1.3-Project Component
The project comprises the construction, completion & maintenance of the Nursing
Institute for The Public Authority For Applied Education & Training. The Project
is located at the south west side of PAAET Campus, Shuwaikh. The project includ
es one building and external landscape, the Building consists of Basement, Groun
d Floor, 1st Floor, 2nd Floor & Roof. The area of each project component is as f
ollows: Basement area : Total area 8136.64 m2 Ground Floor Area : 8009.54 m2 First
Floor Area : 7040 m2 Second Floor Area : 7040 m2 Roof Floor Area : 204 m2 The Base
ment will include the following: Car park with a capacity of 104 cars. A shelter a
rea for peace time & war time. Upon completion it will be ready to accommodate 1
00 person Electric & Mechanical rooms for the pumps, generators, transformers, wa
ter tanks and all major electromechanical equipments The Ground Floor will inclu
de the Following: Registration & students waiting area Class rooms with capacity f
or 600 students 2 nos of Auditorium rooms for 240 students Examination halls Studen

Location of the Project
The Project (Nursing Institute) owned by the Public Authority of Applied Educatio
n & Training (PAAET). The site is located at south western corner of PAAET Shuwa
ikh campus. The campus resides between Jamal abdul Nasser street from north, Al
Jahra road from south, Al Jahez street from the west and Al-Ghazali street from
the east. a plan is attached to indicate the location of the project.

1.5b- Job Description


Project Manager : Overall project policy and monitoring relations with consultant
and clients team. Conducting daily / weekly meetings with all staff / subcontract
ors to point out the difficulties in work activities, requirement of resources,
order/ direct material and equipment at site with maximum efficiency, find solut
ions and taking immediate actions Review correspondence for proper action Financia
l follow up and control the cost of project duration execution, follow up monthl
y payment certificates, variation orders in co-ordination with Q.S/Planner He wil
l be directing the Senior Project Engineer, Architectural engineer, Planning Eng
ineer, Quality Control engineer, Quantity Surveyor and the Safety Officer Senior
Project Engineer: Overall area activities directing, monitoring and controlling t
he productivity of all staff. He will determine possible critical areas and activ
ities have to be improved for the successful completion of project in time Find s
olutions and taking immediate action required to push the work in proper coordin
ation with project manager He will be assisted by the site engineer, foreman, saf
ety officer and services/finishing works engineers He will be directing the Subco
ntractors, Site Engineer, General foreman and Land Surveyor and reporting to the
Project Manager Architectural Coordination Engineer: Overall technical coordinati
on, preparation of architectural drawing, composite drawings. He will be responsi
ble for the coordination between subcontractors for the preparation of shop draw
ings. Find technical solutions with consultants and subcontractors and taking imm
ediate action required He will be reporting directly to the Project Manager, and
will be directing the structural engineer and the architectural draftsmen.

Planning Engineer : Preparation, submission, approval of the project schedule, upd


ates, revisions, adjustments and monitor the construction progress, identify/ini
tiate potential variance and delays, follow up resource assignment. He will be r
eporting directly to the Project manager and will coordinate with Senior Project
Engineer to follow up and monitor construction activities and the Q.S for the p
reparation of CLS, as well the subcontractors. Preparation, submission, approval
of cost loaded schedule in coordination with Q.S Prepare the monthly / fortnightl
y work programmes including values of work done vs planned values Prepare monthly
progress reports Follow up the updates of material / drawing submittal logs & pr
ocurement of material Preparation & submittal of Pre-meeting submittals Quantity s
urveyor: Preparation of Cost load values for all activities as per Project constr
uction schedule in coordination with planning engineer Check quantities, preparat
ion of payment application under the supervision of the project manager and in c
o-ordination with the Planning engineer / Senior project engineer Preparation of
Subcontractors payments, analyzing variations, claims and all other contractual
issues in coordination with planning engineer
Safety Officer : Establish and follow up safety procedures all in accordance with
the safety manual prepared by him. He will be reporting to Project Manager, and
will be coordinating with the Senior Project Engineer to ensure safety control
at site. Quality Control Engineer : All the aspects of materials / quality control
of site works, and site laboratory functioning. Review preparation of all submit
tals of subcontractors, suppliers materials, samples to provide continuous flow o
f procurements as per the requirement of Project Programme. As well as E1 & E2 l
ogs Responsible for all technical aspects regarding shop drawings preparation and
coordination between different subcontractors. Preparation of Method statements
and follow up procurement of materials and equipment. Supervise Quaility control
procedures and will follow up all types of submittals such as Subcontractors, su
ppliers shop drawings, materials, etc.

