INSTRUCTIONS TO TENDERERS
The following instructions should be carefully noted by intending Tenderers and failure to
comply with them may lead to invalidation of the tender. Furthermore it is to be noted that
these instructions to Tenderers will form part of the Contract Documents.
1. General
One set of the following tender documents are issued for tendering:

2. Visiting Site and Examining Documents


The Tenderer shall visit the site and is responsible for obtaining all information which
may be necessary for the purpose of making a Tender and entering into a contract. He
shall carefully examine the tender documents and satisfy himself as to risks, obligations
and responsibilities to be undertaken in the Contract.
The data provided is given without any guarantee that the conditions as shown are truly
representative of the entire site. It merely shows the findings of the soil investigation at
the indicated locations. The provision of this information does not absolve the
Contractor from responsibility for making his own interpretation and judging the
completeness of the information given.
3. Indemnity to Employer
The Tenderer and any of his employees or agents will be granted permission by the
Employer to enter upon his premises and lands for the purpose of inspection in
connection with the proposed Tender, but only on the condition that the Tenderer will
release and indemnify the Employer and his servants and agents from and against all
liability in respect of personal injury, loss of or damage to property and any other loss,
damage, cost and expense however caused which, but for the exercise of such
permission, would not have arisen.

4. Doubt and Obscurities
Should there be any doubt or obscurity in the meaning of any of the tender documents
or as to anything to be done or not to be one or as to any other matter or thing, the
Tenderer must set forth such doubt or obscurity in writing and submit the same to the
Engineer not later than 10 days before the date stipulated for the delivery of Tenders.
The replies to written queries, the explanations and clarifications given and copies of
documents or drawings shown at meetings will be distributed as Notices to all
Tenderers not later than 5 days before the date stipulated for delivery of Tenders.
No instruction, clarification or other information given verbally by the Engineer or any
of his assistants at any meeting or discussions held in terms of this clause shall be
binding or taken into account in preparing and evaluating Tenders unless and until such
instruction, clarification or information is confirmed in writing by the Engineer to all
Tenderers. In no case will any procedure in connection with clarification and
interpretation of tender documents give the right to Tenderers to claim an extension of
the time set for submitting Tenders.
5. Quantities
The quantities of the Works are to be worked out under this contract as per drawings
and are to be given in the Tender Documents, and measured in accordance with the
Principles of Measurement (International) for Works of Construction (June 1979)/Civil
Engineering Standard Method of Measurement (3rd Edition) issued by the Institution of
Civil Engineers, 1 Great George Street, London SWIP 3 AA, UK and amended to suit
local practice and requirements.
6. Pricing
All items in the tender documents are to be priced and extended in ink. Any alteration
must be initialed by the person signing the Tender.
The rates and prices set down by the Tenderer against the items in the Tender
Documents are to be for the full inclusive value of the finished work described
thereunder and shall include for profit and all obligations and liabilities of every kind
arising under the contract.
Additionally, the Tenderer is required to complete the Price Analysis Schedules
included in the document for each Bill item. The tender may be rejected, if these
schedules are incomplete and Tender Bond may be confiscated.

7. Fixed Price
The Tenderer should note that this Tender is a Fixed Price Tender and he is to include
for all fluctuations which may occur during the Contract Period.
8. Qualification
The Tender must be submitted solely on the basis of the tender documents and shall be
free of any qualifications. Should the Tenderer wish to submit an alternative offer to the
Employer for consideration, such offer must be additional to and completely separate
from his Tender.

9. Alternative Tenders
Alternative Tenders based on specifications other than those in the tender documents
will be considered provided that a Tender fully complying with the conditions laid
down in the tender documents is also submitted. The Tenderer shall give full details of
such alternative specifications together with the effect, if any, on the Tender Sum. The
Employer shall be free to accept whichever Tender he may choose. Alternative
Tenderers must be submitted in the manner in Clause 14 and 16 of these Instructions to
Tenderers and be endorsed Alternative No. 1.
10. Expenses of Tender
The Employer will not be responsible for nor pay any expense which may be incurred
by any Tenderer in the preparation and submission of his Tender.
11. Documents Confidential
All documents issued and information given to the Tenderers shall be treated as
confidential.
12. Currency
The currency of the Contract will be in the Dirhams (AED or Dhs)
13. Language
During the period of tendering all correspondence with the Engineer shall be in the
English Language.
14. Tender Document to be submitted
The Tenderer shall submit the complete set of the tender documents together with two
copies (excluding drawings) each shall be clearly marked COPY. In the event of any
discrepancy the information entered in the original shall take precedence. Also a copy

of each Notice to Tenderers issued by the Engineer, if any, which shall be endorsed by
the Tenderer shall be included in the submission.
The Tenderer shall complete the whole of the Tender Documentation and shall sign and
date the documents in the spaces provided.
The Tender and Appendix to Tender are to be completed in Arabic or English.
Every page of the original shall be completed with the company seal and initialed
by the person signing the tender. The Employer reserves the right to instruct the
successful Tenderer to stamp and initial every page prior to the formal award of the
contract.
The tender must be signed by the principal of the firm of by a person properly
authorized for the purpose and the registered name and address of the Tender must be
printed in block capitals in the space provided.

