INSTRUCTION TO TENDERERS
Instruction to Tenderers
INSTRUCTIONS TO TENDERERS
The following instructions should be carefully noted by intending Tenderers and failure to
comply with them may lead to invalidation of the tender. Furthermore it is to be noted that
these instructions to Tenderers will form part of the Contract Documents.
1. General
One set of the following tender documents are issued for tendering:

9. Alternative Tenders
Alternative Tenders based on specifications other than those in the tender documents
will be considered provided that a Tender fully complying with the conditions laid
down in the tender documents is also submitted. The Tenderer shall give full details of
such alternative specifications together with the effect, if any, on the Tender Sum. The
Employer shall be free to accept whichever Tender he may choose. Alternative
Tenderers must be submitted in the manner in Clause 14 and 16 of these Instructions to
Tenderers and be endorsed Alternative No. 1.
10. Expenses of Tender
The Employer will not be responsible for nor pay any expense which may be incurred
by any Tenderer in the preparation and submission of his Tender.
11. Documents Confidential
All documents issued and information given to the Tenderers shall be treated as
confidential.
12. Currency
The currency of the Contract will be in the Dirhams (AED or Dhs)
13. Language
During the period of tendering all correspondence with the Engineer shall be in the
English Language.
14. Tender Document to be submitted
The Tenderer shall submit the complete set of the tender documents together with two
copies (excluding drawings) each shall be clearly marked COPY. In the event of any
discrepancy the information entered in the original shall take precedence. Also a copy

In addition to the documents issued to the Tender for the purpose of submission of the
Tender:
(a) An outline statement of the methods proposed for the construction of the
works.
(b) A programme, in bar chart or network form, showing the sequence of the
construction date/ s for the Works or parts thereof.
(c) A list of the major items of plant or equipment to be used with numbers,
types and capacities.
(d) A chart showing the proposed site staff and management organization for
the work, and the numbers of supervisors and labour including those to be
employed by the sub-contractors.
(e) A list of proposed sub-contractors and suppliers, including local firms, with
particulars of the work which shall be undertaken by them.
(f) The proposed sources of local naturally occurring materials and aggregates.
(g) Any other documentation required to clarify the submission.
15. Tender Bond
The Tender shall submit with his Tender a Tender Bond in the form of an unconditional
bank guarantee from an approved bank in the United Arab Emirates . The bank terms
of the guarantee shall be subject to the approval of the Employer. The amount of the
bond shall be not less than 5% (five percent) of the total Tender Sum as surety against
withdrawal of the Tender before the expiry of the period of validity of Tenders or
otherwise failing to comply with the terms of the Tender. The Employer reserves the
right to instruct the Contractor to extend the Tender Bond validity period for a further
30 days.

Failure by the Employer or the Engineer to discover any error during the checking of
the tender shall not entitle the successful Tenderer (or any other Tenderer) to make a
claim for payment against the error if it is subsequently discovered.

18. Acceptance
The Employer does not bind himself to accept the lowest or any Tender and will not
state a reason for the acceptance or rejection of a Tender.
19. Return of Tender Bond
After the contract has been awarded, the Tender Bonds will be returned by the
Employer to the unsuccessful Tenderers, provided that the Bond has not been forfeited.
The successful Tenderer shall extend the validity of the Tender Bond until he provides
the Performance Security in accordance with Clause 10 of the Conditions of Contract,
at which time the Tender Bond will be returned.
20. Address of the Contractor
The Tenderer shall state in his Tender the address in the United Arab Emirates to which
all correspondence concerning his Tender shall be addressed.
21. No alteration to be made to Documents
No alteration, other than fill in all the blanks intended to be filled in, shall be made in
any of the documents issued. If any alteration is made and if these instructions are not
fully complied with, the Tender may be rejected.

PART1GENERALCONDITIONS.
TheconditionsofContractshallbeConditionsofContract(International)forWorksofCivilEngineering
Construction, as prepared by the Federation Internationale des Engineers Conseils (FIDIC) Fourth
Edition1987(Reprinted1999withfurtheramendments)asmodifiedoraddedtobythefollowingPart
IIConditionsofParticularapplicationwhichshallbereadandconstruedwithGeneralConditionsasif
theywereincorporatedtherewith.InSofarasanyofthesaidConditionsofparticularApplicationmay
conflictorbeinconsistentwithanyoftheGeneralconditions,TheConditionsofparticularApplication
shallalwaysprevail.
ItisdeemedthattheTendererisinpossessionoftheabovedocument.

