TERMS OF REFERENCE FOR SITE TECHNICIAN


1.0 PREAMBLE
2.0 OBJECTIVES
To undertake daily Construction Supervision
To assist with Monthly site meetings
To help prepare and submit monthly progress reports and certificates
3.0 PROJECT SCOPE
3.1 The project comprises the full scope of supervision and reporting for the
reconstruction/construction of (No.) in various sections of the Marchand river.
4.0 SCOPE OF SERVICES
The officer will assist with the supervision of the above works. As the Site Technician, the
officer shall administer the construction contract packages and ensure that the contractual
clauses, with respect to both quality and quantity of work, are respected and the works
are constructed in accordance with the provisions of the construction contracts. The
services shall include, but not be limited to the following:
4.1

Main Supervision Services


a) Represent the interest of the GOSL vis--vis the contract in any manner related to the
construction contract and the proper execution thereof.
b) Review and recommend for approval the Contractors work schedule or revisions
thereto and any such plans or programmes that the Contractors is to furnish for the
Ministrys approval.
c) Examine and make recommendations to MIPST on all claims from the Contractors
for compensation, work or expenses or other similar matters.
d) Check for acceptance and compute quantities of approved work and materials; certify
and make recommendations on same to MIPST on the Contractors monthly and final
payment certificates.
e) Prepare and submit weekl and monthly reports for the use of MIPST on the progress
of works, the Contractors performance, and quality of works. Inform MIPST on

problems or potential problems that arise in connection with the works contract and
make recommendations to MIPST for possible solutions.
f) Propose and present for the approval of MIPST any changes in the Contract
Documents that may be deemed necessary for the completion of works including
information on any effect the changes may have on the contract amount and the time
of completion of the project.
g) Maintain site presence in such manner that adequate supervision of construction
works is ascertained at all times the Contractors is working.
h) Provide timely assistance and direction to the Contractors in all matters related to the
interpretation of the Contract Documents, ground survey controls, quality control
testing and other matters related to contract compliance and progress of the project.
i) Organize the supervision of the works to ensure effective execution.
j) Prepare and maintain inspection and engineering reports and records to adequately
document the progress and performance of the works.
k) Review and approve the Contractors working drawings, and drawings for temporary
works.
l) Assist with the performance of all survey measurements of completed or partial
works where required for the determination of quantifies.
m) Assure the receipts of, and maintain as permanent records, all warrants required under
the terms of the Contract Documents for materials and equipment accepted and
incorporated in the project. All local materials incorporated in their source are also to
be approved.
n) Supervise the performance of all laboratory and field testing of materials and products
needed to assure that the quality standards specified in the contract documents are
met.
o) Inspect the safety aspects of the construction and temporary works to ensure that
adequate measures have been taken to protect life and property.
p) Review and approve the contractors proposals for traffic management during the
execution of the works if applicable.
q) Participate in periodic site meetings with the contractors and representatives of
MIPST to discuss the progress of the works and any issues related to the
implementation of the construction contracts.

r) Before the issuance of the Taking Over certificate, the officer shall assist in carrying
out the necessary inspection, specify and supervise any remedial works to be carried
out and recommend upon completion the inspection with representatives of MIPST
and assist in issuing the certificate of substantial completion.
s) Before the issuance of the Defects Liability Certificate, the officer shall assist in
carrying out final inspection at the end of the Defects Liability Period as part of the
acceptance programme of the MIPST. Representatives of MIPST shall be present.
t) Assist with the preparation and submission by the Contractors to the MIPST revised
contract drawings showing the as constructed project, to the extent requested by the
MIPST and to the extent possible from information collected by the Contractors or
otherwise patently visible.
u) Perform all other tasks not specifically mentioned above but which are necessary and
essential to successfully supervise and control all construction activities in accordance
with the terms of the works contract.
The officers responsibility for the works shall expire upon the issuance of the Defects
Liability Certificate to the Contractor.

4.2 Quality Control


a) Inspect the performance of the work with regard to workmanship, compliance
with the specifications and all necessary testing required for acceptance of any
item of work.
b) Inspect and approve all materials sources nominated by the Contractor;
c) Assess and check the laboratory and field tests carried out by the contractors, and
carry out independent tests.
d) Issue orders to the Contractor(s) to remove or make good any work which is
found to be:
(i) Not in accordance with the drawings;
(ii) Not in accordance with the specifications in terms of either
work method or materials specification;
(iii)
Covering work which has not been inspected for
acceptance or rejected as unacceptable;

e) Maintain records of all testing work, including cross referencing to items of work
to which each test refers and location from which any samples were obtained for
testing.
4.3 Public Relations
The officer will assist with the preparation in accordance with the works implementation
program a comprehensive public relations program to keep residents and road users
informed prior to and during construction of the types and duration and disruptions that
will be caused. This should also include but not be limited to:
(a) Advance information on road closures if applicable..
(b) Traffic diversions and measures being implemented to minimize the nuisance
effects of dust and noise in the specific areas if applicable.
4.4 Liaison Meetings
Attend liaison meetings with the MIPST at monthly intervals. The meetings would be
attended by members of the supervision staff as necessary and would have the objective
of expanding on the contents of the progress reports, discussing any problems and finical
matters. These meetings will be held weekly in the event of questionable performance on
the part of the contractor(s).

4.5 Services during the Defects Liability Period


During this period, the officer shall assist with undertaking the following:
a) Inspection of works prior to the expiry of the Contractors one years defects
liability period; preparation of a final snag list if required; supervision of remedial
works and recommendation to MIPST as to the date of the Final Inspection of
Works.
b) Carrying out Substantial Completion Inspection of Works together with
representative of MIPST and the Contractors.
c) Preparation and issuance of the Defects Liability Certificate.
d) Preparation of Final Payment Certificate (final account).
e) Preparation of the Project Completion report.
