which the
Senate stripped her and gave to Gordon. He had no affidavit before
he testified in the Senate, which is a violation of Senate probe
rules. His name was never in any list of witnesses and de Lima
just popped up with Matobato as a surprise witness, which is again
in violation of the rules.
Matobato is also under Trillanes custody, after the Gordons
panel refused to grant him protection.
Gordon said that the filing of the charges against Duterte was
merely propaganda to make it appear they have a case when they
dont have one.
He said the Senate panel during the EJK hearings already
found that he was a lying, unreliable witness.
Not hidden from the recent moves of the new triumvirate of
de Lima, Trillanes and Matobato is that all the efforts are leading
to a major yellow offensive against Rody by the start of next year.

in particular blaming the extrajudicial killings to Rodys campaign.
Rody railed against US hypocrisy and bullying and

happened said it was an animated

conversation that touched on the
repair of relations between the
two countries.
Rody noted the long history
of friendship and cooperation between the two nations, and
agreed that the two governments
would continue to work together
closely on matters of shared interest and concern, a Palace
statement said.
The strained relations between the Philippines and the US
and among the Philippines and
other Western nations remain as
a major diplomatic hump for the
administration of Rody.
The source of diplomatic
strain, however, was mostly the
result of bitter criticisms on Rody
for the more than 3,000 deaths in
the past five months of his conduct in the war on drugs.
The conflict came to the point
of Rody threatening to sever economic and military relations with
the US which he said in one of
his engagements during his
China
state
visit.
In what was termed as Rodys
own version of a policy pivot, he
said that the Philippines is joining a new world order that would

have China and Russia leading it.

Amid Rodys rhetoric, the US
has threatened to withdraw financial aid to the country but
later retreated and limited the financial sanctions on the Philippine National Police (PNP).
The dialog provides a good
start, particularly since the
Trump administration promised
to conduct relations with the Philippines under Rody on a clean
slate.
It also appears that the renewed relations between the US
and the Philippines would mostly
be based on the economic rather
than the military front, as was the
case during the Obama administration.
The relations between both

Bitayin ang bitay

ISA na namang usaping
nakakahati sa mamamayan ang
nauukol sa pagbuhay sa death
penalty sa mga karumal-dumal
na krimen. Sa mga human rights
acti-vists at sa sector ng
simbahan, ito ay dapat ibasura.
Pero doon sa mga naging biktima
ng heinous crimes, alam ko na
masaya nilang susuportahan ang
pagbabalik
sa
parusang
kamatayan.
At kahit hindi ka dumanas
ng ganyang buktot na krimen,
kapag nakarinig ka na may bata
o lola na ginahasa at pinatay,
gusto mo na talupan ng buhay
ang gumawa ng kabuktutan.
Ang
nakakainis
pa,
masentensyahan man nang habambuhay na pagkabilanggo ang
isang kriminal ay para siyang
hari sa loob ng bilangguan lalu
na kung may salapi siya at
impluwensya. Hindi na kaila sa
marami
ang
nabistong
pamamayagpag ng negosyong
droga sa New Bilibid Prisons, sa
mismong maximum security pa.
Naririyan din ang mga mala-hotel
na
kubol
ng
mga
masasalaping preso.
Kaya parang napakahirap
magdesisyon
kung
dapat
tanggapin o ibasura ang
parusang
kamatayan
na
aprobado na sa House Committee on Justice. Samantala,

nananawagan ang Simbahang

Katoliko
sa
mga
mananampalataya na manalangin
para mabasura ang parusang
kamatayan.
Ako ay may reservation sa
panunumbalik ng parusang ito.
Papayag lang ako kung mayroon
tayong isang justice system na
walang sinisino, mayaman man
o mahirap. Kaso, mas madalas
na ang pinakamahirap ang
napagkakaitan ng katarungan
habang ang mga mayayaman ay
nakakalusot
sa
kanilang
mabibigat na asunto.
Sinimulan na ng mga
Katoliko ang tinatawag na
Prayer Against Death Penalty
na magtatagal sa buong panahon
ng Kapaskuhan.
CORRUPT OFFICIALS
NAMAN ANG HARAPIN
Isang rally ang ginawa sa
maraming lugar sa bansa bilang
paggunita sa Human Rights
Day. Nagdulot ng trapik sa
Maynila ang rally sa Mendiola
at
Liwasang
Bonifacio.
Pinananawagan ng mga raliyista
na itigil na ang madugong
pagpatay kaugnay sa kampanya
sa illegal drugs. Nakakasawa na
umano ang araw-araw na
pagpatay sa drug suspects. Libo
na ang napapatay mula nang
paigtingin ang kampanya sa illegal drugs.