Structural Engineer : Structural shop drawings preparation. Coordination between th


e different subcontractors Prepare, submit and get approval of structural As-Buil
t drawings. To coordinate with the Project Manager / MEP Coordinator for the prog
ress priority of shop drawings submittal and to solve site structural problems o
n daily basis He will be assisted by the draftsmen. Civil Engineer : Work under the
directives of the Project Engineer and will be responsible to carry out the wor
ks as site directly, and to arrange laborers, materials, equipment, machine etc.
To supervise the work of subcontractors and arrange their responsibility To repor
t for any material or other requirements well in time and report to the Project
Engineer in case of expected shortage. To supervise the foremen and advise him to
carry out the work according to drawings, specification. To get the work inspect
ion of A/E and follow up with checklists in co-ordination with QC Engineer To fol

t Engineer and ensure that CCS is followed. Land Surveyor : Assisting Site Engine

rk program as provided by the Civil Engineer and proper distribution of resource
s. He will reporting to the Civil Engineer and will be managing the labors at si

2- Project Obstacles
1- Time milestones & constraints. The contractor is obliged to plan and execute
the works within the contractual milestones and constraints. Accordingly, the co
ntractor will provide the adequate resources to execute the construction activit
ies to fulfil the contract milestone. 2- Site Accessibility limitation The contr
actor shall have only one side for site access, due to the site location. Accord
ingly, only one side will be utilized, and the contractor shall plan for the exe
cution of the works accordingly 3- Tightness of location Major project obstacle
is the tightness of the location, where there is no enough space for the A/E & c
ontractors offices, store, labour rest shed steel yard, etc

3- Construction Strategy
3.1 Project Zoning : For more control & closer follow up of the project, buildin
gs are divided into different zones, this is based on different functions, struc
tural nature such as expansion joints, or volume of work The following presents
the project elements and the number of zones for each: The Nursing college : Divi
ded to 3 zones The External Works : Divided to 3 Zones These Zones will include t
he structural, finishes and electromechanical works. To further meet the require
ment and needs of the project, those zones were developed into smaller sub zones
as follows : For the structural purpose and requirements each zone will be divid
ed to 2 sub zones: Sub zone A1, Sub zone A2 for Zone A Sub zone B1, Sub zone B2 fo

3.3 The Project Priority


The Project priorities will be for the main building. After excavation the concr
ete skeleton works, will take place. As explained previously, the main building
will be consisting of 3 zone (A, B & C), and accordingly, the sequence of work w
ill start from Zone A to B to C as will be explained in detail in the constructi
on methodology. The next priority will be for the faade work. The last stage will
be for the external works.

4.2- Procurement

Procurement Long lead items are the materials that are specified to be delivered
from abroad (such as diesel generator, AHUs, Ceramic tiles, marble tiles, etc) o
r materials that needs a period for fabrication (such as doors, windows, etc) th
erefore, it requires a long duration to arrive to the site and might affect the
installation works if not properly planned and tracked. The material will be proc
ured by the contractor and his subcontractor but all procurement will be through
the main contractor only, since its his responsibility as per contract conditio
ns to review and make necessary coordination for his subcontractors procurement a
fter the material samples and catalogues are approved by the engineers. Critical
materials such as concrete, reinforcement and waterproofing, water stop, termite
control as well as the shelter equipment are affecting the early activities of
the project. The related submittals and approvals of these types of materials wi
ll be finalized as early as possible. Other long lead materials will be existing
in our project, all these long lead materials will be elaborated in the CCS and
the material / procurement log, to monitor and control its delivery on time and
to ensure no delays will occur.