In addition to the documents issued to the Tender for the purpose of submission of the
Tender:
(a) An outline statement of the methods proposed for the construction of the
works.
(b) A programme, in bar chart or network form, showing the sequence of the
construction date/ s for the Works or parts thereof.
(c) A list of the major items of plant or equipment to be used with numbers,
types and capacities.
(d) A chart showing the proposed site staff and management organization for
the work, and the numbers of supervisors and labour including those to be
employed by the sub-contractors.
(e) A list of proposed sub-contractors and suppliers, including local firms, with
particulars of the work which shall be undertaken by them.
(f) The proposed sources of local naturally occurring materials and aggregates.
(g) Any other documentation required to clarify the submission.
15. Tender Bond
The Tender shall submit with his Tender a Tender Bond in the form of an unconditional
bank guarantee from an approved bank in the United Arab Emirates . The bank terms
of the guarantee shall be subject to the approval of the Employer. The amount of the
bond shall be not less than 5% (five percent) of the total Tender Sum as surety against
withdrawal of the Tender before the expiry of the period of validity of Tenders or
otherwise failing to comply with the terms of the Tender. The Employer reserves the
right to instruct the Contractor to extend the Tender Bond validity period for a further
30 days.

16. Delivery of Tender
Tenderers shall submit the complete set of Tender Documents containing the tender as
listed in Item 1.1 of these instructions which shall be clearly marked original and, in
addition Tenderers shall submit a photocopy of the Tender Documents which shall be
clearly marked copy. Tenderers shall also submit with the Tender documents all of
the particulars referred to in appendices of the Tender together with all drawings issued
for tendering purposes.
The entire tender submission, duly completed as required shall be enclosed in plain
sealed envelopes or packages, impressed with red sealing wax, endorsed with the tile of
the project as follow:

And shall be addressed and delivered as required by the Letter of Invitation to Tender.
The exterior of the envelopes or packages must not reveal the identity of the Tenderer.
Any tender which is not submitted on the Form of Tender or does not conform with all
of these instructions or does not include any of the required documents or is not
qualified in any way may be rejected.

The Tender shall be deposited not later than ___________ on _________________* in

A representative of the Tenderer may attend the opening of Tenders at
M/s.
office.

17. Correction of Errors


The Rates and Price contained in the Tender Documents will be examined prior to the
awarding of the Contract in order to ascertain that the items are extended correctly at
the rates quoted. Generally, should any error be found, the rate will remain unaltered
and the extended amount will be corrected, unless there is an obvious typographical
error in such case the more realistic figure be inserted. The total amount of the Tender
shall be amended accordingly. Any or all corrections necessary may be made without
reference to the Tenderer and the revised tender price shall be determined which shall
be used for the purpose of comparison with other Tenderers.

Failure by the Employer or the Engineer to discover any error during the checking of
the tender shall not entitle the successful Tenderer (or any other Tenderer) to make a
claim for payment against the error if it is subsequently discovered.

18. Acceptance
The Employer does not bind himself to accept the lowest or any Tender and will not
state a reason for the acceptance or rejection of a Tender.
19. Return of Tender Bond
After the contract has been awarded, the Tender Bonds will be returned by the
Employer to the unsuccessful Tenderers, provided that the Bond has not been forfeited.
The successful Tenderer shall extend the validity of the Tender Bond until he provides
the Performance Security in accordance with Clause 10 of the Conditions of Contract,
at which time the Tender Bond will be returned.
20. Address of the Contractor
The Tenderer shall state in his Tender the address in the United Arab Emirates to which
all correspondence concerning his Tender shall be addressed.
21. No alteration to be made to Documents
No alteration, other than fill in all the blanks intended to be filled in, shall be made in
any of the documents issued. If any alteration is made and if these instructions are not
fully complied with, the Tender may be rejected.

22. Tender Bond Confiscation


The Tenderers attention is drawn to the fact that if the Tender is not completed and
submitted as stated in these instructions to Tenders the Employer reserves the right to
confiscate the Tender Bond in whole or in part as the circumstances warrant.
23. Engineer
The term Supervising Engineer, (S.E.), or Architect, where these are used, shall be
regarded as synonymous with the Engineer referred to in Clause 1 of the Conditions of
Contract.
24. Engineers Representative
The term Supervising Officers Representative, where it is used, shall be regarded as
synonymous with the Engineers Representative referred to in Clause 1 of the
Conditions of Contract.

25. Location of the Site
Plot No. TP040101 at Techno Park, Dubai
26. Description of the Project
The scope of the contract comprises the construction, completion and maintenance of
Warehouse & Office.
27. Details of Other Contracts at the Site.
To be ascertained by the tenderer at the time of tender submission.
28. Performance Security
The Tenderer is notified that the Performance Security, to be provided by the
successful Tenderer under the provision of the Condition of Contract, shall be from an
approved bank in the United Arab Emirates.
The bank and the terms of the Performance Security shall be subject to the approval of
the Employer.
29. Contract Insurance
The Tender is notified that the contract insurances, to be provided by the successful
Tenderer under the provisions of the Conditions of Contract shall be from an approved
insurance company in the United Arab Emirates.
The insurance company and the insurance policies shall be subject to the approval of
the Employer.
30. Adjustment Item
The adjustment item, if any in the tender summary, shall apply to all item of work,
excluding Provisional Sum unless clearly indicated otherwise. The adjustment item
shall not be a lump sum, but a percentage of the total tendered sum excluding
Provisional Sum or a percentage of the totals for the items indicated. The adjustment
item shall be applied to all applicable item rates and sums including any addenda. The
adjusted rates and sums shall be applied during admeasure and valuation of variations.