Honor Comes to Those Who Honor

BLURB:

We are to honor authority, relationships, and God.

In return, we will receive honor.

Humble yourselves, therefore, under Gods mighty hand, that he

may lift you up in due time. Cast all your anxiety on him because
he cares for you. 1 Peter 5:6-7
The Philippines has a new President after the May elections. Whoever our next president is, we are to give our respect and honor. This
is not a suggestion. This is a mandate if you consider the Bible the
true, inspired Word of God.
We are commanded to show honor. But what is honor?
The Greek word for honor is time (tee-MAY). It meant to value,
to respect, or to highly esteem. It was usually associated with a
way to assign value.
The Bible is very clear on this matter. Paul wrote in Romans.
Everyone must submit to governing authorities. For all authority
comes from God, and those in positions of authority have been placed
there by God. So anyone who rebels against authority is rebelling
against what God has instituted God has allowed whoever wins
this election to do so. It is for his purpose. It may be to punish the

cation of the Philippines and

blamed Obama for failing to take
the time to get to know world
leaders.
He is perfectly capable of
talking to Duterte in an open way
without being wedded to previous policy failures, a source in
the Trump camp told a news wire
outfit.
Rody had shown his intent to
improve relations with the US,
under a Trump administration,
even before the results of the US
polls were known.

mong the new ambassadors

he appointed was a multi-millionaire real estate tycoon Jose
Antonio, who bought the rights to
name a new office tower in Manila named Trump Towers.
It was believed that the short
phone call between Rody and
The Donald was facilitated by
Trumps business partners in the
Philippines and a core group of
advisers, who include Trumps
children.
Whatever was taken in the
short call, which some say was a
Trump invitation for Rody to visit
the US, the mere fact that everything went well made many exhale a breath of relief.

Anim na buwan na ang

nakalilipas mula nang isagawa
ang anti-drug campaign pero
hindi pa rin drug-free ang bansa.
Marami pa rin ang walang takot
at patuloy na nagtutulak at may
mga Chinese pang nagluluto ng
shabu. Hanggang kailan kaya
ito?
Habang marami pa ang
nagtutulak ng shabu, marami rin
namang opisyal ng gobyerno ang
sangkot sa katiwalian at
hanggang ngayon ay hindi pa rin
naman nakakatikim ng bagsik
ng kamao ni Duterte. Kaya wala
pang nasasampolan mula nang
umupo. Mas natutukan ang illegal na droga. Dapat magpokus
naman si Duterte sa mga corrupt
sa pamahalaan.
Nang magsalita siya sa
alumni homecoming ng San
Beda College of Law isang
linggo na ang nakararaan, sinabi
niyang ang sunod niyang target
ay ang mga corrupt public officials. Mayroon umano siyang
listahan. Ipapahiya raw niya ang
corrupt public officials..

Land Transportation Office
(LTO), Bureau of Customs (BOC)
at Bureau of Internal Revenue
(BIR) na sisibakin sa puwesto.
Kamakailan, inatasan niya ang
lahat nang pinuno ng Energy
Regulatory Commission (ERC)
na magbitiw na sa puwesto
kasunod nang nabulgar na corruption sa tanggapan. Sabi ni
Duterte, naka-commit na siya sa
mamamayan na wawasakin ang
corruption sa mga tanggapan ng
pamahalaan at gagawin niya ito.
Hindi raw siya nagbibiro.
Naiinip ang taumbayan sa
pangako. Gusto nilay makita
ang bangis ni Duterte sa mga corrupt. Matutuwa ang sambayanan
kung may masasampolang corrupt public officials. Hindi sana
pawang salita lang.