4.3- Excavation, Shoring & Dewatering

Survey mark up and Layout Necessary bench mark and grid layout are established b
y the contractors land surveyor (Recafco), and cross checked by consultants land s
urveyor (Hadiya) for acceptance before starting the works.
Marking Foundation The Marking and layout of foundations will be done by site en
gineer / foreman and cross checked by land surveyor. The level and the co-ordina
tes will be carried out from the approved Grid Line and Bench mark Excavation Af
ter establishing bench marks and grid lines, excavation works will take place, 2
nos of loaders will start excavating 1m depth at Zone A. After that, the same wi
ll take place at Zone B then Zone C with the same sequence shown in the attached
plan. After excavation of 1m in each zone, shoring H-Beams will be installed, a
nd excavation works will proceed till 0.5m above water table while installing sh
oring timbers every 2m of excavation. After reaching 0.5m above water table leve
l the dewatering system will be installed and operated. After installation & ope
ration of dewatering system, excavation and shoring works will proceed till the
level of anchors. Shoring anchors will be installed and tested, and excavation &
shoring works will proceed till the bottom of foundation level. Note: Only 3 si
des will include shoring works, there will be no shoring works for the side at A
xis Z. For curved parts, the shoring works will be segmented. The temporary acce
ss ramp will be made as indicated in the attached plan, and will be removed whil
e casting the last part of raft foundation. The expected completion of the excav
ation works will be on the 5th month from the date of enterprise

4.4- Foundation

Termite Control For the raft foundation area, the leveled surface will be treated
with antitermite treatment before casting blinding concrete. Subcontractor as we
ll as the material used, will be submitted to the consultant for approval prior
to execution of works
Foundation After termite control, a 10cm thick blinding will be casted & after cu
ring the water proofing will proceed as per specified layers and drawings and th
en will be protected with 5cm screed layer. After completion of water proofing wo
rks and screed protection, raft foundation work shall be carried out by fixing r
ebars and shuttering for the sides of the raft. After completion of rebars fixat
ion for bottom and top layers, shuttering the sides and installing the utilities
pipes, casting preparation will take place and the raft foundation will be pour
ed using the adequate number of tansmixers and concrete pumps. The execution of
raft foundation will be as per the zoning strategy, 2 crews will be available fo
r executing the foundation works and will be working in parallel. he sequence of
works and movement of crews will be illustrated in the attached plans. Ramp Foot
ings will be carried out later on after completion of waterproofing for basement
walls and backfilling till the bottom of ramps foundation level. After casting
the ramp foundations the walls will be casted and then water proofing will be ca
rried out. After waterproofing is completed, backfilling under ramp S.O.G will s
tart till the bottom of slab level and then the concrete works for the S.O.G wil
l take place. After casting of raft foundation the Tower cranes will be installed
as will be explained in the site logistic plan.

4.5- Walls & Columns

Basement Walls After the raft foundation is hardened enough, installation of reb
ars for walls shall start and the Doka formwork will be lifted and fixed in posi
tion using a crane. The available formwork for the walls will be enough to cast
45 mr (3 sets each 15m with 4.50m height) The walls will be casted in 17 cycles
as shown in the attached plan with an expected date of 5 days for each cycle. Th
e wall shutter will be dismantled after the specified duration of casting each w
all, and will be used again for the next cycle. Shelter Equipments will be embed
ded in the concrete as it will be fixed prior casting of concrete. Shelter equip
ments (valves and blast doors) will installed using cranes Form work System The

Columns 10 nos of column sets will be used for casting the columns. Each cycle will
take 2 days (1 day for steel reinforcement fixation + 1 day for shuttering & ca

Roofing system Once all heavy works are completed on roof, and drainage and other
inserts are fixed in place, the area will be cleaned and roofing works starts.
All roofing layers shall be as per drawings / specifications / manufacturer reco
mmendations. After each layer is completed, it will be inspected / approved by t
he engineer before applying the next layer. After roof work works are completed,
flash up and rain water outlets and other roof fixtures shall be erected. A sec
tion detail is attached below to illustrate the roofing system layers.