Addthefollowing
(d) TheContractorshallmakedueconsiderationinhisTenderforcomplyingwithall
requirements contained in these Conditions whereby specific approval of the
Employerisrequired.
(e) Notwithstandingtheobligation,assetoutabove,toobtainapproval,if,inthe
opinion of the Engineer, an emergency occurs affecting the safety of life or of
theworksorofadjoiningproperty,hemay,withoutrelievingtheContractorof

anyofhisdutiesandresponsibilitiesundertheContract,instructthecontractor
toexecuteallsuchwork ortodoallsuch thingsasmay,in the opinionofthe
Engineer, be necessary to abate or reduce the risk. The Contractor shall
forthwith comply, despite the absence of approval of the Employer, with any
such instruction of the Engineer. The Engineer shall determine an addition to
theContractPrice,inrespectofsuchinstruction,inaccordancewithClause52
andshallnotifytheContractoraccordingly,withacopytotheEmployer.

5.1(a) ThelanguageoftheContractshallbetheEnglishlanguage.
However should the Employer request the translation of any document
submittedbytheContractorintoArabicitshallbepreparedbyandatthecost
oftheContractor.
(b) ThelawsgoverningtheContractshallbetheLawsoftheUnitedArabEmirates
andDubai.
(c)The contractor shall conduct all correspondence with the Employer, the
EngineerandEngineersRepresentativeintheEnglishLanguage.
(d) All dates and periods of time shall be construed in accordance with the
Gregoriancalendar.

TheContractorshallatthesametimediscussandagreewiththeEngineertimes
for receipt of information required. The programmed shall be separated into
sectionstoshowhowthevarioussectionsoftheworkaretobeintegratedand
shall incorporate in detail the work of all sub Contractors, nominated or
otherwise. The programme shall be in the form of detailed bar chart with
declared logic constraints. It should be computer generated and readily
availableinelectronicdataformattobealteredandadaptedtosuiteventson
site. The computer printout should be in clear format and presented in a
compactandreadablemanner.
The Contractor must be aware that he will be working alongside other
contractorsandmustthereforeallowinhisprogrammingforcoordinationwith
othercontractors.

19.1 Addthefollowing:
(d)TheContractorshallcomplywiththeregulationsoftheEmployerandany
controllingauthorityinforceattheSiteoftheWorksrelatingtotheprecautions
tobetakenagainstfirehazards.
(e)TheContractorshallcomplyinallrespectswiththeregulationsofallService
AuthoritiesincarryingouthisobligationsundertheContractwhetherfor
TemporaryorPermanentWorks.

Provideandmaintain,ingoodoperatingcondition,suitableandadequatefire
Protectionequipmentandservicesandshallcomplywithallrecommendations
regardingFireprotectionmadebytherepresentativesoftheCivildefenceFire
Service, fire insurance company carrying insurance on the works or the
Engineerandhisrepresentatives.
(g) Provideandmaintainadequatefireprotectionintheformofbarrelsofwater
withbuckets,firebuckettanks,fireextinguishers,orothereffectivemeansof
extinguishingfire,readyforinstantuse,distributedaroundtheprojectandin
andabouttemporaryinflammablestructuresduringconstructionofWorkallas
pertherequirementofLocalCivilDefenceAuthority.
(h) Store and dispense gasoline and other flammable liquids in/from safety
containers. Storage shall not be within buildings. Necessary approval shall be
obtainedfromtheLocalCivilDefenceAuthority.
(j) Approve torch cutting and welding operations performed by Subcontractors.
Before such work is started, and chemical extinguishers shall be available at
eachlocationwheresuchworkisinprogress.
(k) Keep the works orderly and free from all combustible rubbish which shall be
promptlyandlegallyremovedfromsite.

delaysorhindranceintheorderlyprogressoftheworkandtoassure
orderlyandexpeditionsperformanceandcompletionsoftheentire
project.
ShouldtheContractorinstallanyportionoftheworkspriorto
coordinationorinsuchmannerasthecauseinterferencewiththework
ofothers,theContractorshall,atitsownexpensearrangeforits
removalormodification,orcuttingandpatchingwhichshallbetothe
approvaloftheEngineer.