TheconditionsofContractshallbeConditionsofContract(International)forWorksofCivilEngineering
Construction, as prepared by the Federation Internationale des Engineers Conseils (FIDIC) Fourth
Edition1987(Reprinted1999withfurtheramendments)asmodifiedoraddedtobythefollowingPart
IIConditionsofParticularapplicationwhichshallbereadandconstruedwithGeneralConditionsasif
theywereincorporatedtherewith.InSofarasanyofthesaidConditionsofparticularApplicationmay
conflictorbeinconsistentwithanyoftheGeneralconditions,TheConditionsofparticularApplication
shallalwaysprevail.

(d) TheContractorshallmakedueconsiderationinhisTenderforcomplyingwithall
requirements contained in these Conditions whereby specific approval of the
Employerisrequired.
(e) Notwithstandingtheobligation,assetoutabove,toobtainapproval,if,inthe
opinion of the Engineer, an emergency occurs affecting the safety of life or of
theworksorofadjoiningproperty,hemay,withoutrelievingtheContractorof

anyofhisdutiesandresponsibilitiesundertheContract,instructthecontractor
toexecuteallsuchwork ortodoallsuch thingsasmay,in the opinionofthe
Engineer, be necessary to abate or reduce the risk. The Contractor shall
forthwith comply, despite the absence of approval of the Employer, with any
such instruction of the Engineer. The Engineer shall determine an addition to
theContractPrice,inrespectofsuchinstruction,inaccordancewithClause52
andshallnotifytheContractoraccordingly,withacopytotheEmployer.

Languagesand

5.1(a) ThelanguageoftheContractshallbetheEnglishlanguage.
However should the Employer request the translation of any document
submittedbytheContractorintoArabicitshallbepreparedbyandatthecost
oftheContractor.
(b) ThelawsgoverningtheContractshallbetheLawsoftheUnitedArabEmirates
andDubai.
(c)The contractor shall conduct all correspondence with the Employer, the
EngineerandEngineersRepresentativeintheEnglishLanguage.
(d) All dates and periods of time shall be construed in accordance with the
Gregoriancalendar.

TheContractorshallatthesametimediscussandagreewiththeEngineertimes
for receipt of information required. The programmed shall be separated into
sectionstoshowhowthevarioussectionsoftheworkaretobeintegratedand
shall incorporate in detail the work of all sub Contractors, nominated or
otherwise. The programme shall be in the form of detailed bar chart with
declared logic constraints. It should be computer generated and readily
availableinelectronicdataformattobealteredandadaptedtosuiteventson
site. The computer printout should be in clear format and presented in a
compactandreadablemanner.
The Contractor must be aware that he will be working alongside other
contractorsandmustthereforeallowinhisprogrammingforcoordinationwith
othercontractors.

TemporaryorPermanentWorks.

(f)

Provideandmaintain,ingoodoperatingcondition,suitableandadequatefire
Protectionequipmentandservicesandshallcomplywithallrecommendations
regardingFireprotectionmadebytherepresentativesoftheCivildefenceFire
Service, fire insurance company carrying insurance on the works or the
Engineerandhisrepresentatives.
(g) Provideandmaintainadequatefireprotectionintheformofbarrelsofwater
withbuckets,firebuckettanks,fireextinguishers,orothereffectivemeansof
extinguishingfire,readyforinstantuse,distributedaroundtheprojectandin
andabouttemporaryinflammablestructuresduringconstructionofWorkallas
pertherequirementofLocalCivilDefenceAuthority.
(h) Store and dispense gasoline and other flammable liquids in/from safety
containers. Storage shall not be within buildings. Necessary approval shall be
obtainedfromtheLocalCivilDefenceAuthority.
(j) Approve torch cutting and welding operations performed by Subcontractors.
Before such work is started, and chemical extinguishers shall be available at
eachlocationwheresuchworkisinprogress.
(k) Keep the works orderly and free from all combustible rubbish which shall be
promptlyandlegallyremovedfromsite.

orderlyandexpeditionsperformanceandcompletionsoftheentire
project.

ShouldtheContractorinstallanyportionoftheworkspriorto
coordinationorinsuchmannerasthecauseinterferencewiththework
ofothers,theContractorshall,atitsownexpensearrangeforits
removalormodification,orcuttingandpatchingwhichshallbetothe
approvaloftheEngineer.

GENERAL
The Contract shall be a Lump Sum Contract based on drawings, Specifications and Bills of
Quantities.
Any drawings issued with the documents indicating existing site levels, etc. are issued for
general information only and it is the responsibility of the Tenderer to satisfy himself as to the
accuracy of the levels, etc. in computation of his quantities and no claim will be entertained for
any variation between levels indicated and actual levels.
The Contractor is advised to carefully comprehend his contractual obligations under the
provisions of the above contract and fully understand the proposed Scope of Works.
It is the Contractors responsibility to insert the correct rates against each item in the unit rate
column of the Bills of Quantities. Omitted items or incorrectly inserted rate shall be the sole
responsibility of the Contractor. No claim for additional payment will be allowed for any error
or misunderstanding by the Contractor in these respects.
The rates for each item must be comprehensive and must include for complying with the
Specification, cover all the obligations under the Contract and all matters and things necessary
for the proper construction, completion and maintenance of the works. No claims for additional
payment will be allowed for any error or misunderstanding by the Contractor of the work
involved.
These Preamble clauses shall be read in conjunction with the Conditions of Contract, Tender
Drawings and Specifications, and they shall not be considered as exhaustive but merely as
highlighting certain points. These documents shall be taken as mutually explanatory of one
another.
The schedule of rates will be used to measure and value variations in the Contract described in
the relevant Clause of the Conditions of Contract. Any item in the Bill of Quantities that is not
used for the project, the Client has the right to deduct the said amount.
The descriptions included in the Bill of Quantities to describe the workmanship and materials
necessary for each item are not necessarily complete. The Tenderer is referred to the
Specifications, Conditions of Contract and other documents and the Drawings for further
information concerning the Works and no claim or variations will be considered on account of
his failure to acquaint himself with such information.
The selected Contractor will be required to provide the Engineer with a full and detailed
Tender breakdown upon being awarded the Contract.
If the Contractor should strike any scaffolding before ascertaining whether it is required by any
Subcontractor and contractor or other employed direct he will have to re-erect it, if so required,
at his own expense.