4.8- Faade Works

Faade works The faade works will include installation of concrete panel cladding as
well as curtain wall works. Sigma paint shall be applied in the elevations of o
pen court areas. After completion of concrete works in each zone, block works sha
ll be carried out, for both external and internal once the external block works
are completed insulation works will take place and after completion of insulatio
n works on external block works concrete precast panel cladding works shall star
t. Opening in block works will be provided to receive precast support ribs witho
ut causing damages to the adjacent works. Curtain wall works shall proceed immedi
ately after the completion of concrete works. After completion of concrete works
, Curtain wall brackets will be fixed and aligned, after completion of brackets,
aluminium frames will be installed and then the glass will be erected after ins
tallation of aluminium frames. The windows will be fixed after the completion of
external cladding as it will rest on the precast panels. The sequence of works an
d crews movement shall be as per the zoning strategy. The crews movement will be
from Zone A to Zone B to Zone C. 2 crews will be provided for the installation
of Concrete precast cladding. Tower cranes and mobile cranes will be used for th
e installation of the precast panels Plaster and sigma works are also included in
the internal faade works in the open court area, completion of these activities
will be depending on dismantling the tower cranes and clearing the area to enabl
e the erection of scaffolding. The tower crane will be dismantled after the comp
letion of roofing system works as well as uploading the required materials to it
s locations in the floors. However, 3 sides can be carried out prior the dismant
ling of tower cranes to expedite the works.

Finishing Strategy The finishing works shall start with the masonry works. The ma
sonry works will be externally & internally., internal & external masonry can be
carried out once the site is ready and the slabs scaffolding are removed. Simul
taneously fire fighting pipes, chilled water pipes, HVAC ducting, drainage and w
ater supply H/L pipes shall start. Wall finishes will consist of sand cement plas
ter & paint while in wet areas ceramic tiles. The plaster works will be carried
out after completion of first fix electromechanical works such as electrical con
duits, and plumbing pipes at wet areas. Paint works & ceramic works shall follow
up once plaster work is completed, as for painting works will be on stages (Pai
nt preparation, 2nd Painting coat, and Final painting coat which will be carried
out at the final stage of the project) Ceilings will be consisting of gypsum boa
rds and tiles, metal false ceiling as well as plaster and paint for wet area and
stair cases. False ceiling works shall take place after the completion of all M
EP works above false ceiling and the completion of the paint putty & first coat.
Floor finishes will consist of various materials such as terrazzo tiles, vinyl t
iles, marble tiles, carpet tiles, etc. all materials will be applied on the prep
ared beds after wall plastering and fixation of the door frames and all other in
terior finishes on the walls and ceiling will be done afterwards. In case of car
pet tiles & roles, flooring works will be done after completion of other finishi
ng works. Electromechanical works will be divided to three items: First fix items
such as piping, ducting, cable trays, etc works at high level, will be carried
out after removal of slab formwork, while conduits will be carried out after the
completion of block works. Second Fix items such as equipments, pumps, elect pan
els shall be carried out after completion of second painting coats and flooring.
Third Fix items such as elect accessories, sanitary fixtures, toilet accessories
, etc shall be carried out after installation of doors leaves and hardware as we
ll as 2nd painting coats.

4.10- External Works

External works After completion of concrete skeleton and most of the faade works
( Elevations 1,2 & 3) the external works shall be carried out. The execution of
external works will be in two stages as follows :
Infrastructure Services The infrastructure service should start with the lower n
etwork (storm work network + sanitary network) we will locate all pipe lines & m
anhole as per approved shop drawings & coordination drawings. We will excavate f
or pipelines and manhole location. After fixing installing & fixing all manholes
and pipelines in the approved levels and locations, we will backfill the pipe l
ines in layers as specified. The network of fresh water, brackish, fire protecti
on and LPG will be done as per approved drawings and method statement All the ex
ternal services such as laying of cables, installation of street lights, communi
cation network etc. will be carried out as per the approved shop drawings and co
ntract specification. For all infrastructure piping works, the concrete encaseme
nt will be done as per approved shop drawings & specifications Hard Landscape Gen
eral method for all the hard landscape elements is the same, it will be carried
out after completion of infrastructure services. It will begin with site measure
ments and placement of the precasted concrete curb stones along their specified
path. This will form the area for developing the asphalt roads as per contract s
pecifications. Development of the pavements, paths and paved areas will be done o
n compacted soil, by placing the polythene sheet if needed, concrete slabs and m
ortar or sand beds for the specified finishes (precast concrete tiles, precast c
oncrete interlocking pavers)