Intheeventofanyoutbreakofillnessofanepidemicnature,theContractor
shallcomplywithandcarryoutsuchregulations,ordersandrequirementsas
maybemadebytheGovernmentorthelocalmedicalorsanitaryauthorities
forthepurposesofdealingwithandovercomingthesame.
TheContractorShallatalltimestakeallreasonableprecautionstopreventany
unlawfulriotousordisorderlyconductbyoramongsthisemployeesandforthe
preservationofpeaceandprotectionofpersonsandpropertyinthe
neighbourhoodoftheWorksagainstthesame.

TheContractorShallberesponsiblefortheobservancebyhissubcontractorsof
alltheprovisionsofthisClause.
TheContractorshallpayallratesandwages,observehoursandconditionsand
complywithallregulationswhichaffectlabourandothermatterssodefinedby
theLabourLawofUnitedArabEmiratesandtocomplywiththerequirements
sodefinedbytheSocialsecurityregulationsinforceduringthecurrencyofthe
contract,andtocomplywithanyadjustmentsandrevisionsapplicabletothese
LawsandRegulationswhichmaybebroughtintoforceduringtheContract.The
Employershallnotberesponsibleforanyadditionalexpenditurewhichmaybe
incurredbytheContractorinconsequenceofanyincreaseinthewagesor
salariesofworkmenandemployees.
34.10 TheContractorshallnotrecruitorattempttorecruithisstaffandlabourfrom
amongstpersonsintheserviceoftheEmployerorEngineer.
34.11 TheContractorshallobeyallpolice,healthandallotherregulationswhichmay
fromtimetotimerequirehisobservanceandheshallinstructhisagents,
servantsandotheremployeestoobeysuchregulations.TheContractorshallbe
responsibleforkeepingdisciplineontheSiteandShalldismisswithin24hours
fromreceiptofwritteninstructionsbytheEngineertothateffectanyservant,
labourerorotheremployeewhoneglectstoobservetheregulationsorwho
refusestocarryoutinstructionsgiventohimbytheEngineer.
DisorderlyConduct
34.12 TheContractorshalldismissanypersonguiltyofattempteddishonestytothe
EmployerandtheEngineerorofdisobedienceoftheregulationsaforesaidor
ofbadbehaviourorwhocausesorattemptstocausetroubleandunrestamong
thelabourforce.

34.14 TheContractorshallreporttheillnessofanyemployeetothenearestdoctor
andalsotheabsencefromworkortransferbecauseofillnessofanyemployee
andshallcomplywiththerequirementsofthelabourLawregardingmedical
inspection.

Sanitaryfacilities
34.15 SanitaryconveniencesfortheuseofpersonsemployedontheWorksshallbe
providedandmaintainedbytheContractortotheextent,andsuchamanner,
andatsuchplacesasshallbeapprovedbytheEngineerandtheauthority
concernedandallpersonsconnectedwiththeWorksshallbeobligedtouse
them.TheContractorshallmakealltemporaryarrangementsfortheproper
dischargeofsewageanddrainagefromorinconnectionswiththeworkand
shallmaintainthesametothesatisfactionoftheEngineerandtheauthority
concernedaslongastheymayberequired.
Politicalactivities
34.16 NeithertheContractor,hissubcontractors,hisassociatesnoranyexpatriate
staffandtheirfamilieswillindulgeinanywayinanypoliticalactivitieswhilst
theyareresidentintheUnitedArabEmirates.
Costs,Charges
AndExpenses 34.17 TheContractorshallincludeintheContractpriceallcosts,chargesand
expenseswhatsoeverwhichmaybeincurredbyhimandallrisksinvolvedin
givingeffecttotheprovisionsofthisclause.