The Tenderer should submit together with his tender, the breakdown of the tendered rates in
the Rate Analysis schedule. Further, the Contractor will be required to provide the Engineer
with a full and detailed Rate Breakdown within 48 hours of being so requested. The breakdown
is to show the actual calculations of the Preliminaries, labour, Plant and Materials cost for the
Works, build-up of measured rates with on-costs and overheads and any other allowances used
to arrive at the Tender Price.
Variations The rates inserted in the Bills of Quantities with the application of the adjustment
item will be used to value to any variations to the Works, whether omissions or additions. The
Contractor shall not be entitled to payment for profit and overheads on the value of Work
omitted. Any variations from the Contract Drawings will be valued by the Engineer and the
Contract Price adjusted accordingly.
Bill Items for Site Offices, Plant, Workshop and Site Laboratory Facilities
Payment for the establishment of these items will be lump sum which will be made only after
the completion of all facilities. Breakdown of all lump-sum amounts to be submitted together
with the Tender Submission.
Payment for the maintenance of these items will be in monthly installments.
Payment for the removal of these items will be by lump sum which will be made only after the
completion of their removal. The removal of the Site Office for the Engineer shall be one
month after completion of the Works.
Bill Items for Contractors Site Management, Site Protection, Etc.
Payment for these Bill Items shall be in monthly installments.
These installments can be suspended, reduced or deleted from any Contract Payment, if in the
opinion of the Engineer; the Contractor is not fulfilling his obligations.
The rate inserted for General Protection of the site shall include for the cost to maintain access
to areas adjacent to the work site.
The item for Traffic safety and control shall include the cost of all temporary traffic diversion
and traffic management necessary to complete the Works. The item shall include for liaison
with the Police and Local Municipality and conforming to their requirements for safety.
Bill items for Traffic Safety, temporary Diversion & Cleaning of Site
Temporary Works, diversions, site cleaning, etc. and other items not otherwise covered in this
preamble or otherwise detailed in this Bills of Quantities will be cost related items and will be
paid as a percentage of work completed to total value of work.

Bills for Surveying Equipment
Payment for the establishment of this surveying equipment will be by lump sum and it will be
made only after the delivery of all equipment specified. Payment for items maintained will be
in monthly installments.
Bills for Providing Assistance to the Engineer
Payment for this item shall be in monthly installments and is deemed to cover all costs in
providing assistance to the Engineer by the Contractor as stated in the Contract.
Bill Item for Project Sign Boards
Payment for project Sign boards shall include for erection, maintenance, removal within the
month of substantial completion and reinstatement of ground to its original state.
Bill Item for Progress Photograph
Payment for progress photographs will be by set of monthly photographs as defined in the
Specification.
Bill item for Conditions of Contract
Payment for this item will be by monthly installments and shall cover all costs and expenses
including overhead and profits incurred by the Contractor in carrying out the requirements of
the Conditions of Contract not otherwise included in the Bill of Quantities. Breakdown of all
lump sum amounts to be submitted together with the tender Submission.
Items for which the measurement unit is in days, such items shall be measured for the actual
period for which facilities, services, etc., are provided in accordance with the construction
programme. Measurement will commence only after the completion of the Mobilization period
and on the day as approved by the Engineer in agreement for the facilities, service, etc., when
fully provided.
These installments can be suspended, reduced or deleted from any Contract Payment, if in the
opinion of the Engineer; the Contractor is not fulfilling his obligations.
Bill for Items not Included in the BOQ
The Tenderer is to detail any additional items with quantities and rates not previously included
to complete the build up of the lump sum tender price for this section of the works.
Should the Tenderer fail to insert any items here, it will be deemed that his lump sum price for
the tender includes all items necessary to make the various systems outlined in the
specifications & drawings, an no subsequent claim for any additional item will be entertained.

DESCRIPTION OF ITEMS
Description of work and materials given in the specifications and drawings are not necessarily
repeated in the Bills of Quantities. Trade preambles are not necessarily restricted to specific
Bills but shall be held to apply throughout the Documents.
Any discrepancy between the Contract Documents shall be brought to the notice of the
Engineer in writing for his decision as to which is the correct interpretation before the work is
commenced. Dimensions and sizes shown on Drawings shall generally take preference over
those stated in the Specifications or the execution of the Works.

PRICING GENERALLY
The Contractor shall satisfy himself as to the meaning of every item in the bills of Quantities
and rates inserted shall be deemed to cover all his obligations under the Contract and all items
necessary for the proper construction and maintenance of the Works.

PRICING GENERALLY (cont.)