As per the construction strategy and methodology, the external works will be div
ided to 4 Zones as follows : Zone 1 Zone 2 Zone 3 The sequence of work for the exte
rnal works will be related to the site logistics as well as the concrete and cla
dding works. The execution of works will be planned to take place in four stages
as explained in the following: Stage 1 Once the concrete works are completed, t
he steel reinforcement workshop will be no longer required and will be removed f
rom the site. In addition the cladding works for the east elevation will be comp
leted. Accordingly, the site will be ready for the external works at Zone 1 to b
e carried out. Such works will include all infrastructure works as well as the l
andscaping works. The material store will be one of the main obstacle in executi
on of the external works, therefore its is planned to be relocated in the baseme
nt at Zone C (A plan for the new stores location is attached). In addition, the
temporary vehicle road will be rerouted as illustrated on the attached plans. Th
e works that will take place in this stage are the following: Infrastructure work
s Kerbstone works Sub grade for asphalt Stage 2 After completion of stage 1. Cladd
ing works at the south and west elevations is expected to be completed. Accordin
gly, external works at Zone 2 will be carried out. Rerouting of the temporary ve
hicle road will be taken into consideration. The works that will take place in t
his stage are as follows: Infrastructure Works Kerbstone works Sub grade for asphal
t Stage 3 After completion of stage 2. Cladding works at the north elevation is
expected to be completed. Accordingly, external works at Zone 3 will be carried

ommissioning are all linked to the completion of respective works and are includ
ed in the schedule under a separate section A diagram is attached to clarify the
procedure followed in order to complete the project Testing & Commissioning Plum
bing system A. During the manufacture (at Contractor s premises only), installat
ion and after completion of works; the system, sections of the system or its com
ponents shall be tested by the Contractor / specialist Subcontractor in the pres
ence of the Engineers representative, as directed below or elsewhere. The Contrac
tor shall procure all testing instruments and accessories and bear all costs in
connection with the same: 1. Basic materials for conformity with the specified s
tandards. 2. Supports and anchors for ability to withstand required loads. 3. Wa
ll mounted sanitary fixtures with a dead weight of 100 kgs. 4. Pumping equipment
for the specified flow, head, controls, safety interlocks and alarms; noise cri
teria, etc. 5. Heat transfer equipment for full load capability, controls, safet
y interlocks, and alarms and operation of safety valves. 6. Filtration equipment
for flow, head loss, filtration fineness, controls alarms, regeneration etc. 7.
Control system for operating ranges, tolerances, cutout, alarms 8. Water supply
systems for required flow and pressure at simulated peak flow conditions (open
sectional control valves estimated no. of outlets in open condition, in series).
9. Drainage systems for simulated peak flow conditions and performance of trap
seals (by simultaneous discharge of all water closets stack or groups). 10. Pipi
ng in general for line, level and slopes. 11. Sanitary fixtures for operation of
fittings and proper fixation.

B. Balance and regulate the following items, systems. 1. Globe valves on pump di
scharge for design flow. 2. Balancing valves in circulating systems for equal or
proportionate flow. 3. Thermostats for cut in cut out temperatures or range. 4.
Angle valves on fixture supply for regulated flow. TESTING OF PRESSURIZED PIPIN
G A. The pipes shall be jointed, plugged and shall have been in position for at
least 24 hours, before the tests are carried out. B. The piping shall be tested
for line, gradient and water tightness. The Contractor shall furnish all labour,
and necessary testing instruments such as gauges, pumps etc. as directed by the
Engineers representative. A minimum of two (2) nos identical pressure gauges sha
ll be installed at extremities of the piping circuit to be tested. C. Fill the p
iping with clean fresh water, leaving all high points open to allow for purging
of air. Allow a soaking period of at least 24 hours for cement lined or concrete
pipes. D. Pressurize the system using manual pumps in increments of 25 percent
of the test pressure. Allow a standing period of 10 minutes after each pressure
increment. Pressure testing using motor driven pump is not permitted. E. Do not
over pressurize the system under any circumstance. If the test pressure is close
to the maximum permissible pressure of any of the system components, install ca
librated pressure relief valves in the tested circuit. F. Prior to testing keep
all valves and control devices in open position. After completion of pressure te
st, close each valve one at a time starting from the pressure release end, so as
to ensure tightness of the valve. G. The piping shall be hydrostatically tested
at a pressure of 690 Kpa (100 psig) or 1.5 times the system working pressure, w
hichever is greater, but limited to 1379 Kpa (200 psig) for copper and steel pip
ing and 1034 Kpa (150 psig) for UPVC piping. The pressure shall be maintained fo
r at least 4 hours. In metallic piping, allow for pressure fluctuations due to a
mbient temperature variations. Record the circuit temperature along with the pre
ssure readings. H. Check for leaks by swabbing with a dry tissue. Drop in pressu
re to the order of 10 Kpa (1.5 psig) per hour shall be considered as acceptable.