34.18 TheContractorshallmakehisownarrangementstoobtainimmigration
approvalforexpatriatepersonnelorlabourandshallbeheldentirely
responsibletherefore.
LocalLabour
Legislation
34.19 TheContractorshallbedeemedtohaveincludedinhistenderpricefor
Complianceswithanylocallabourlegislationnowinforce,orlikelytocomeinto
force,duringthecurrencyoftheContract.
AccidentPrevention

34.20 TheContractorshallhaveonhisstaffatsiteanofficerdealingonlywith
questionsregardingthesafetyandprotectionagainstallaccidentsofstaffand
labour.Thisofficershallbequalifiedforthisworkandshallhavetheauthority
toissueinstructionsandshalltakeprotectivemeasurestopreventaccidents.
Healthandsafety
34.21 DueprecautionsshallbetakenbytheContractor,andathisowncost,to
ensurethesafetyofhisstaffandlabourand,incollaborationwithandtothe
requirementsofthelocalhealthauthorities,toensurethatmedicalstaff,first
aidequipmentandstores,sickandsuitableambulanceserviceareaavailableat
thecamps,housingandonSiteatalltimesthroughouttheperiodofthe
Contractandthatsuitablearrangementaremadeforthatpreventionof
epidemicsandforallnecessarywelfareandhygienerequirements.

out,byhowmanymenandwithwhichplantbeforemakinghisdecision.

IntheeventthattheEngineerortheEngineersRepresentativeortheir
assistantsareobligedtosupervisetheContractorsoperationsinexcessof8
hoursperworkingday,oronFridaysordeclaredholidaysintheUAE.Thecost
totheEngineerofsuchovertimeshallbeagreedbetweentheEngineerandthe
Contractor.PaymentwillbemadetotheEngineerbyContractor.

All information gathered under this Contract by the Contractor and all reports
and recommendations hereunder shall be treated as confidential by the
contractorandshallnot,withoutthepriorwrittenapprovaloftheEmployer,
bedisclosedormadeavailabletoanypersonorpartyotherthantheEmployer
andtheEngineer.
The obligation on the part of the Contractor to keep all such information
confidentialshallbeofageneralnatureandshallbewithoutlimitationoftime.

theEngineerwhowillrequirethattheContractorhascompiledinfullwiththe

GENERAL
The Contract shall be a Lump Sum Contract based on drawings, Specifications and Bills of
Quantities.
Any drawings issued with the documents indicating existing site levels, etc. are issued for
general information only and it is the responsibility of the Tenderer to satisfy himself as to the
accuracy of the levels, etc. in computation of his quantities and no claim will be entertained for
any variation between levels indicated and actual levels.
The Contractor is advised to carefully comprehend his contractual obligations under the
provisions of the above contract and fully understand the proposed Scope of Works.
It is the Contractors responsibility to insert the correct rates against each item in the unit rate
column of the Bills of Quantities. Omitted items or incorrectly inserted rate shall be the sole
responsibility of the Contractor. No claim for additional payment will be allowed for any error
or misunderstanding by the Contractor in these respects.
The rates for each item must be comprehensive and must include for complying with the
Specification, cover all the obligations under the Contract and all matters and things necessary
for the proper construction, completion and maintenance of the works. No claims for additional
payment will be allowed for any error or misunderstanding by the Contractor of the work
involved.
These Preamble clauses shall be read in conjunction with the Conditions of Contract, Tender
Drawings and Specifications, and they shall not be considered as exhaustive but merely as
highlighting certain points. These documents shall be taken as mutually explanatory of one
another.
The schedule of rates will be used to measure and value variations in the Contract described in
the relevant Clause of the Conditions of Contract. Any item in the Bill of Quantities that is not
used for the project, the Client has the right to deduct the said amount.
The descriptions included in the Bill of Quantities to describe the workmanship and materials
necessary for each item are not necessarily complete. The Tenderer is referred to the
Specifications, Conditions of Contract and other documents and the Drawings for further
information concerning the Works and no claim or variations will be considered on account of
his failure to acquaint himself with such information.
The selected Contractor will be required to provide the Engineer with a full and detailed
Tender breakdown upon being awarded the Contract.
If the Contractor should strike any scaffolding before ascertaining whether it is required by any
Subcontractor and contractor or other employed direct he will have to re-erect it, if so required,
at his own expense.