Rates shall include but not be limited to:
a. Payment of all state dues, duties, fees and charges, customs or other import duties,
harbour wharfage and port dues, landing, quay and storage charges and any other local
charges or dues applicable on all plant and materials imported for the purpose of
incorporating the same into the Works.
b. Engagement of expatriate staff including their messing and accommodation, air travel,
insurances, indemnities, notices, leaves, sicknesses, income tax, and any other fee or
duty applicable on their salaries, repatriation of expatriates to country of recruitment.
c. Payment of wages and salaries for skilled and unskilled labour, supervisory staff
(including agent, engineers, surveyors, technicians, general and other foremen, gangers,
timekeepers, clerks, mechanics, etc.) whether local or expatriate staff and for all official
holidays and vacations, sick leave, indemnities, bonus, social security insurances,
including all remunerations and other incidental payments pertinent to the works.
d. Rates shall also include for, but not be limited to, all temporary work required
(including any that may be required by sub-contractors whether nominated or otherwise
and other specialist, contractors under separate contract with the employer), the
provisions and use of al plant required for carrying out the works in its proper
sequence, shifting, altering and adapting such temporary works and plant as may be
required during the progress of the Works and removing at completion and making
good any surface disturbed. The unit rates shall be deemed to include for the cost of
preparing the tender, all costs associated with the preparation of the final account, all
other establishment charges and on-costs of whatever nature. No claim for additional
payment will be allowed for any error or misunderstanding by the Contactor in this
respect.
e. The Contractor is advised to carefully comprehend his contractual obligations under the
provisions of the above contract and fully understand the proposed Scope of Works.
It is the Contractors responsibility to check the correctness of the quantities inserted
against each item in the quantities inserted against each item in the quantities column
of the Bills of Quantities. Omitted items or incorrectly inserted quantities shall be the
sole responsibility of the CONTRACTOR.
f. The Contractor must allow in his rates for all laps, waste and trade or any allowance.

DEWATERING WORKS/SYSTEM
The Lump Sum rate shall include for:
A. Equipment, plant and labour necessary for carrying out the dewatering works.
B. Spare parts, standby pumps, fuel, consumable items and all attendance associated with
the dewatering works
The Lump Sum rate shall include for (cont.):
C. Connection charges, authorities fees and charges, equipment, plants, labour, etc.,
necessary for the disposal of water.
D. Initial, time related and dismantling and demobilization costs associated with the
dewatering system.
E. Provision of method statement, design calculations and shop drawings to the approval
of the Engineer.
SHORING SYSTEM/PLANKING & STRUTTING
The Lump Sum rate shall include for:
F. All material, plant and equipment for upholding the sides of excavations.
G. All necessary labour, consumable items and tools, etc.
H. Mobilization and demobilization of plant; dismantling all temporary shoring works and
removal from site.
I. Any type of shoring system required as approved by the Local Authorities and the
Engineer.
J. Any type of shoring system required as approved by the local authorities and the

K. Provision of method statement, design calculations and shop drawing to the approval of
the engineer
L. Cutting of upper portion of shoring system if required to meet the local authorities
requirement.

EXCAVATION & EARTHWORK


Excavation
A. Excavation Works have been measured nett in cubic meters. No allowance shall be
made for increase in bulk or for extra working space required and the Contractor shall
allow for these and any other incidental expenses in his unit rates.

Rates for Excavation shall include for:


B. Excavating in any type of ground, excavating below the water table if necessary and
shall cover the uprooting of all trees, stumps, roots and hedges (if any), clearing and
grubbing of top soil, vegetable and organic matters, drift sand, unsuitable soil and
rubbish (minimum 300mm deep) falling within the areas to be occupied by the works
and removal from the site to approved dumps as directed by the Engineer.
C. Excavating in rock (if any) which in the opinion of the Engineer requires removal by
means of drilling, breaking, wedging, etc. or by any power operated hand tool.
D. Trimming bottoms and sides of excavation to the widths and depths on Drawings and
include removal of all drift, sand, dust and rubbish which may accumulate on the site or
in excavations and keeping the site and excavations free from water during the progress
of the works to the satisfaction of the Engineer and as per Municipality requirements.
E. Manual removal of the bottom layer of excavations minimum 200mm thick, just before
concrete blinding is to be placed and the Contractor shall make up, at his own expense
the difference between levels excavated deeper than the levels shown on Drawings, with
plain concrete.
F. Removal of excavated materials to spoil heaps in approved locations for future use and
screening, transporting and backfilling around foundations below existing/natural
ground level. Rates shall include for loading, transporting, depositing, spreading and
leveling surplus excavated material in locations approved by the Engineer. Rates for
excavation shall also include for obtaining additional backfill material from borrow pits,
irrespective of location, should the Engineer decide that any excavated material is
unsuitable for the purpose.
Backfilling

the thickness or in cubic meter. Precast units are measured linearly stating the overall
sizes. The volume of concrete displaced by reinforcement and the volume for pockets,

Rates for concrete shall include for:

CONCRETE (cont.)
Rates for concrete shall include for:
A. Building in ends of lintels, etc.
B. Curing as specified.
C. The preparation of a detailed bar bending schedule and submission for Engineers
approval.

