Preface

First of all, I want to say thanks to the God ALLAH SWT because I can
finish this composition on time to follow the third grade examination. And also
I want to great thanks for:
1. My Parents and Family that always support and help me.
2. Mr. Jonisbar Dennis, because give me a chance to make this composition.
3. Mr. Apen Sembiring, who is always give me knowledge and also his
guidance to me.
4. My Friends, Especially Iskantasya Prachika and Puri Andani who is want to
help me translate this composition when in our class no teacher to teach.
The title of this composition is strict punishment the best way to
decrease juvenile crime. I hope that the reader can get something from my
composition although just a little.
Finally, I realize still many mistake of this composition, I just want to
say I am sorry.

STRICT PUNISHMENT IS THE BEST WAY


TO DECREASE JUVENILE CRIME

Chapter I
INTRODUCTION
A. Background
If said about background maybe not many that can be written. But now
I try to think and type it to my composition and describe about the
background of strict punishment is the best way to decrease juvenile crime.
Maybe first we must know what the meaning of juvenile, strict
punishment like what, crime like what and then how is the best way and so
on. But, that of all will be explanation in next chapter.
Social problem that categorized in deviate behavior between is
juvenile crime. For knowing about background of juvenile crime can do with
two ways, there are:
1. Individual way
2. System way.
Social problem and deviate behavior in write of Juvenile Crime can
be explained with individual way and system way. In individual way, it is as
observation unit and also source of problem. On this way base of
socialization idea, behavior will be identified as social problem if it is not
success pass of social study.
Disorder of behavior can not look simply as action that is not proper,
but more of that must be looked as interaction result from transaction that is
not right between person and their social of the environment. Failure of social
study or deviate in interaction from the social transaction can be divided in
some cases.
About alteration for individual way as observation unit and system way
as source of problem is individual as social problems which are source from
social system, especially in the disorganization as the source of problem.

This case can be explained that generally on society who experience


symptom of disorganization social, norms, and social value to be lost of
strong. Thus-so, social control to be weak, and make possible happen variety
form deviate behavior in society that have social disorganization.
Often that happens are not just unsure and lost of power of social
norms, but more of that. Juvenile crime in study of social problem can
category to deviate behavior.
In opinion of deviate behavior, social problem happen because there
are deviate behavior from variety social rules or from value and social norms
that occur. Deviate behavior can be believed as source of problem, because
can endanger existence social system.
For knowing, background of deviate behavior must to difference
situation deviate behavior which is not deliberate and deliberate.
There are:
1. Deviate behavior which is not deliberate is because the actor is less
understanding rules that there are.
2. Deviate behavior which is deliberate is not the actor is not know rule
but because want to violate the law. Person, who is believed normal, usually
can restrain self from wants to deviate.
So, with this ways background of juvenile crime can know easily and I
think the reader can understand and can know with fast from read the
background before.

B. Purpose
My purposes to make this composition are:
1. To follow the third grade examination in Afford International English Course
(AIEC)
2. To add my knowledge about Juvenile crime.
3. To add my knowledge about strict punishment nowadays.
4. To add my vocabulary

DEFINITION
Chapter II
A. Juvenile
From formerly until now, the juvenile is always to be hot topic. Even to
be talk material that very interest. Maybe because age of juvenile is change
from child to adult, or maybe basely inside from juvenile self many of
problems that found, that from inside of the juvenile self, environment, or
interaction juvenile with their friends.
Usually the juvenile will experience time/behavior that want get full of
care from their parents or people that their love. Because juvenile time is
sensitive time to characteristic and private behavior each other.
If parents less of care to their juvenile will be bad impact finally, as a
consequences not little that do with their ways each other and even to
extreme direct because juvenile can not think to far for the impact from their
behavior.
So, there are that influence from environment, do something that out
of norms and even as consequences less of care from family especially
parents can impact the juvenile to be bad and naughty. Finally fall in anything
that forbidden of religion and norms. Hopes this can to be care from parents,
so the parents do not always mistake the juvenile.
Juvenile is individual that still search their self. They are very easy to
influence from bad environment. Because since, parents very important to
make behavior and characteristic the juvenile. Juvenile is the time when a
human grows up in to a young man. In that time, juvenile have not called as
adult yet neither as children. Juvenile is the time between children adult and
the range is between 12-21 years old.
Nowadays, juvenile is very different with old age juvenile. Besides,
because of time factor, environment influence which is very easy to give,
make them become weak individuals, spoiled and easy to give up. Spirit that
is a blood relative from their grandparents is hampered by mean environment
influence.

