FUNCTIONAL ROLE OF GE (MAINTENANCE)

The policy letter on the Functional Role of GE (Maintenance) was discussed
during the Chief Engineers and Commandants Conference held at E-in-C's Branch
on 31 Mar to 01 Apr 16. It was observed that the GE (Maintenance) was spending
far too much time on the tendering due to which the supervision of works on ground
was not getting the desired attention. Moreover, with the revision of powers under
Table 'B' of RMES, the CsWE were left with very little tendering workload though he
has full staff available with him. Therefore, there is a need to revise the policy on
functional role of GE (Maintenance/ Independent) to enable GEs to devote more time
on supervision/ execution of works. The various aspects related to the functional role
of GE (Maintenance) are as covered in succeeding paragraphs.

Based on the approved maintenance programme by the station HQ/ station
authorities, GE shall draw a planning programme of all type of contracts for all
maintenance services in his division for the financial year in advance and get the
same approved from CWE. Clubbing of works ex maintenance programme to exploit
tendering powers of GE upto 50 lakh will be viewed by the CWE by end February
of each year to enable planning for tendering of such works during March of every
year.

Total number of maintenance contracts to be concluded in a GE division in a
financial year will not exceed 75 in numbers. However, in specific cases, where
higher tender limits for GEs in a financial year is required, it may be enhanced upto a
maximum of 100 contracts, with the approval of the DGW. All such cases should be
processed to this HQ by 31 Dec of the financial year. In case of GE (I), permission
for enhancement beyond 75 contracts, can be given by CE Zone up to 100
contracts, beyond which permission of DGW would be required.

5. The GE (Maint) shall conclude contracts for following types of works: (a)

Term contract and other routine maintenance works for B/R and E/M.

(b)

Periodical services contracts including welcome services.

(c)
Maintenance and operations of water supply, electric supply, air
conditioning and other E/M services including running of installations.
(d)

Internal electrification and water supply of buildings.

(e)

Sewage disposal and miscellaneous works.

(f)

Handling contracts.

(g)

Repair to furniture.

(h)

Bazaar supply contract.

(j)

Revenue works and minor works.

(k)

LBW and special repairs up to Z 5 lakhs.

(I) Hiring of CHTs.


6. In case the limit and number of contracts mentioned in Para 4 and 5 above is
to be exceeded, then the additional contracts shall be concluded by CWE based on
technical sanction issued by CWE/ GE within their powers. All other contracts, not
included above, shall be concluded by CWE/ CE as per their financial powers.
7. For original works and maintenance services pertaining to central air
conditioning, lifts, HT power supply and other special E/M services, contracts shall
be concluded by CWE as per his financial powers.
8. Contracts for renewal of furniture, resurfacing of roads, outsourcing services,
consultancy services and works other than those mentioned in Para 5 above shall be
concluded by CWE up to his powers.
9. Restrictions imposed in Paras 5, 6, 7 and 8 are NOT applicable for GE (I).
10. Work may be delegated under the provision of Para 44 of DWP 2007 to
facilitate early completion.
11. The implementation of above aspects will be monitored by Zonal CE. CWE
will carry out monthly check on the progress achieved in the maintenance
programme of works and render a report to Zonal CE at the end of each month.
Zonal CE will carry out check and monitor the progress achieved in the maintenance
works at the end of each quarter and take appropriate corrective action.
12. This supersedes all previous policy letters on the subject.

13. The Zonal CE shall implement the above instructions with immediate effect.