D. Provision of method statement, design calculations, shop drawings and any

and the like and string of stairs, striking and rubbing down and making good concrete
surfaces after formwork is removed.
F. All reinforcement, fabric mesh, links, stirrups, chairs, etc. including cleaning, bending,
cutting, notching and all necessary supports and spacer bars, distance pieces and steel
binding wires.
G. Wall ties including fixing to formwork, bending and casting into concrete and
subsequently straightening and building into joints in blockwork.
Pre-Cast Concrete
H. Rates for pre-cast concrete units shall include for moulds, reinforcement, stoolings,
ends, angles and junctions. Rates shall also include for surface finish as required and
for fixing cramps, ties, holes and plugs or inserts. Unit rates shall include for hoisting,
building-in, bedding, jointing and pointing as required.
Damp proofing/Waterproofing/Tanking
I. Polythene sheet has been measured nett in square meter with no allowance made for
overlaps.
J. Rates for polythene sheet shall include for laps, straight and curved cutting, waste and
for fitting around obstructions.
K. Waterproofing/tanking works have been measured nett square meter with no allowance
made for overlaps, etc. rates shall be deemed to include for the provision of detailed
shop drawings, fillets in screed/surface preparation, champhering
L. Corners, protection boards and screed, reinforcing strips at joints and corners, etc. as
specified.
BLOCKWORK & INTERNAL PARTITIONS
A. Blockwork has been measured nett in and all openings less than 0.5 M2 in area have
not been deducted. The areas of lintels, sills and the like have been deducted.
B. Cavities and insulation between skins of blockwork have been measured nett in area.
C. Dam-proof courses have been measured nett with no allowance made for laps.
D. Double walls (other than cavity walls) have been measured as single walls of respective
sizes.

Rates for Blockwork shall include for:

I. Admixtures with cement and sand mortar, upon the approval of the Engineer.
J. Forming cavities including wall ties as specified and all extra materials and labour for
closing cavities at sills, jambs, etc.
K. Reinforced concrete bond beams, 200mm high at middle height for blockwalls
exceeding clear height indicated on drawing and bond columns in walls over 6m long.
L. Providing solid blocks at jams to doors and windows in lieu of hollow blocks.
M. Providing solid block instead of hollow blocks at junction between ceiling soffits and
walls.
N. Fire proofing material, where necessary, between the last course and soffit of
slab/ceiling.
O. Fireproofing material and insulation around pipes, doors, cables, etc, passing through
walls, slabs and ceilings.
P. Providing all necessary galvanized mild steel lathing at joints of blockwork and
junction between concrete and blockwork.
ROOFING & CLADDING
A. Roofing materials have been measured nett in square meters as laid and openings less
than 0.5m2 in area has not been deducted.
Rates for roofing shall include for:

around pipes, sleeves, ducts, etc.
I. Rates for screeds shall also include for laying in bays, if necessary, including temporary
formwork and dividing strips.
CARPENTRY & JOINERY
A. All carpentry and joinery work has been measured and described as the nett finished
sizes after fixing in position.
B. Timber shall be deemed to be wrought, i.e. planed finish unless otherwise described.
Rates for Carpentry and Joinery items shall include:
C. The preparation and submission of detailed shop drawings to the Engineer or approval,
prior to the commencement of the work involved.
D. Framing in the best manner and in accordance with the detailed Drawings, and for all
labour, notching, cutting and waste, halvings, morticing, tenoning, wedging, scribing,
openings, forming chamfers, grooves, rebates, rounded shapes, preparing surfaces to
receive finishes, plugging to concrete and blockwork, making good all other sundry
items of a like nature as required.
Rates for Carpentry and Joinery items shall include (cont.):

I. Submitting detailed design criteria and calculations allowing for factors such as the size
of panels, wind load, weight of glazing, etc. to substantiate the size, strength and design
of the proposed extruded sections and thickness of glass.
METAL WORK & GLAZING (cont.)
Glazed Units
J. Rates for glazed doors shall include glass, glazing accessories and beads as required.
K. Rates for glazing work shall include for cutting to required sizes and shapes, forming
holes, supplying and fixing all required gaskets, clips, beads, points, metallic putty, etc.

General
A. Floor, wall and ceiling finishes have been measured nett in m2.
B. Rendering and wall tiling have been measured from top of skirting (if any) to soffit of
slab. Where there are suspended ceilings, measurements were taken to the soffit of the
suspended ceiling plus 100mm unless otherwise indicated on drawing. All openings
and other unfinished areas over 0.5m2 have been deducted. Rendering to ceiling has
been measured flat.
Rates shall include for:
C. Waterproofing to kitchen bathrooms and other wet areas and rooms as indicated have
been measured as flat area in m2. Rates for waterproofing to wet areas is deemed to
include for carrying the waterproofing up walls to 100mm above FFL and up to 100m
above the bathtubs.

D. Supplying all materials, haulage, protection, storage, plant, equipment and tools,
scaffolding, accessories, fixing, mixing and curing and all incidental work necessary for
the proper execution of the finishing to the Engineers satisfaction.

G. Attending and making good all work after other trades to the Engineers satisfaction.

In-Situ Finishing
Rates for In-Situ Finishing shall include for the:
H. Forming horizontal or vertical guide screeds and for supplying hardwood guide blocks.
I. Preparing surface and providing expanded metal lath at junctions of blockwork and
concrete.

Rates for tile, slab and sheet finishing shall include for:

the purpose-made tiles and slabs.

E. Providing special tiles for rounded edges, internal and external angles, edge tiles, etc.
F. Providing required approved sand fill below tile or slab mortar to bring up levels to the
finished floor levels.
G. Coating non-yellow sealant to backs & sides of marble slabs.
Suspended Ceiling Finishing
H. Suspended ceilings are measured flat. Rates for suspended ceiling shall be deemed to
include for all stepping and bulkhead of all height.
Rates for Suspended Ceilings shall include for the following:
I. Submitting samples of the system to the Engineer for approval prior to order.
Suspended Ceiling Finishing (cont.)
J. Forming circular, rectangular, or square openings for electric light fixtures, AC ducts
and grilles, access panels and for straight cutting, curved cutting and waste.
K. Cleaning any soiled or discoloured surfaces of units, including the removal and
replacement of units which are damaged or improperly installed.
L. On completion of the installation, cleaning of all areas where suspended ceiling works
are executed, of all waste, cuttings, etc.