Without direction and indicate from their parents, they can not get out
from needles that ready to punch on. Unfortunately, Parents that have
important influence for direct live of their children, unable to take part very
well.
Sometimes parents like compare about when they were young with
their condition right now. Otherwise so many different situation when they
were young with now. Start from little thing, as critical behavior that is showed
kids in the beginning of their growth, until big thing like revolt behavior in their
juvenile time.
Parents also often compare their kids with another kid who are
smarter, obey, pious, and polite. Otherwise in agreement with massage from
Seto, attention of child number one plus concept multiple intelligences, every
juvenile is are unique and have each abilities, parents is better or not become
their children as another children.
They can hope more but not compulsion them as what their want.
Parents must be wise. Parents must become someone near and know
anything about their children. Let them, give chance for responsible and
know the risk that will be getting.
With understand the character and situation that will juvenile get. If
God willing parents will help their children search their real own self until
adults. Nowadays, juvenile more easy from touched by negative impact from
environment.
The weak of their defense and more strong the time media, both
electronic or printed media, born leader generations who is do not want wake
up from their dream.
Because of that, besides parents part who is enough crucial in direct
their children. Public relation also shares inside it. How do we response the
phenomena like that? Take question just like (how) that must to discuss more
then search too many (why).
With in orientation how to overcome more than discuss back the
problem setting. Juvenile mischievous little by little will be gone. With
maximum parents act and teacher in teaching juvenile along with minimum
the negative in around environment.

Juvenile will be safe from magic world that astray. And for future, next
generation will be safe. If the condition like that, world will be safe from
destroy that cause by their self.
So, if we response the situation by keep ask why, so juvenile naughty
level will become unusual. This matter is cause by us, to busy search and
search the reason until forget how to take care of it. If we response the
juvenile naughty with make anticipation steps also how to take care with right
and listen attentively, so naughty level will become usual. So, how about
reader?
Juvenile group which is always have social problem. Because their
character are still relative labile, can not control the emotion, always push
frame of reference to another people, etc. Until the crime data or conflicts is
pile at juvenile group.

B. Strict Punishment
If juvenile doing annoy, rebel, swear, or steal, what will you do? Give
Advice, to snub or hit? Maybe you choose to advice. But more of parents
choose to hit, even give strict punishment to discipline juvenile or to educate
them so that nicely behavior.
Seto Mulyadi, to pay attention to juvenile say, hardness action
(physical punishment) in whatever form to juvenile can not be tolerant. The
case besides will be destroy communicate with juvenile also violate juvenile
right.
Seto Mulyadi also is of a certain opinion, make juvenile to discipline
can do without strict punishment. Discipline persist can be growth for our
juvenile in nice situation and full of love, without must follow with scream or
stroke. Precisely discipline that is growth by hardness way will not be
permanent. But will be produce robot human. Say this father who is have
four (4) children
Ery Sukresno is of a certain opinion that physical punishment does not
necessary given to the juvenile. According to Ery, Based on research,
revealed juvenile can not understand massage or impression that they do
mistake after get physical punishment. Precisely that they know are they can
give physical punishment to the other people.