church from straying away from him and becoming too engrossed in
the world. It may be to challenge the church to become united once
again and overturn the wickedness of the nation. We dont know.
But according to Gods Word our next president was allowed to be
placed there by him.
Now some of you may be thinking, No way will I show honor to
such a wicked terrible person. The apostle Peter would challenge
you on that when he wrote, You who are slaves must submit to
your masters with all respect. Do what they tell younot only if they
are kind and reasonable, but even if they are cruel.
Unfortunately, we do not have the right as believers to determine
whether we will show honor or not.
There is another position of authority that you are to show honor
too. That is the position the leader of the church.
1 Thessalonians 5:12 Dear brothers and sisters, honor those who
are your leaders in the Lords work. They work hard among you and
give you spiritual guidance.
Beside authority, you have a responsibility to honor those in relationship with you. One is your parents. Deuteronomy 5:16 Honor
your father and mother, as the Lord your God commanded you. Then
you will live a long, full life in the land the Lord your God is giving
you.
God has placed great value on our parents. Often as a child, we
think our parents are being harsh and unreasonable until God does a
wondrous work and makes us a parent. Then we see things in a different perspective. We feel the hurt of harsh words that were spoken
by us to our parents when they are aimed at us. If they havent happened yet, they will. As you age you may experience the loneliness of
neglect that your parents experienced because you were too busy to
take time to meet their needs. It happens. Nursing homes are filled
with neglected parents.

POEA warns OFW applicants vs illegal recruiters

TUGUEGARAO CITY, Cagayan - The Philippine Overseas Employment Administration (POEA) here reminded the Overseas Filipino Worker applicants on the rampant illegal
recruitment.
Romeo Jaramilla, regional coordinator, said despite the conduct of series of information dissemination and trainings on how to identify illegal recruitment, there are still many
individuals who are victims of illegal recruitment.
Jaramilla said most of the victims of illegal recruitment are those who patronage shortcut processes because of their eagerness to work abroad.
Applicants must examine if the recuiters have permits or legal documents to operate provided by the POEA, Jaramilla said.
He said when illegal recruiters are apprehended, none among the applicants has the courage to file a case against them.
We keep on telling these victims of illegal recruitment to file a case against their recruiters so that they will no longer operate. When no one files a case, then, they will just go
somewhere else and operate again, Jaramilla added.
He also advised applicants who are undergoing Pre-Departure Orientation Seminar (PDOS) to listen carefully and ensure that they will be fully informed on their rights, privileges
and necessary actions to take when they encounter problems and difficulties with regards to the recruitment agency they applied to as well as issues concerning their foreign
employers. Oliver T. Baccay

TUGUEGARAO CITY,
Cagayan - Nakikiisa ang
Social Security System
(SSS) sa layunin ng ating
mga mambabatas para sa
mas mataas na pensyon
bilang
tugon
sa
sintimyento ng publiko, at
reasonable naman ito dahil

sa taas ng mga bilihin

ngayon. Nakikiusap kami
sa ating mga mambabatas
na pakinggan ang aming
mungkahi kung paano
maipapatupad
ang
dagdag-pensyon na hindi
masasakripisyo ang buhay
ng pondo, sabi ni SSS

SCORPIO (October 24-November 22) Anumang

sentimiyento mo ngayong Pasko sa buhay ay
dapat munang kalimutan at huwag mong dalhin
Linggo.
SAGITARIUS (November 23-December 21)
Simpleng handa sa Holiday Season ay senyales
ng pamumuhay ni Baby Jesus sa sabsaban.
Gawing maligaya ang Pasko mo at hindi
kalabisan sa bisyo. Buwenas na mga numero
19, 2, 13 at 5, buwenas na mga araw mo Sabado,
Lunes at Miyerkoles.
CAPRICORN (December 22-January 19)
masamang pinagdaanan mo. Buwenas na
numero 8, 2, 21, 4, 36 at 14 buwenas na mga
araw Miyerkoles at Huwebes.