PAINTING & DECORATION


A. Painting and decoration works have been measured nett in m2.
B. Painting to ceiling has been measured flat.
C. Openings exceeding 0.50m2 have been deducted.
Rates for all paint work shall include for:
D. Supplying all necessary materials, machines, tools, brushes, etc. scaffolding, ladders,
storage and protection, additives, mixing, hoisting, sampling and testing and all other
incidental requirements for the proper execution of paint work as specified.
E. Cleaning loose render and repairing all cracks and holes with patching render properly
keyed to existing and sand-papering smooth.
F. Neutralizing alkaline surfaces of rendered or exposed concrete areas by brushing on, an
acid solution and two percent zinc chloride or approved equal and removing all loose
particles after drying as directed by the Engineer.
G. Narrow widths and in short lengths to apertures, jambs, sills, reveals, soffit of lintels,
sides and top faces of curbs, panels and strips, etc. All such areas to be included within
their respective main items, unless otherwise stated.
H. Painting in multi-colours as required.
I. Making good all paint work to the satisfaction of the Engineer.
Rates for all paint work shall include for (cont.):
J. Rates for paint work on ferrous and non-ferrous metalwork shall include for cleaning
with steel wire brushes or scraping as may be necessary to remove all loose scale and
rust and all unexposed surfaces of ferrous and non-ferrous metalwork in false ceilings,
attics, shafts, etc. shall include for applying two coats of rust inhibiting primer.

K. Rates for paint work for timber works shall include for rubbing down with glass paper
before painting. All exposed surfaces of woodwork covered with plywood lining,
veneered, etc. shall receive two coats of approved wood preservative as specified.
PLUMBING AND MECHANICAL ENGINEERING INSTALLATIONS
All works shall be complete as specified, as shown on the drawings and to the approval of the
Engineer.
A. Pipe work lengths measured are mean length as fixed in position. Rates for pipe work
laid underground shall include all excavation, concrete encasement, sand surround,
dewatering, backfilling and disposal of surplus soil.
B. Rates for pipework laid underground shall include for all dewatering required to keep
the excavated trenches clear of water by pumping, bailing or well point dewatering.
C. Rates for pipework shall include joints in the running length, fittings (e.g. Tees,
junctions) made bends, cutting, short lengths and waste. Rates for pipework shall
include for painting.
D. Rates for pipework shall include for pipe clips, holderbars, insulation, and lagging
fixing to any background, hangers, supports, guides, expansion joints, unions, flanges,
dielectric isolators, flexible coupling.
E. Rates for piping shall include for cleaning, flushing and disinfection of all systems as
per specification.
F. Rates for piping shall include for provision of automatic air vents, drain valves of
risers, air chambers and vacuum breaker.
G. Rates shall allow for water hammer and stress analysis of the piping network
H. Rates shall allow for thrust blocks and anchors.
I. Rates for sanitary fixtures shall include for assembling, jointing and fixing in position
complete with all taps, mixers, traps, cisterns, flush pipes and the like. Rates shall also
include for connection to service pipes.
J. Rates for all plumbing work shall include for making out positions and any temporary
removal necessary for decoration.
PLUMBING AND MECHANICAL ENGINEERING INSTALLATIONS (cont.)

Q. Rates for flexible ducts shall include for butterfly volume dampers.
R. Rates shall include for access openings with access doors, inducts as per specification
and to the approval of the Engineer.
S. Except for chilled water pumps, rates for pumping units shall include for the built-in
and/or isolated control panels and all interconnecting control wiring and power supply
from panel to pumps and accessories. (Conduiting is not included)
T. Rates for all pumps shall include for all valves, strainer, flexible connections, gauges at
suction and discharge of each pump.
U. Rates shall include for sound attenuators and linear as per specification to the approval
of the Engineer.
V. Rates shall include for temporary disposable filters on air handlers as per specifications.

PLUMBING AND MECHANICAL ENGINEERING INSTALLATIONS (cont.)


W. Rates shall include for item identification and labeling like plates, discs, labels, charts

X. Rates for all plumbing, air conditioning and ventilation system and other mechanical

ELECTRICAL INSTALLATIONS
Rates for Electrical Works shall include for:
A. Plugs, drawing wires and cables, sinking ends of cables to exposed conductors and
capping ends of cables, connections to equipment with cable glands, etc.
B. Factory rust inhibiting primer, including storage and protection of all Electrical Works.
C. Supplying and painting all exposed surfaces of electrical metal work with one coat of
rust inhibiting Galvafroid primer or approved equivalent and two coats of approved
chlorinated rubber paint, and painting concealed surfaces of panel board cabinets with
emulsified asphalt.
D. Laying all conduits concealed in reinforced concrete slabs, columns, walls, floors,
blockwork or exposed all as indicated on Drawings.
E. Providing all testing devices, equipment and any electrical power necessary for testing
before putting into operation the completed electrical system under the supervision of
the Engineer, also for carrying out any modification or repairs necessary on completion
of tests to the satisfaction of the Engineer.
F. Testing all installations as specified under the clause: Tests and Certificates.
G. Preparation and furnishing of detailed workshop drawings as indicated in the
specifications, and/or the drawings for the approval of the Engineer prior to
commencement of the works and/or the ordering of materials.
H. Sealing openings, etc., with fire proofing materials, if not included elsewhere.
I. Rates for feeders shall include cables (single core or multi-core armored or unarmored
as applicable) conduits if any, cable cleats at every meter run, cable glands, etc.