That violates the law, like steal, do the hardness or the other. If
juvenile do hardness like often be present on television, thats not because
mistake from the juvenile, but still family and environment. Because the
responsible is there are in their hand.
Furthermore this juvenile lover relates, physical punishment also can
damage self respect juvenile. Because usually while give physical
punishment, parents also reprimand juvenile for example say alternative, how
must be they behavior.
Better than give physical punishment, Ery propose to discipline
juvenile. In discipline, no punishment, that there are just consequences. Be
found two (2) kinds of consequences, there are:
1. Natural consequences are consequences that happen as their nature. For
example If juvenile do not want to eat, so their will be feel hungry. That
means if they violate discipline, they will be feeling hungry. But, natural
consequences also have lack. Sometimes if not take care can endanger
physical condition or juvenile physiologies. For examples, parents not take
care the juvenile if they do not want to study with consequences the juvenile
do not pass the examination. Or playing on the road with consequences
crashed into a car.
2. Logical consequences. Parents are demanded for give consequences that
reasonable to juvenile. For examples juvenile that play bicycle too far from
house until violate agreement, the consequences is forbidden play bicycle as
long as one day. Or if juvenile spill water on the floor, then so they must dry
out it.
The most important before give consequences, parents must give limit
that clear for juvenile in order to not confuse. Physical punishment according
to Ery Sukresno is the last alternative if some of ways have been doing. That
must be looked when give physical punishment, parents can not in angry
situation. Because hitting that do in angry situation will be hurt juvenile.
In certainly condition sometimes parents feel need to give physical
punishment for juvenile. According to Yoyoh Yusroh, strict punishment may
give for juvenile with requirement must look age of the juvenile. Purpose give
punishment is to educate juvenile. Because of that, punishment must be

given with way that good. If be forced to angry for juvenile, do not angry
emotionally. Remember, we want to instructions their behavior, no means not
love them. They must sure that parents love them and they are important.
Juvenile will be understand if parents give explanation nicely, no emotional.
I more choose for delay to angry juvenile until my emotion subside.
Then at the good time, so we talk about their behavior. Juvenile feels still love
by their parents and in the situation that full of love, soft, and give advice,
they will be understood. Say by Yoyoh.
When hit or give strict punishment to juvenile according to Yoyoh must
be looked the way, Parents can not be too over. Do not use hand even to
pinch. But to choose tools also must be carefully.
May not use belt or the other hurt materials, Find out the soft material.
Do not hit at organ-organ vital, as sexual organs, stomach, chest, head, and
face. If the punishment be forced to given, must do crosswise, for example
left leg and then right hand.
Punishment that gives to this juvenile can understand the punishment
purposes. There is take care them for do not do violation law anymore.
Punishment that gives is not one way for revenge.
They are still human. One or other case that cause them fall to wrong
way. Punishment rights there are in country hand. One mistake that juvenile
do is not always to be a human yet any more. They still human that have right
and responsible as human.
There are three (3) ways to help juvenile:
1. Education
Education can make social values to the juvenile.
2. Develop social soul
With this way juveniles are able to understand values that there are in
their society and can to be values that have good behaviour.
3. Ability
As society member, juvenile need ability for the future. With ability that
their have hope juvenile can understand development that happens in
society and active make development in their society.

Country as hold law must do as good as for decrease crime that nowadays
happens in Indonesia.
If the juvenile have apologized, the parents must stop it.
Perhaps physical punishment actually is the last alternative to
educate, more of the other ways that can do. So, if can teach with
love, why must hit or pinch them?

C. Juvenile Crime
The economic development can brings alteration in social behavior of
the people. Appear business area and new place (either in central town or
side of the town) influence the security. As the result, the juvenile crimes have
increased that more. Most of juvenile wants to get anything in a simple way.
But, they do not want to think about the result. They do violence to get
it. In common, generally in area that full of people have a crime data the
more than in not full of people. How sad, juvenile crime more look because
economic factor like to get money with fast and easily than social factor,
examples help friend, angry with friend and so on.
Total crimes in juvenile group or increase so fuse since 1993 until
1995. Year 1993, total crimes juvenile in Jakarta and also all around just 80
cases, then increase more than 125% at year of 1995.
Based on field data, can be present research about juvenile
delinquency as one of deviate behavior links with family social. Well, it is
criterion like this that use to know delinquency like what that mention in
concept are:
1. Normal delinquency
2. Delinquency that go to violation and crime
3. Special delinquency.
Respondent at this research sum thirty (30) people. With gender of
boy twenty seven (27) respondents and girl three (3) respondents. They age
between 13-21 years old. Many of them that age between 18-21 years old,

have been do delinquency, exactly normal delinquency level as lie, go from


home without permit to their parents, fight with their friends, throw the rubbish
in public place and kind of normal delinquency the other.
At delinquency level that go to violation and crime as drive without
permit to drive, speeding, steal, drink alcoholic drink, and also many that do
by respondent. Even at special delinquency more that does by respondent
like free sex, use drugs, killing case, and also abortion. There are more
enough from them that live together out of matrimony. Situation like that be
apprehensive enough.
If this case not be finished will be danger to the actor, family, and also
society. Because can appear social problem in another day that more
complex. Be finding that juvenile who are have more spare time like their no
working or jobless and still student perhaps more have time to do
delinquency or deviate behavior.