The Tenderer should submit together with his tender, the breakdown of the tendered rates in
the Rate Analysis schedule. Further, the Contractor will be required to provide the Engineer
with a full and detailed Rate Breakdown within 48 hours of being so requested. The breakdown
is to show the actual calculations of the Preliminaries, labour, Plant and Materials cost for the
Works, build-up of measured rates with on-costs and overheads and any other allowances used
to arrive at the Tender Price.
Variations The rates inserted in the Bills of Quantities with the application of the adjustment
item will be used to value to any variations to the Works, whether omissions or additions. The
Contractor shall not be entitled to payment for profit and overheads on the value of Work
omitted. Any variations from the Contract Drawings will be valued by the Engineer and the
Contract Price adjusted accordingly.
Bill Items for Site Offices, Plant, Workshop and Site Laboratory Facilities
Payment for the establishment of these items will be lump sum which will be made only after
the completion of all facilities. Breakdown of all lump-sum amounts to be submitted together
with the Tender Submission.
Payment for the maintenance of these items will be in monthly installments.
Payment for the removal of these items will be by lump sum which will be made only after the
completion of their removal. The removal of the Site Office for the Engineer shall be one
month after completion of the Works.
Bill Items for Contractors Site Management, Site Protection, Etc.
Payment for these Bill Items shall be in monthly installments.
These installments can be suspended, reduced or deleted from any Contract Payment, if in the
opinion of the Engineer; the Contractor is not fulfilling his obligations.
The rate inserted for General Protection of the site shall include for the cost to maintain access
to areas adjacent to the work site.
The item for Traffic safety and control shall include the cost of all temporary traffic diversion
and traffic management necessary to complete the Works. The item shall include for liaison
with the Police and Local Municipality and conforming to their requirements for safety.
Bill items for Traffic Safety, temporary Diversion & Cleaning of Site
Temporary Works, diversions, site cleaning, etc. and other items not otherwise covered in this
preamble or otherwise detailed in this Bills of Quantities will be cost related items and will be
paid as a percentage of work completed to total value of work.
GENERAL (cont.)
Bills for Surveying Equipment
Payment for the establishment of this surveying equipment will be by lump sum and it will be
made only after the delivery of all equipment specified. Payment for items maintained will be
in monthly installments.
Bills for Providing Assistance to the Engineer
Payment for this item shall be in monthly installments and is deemed to cover all costs in
providing assistance to the Engineer by the Contractor as stated in the Contract.
Bill Item for Project Sign Boards
Payment for project Sign boards shall include for erection, maintenance, removal within the
month of substantial completion and reinstatement of ground to its original state.
Bill Item for Progress Photograph
Payment for progress photographs will be by set of monthly photographs as defined in the
Specification.
Bill item for Conditions of Contract
Payment for this item will be by monthly installments and shall cover all costs and expenses
including overhead and profits incurred by the Contractor in carrying out the requirements of
the Conditions of Contract not otherwise included in the Bill of Quantities. Breakdown of all
lump sum amounts to be submitted together with the tender Submission.
Items for which the measurement unit is in days, such items shall be measured for the actual
period for which facilities, services, etc., are provided in accordance with the construction
programme. Measurement will commence only after the completion of the Mobilization period
and on the day as approved by the Engineer in agreement for the facilities, service, etc., when
fully provided.
These installments can be suspended, reduced or deleted from any Contract Payment, if in the
opinion of the Engineer; the Contractor is not fulfilling his obligations.
Bill for Items not Included in the BOQ
The Tenderer is to detail any additional items with quantities and rates not previously included
to complete the build up of the lump sum tender price for this section of the works.
Should the Tenderer fail to insert any items here, it will be deemed that his lump sum price for
the tender includes all items necessary to make the various systems outlined in the
specifications & drawings, an no subsequent claim for any additional item will be entertained.

DESCRIPTION OF ITEMS
Description of work and materials given in the specifications and drawings are not necessarily
repeated in the Bills of Quantities. Trade preambles are not necessarily restricted to specific
Bills but shall be held to apply throughout the Documents.
Any discrepancy between the Contract Documents shall be brought to the notice of the
Engineer in writing for his decision as to which is the correct interpretation before the work is
commenced. Dimensions and sizes shown on Drawings shall generally take preference over
those stated in the Specifications or the execution of the Works.
PRICING GENERALLY
The Contractor shall satisfy himself as to the meaning of every item in the bills of Quantities
and rates inserted shall be deemed to cover all his obligations under the Contract and all items
necessary for the proper construction and maintenance of the Works.
DEWATERING WORKS/SYSTEM
The Lump Sum rate shall include for:

CONCRETE
A. In-situ plain and reinforced concrete have been measured nett in square meters stating
the thickness or in cubic meter. Precast units are measured linearly stating the overall
sizes. The volume of concrete displaced by reinforcement and the volume for pockets,
holes, chases, mortices and the like are not deducted. Voids of less than 0.5m2 in area
are also not deducted.
B. Columns and walls below ground have been measured from top of foundation to top of
basement slab or ground slab.
C. Tie beams and strap beams have been measured up to the top of basement slab or
ground slab.
D. Beams have been measured as full depth including the part within slab thickness.

holes, supplying and fixing all required gaskets, clips, beads, points, metallic putty, etc.

suspended ceiling plus 100mm unless otherwise indicated on drawing. All openings
and other unfinished areas over 0.5m2 have been deducted. Rendering to ceiling has
been measured flat.
Rates shall include for:
C. Waterproofing to kitchen bathrooms and other wet areas and rooms as indicated have
been measured as flat area in m2. Rates for waterproofing to wet areas is deemed to
include for carrying the waterproofing up walls to 100mm above FFL and up to 100m
above the bathtubs.
In-Situ Finishing
Rates for In-Situ Finishing shall include for the:
H. Forming horizontal or vertical guide screeds and for supplying hardwood guide blocks.
I. Preparing surface and providing expanded metal lath at junctions of blockwork and
concrete.
J. Work to curved surfaces.
K. Rates for paint work for timber works shall include for rubbing down with glass paper
before painting. All exposed surfaces of woodwork covered with plywood lining,
veneered, etc. shall receive two coats of approved wood preservative as specified.
PLUMBING AND MECHANICAL ENGINEERING INSTALLATIONS
All works shall be complete as specified, as shown on the drawings and to the approval of the
Engineer.
A. Pipe work lengths measured are mean length as fixed in position. Rates for pipe work
laid underground shall include all excavation, concrete encasement, sand surround,
dewatering, backfilling and disposal of surplus soil.
B. Rates for pipework laid underground shall include for all dewatering required to keep
the excavated trenches clear of water by pumping, bailing or well point dewatering.
C. Rates for pipework shall include joints in the running length, fittings (e.g. Tees,
junctions) made bends, cutting, short lengths and waste. Rates for pipework shall
include for painting.
D. Rates for pipework shall include for pipe clips, holderbars, insulation, and lagging
fixing to any background, hangers, supports, guides, expansion joints, unions, flanges,
dielectric isolators, flexible coupling.
E. Rates for piping shall include for cleaning, flushing and disinfection of all systems as
per specification.
F. Rates for piping shall include for provision of automatic air vents, drain valves of
risers, air chambers and vacuum breaker.
G. Rates shall allow for water hammer and stress analysis of the piping network
H. Rates shall allow for thrust blocks and anchors.
I. Rates for sanitary fixtures shall include for assembling, jointing and fixing in position
complete with all taps, mixers, traps, cisterns, flush pipes and the like. Rates shall also

R. Rates shall include for access openings with access doors, inducts as per specification
and to the approval of the Engineer.
S. Except for chilled water pumps, rates for pumping units shall include for the built-in
and/or isolated control panels and all interconnecting control wiring and power supply
from panel to pumps and accessories. (Conduiting is not included)
T. Rates for all pumps shall include for all valves, strainer, flexible connections, gauges at
suction and discharge of each pump.
U. Rates shall include for sound attenuators and linear as per specification to the approval
of the Engineer.
V. Rates shall include for temporary disposable filters on air handlers as per specifications.

