After the initial screening of all applicants, a detailed evaluation of the shortlisted
applicants shall be undertaken using the following criteria based on the scoring system as
follows:

To qualify, applicants must receive not less than the specified minimum acceptable points
for each category and an aggregate 50% points of maximum 100 points.
2.1

Financial Capability
The financial capability of an applicant will be taken as follows:
a) The applicant should demonstrate access to, or has available liquid assets, unencumbered real assets, lines of credit and other financial means sufficient to
meet the construction cash flow for the execution of works.
Applicants commitments for other ongoing contracts shall also be considered.
b) The audited balance sheets for the past five (05) years must be submitted and
should demonstrate the soundness of the Applicants financial position,
showing long time profitability. Where necessary, the Employer will make
inquiries with the Applicants bankers.
c) The Minimum Working Capital should not be less than Rs. 300 million in the
Current Financial Year:

Equipment and plant will be evaluated and points will be assigned on the basis of
information provided by the applicant regarding equipment & plant requirements for
installation, testing and commissioning of External Electrification and Telecom Works,
including underground cable laying/pulling equipment.