D. Negative Impact
Negative Impact that can be happen if the juvenile give strict punishments
are:
1. Juvenile will be fell suppress
2. Juvenile is fell shy to their selves
3. Juvenile will be loss their confident selves
4. Juvenile will be more of brutal if give more of strict punishment
5. Will not there is love in the juvenile
6. Loss harmonious.

E. Positive Impact
Positive Impact that can be happens if the juvenile give strict punishments
are:
1. Juvenile will be regret and do not want to do it any more
2. Juvenile will know about their mistakes
3. Data statistic of juvenile crime be less
4. The country to be saves because juvenile no more do the crime.

F. Link between Juvenile Delinquency with Juvenile Crime.

a. Link between genders with crime level.


One of links variable that be present here is links between genders
with crime level. This topic for know what boys more naughty from girls or
they are same is. According to the table that got, there are data like this:
*FOR BOYS
a. Boys that do normally delinquency three (3) respondents (10%)
b. delinquency that go to violation and crime two (2) respondents,
c. and special delinquency twenty two (22) respondents (73,3%).
*FOR GIRLS
a. While girls that do normally delinquency two (2) respondents (2, 7%) and
b. special delinquency one (1) respondent (3,3%).
The fact indicates that almost all that do special delinquency are the
boys (73, 3%), although there are girls too. If make the comparison between
27 respondent boys, 22 respondent (81,5%) among do special delinquency,
while from three (3) girls respondent one (1) respondent (33,3%) who is do
special delinquency. So, boys more have a role to do special delinquency.
Likewise that does delinquency that goes to violation and crime. Girls
do not do it. Thus so, boys have a role will do delinquency that go to violation
and crime more of girls.
b. Link between Respondent Jobs with Delinquency Level That Do.
Based on data that there are, respondent job is student and no job
(jobless) each other thirteen (13) respondents (43, 3%), as worker and
commerce each other two 2 respondents (6, 7%). From table that got, there
are data like this:
a. Student who is does normal delinquency five (5) respondents (16, 7%)
b. delinquency that go to violation and crime two (2) respondents (6,7%) and

c. special delinquency six (6) respondents (20%). While, they who is not work
(jobless) all thirteen (13) respondents do special delinquency. Also they who
are work as commerce and worker all do special delinquency.
From that data can be conclusion that to do special delinquency or
the other delinquency are they are not busy, or have spare time to do it.
c. Link between Education Levels with Delinquency Level That Do.
Should the more high education level someone will the more less to
do delinquency. Because with education that the more high, their mind will
be. That means they know the rules or norms social that must not be violate.
Or they know what not follow and what must be done.
But in the fact, that happen do not like that. They who are graduate
from senior high school is the more do delinquency seventeen (17)
respondents (56,7%) that means twelve (12) respondents (40%) do special
delinquency, two (2) respondents (6,7%) do delinquency that go to violation
and crime and four (4) respondents (13,3%) do normal delinquency.
And also they that the last education junior high school from twelve
(12) respondents, eleven (11) respondents (36,7%) do special delinquency.
While they that just graduate from elementary one (1) respondent also do
special delinquency.
Thus-so, there are not link between education levels with delinquency
level that do. That means the more high their education does not guaranty for
not do delinquency. Thus so, strong factor are like that mentioned, there are
spare time that use nicely to positive case, and there are bad impact in
socialization with their friends or social factor and the other.

SOLUTION
Chapter III
A. Who does Responsible?
The juvenile are people who are experiencing mental growth, because
of that family, school and society have big responsible to aim juvenile. If
juvenile do strict like who is often presented on television, that is not because
mistake from that juveniles, but still family and environment who are guilty,
because the responsible are on their hand.

