Abstract: Companies always try to take advantage of developments in technology and


information systems in its business development strategy. The information system is
always needed by any company, including PT CARREFOUR INDONESIA to process
the data used in business operations. Operations support system of this kind produce a
variety of information products that can be used by managers to help make decisions.
This research object is PT CARREFOUR INDONESIA Jl.Lebak Bulus Raya 8
Jakarta Selatan 12310 (Carrefour Indonesia Head Office). This research is to
analysistthe effect of Decision Support Systems (DSS) to increase effectiveness and
efficiency in the operations of the company.
As the growth of supermarket outlets is rapidly increasing, the company need to manage
efficiency in decision-making.
Keywords: systems, decision, efficiency, business.
I. INTRODUCTION
The development of Information Systems
The information system can be said to have strategic value if the system can support the
operational success of the company. The role of information systems can vary each
company. Companies can consider that the information system is only limited tools to
improve the efficiency of the company, but it could also be something that works very
strategic, in the sense that it can significantly provide customer satisfaction with products
and services that the company provides. In general, the system is a collection of
information and components in companies or organizations involved in the process of
creation and information flow.
The information system is a set of hardware, software, brainware, procedures or rules that
are organized to process data into useful information for problem solving and decision
making. The information system is a set of related components and supports the function
of collecting, processing, storage, and distribution of information. The results of that

process management is used as a basis for decision-making organization. In addition, a


good information system can help in terms of analysis and visualization of problems in
the creation of new products.
II. Literature Review
There are several views of management information systems in the company according to
its function. First, it is something that you are very familiar in the company to improve
the efficiency of work processes or operational activities, especially for the paperwork
and documentation, thus encouraging the purchase of a computer to make investments to
improve the efficiency, effectiveness in the management of the company. If the system
will not effect the creation of products that are cheaper, better, and faster in accordance
with the concept of competitive advantage in the product cheaper, better, and faster, it
does not need to be applied.

Qualitative methods to the study of literature and based on empirical experience of the
last 3 years as well as observations on the research object PT.CARREFOUR
INDONESIA, Jakarta, and the analysis unit Department / SIM section.

Decision Support System (DSS) is an information system that is specifically intended to
assist management in making decisions regarding issues that are semi-structured and
have the facilities to produce various alternative solutions. DSS was introduced by
Michael S. Scott Morton, G. Anthony Bory and Peter G. W. Keen of Massachussests
Institute of Technology in the 1980s.
Managers can use the DSS as a tool to make the decision not as a substitute for the
manager, so that any decision remains in the hands of the manager. The word "tools" can
be translated into ease of managers in collecting and analyzing data, habits, events, and
activities of the company in the past. By gathering this data, the manager will be easier to
take a decision either semi-structured or unstructured. So, DSS is a system that supports

managers in solving semi-structured information or specific proposals for decision


making both tactical and strategic.
DSS ability to absorb information from a database, reconfiguration of data, calculation,
optimization, and statistical analysis such as what-if analysis and why analysis through
artificial intelligent program. DSS is designed with emphasis on the flexibility and high
adaptability so easily adapted to user needs. Thus, a manager can find and evaluate
alternative choice to better decisions (Wilkinson, 2000). Therefore, the use of DSS will
enhance the effectiveness of the decisions made managers and promote the efficiency of
the decision-making process.
In addition, DSS can also be used as a model for the allocation of existing resources and
provide a variety of appropriate recommendations. Jogiyanto (2003) and Marimin (2004)
says there are three main components of DSS, among others.
Data management, namely the base component data is processed using software or
database management system.
Management models, the component or software package that transforms data into
relevant information.
Subsystem dialog, which is a component for dialogue with the users of the system
through commands in the DSS and the information system is a component of the input
and output components.
Components of DSS can be described as follows:

a. database Management
Is a subsystem of data organized in a database. Data that is a decision support system may
come from outside and within the environment. For the purposes of SPK, the necessary
data relevant to the issues to be solved through simulation.
b. Model Base
Is a model that represents the problem into a format quantitative (mathematical model as
an example) as the basis of simulations or decision-making, including the purpose of
permaslahan (objective), related components, limitations exist (constraints), and related
matters more. Base Model enables decision makers to analyze as a whole by developing
and comparing alternative solutions.
c. User Interphase / Management Dialog
Sometimes referred to as a subsystem of dialogue, a merger between the two previous
components, namely Database Management and Model Base are incorporated into the
third component (user interface), having previously presented in the form of computer
models to understand. User Interface displays the system output to the user and receive
input from the user into the Decision Support System.

d. Knowledge Management
Character (optional), can support other subsystems or act as stand-alone components.