TESTING OF DRAIN, WASTE AND VENT PIPING A. The pipes shall be joined, plugged an
d shall have been in position for at least 24 hours before the tests are carried
out. B. The piping shall be tested for line, gradient and water tightness. Furn
ish all labour and necessary testing instruments as directed by the Engineers rep
resentative. C. Install compression type rubber plugs with bleeding caps to plug
branch risers in horizontal piping. Install inflatable pneumatic rubber plugs f
or vertical risers and other inaccessible areas. D. Fill the piping with clean f
resh water, leaving all the high points open to allow purging of air. E. All soi
l, waste, vent and storm piping shall be tested by filling entire system with wa
ter to a minimum head of 3 Ms (10 feet) minimum at any part of the system. The s
ystem shall hold the water level to within 100 mm (4 inch) drop in 8 hours. Vert
ical piping shall be tested in sections of two or three floors at a time. F. Che
ck for leaks by swabbing with a dry tissue. G. Test completed piping by simultan
eous flushing of all water closets. Test drainage branches by simultaneous disch
arge of filled bath tubs, washbasins etc.
DISINFECTION AND FLUSHING OF FRESH WATER PIPING SYSTEM A. Prior to starting work
, verify that system is complete, flushed and clean. B. Ensure pH of water to be
treated is between 7.4 and 7.6 by adding alkali (caustic soda or soda ash) or a
cid (hydrochloric acid). C. Add disinfectant, free chlorine in liquid, powder or
tablet form to obtain 50 to 80 mg/L residual. D. Fill the system piping with ch
lorinated water and bleed water from outlets to ensure distribution and test for
disinfectant residual at minimum 15 percent of outlets. E. Maintain disinfectan
t in system for 24 hours. F. During the disinfections period install temporary w
arning signs in both Arabic and English at conspicuous places throughout the Pro
ject against using the chlorinated water. G. If final disinfectant residual test
s less than 25 mg/L, at any outlet, repeat treatment. H. Flush disinfectant from
system until residual equal to that of incoming water or 1.0 mg/L. I. Take samp
les no sooner than 24 hours after flushing, from remote outlet of each riser and
from water entry, and analyse in accordance with AWWA C601. Submit result of an
alysis to Engineers representative for approval.

INSPECTION, TESTS AND ADJUSTMENTS OF FIRE PUMPS A. Prior to Start Up. 1. The pump
motor assembly alignment shall be checked and adjusted, if necessary. Steel cle
ats shall be welded on pump and motor bases to lock them in aligned position. 2.
Foundation and coupling bolts shall be tightened and locked. 3. Pump shaft shal
l be checked for free rotation. 4. Electrical continuity and insulation of motor
and the control panel shall be checked by meggering. 5. The calibration of the
relief valve opening and its installation shall be checked and corrected if nece
ssary. 6. The system isolating valve/s shall be shut-off and the test line opene
d. 7. The tripping element of the circuit breaker shall be checked for correct s
election and proper installation. The star-delta change over timing shall be adj
usted to the period recommended by the motor manufacturer. 8. System power suppl
y voltage shall be checked and all other checks outlined in the controller opera
tion manual performed, before energizing the controller. 9. The suction lines an
d the pump casing shall be checked for proper filling with water. B. The followi
ng shall be executed to start the system up: 1. The direction of rotation of the
pump shall be checked and corrected, if necessary, by momentary operation of th
e emergency start lever. 2. The valve on the test line shall be partially closed
to avoid the operation of the pump at high discharge rates. 3. The pump shall b
e started on manual mode. 4. The motor full load current shall be checked by man
ipulating the flow. 5. The pressure relief valve shall be checked for proper ope
ration by gradually closing the test valve. 6. The pump and motor bearings shall
be checked for signs of overheating. 7. The suction line shall be checked for s
igns for entry of air and proper suction intake flow. C. The pump performance sh
all be verified as follows: 91 1. The pump head shall be checked at 100 % and 15
0 % of nominal flow and