B. How According to the Law?


According to the laws of child protection, child and juvenile method of
law is can not yet responsible what that their do. When they are (18) eighteen
years old, they can mention adults and can responsibility their action.
According to Singgih D. Gumarso, from law aspect juvenile crime can be
divided in to two groups that link with norms of law, there are:
1. Crime that characteristic of unmoral and social also not included to laws,
so can not or it difficult to divided as violation the law.
2. Crime that characteristic of violates the law with solution which is conform
with the laws and law same as action if do by adult. If their do case that
violate the law, whatever steal, rob, do strict, even using the Drugs and the
other.
Preferable must not to jailed, although now have juvenile prison, but
chosen to jail is final decision when that juvenile can not cultivated kindly
(restored in the circle of the family or society). But, that still look how much
mistakes that their do.

C. How is The Best Way?


If talk about "proper punishment difficult enough to answer it.
Because gist of the punish" is so that the actor not want to repeat the
mistake that have did. This case relative, there are people who have heavy
punished but no cure too.
To grow and expand the shame and scare felling to do something that
not good or everything crimes form which is will become loyal supervision in
self of everybody, especially juvenile. In twenty four hours a day, this
supervision will to do the jobs. Whatever juvenile goes, they will always
remember and to do both of this simple matters.
They will always put their own self in anything situation also able to
happy for their own self, parents and also environment. Parents are not
hesitant to go globalization era. Parents feel resolute ready with mental
preparation that have been given to their children. Because of that, children
education in childhood that complicated like that will be enjoy in old day.
Exactly really our self is the protection for our self. Joy and sad are we
feel is the result of our behavior. Because, by itself crimes perform by itself
crimes can be avoid. Because of that, with give a good meaning about
central education to juvenile, hope juvenile can bring their self and take cares
their self for reach the happiness, happy for their self, parents and also
environment.
All of that is influenced by live experience that experienced of the
actor. If circle of around the juvenile (family, school, social intercourse) basely
is the environment that good, I think character cure will be fast its effect. Try
to give them way to change. Theirs force perhaps from their parents who are
too less pay attention them.
It is as if, parents educated from child (manners, moral, and faith,
etiquette) to be main capital for make mental and behavior someone. So
"punishment" that proper need do by the juveniles parents, there are:
1. Parents must apologize to the juvenile
2. Correction mistake by take care to the juvenile
3. Give good example like character, talk, social organization, and the
other. Because basely juvenile will copy or study from parents or their near of
environment (family).

Although in the environment of school or home there are environment


atmosphere that full of hardness, but if in the family full of harmonious,
certainly the juvenile will be more choose harmonious because their live
environment privately have feel how beautiful something that always strict if
the parents give strict punishment to them, so they will more brutal, try with
way from heart to heart.
Do not against hardness with hardness, no solve the problem but
more add problem. No problem that they must get, but they must get care,
harmonious in family and believe from society to change their live.
Good punishment is open their minds eyes and come closer them,
read their mind and embrace them, No punishment that scare, all of that will
not change them to be juvenile kind.
So, we can get conclusion from this composition are: juvenile still need
love and understand from their parents. They are still labile and can not think
too long. They just do with emotional.
Some of juvenile there are do delinquency even crime. We must know
what aspect that makes their do it. Some of all which is caused by parents
that too busy, broken home, environment factor, and the other.
If juvenile do crime that is our responsible to decrease it. May be being
able to be advised, talk face to face and some of people give solution with
strict punishment.
But, I little do not agree if strict punishment is main way to decrease
juvenile crime. We must look what mistake that juvenile do, and if the final
way is strict punishment, we also must look strict punishment like what, who
do give the punishment and how long?
So, strict punishment must look in order that can be good punishment
and make the juvenile do not their mistake anymore. Do not only always
judge the juvenile. But, all of that is our responsible and juvenile are victim
from their environment, broken home, parents that do not take care of their
children, school, their friends, social problem, economic factor and many
more that can make them do the crime. And I hope this composition can
open our eyes about juvenile crime.