3.Spreadsheet-Oriented DSS
4.Solver-Oriented DSS

DSS Characteristics
Sprague and Watson defines Decision Support System (DSS) as the system has five main
characteristics (Sprague et.al, 1993):
1. A system based on computer.
2. It is used to help decision-makers
3. To solve the complex problems that is impossible to do with the manual calculations
4. By way of an interactive simulation
5. Where the data and analytical models sebaai main components.
Decision Support System and Its Application
In this era of sophisticated and modern as today there is no such thing as a problem that
can not be resolved. Moreover, issues concerning surrounding the IT world. Formerly the
usual problem solved by manual calculation, but now has a presence system that can
assist in solving the problem. What is meant here is the Decision Making System. Is the
DSS?
Decision Support System (DSS) is a system that can provide problem-solving ability and

the ability of communicating to the problem in a state of semi-structured and


unstructured, which no one knows exactly how it should be made. Where the system
referred to above is a collection of objects such as: people, resources, concepts or
procedures that are intended to meet a goal.
In the system consists of: Input-Process-Output. Input is all the elements that go into the
system, the process is the transformation of the elements from the input to output and
output a finished product or a product of a process. In addition the system is also
contained the name Feedback,
Environment and Boundary. Any understanding will be briefly described below:
Feedback, the flow of information to decision-makers take into account the output.
Example: the performance of a system.
Environment, elements that are beyond the input, process and output.
Example: political, legal, economic and physical aspects.
Boundary, separator system and environment.
Example: time restrictions, restrictions place.

Benefits Decision Support System


DSS can provide a variety of benefits and advantages. The benefits that can be taken
from the DSS are:
1. CMS expands the capabilities of decision makers in processing the data / information
to the wearer.
2. SPK help decision makers to solve problems, especially across various issues are
highly complex and unstructured.
3. DSS can produce solutions faster and reliable results.
4. Although a CMS might not be able to solve the problems faced by decision-makers,
but he can be a stimulant for decision makers in understanding the problem, because it is
able to present a variety of alternative solutions.

The database contains a collection of all business data of the company, both derived from
daily transactions, as well as basic data. For the purposes of DSS, the necessary data
relevant to the issues to be solved. Base model or a model that presented problems in a
quantitative format (mathematical models). Software system having previously
represented in the form of a model that "understood" computers. DSS to conduct
employee salary increases, DSS to determine the amount of overtime hours employees,
and so forth.
Interest DSS
In DSS, there are three objectives to be achieved, namely:
1. Assist the manager in making decisions to solve the problem of semi-structured.
2. Support the manager's decision, and not alter or change the decision.
3. Improving the effectiveness of managers in decision-making, rather than increasing
efficiency.
This objective relates to three basic principles of the concept of DSS, the structure of the
problem, decision support, and the effectiveness of the decision.
Limitations DSS:
1. some management capabilities and human talent that can not be modeled.
2.Kemampuan limited to treasury its knowledge device
3.Process depending on the software used.
4. Did not have the intuitive ability (thinking) like in humans.

Role of Information Systems in Company
PT CARREFOUR is a company that always strives to take advantage of developments in
technology and information systems in its business development strategy. The
information system is always needed by any company, including PT CARREFOUR to
process the data used in business operations. Operations support system of this kind
produce a variety of information products that can be used by managers to help make
decisions. Further processing by management information system is usually still needed.
The role of the company's operations support system in business is to process business
transactions efficiently, control the production process, supporting the communication
and cooperation of companies, as well as updating the company database.
For that to happen in the operational effectiveness of the company, PT CARREFOUR
need information systems that can synergize with one another so that the company's goals
can be realized.