Chairman Dean Amado D.

Valdez.
Nakiusap ang SSS sa
mga mambabatas na
bigyan ng konsiderasyon
ang mungkahi nitong
ipatupad ang P2,000
dagdag-pensyon
sa
dalawang panahon, ang
unang P1,000 across-theboard pension sa 2017 at
panibagong P1,000 sa 2022
o mas maaga pa. Anila, mas
kakayanin ang ganitong
pagpapatupad
dahil
maiiwasang ipasa ang
dagdag-pensyon sa mga
nagbabayad ng buwis.
Malalagay
sa
panganib ang pondo ng
SSS kapag ipinatupad
kaagad ang P2,000 dagdagpensyon. Ang opsyon na
P1,000 inisyal na pension
ay mas magagawa ngayon
at patungo pa din ito sa
layuning karagdagang
P2,000 pensyon bawat
buwan sa lahat ng mga
pensyonado ng SSS, sabi
Valdez na pinangunahan
ang mga opisyal ng SSS sa
pagdinig ng Senado sa

mga batas patungkol sa

pensyon ngayong Lunes.
Sa ngayon ay tatagal
ang pondo ng SSS
hanggang 2042 ngunit
iigsi sa 2025 kung kaagad
ipapatupad ang P2,000
dagdag-pensyon. Kapag
ipinatupad ito sa 2017,
kailangan ng SSS ng P64
bilyong karagdagang
pondo para sa pensyon sa
taon lamang na iyon dahil
inaasahang tataas ito taontaon.
Sa P1,000 dagdagpensyon, tatagal ang
pondo ng SSS hanggang
2032. Ang natitirang
pondo ay maaaring ilagak
sa pamumuhunan para
kumita pa ito, kasabay ng
pagpapatupad ng mga
programa tulad ng mas
mahusay na koleksyon ng
kontribusyon,
at
pagpapaunlad
ng
operasyon para mas
makatipid.
Patuloy ang SSS sa
pag-aaral
ng
mga
kakaibang paraan tulad ng
pamumuhunan sa mga

korporasyon
ng
elektrisidad, tubig at ibang
utilities gayundin ang
Public-Private Partnerships sa paggawa ng mga
imprastraktura tulad ng
mga
kalsada
na
magbibigay
ng
pangmatagalang kita ng
pondo para sa mga
miyembro ng SSS.
May mga sektor na
nagsasabing
hindi
mababangkarote ang SSS
dahil may garantiya ito ng
pamahalaan batay sa Social Security Law. Ngunit
ang ibig sabihin nito ay
kakargahin ng mga
nagbabayad ng buwis at
sa kalaunan ay magiging
responsibilidad nila ang
pagpondo
sa
mga
obligasyon ng SSS na
nagkakahalaga ng bilyonbilyong piso taon-taon.
Sinabi ni Valdez na
kahit na posibleng
pagkunan ng P2,000
dagdag-pensyon
ang
subsidiya
mula
sa
pamahalaaan, dapat ay
pang-suplemento lamang

ito at hindi pantustos ng

kabuuang pondo na
kailangan para sa dagdagpensyon.
Isang win-win solution ang pagpapatupad
ng P2,000 dagdagpensyon sa dalawang
panahon dahil maitataas
ng institusyon ang
pensyon nang hindi
mapaparalisa
ang
kakayahan ng SSS na
manatiling buhay ang
pondo at patuloy na
bayaran
ang
mga
benepisyong obligasyon
sa mga miyembro.
Dagdag ni Valdez na
pipilitin ng bagong
pamunuan ng SSS na
makaisip ng mga bagong
opsyon at malikhaing
solusyon para itaas ang
kita ng SSS mula sa
pinaghusay na koleksyon
ng kontribusyon at
pamumuhunan,
at
pagpapaunlad operasyon
para kayanin ang pagtaas
ng pensyon at ibang
benepisyo para sa mga
miyembro.