capping ends of cables, connections to equipment with cable glands, etc.
B. Factory rust inhibiting primer, including storage and protection of all Electrical Works.
C. Supplying and painting all exposed surfaces of electrical metal work with one coat of
rust inhibiting Galvafroid primer or approved equivalent and two coats of approved
chlorinated rubber paint, and painting concealed surfaces of panel board cabinets with
emulsified asphalt.
D. Laying all conduits concealed in reinforced concrete slabs, columns, walls, floors,
blockwork or exposed all as indicated on Drawings.
E. Providing all testing devices, equipment and any electrical power necessary for testing
before putting into operation the completed electrical system under the supervision of
the Engineer, also for carrying out any modification or repairs necessary on completion
of tests to the satisfaction of the Engineer.
F. Testing all installations as specified under the clause: Tests and Certificates.
G. Preparation and furnishing of detailed workshop drawings as indicated in the
specifications, and/or the drawings for the approval of the Engineer prior to
commencement of the works and/or the ordering of materials.
H. Sealing openings, etc., with fire proofing materials, if not included elsewhere.
I. Rates for feeders shall include cables (single core or multi-core armored or unarmored
as applicable) conduits if any, cable cleats at every meter run, cable glands, etc.
L. Rates for cables and wires shall include earthing wires and/or cables.
M. Rates for devices and equipment shall include nameplates and engraving.
N. Rates for ducts and conduit lead-ins and crossings shall include fire-proofing filling
material.
O. Builders work in connection with electrical installation shall include nut not be limited
to forming or cutting holes, chases, channels, etc. in reinforced concrete structures and
block work and also for providing sleeves, clamps, brackets, hangers, holdfasts, screws,
bolts and nuts, excavating and dewatering of trenches, backfilling for underground
cable duct banks and directly buried cables. Builders works shall also include making
good around all trades disturbed by the execution of electrical installation.
P. Civil works in connection with electrical installation shall include for all incidental and
associated works for the proper installation, completion and commissioning of the
Electrical Works.
EXTERNAL WORKS
A. The Preamble clauses for other trades shall equally apply to work measured under this
section.
B. Rates for pavings, kerbs, and the like shall include for the supply and installation of all
materials as shown on the drawing or as directed by the Engineer.
PROVISIONAL SUMS
A. Provisional sums are included for use as directed by the Engineer.
B. Where the Contractor is required to add for Profit a percentage figure shall be
inserted as indicated. This percentage shall include for site office, head office and other
overheads.
C. Where the Contractor is required to add for Attendance and/or Charges a
percentage/lump sum figure shall be as inserted as indicated. This percentage/lump sum
shall include the following where work is to be executed by a sub-contractor.
(a) Use of temporary roads, pavings, paths, standing and special scaffolding,
hoisting/cranage plant, lighting and water, offices, office facilities and sanitary
facilities.
(b) Unloading, distribution, hoisting/lifting and placing in position (if not carried
out by the Sub-Contractor)

(c) Providing secure storage facilities with lighting and power.
(d) Providing power (if required)
(e) Protecting the work on completion.
(f) Necessary supervision, coordination and shop drawings as applicable/required.
The adjustment item shall not be a lump sum but a percentage of the total tendered sum
excluding Provisional Sums or a percentage of the total for the items indicated. The adjustment
item shall be applied to all applicable item rates and sums entered in the Tender Summary
(including any addenda). The Contract shall be signed with the inclusion of the adjusted rates
and sums. The adjusted rates and sums shall be applied measurement and for the valuation of
variations.
GENERALLY ALL TRADES
Should the Contractor wish to use alternative materials to those specified, e.g. to utilize local
stocks or suppliers instead of imports, he shall obtain the approval of the Engineer. Any
alternative materials shall not be of a lesser standard than those stipulated herein.
DAYWORKS
The Engineer may, if in his opinion it is necessary or desirable, issue an instruction that any
varied work shall be executed on a daywork basis. The Contractor shall then be paid for such
varied work under the terms set out in the daywork schedule included in the Contract and at the
rates and prices affixed thereto by him in the Tender.
The Contractor shall furnish to the Engineer such receipts or other vouchers as may be
necessary to prove the amounts paid and, before ordering materials, shall submit to the
Engineer quotations for the same for his approval.
In respect of such of the Works executed on a daywork basis, the Contractor shall, during the
continuance of such work, deliver each day to the Engineer an exact list in duplicate of the
names, occupation and time of all workmen employed on such work and a statement, also in
duplicate, showing the description and quantity of all materials and Contractors Equipment
used thereon or therefore other than Contractors Equipment which is included in the
percentage addition in accordance with such daywork schedule. One copy of each list and
statement will, if correct, or when agreed, be signed by the Engineer and returned to the
Contractor.
At the end of each month the Contractor shall deliver to the Engineer a priced statement of the
labour, materials and Contractors Equipment, except as aforesaid, used and the Contractor
shall not be entitled to any payment unless such lists and statements have been fully and
punctually rendered. Provided always that if the Engineer considers that for any reason the
sending of such lists of statements by the Contractor, in accordance with the foregoing
provisions, was impracticable he shall nevertheless be entitled to authorize payment for such
work, either as daywork, on being satisfied as to the time employed and the labour, materials
and Contractors Equipment used on such work, or at such value therefore as shall, in his
opinion, be fair and reasonable.
