Developing Aviation in
Central Asia and the
Caucasus - Building the
Silk Road in the Sky
TheInternationalAirTransportAssociation(IATA)calledonthegovernmentsofKazakhstan,
CentralAsiaandtheCaucasustoutilizeairtransportasacatalystforeconomicgrowthand
development.
KazakhstansitsatthecrossroadsofEastandWest.Andwithdoubledigitgrowthinairtrafficdemand
acrossthewholeofCentralAsiaandtheCaucasusitisanemergingsuccessstoryaSilkRoadinthe
Sky.Butturningthelongtermpotentialoftheregionintorealityrequiresurgentattentiontosafetyand
theprovisionofcostefficientairportinfrastructure,saidTonyTyler,IATAsDirectorGeneralandCEO.
TylermadehisremarksinakeynoteaddresstotheCentralAsiaandCaucasusAviationDaybeingheld
inAstana,Kazakhstan.
Safety:Tylerhighlightedtheneedtoimprovesafetyintheregion.In2011theairtransportindustry
recordedoneaccidentforevery2.7millionflightsusingWesternbuiltjetaircraft.IntheCommonwealth
ofIndependentStates(CIS),therewasoneaccidentforevery940,000flightsthreetimesworsethan
theglobalaverage.
FlyingshouldbeassafeinKazakhstanandacrossCentralAsiaandtheCaucasusasitisanywhere
elseintheworld.AdoptingglobalstandardssuchastheIATAOperationalSafetyAudit(IOSA)andthe
IATASafetyAuditforGroundOperations(ISAGO)willhelp.Thesafetyrecordforthe25airlinesinthe
CISontheIOSAregistryisfivetimesbetterthantheregionsnonIOSAcarriers.Iurgegovernments
acrossCentralAsiaandtheCaucasustoincorporatetheIOSAandISAGOintotheiroversight
programsashavethegovernmentsof11countriesincludingTurkey,Brazil,MexicoandEgypt,said

AnearlypriorityisforKazakhstanistomeetalltherequirementsoftheInternationalCivilAviation
OrganizationsUniversalSafetyOversightAuditProgram(USOAP).IATAwillplayitsfullpartinthis
effort,butitisimportantthatthecommitment,whichisclearlypresentatseniorgovernmentlevel,
producesresultsthroughouttheaviationcommunityinthecountry,saidTyler.

Suchacommitmenttogloballyrecognizedstandardswillimprovesafetyperformanceandmakea
compellingcasefortheEuropeanUniontoreviewitsevaluationoftheregion,saidTyler,referringto
theEUlistofbannedcarriers.KazakhstanandtheKyrgyzRepublicareamongthestateswhose
carriersarebannedfromflyingtoEurope.AirAstanaservesEurope,onanexceptionalbasisandwith
restrictions.
CostEfficientAirportInfrastructure:Growthinconnectivityisindangerofbeingcompromisedbyairport
infrastructurethatiscomparativelyexpensiveandnotkeepingpacewithdemandgrowth.
TheplansforanewterminalatAlmatyairportinKazakhstanarewelcome,butthecapacityincrease
lagsthegrowthprojections.Weneedtothinkstrategicallytoensurethateconomicopportunitiesare
notartificiallyconstrainedbylackofinfrastructure,saidTyler.IATAispartneringwiththeKazakhstan
MinistryofTransportandCommunicationstoensurethatairlinerequirementsaremetasitattemptsto
ensurethat15ofthecountrys20airportscomplywithICAOrequirementsby2020.
Atthesametime,IATAisurgingtheKazakhstangovernmenttofollowICAOprinciplesandeliminate
differentialANSPchargesbetweendomesticandinternationalcarriers.Moreover,IATAisurgingthe
implementationofindependenteconomicregulationtosafeguardinternationalprinciplesand
standards,ensureinvestmentincapacityandqualityinitiatives,andenforceatransparentconsultation
processforbothsettingchargesanddecidingoninvestments.Itis18%moreexpensivetoturn
aroundanAirbusA320inAlmatythanatsimilarlysizedairportsinEurope.Andthedifferentialrisesto
43%foraBoeing767.Myconcerngrowswhenyouseethatcostsareincreasing,insteadofbecoming
morecompetitive,saidTyler.
ICAOhasestablishedprinciplesforairportchargesanddevelopmentfees,includingfulland
transparentconsultation,costbenefitanalysis,andservicelevelagreements.Whenfollowedcorrectly,
theseprinciplesresultinaproperbalancebetweenpayingforfacilitiesandnewinfrastructure,and
allowingforbusinessestoenjoyprofitablegrowth,saidTyler.
IATAsPresence
IATAannouncedtheestablishmentofitsfirstofficeinCentralAsiaandtheCaucasus.Attachedtothe
IATAEuropeanregionalofficeinMadrid,anIATApresencehasbeenestablishedinAstana.
ThedevelopmentofairconnectivityhasbeenakeycontributortoKazakhstansphenomenaleconomic
success,andairtravelinKazakhstangrewby22%in2011(comparedto2010).Forthelandlocked
expanseofCentralAsia,atthecrossroadofsomeoftheworldsgreatestmarkets,thepotentialfor
aviationtodriveeconomicgrowthanddevelopmentisalmostwithoutlimit.IATAiscommittedtoworking
alongsideallstakeholdersinCentralAsiaandtheCaucasusforthesafe,efficientandsustainable
developmentofairtransport,saidTyler.