Rates for Electrical Works shall include for (cont.):


J. Rates for conduits shall include all fittings and accessories, expansion joint fillings, pull
junction and terminal boxes, conduit straps, etc.

to forming or cutting holes, chases, channels, etc. in reinforced concrete structures and
block work and also for providing sleeves, clamps, brackets, hangers, holdfasts, screws,
bolts and nuts, excavating and dewatering of trenches, backfilling for underground
cable duct banks and directly buried cables. Builders works shall also include making
good around all trades disturbed by the execution of electrical installation.
P. Civil works in connection with electrical installation shall include for all incidental and
associated works for the proper installation, completion and commissioning of the
Electrical Works.
EXTERNAL WORKS
A. The Preamble clauses for other trades shall equally apply to work measured under this
section.
B. Rates for pavings, kerbs, and the like shall include for the supply and installation of all
materials as shown on the drawing or as directed by the Engineer.
PROVISIONAL SUMS
A. Provisional sums are included for use as directed by the Engineer.
B. Where the Contractor is required to add for Profit a percentage figure shall be
inserted as indicated. This percentage shall include for site office, head office and other
overheads.
C. Where the Contractor is required to add for Attendance and/or Charges a
percentage/lump sum figure shall be as inserted as indicated. This percentage/lump sum
shall include the following where work is to be executed by a sub-contractor.
(a) Use of temporary roads, pavings, paths, standing and special scaffolding,
hoisting/cranage plant, lighting and water, offices, office facilities and sanitary
facilities.
(b) Unloading, distribution, hoisting/lifting and placing in position (if not carried
out by the Sub-Contractor)

P.C. RATES
Items for attendance given after the P.C. rates for Nominated Subcontractors shall include
for the provision of the Contractor to the Subcontractors of all facilities for the proper
execution of their work, including the free use of scaffolding as necessary, mess-rooms,
latrines, power, light and water, storage space, site first aid facilities, labour and plant for
receiving, off-loading, stacking, handling and hoisting equipment for materials, other
equipment, obtaining and providing details and arranging work to coincide with the main
construction programme, builders work and making good all finishes after the Nominated
Subcontractor or suppliers completes his work.
The term Fix Only where used in the description of work in the Tender Documents shall be
deemed to include for taking delivery, unloading, storing, distribution, hoisting, assembling,
and fixing in position, and for protecting and replacing broken, damaged or stolen goods as
necessary.
LIAISON WITH HORTICULTURAL & IRRIGATION DEPARTMENTS
All soft landscaping works i.e., providing sweet soil, plantation and establishment of plants and
irrigation work shall be carried out as required by local authorities. The Contractor is to include
for all necessary assistance and coordination including transportation of plants to site.

SERVICE AUTHORITY AND CONTINGENCY


The cost of any work carried out under the Service Authority and Contingency items will be
assessed at rates given in the relevant Bills of Quantities or at such rates to be determined by
the Engineer.
ADJUSTMENT ITEMS
The adjustment item, if any, shall apply to all items (excluding Provisional Sums) unless
clearly indicated otherwise.

The adjustment item shall not be a lump sum but a percentage of the total tendered sum
excluding Provisional Sums or a percentage of the total for the items indicated. The adjustment
item shall be applied to all applicable item rates and sums entered in the Tender Summary
(including any addenda). The Contract shall be signed with the inclusion of the adjusted rates
and sums. The adjusted rates and sums shall be applied measurement and for the valuation of
variations.
GENERALLY ALL TRADES
Should the Contractor wish to use alternative materials to those specified, e.g. to utilize local
stocks or suppliers instead of imports, he shall obtain the approval of the Engineer. Any
alternative materials shall not be of a lesser standard than those stipulated herein.
DAYWORKS
The Engineer may, if in his opinion it is necessary or desirable, issue an instruction that any
varied work shall be executed on a daywork basis. The Contractor shall then be paid for such
varied work under the terms set out in the daywork schedule included in the Contract and at the
rates and prices affixed thereto by him in the Tender.
The Contractor shall furnish to the Engineer such receipts or other vouchers as may be
necessary to prove the amounts paid and, before ordering materials, shall submit to the
Engineer quotations for the same for his approval.
In respect of such of the Works executed on a daywork basis, the Contractor shall, during the
continuance of such work, deliver each day to the Engineer an exact list in duplicate of the
names, occupation and time of all workmen employed on such work and a statement, also in
duplicate, showing the description and quantity of all materials and Contractors Equipment
used thereon or therefore other than Contractors Equipment which is included in the
percentage addition in accordance with such daywork schedule. One copy of each list and
statement will, if correct, or when agreed, be signed by the Engineer and returned to the
Contractor.
At the end of each month the Contractor shall deliver to the Engineer a priced statement of the
labour, materials and Contractors Equipment, except as aforesaid, used and the Contractor
shall not be entitled to any payment unless such lists and statements have been fully and

punctually rendered. Provided always that if the Engineer considers that for any reason the
sending of such lists of statements by the Contractor, in accordance with the foregoing
provisions, was impracticable he shall nevertheless be entitled to authorize payment for such
work, either as daywork, on being satisfied as to the time employed and the labour, materials
and Contractors Equipment used on such work, or at such value therefore as shall, in his
opinion, be fair and reasonable.
