Republic of the Philippines Department of Education DepED REGION VI-WESTERN VISAYAS Department Wf of Education Duran Street, Iloilo City October LI, 2016 REGIONAL MEMORANDUM No.__S50 + $2016 2016 REGIONAL SCHOOLS PRESS CONFERENCE To: Schools Division Superintendents Nia estat to the mandate of Republic Act 7079, this Office through the Curriculum and Leaming Management Division (CLMD) in coordination with Hloilo National High School will hold the 2018 Regional Schools Press Conference (SPC) with the theme “Strengthening Freedom of Information through Campus Journalism" at Woilo Mational High School Multi-Purpose Gymnasium, La Par. lloilo City on: . A. Individual Contests: Elementary Level = November 12-13, 2016 Secondary Level - November 18-19, 2016 B. Group Contes * Collaborative Production, TV and Radio Scriptwriting and Broadcasting = November 26-27, 2016 ' 2. The Conference aims to: 4. demonstrate understanding of the importance of journalism by expressing it through different journalistic endeavours and approaches; b. sustain advocacy on social consciousness; ‘provide a venue for an enriching learning experience for pupis/students interested in pursuing Jjourmalism as career; 4. promote responsible journalism and fair ethical use of social media; and €. enhance journalistic competence through healthy and friendly competitions, 3._ Participants to this Conference are the TOP WINNERS in the individual contests and the BEST TEAM in Radio and TV Scriptwriting and Broadcasting and Collaborative Publication Contests in the division level competition. Suggested number of participants for Schools Divisions of Antique, lloilo and Toilo City are the top 15 winners; for Schools Divisions of Aklan, Capiz and Roxas City are the top 10. inners; while for Schools Divisions of Guimaras and Passi City are the top five (5) and top three (3) ‘inners respectively for each of the following categories; A. Individual Contests: 1) News Writing English and Filipino Categories 2) Editorial Writing 3) Feature Writing 4) Sports Writing 5) Copy Reading & Headline Writ 6) Photojournalism 7) Editorial Cartooning 8) Science and Technology Writing B. Group Contests: 1) Radio Seriptwriting and Broadcasting (7 members per team) - one (1) Team for English and one (1) Team for Filipino 2) TV Scriptwriting and Broadcasting - Secondary Level only (7 members per team) - one (1) ‘Team for English and one (1) Team for Filipino 3) Collaborative Production (7 members per team) - one(1) Team for English and one (1) ‘Team for Filipino 3. eciudents in elementary and secondary (both junior and senior high schools) levels are eligible to join the GOntests. Every student is allowed to participate in only one event, either individual or group contest, in English or Filipino category. = 5. The student-contestants should be accompanied by their school paper advisers/coaches and supervised by the schools division campus journalism coordinators. These student-contestants are encouraged to wear their school uniform with their corresponding school ID. 6. The implementing guidelines for the contests (individual and group, Outstanding SPA and CJ, and Outstanding School Papers) as discussed and agreed upon by the participants during the 2016 RSPC Planning Conference with all the schools division Education Program Supervisors In-charge of Journalism and presidents of the division school paper advisers association shall be followed and adhered to. 7. ‘Top ten winners in the individual contests and top five for group contests in both English and Filipino categories shall be declared. However, only the top three (3) (individual contests) and the best team (group contests) will represent Region VI in the National Schools Press Conference in Pagadian City, ‘Zamboanga del Sur on January 22-25, 2017. 8. The Regional Search for Outstanding School Paper Advisers and Campus Journalists shall likewise commence. Only one (1) entry per category (School Paper Adviser and Campus Journalist) and per level (Elementary and Secondary) with the corresponding pertinent documents shall be submitted to the Regional ‘Campus Joumalism Coordinator on the day 1 of the individual contests for the said level. The top three ‘winners shall be awarded but only the top 1 shall be submitted to the central office for the national search. 9. Likewise, the Regional Search for Outstanding School Papers shall commence with the submission of school paper entries for both English and Filipino and per level - elementary and secondary (maximum of five entries per schools division) on the day | of the individual contests. The top ten winners by section ( News Section/Pahinang Balita, Editorial Section/Pahinang Editoryal, Feature Section/Pahinang Lathalain, Sports Section/Pahinang Pampalakasan, Science and Technology Sectiow/Pahinang Agham at Teknolohiya and Layout and Page DesigivPag-aanyo at Disenyo ng Pahina) shall be declared. 10. All Schools Division Campus Journalism Coordinators are enjoined to check on the existence of school papers among the participating schools, and enforce the “No School Paper, No Student Contestant” Policy. It is also reiterated that the schools should respect the Intellectual Property Rights, and adhere to the rules concerning plagiarism, No campus publication shall be submitted to the Regional Office that has copied and published texts, graphics and other materials without duly acknowledging their sources. 11, Schools that have collected journalism ot subscription fees should submit school paper entries (15 hard copies) and not e-document entries. Schools that did not collect journalism or subscription fee are the only institutions allowed to submit their campus publication in e-document format (pdf). Schools that will submit their entries in this format should include a certification from the parent’s association, duly noted by the school principal, that no publication fee was collected from the students. This certification should be included in the documents submitted to the Regional Office upon submission of the school paper entries. 12. A registration fee of Eight Hundred Fifty Pesos (Php 850.00) shall be charged each participant to cover expenses for day 1 lunch and 2 snacks, administrative costs (hall and equipment rentals and janitorial services), conference kits, honoraria of judges, token for facilitators, medals, trophies and certificates and aid to the NSPC participants, Travel expenses, per dims and registration fee shall be charged to school MOOE/local funds/school paper funds/PTCA and other available funds subject to the usual accounting and ‘auditing rules and regulations, Participants from private schools shall make their own arrangements to source ‘out funds that will cover the costs relative to their participation in the aforementioned activity. 13, _In order to assist the host school in the efficient preparation for the forthcoming activity, a PRE- REGISTRATION of all division participants is required through the Division Campus Journalism Coordinators. The list of official delegates (separate Individual - Elementary and Secondary, and Group - Elementary and Secondary) should be submitted to the RO-CLMD Office or through elmd_de ahoo.com and the registration fees should be directed to the Principal of the host school on or before the dates stated below. Issuance of the official receipts will be by school a. Individual Contests - Elementary - November 7, 2016 b. Individual Contests - Secondary - November 14, 2016 c. Group Contests - Elem. & Sec. - November 21, 2016 14. The annual membership fee (Php60.00 for school paper advisers and Php30.00 for student-writers) shall be paid directly to the treasurer of the Regional Association of School Paper Advisers and Campus Journalist, Inc. on the day 1 of every scheduled contest. 15. All teacher-advisers and non-teaching personnel involved in the conduct of these activities which fall on Saturdays and Sundays are entitled to eam Service Credit's and Compensatory Time-Off (CTO) respectively depending on the actual number of day/s they have actually served. 16. The Schedule of Activities and Working Committees are found in Enclosure Nos. 1 and 2 to this memorandum. ‘The Registration and Supplies and Materials Committee members, Advisory Board, Test Administrators and Facilitators are requested fo attend the orientation-conference on the day 0 of each of the scheduled activities at 2:00 PM at the venue. 17, The distribution of conference kits will be done on the day 0 of each of the scheduled activities at the venue from 1; 00 PM to 6:00 PM only. 18.