Greenpeace gives organic seeds to

Lawin farmer-victims
SOLANA, Cagayan - Some 150 rice farmers here who were
victims of supertyphoon Lawin received organic farm inputs from the Greenpeace Southeast Asia Foundation, a
non-government organization.
Nederev Sano, executive director, said the agricultural
aid aims to help restore the livelihood of the farmers that
were severely destroyed by Lawin and to jumpstart farmers
transition to ecological agriculture in the province.
He also explained that the distribution of the said inputs is part of the organizations Peoples Food Movement program as response packages to typhoon victims.
This town is one among the heavily hit areas of the
super typhoon and the agriculture sector suffered much.
This is our little way to help farmers rise again after the
devastation and to empower them to mitigate the impacts
of climate change that resulted to worsening abnormal
weather system in the country, Sano said.
He said that their organization is also set to conduct a

seminar to the identified farmer beneficiaries on climate

resilient agriculture, self-sufficiency by preserving the
seeds, and making their own fertilizers sourced from the
materials that are abundant and readily available in their
area.
He said each beneficiary received a sack of organic
palay seed, 6 sacks of bokashi fertilizer, 6 bottles of concoction, 5 kilograms of molasses, 6 sacks of vermicast, and
a sack of vegetable seeds composed of squash, winged
beans, pechay, okra, eggplant, tomato, mustard, bottle
gourd (upo), ampalaya and patola.
Vice Mayor Meynard Carag expressed his gratitude to
the organization for reaching out his constituents.
He said the farm inputs given by the Greenpeace organization will augment the assistance given by the national
and local governments and other sectors to rehabilitate
the devastated palay plants of the farmers. Oliver T.

NABAHALA ang Integrated Bar of the Philippines
(IBP) sa naging pahayag ni
Pangulong Rodrigo Duterte
kamakailan laban sa mga
abogadong nagta-tanggol
sa mga drug suspects.
Sa isa kasing talumpati,
sinabi ni Duterte na sunod
niyang target sa kaniyang
drug war ang mga abogado
ng drug suspects dahil
sinasamantala ng mga ito
ang judicial process.

Dahil aniya dito, tila

hinahayaan ng mga
abogado na ipagpatuloy
ang mga iligal na aktibidad
ng kanilang mga kliyente.
Ayon sa IBP, lubhang
delikado ang pahayag na
ito ni Duterte dahil posible
itong magsanhi ng hindi
maiiwasang chilling effect
sa mga abogado.
Paliwanag ng IBP,
mayroon dapat kalayaan
ang mga abogado na

magdesisyon
kung
tatanggapin
at
dedepensahan nila ang
anumang kaso, nang
walang panganib na
kinatatakutan.
Dagdag pa ng IBP,
bukod sa karapatan ng
bawat akusado ang competent legal representation, ito
rin ang sinumpaang
tungkulin ng bawat
miyembro ng IBP.
Tiniyak naman ng

organisasyon na hindi nila

kailanman kukunsintehin
ang anumang uri ng unscrupulous at unethical
na gawain sa panig ng
kanilang mga miyembro.

nasabing

serbisyo.

Radyo Inquirer

DIFFUN, Quirino The

local government here has
expressed optimism of
reaching the Red Orchid
Hall of Fame Award
through the cooperation
of the residents and the
law enforcement offices.
The town recently got
the Red Orchid Award for
the first time and it received a certificate of recognition plus an additional
P100,000.00 worth of drugs
and medicines.
It was judged based
on the strength of comprehensive efforts to implement a 100% Tobacco-Free
Environment using the
World
Health
Organizations
MPOWER.
Hensel Guillermo, municipal disaster risk reduction officer, said the towns
anti-smoking ordinance is
being strictly enforced to
ensure that smoking will be
banned in public places.
Violators shall be penalized with P500 or one
month imprisonment for

first time offenders; P1,000

or two months imprisonment for second-time offenders and P2,500 or four
months imprisonment or
both, at the discretion of
the court, he said.
The fines collected
shall be subject to a 50:50
sharing scheme between
the municipal government
and the Anti-Smoking Task
Force.
Guillermo added that
the ordinance is not after
the fines collected but for
the total eradication of
cigarette smoking in the
municipality for the health
