PC PRE-SERVICE TRAINING
TEACHING OF ENGLISH AS A FOREIGN LANGUAGE PROJECTS
TECHNICAL AND CROSS-CULTURAL FACILITATOR1
STATEMENT OF WORK
Position Summary:
Teaching of English as a Foreign Language Project (TEFL) Technical and Cross-Cultural
Facilitator (TCF) works closely with TEFL Program Managers to design, plan, and
implement the technical component of the community-based Pre-Service Training (PST) for
Peace Corps Trainees (PCTs). The Technical and Cross-Cultural Facilitator (TCF) works
closely with Language and Cross-Cultural Facilitators (LCFs) and Peace Corps Volunteer
Trainers (PCVTs) to integrate the technical and language components.
The TCF is responsible for the delivery of classroom lectures, sessions and activities,
contacting and scheduling guest speakers, and for designing and supervising practicum and
community activities and technical assignments for the TEFL Project. The TCF will also be
responsible for assisting TEFL Program Managers in developing professional materials,
handouts, and resource books that the PCTs will be able to utilize at their sites. This is a
fulltime, contracted position living and working in the training villages. The TCF will be
required to follow a six-day work week. Additional preparation time and activities in the
evenings and on weekends and holidays may be required.
Qualifications:
Required:
University degree in a relevant field;
facilitation and training skills;
curriculum development and teaching experience;
experience in organizing events;
flexibility and ability to work within strict time frames;
experience working in education development settings;
fluent in English and Kyrgyz
Preferred:
Experience in working in a cross-cultural environment;
administration and management experience;
experience in supervision and giving feedback;
training experience with Peace Corps and/or experience with American or international
teaching methodologies.
Fluent in Russian
MAJOR DUTIES AND RESPONSIBILITIES
General:
Understands and support Peace Corps goals, philosophy, and mission in Kyrgyz
Republic. Studies and understands the project activities as well as the community
activities and technical assignment curricula.

Becomes familiar with the overall objectives, design, and delivery of various PST
components.
Acts as a fulltime PST staff member; fosters productive and cooperative working
relationships with the training staff and between staff and Trainees. Attends all staff
meetings.
Participates in the Training of Trainers (TOT) workshop prior to PST and subsequent
TOTs during PST.
Provides feedback on technical skills and cultural integration to PCTs
Attends PC staff meetings as needed. Provides written and verbal documentation and
feedback on PCT performance to PC staff
Together with LCF and PC staff the planning and implementation of community projects

Technical Component
Develops solid working and social relationships with Peace Corps and Host Country
Agency personnel working on the TEFL project.
Liaises with local community officials, leaders, and resource persons at the chosen
training site to ensure full cooperation and collaboration. Contacts and communicates
with local schools or universities in the training villages to participate in technical training
activities and practicum.
Facilitates technical training session for PCTs
Organizes practicum and clubs at schools and universities. Identify and train practicum
counterparts.
Reports on training results and effectiveness for all sessions
Safety and Security:
Is familiar with and abides by posts Emergency Action Plan (EAP), incident reporting,
and other post-specific protocols
Abides by Peace Corps manual sections related to PCT safety and security, such as MS
270 and MS 350
Acts as PST Duty Officer as needed
Attends S&S orientation for PST and any other S&S trainings
Additional Duties:
Supports the Trainees and serves as a cross-cultural informant and language coach.
Attends language, cross-cultural, and safety and security activities and participates in all
PST events.
Acts as translator and interpreter for PC and PST staff as needed.
Position Elements:
Supervision Received: Exercises responsibility and daily tasks within broad guidelines
provided by TEFL Program Managers, Training Manager. For new, difficult or unusual
tasks, supervisor gives specific directions on objectives and procedures. Supervisor
reviews finished work for accuracy, effectiveness and timeliness.
Available Guidelines: Supervisor instructions and PC standard forms.
Exercising Judgment: The Technical Facilitator must be able to function independently
and make constructive judgments when responding to PCT needs and requests and be
able to determine and solicit outside advice and assistance as needed.
Authority to Make Commitments: None in the area of budgeting and contracting.
Supervised by: Primarily by the TEFL Program Manager and secondarily by Training
Manager.
Provides support to: Training Manager, TEFL Program Managers, LCCC, LCFs,
PCVTs
Evaluated by: Primarily by the TEFL Program Manager, secondarily by Training
Manager.