A. Operational Support System (OSS)


OSS is intended to process the data generated and used in the company's business
operations. This application is divided into different systems. System associated with
sales transactions and master data management is done by the application base while the
domain associated with financial transactions and transactions carried out by the
suppliers to Oracle applications Finance.
1. Base
The application is built on the platform of the US 400 so it is tested in terms of speed and
data security process-which consists of several modules:
Article Master

This module is used for the maintenance of product master data PT CARREFOUR. Total
product PT CARREFOUR now reached 532 products divided into different product
groups.
Outlet Master
This module is used for customer master data maintenance PT CARREFOUR.
Maintenance includes recording and organizing data outlets in each segment are different.
Total outlet PT CARREFOUR now reached three million and is divided into 59 different
segments.
Order Entry
This module is used to process data recording sales transactions to the database sales
Sales Accounting & Accounts Receivable
This module is used to post sales and cash receipts to the customer right into a journal
receivable
Inventory Management
This module is used to manage and control inventory related to finished goods (finished
good) and raw materials (raw material)

Oracle Finance
This application is built on the Oracle database platform that has been proven and tested
for many multinational companies use are engaged in manufacturing and finance. Some
modules Yag exist in this application, among others.
Vendor Master
This module is used for master data maintenance supplier PT CARREFOUR.
Maintenance includes recording and organizing data suppliers with suppliers PT
CARREFOUR total of 300 suppliers.
Fixed Asset
This module is used to manage and control all the assets owned by the company.
Purchasing
This module is used to record data on the purchase of goods, including exercise control

over the availability of goods on demand or the needs of each department so that the
company's operations can be maintained.
General ledger
This module is used to record the transaction journal and produce financial statements
such as balance sheets, profit and loss, ledgers and journals.
B. Management Support System (MSS)
MSS is intended to support effective decision making by managers at the company.
Management support system in PT CARREFOUR divided into three parts:
1.Company Dashboard
This application is part of the Executive Information System because it provides essential
information from internal and external sources that are easy to use executives and
managers. Information provided consisting-of several Key Performance Indicator (KPI)
of all department and presented in the report in order to facilitate executives and
managers in the decision making process. There are about 30 KPIs are divided in their
respective departments, namely Sales, Marketing, Manufacture, Logistics, IT, and
Customer Service.
2.Hyperion Essbase
This application is part of the decision making system for providing support information
and reports directly to the manager in the process of decision-making in the company.
There are about 160 cubes and 300 managers report that can be used in analyzing sales
forecasts, supply / demand, availability of stock. In addition, this application also
supports ad-hoc reporting and helping finance teams in financial planning and budgeting
(Financial Planning and Budgeting). The report presented by self-service making it easier
for managers or analysts in data processing without having to involve the IT team.
3.Sql Server Reporting Service
This application is part of the Information Management System for providing information
in the form of static reports and views for managers and business professionals. This

application is a report operational data such as sales data of each sales office.
To make the information system at PT CARREFOUR, whole departments are expected to
synergize with each other so as to allow inter-department in the company able to
coordinate and integrate existing business processes. By because it dibutuhan Integrated
Information Systems or Enterprise Information System. The ensuing discussion focused
more on the use of Decision Making System in supporting the business operations of
companies, especially the marketing department.

ACTIVITY BASED DECISION MAKING SYSTEM OF ORGANIZATION:


1. Strategic Planning (Strategic Planning Level)
Strategic planning is the process of deciding which programs will take the organization
and the approximate amount of resources allocated to each program during the next few
years. In this activity the activities undertaken is the formulation of objectives and
strategic planners.
2. Level Management (Middle Managers)
Management Information management controls required by the department managers to
measure the work, decided control measures, formulate a new decision rules to be applied
to operational personnel, the formulation of the budget and allocate resources. The
sections on this level are:

At this level the activities carried out is to schedule activities and report achievement. The
fact that a SIM is based on a computer means that the designer must select enough
knowledge about computers and their use in the processing of information. The concept

planning and decision making for management control. The top layer consists of
informational resources separately support the planning and formulation of policies by
the management level. Definition of a management information system, a term

V. CONCLUSION

It can be concluded that the management information system supports an organization or


institution in decision-making. Decision-making will be easier, faster, precise and
accurate.
Organizations or institutions will also not be blamed if the decision was not right and
proper, as an agency to take decisions or registered computerized system. So the system
is very supportive information in decision-making a decision system, which is a model of
the system by which decisions are taken, it can open or open.
Decision support system to help solve the problem of semi-structured based computer
that aid decision making on the terms of the existing problems with using multiple stages
of decision-making as well as some methods. This decision support system can improve
the effectiveness of decision-making is not the efficiency of decision-making. With this
system, the problems are not structured or semi-structured can be completed.