D. The following shall be executed to put the system into Service: 1. Isolate th
e fire pump controllers. 2. Close the test line and open the system isolating va
lve. Ensure that the system outlets are closed. 3. Fill the system with the jock
ey pump. Maintain pressure for 24 hours and ensure that there are no leaks. 4. E
nergize fire pump controllers and ensure that the system is in automatic mode. HV
AC Systems During the manufacture (in Contractors premises only) and installatio
n and after completion of works; the system, sections of the system or its compo
nents shall be tested by the Contractor/Specialist Subcontractor in the presence
of the Engineers Representative as directed below or elsewhere. The Contractor s
hall procure all testing instruments and accessories and bear all costs in conne
ction with the same: 1. Basic materials for conformity with the specified standa
rds. 2. Supports and anchors for ability to withstand required loads. 3. Pumping
equipment for the specified flow, head, controls, safety interlocks and alarms;
noise criteria, etc. 4. Heat transfer equipment for full load capability, contr
ols, safety interlocks, and alarms and operation of safety valves. 5. Control sy
stem for operating ranges, tolerances, cutout, alarms etc.
Electrical works Testing & Commissioning
Wiring Devices A. Test all switches, socket outlets etc., for correct polarity a
nd continuity of conductors in the presence of and to the entire satisfaction of
the Engineer. B. Carry out live phase to earth loop impedance tests at all swit
ches and socket outlets with an approved earth loop impedance tester to the enti
re satisfaction of the Engineer. Ensure that all device plates have satisfactory
earth continuity to the protective conductor system. C. Test all 13 Amp. socket
outlets for instantaneous tripping of associated distribution board current ope
rated earth leakage circuit breaker using testing equipment, approved by the Eng
ineer.

Diesel Generator
Testing shall be carried out at full load after completion of installation by th
e Engine manufacturer s qualified representation by the Engine manufacturer s qu
alified representative in the presence of the Engineer. 2. If the above cannot b
e done then testing shall be done at the manufacturer/supplier s premises at ful
l load in the presence of the Engineer. All arrangements and costs incurred by s
uch a test shall be responsibility of the Contractor.
Switch Boards
Test shall be performed at the manufacturers plant in accordance with BS-5486. Th
e manufacturer shall submit the test reports to the purchaser for approval. Insp
ection shall be carried out at the manufacturers plant and test witnessed by the
Engineer before delivery of equipment to site.
UPS
1. Routine tests shall be carried out at the manufacturers works on each complete
d unit and witnessed by the Purchaser and Owner or his appointed representatives
. These tests shall include: a. Insulation resistance test b. Dielectric strengt
h test c. Operational and sequence test d. Performance test e. Transient respons
e test The transient response should record the results with oscillograms. These
tests shall include: - Simulation of an inverter failure which would cause the
full load to transfer from the inverter to standby power. - Manual return of the
full load from standby power to the inverter. - Simulation of failure of the AC
power input of the battery charger. - Simulation of battery charger failure. Measurement of the inverter output voltage when the input voltage is varied betw
een 10 percent and the frequency, between 2 Hz. f. Short circuit tests - Short t
he inverter output circuit to record the current limiting effect of the inverter
. - Short the output of one of the branch circuits to ensure clearing of the fau
lt. g. Temperature rise test h. Noise level test i. Measurement of dimensions j.
Visual check of workmanship and finish 2. The manufacture shall submit these te
st reports for Owners approval. 3. Approval by the purchaser/Owner shall not reli
eve the manufacturer of his commitments under the terms of the purchase order an
d this specifications.

Telecommunication System
Testing shall conform to TIA/EIA TSB-67 Transmission Performance Specifications
for Field Testing of Unshielded Twisted Cabling Systems and ANSI/TIA/EIA-568-A-1
, Propagation Delay and Delay Skew Specification for 100-ohm 4-pair cable. Testi
ng shall be accomplished using level III field testers. Test each pair of each c
able for opens, shorts, grounds, and pair reversal. Correct grounded and reverse
d pairs. Examine open and shorted pairs to determine if problem is caused by imp
roper termination. If termination is proper, tag bad pairs at both ends and note
on termination sheets. 1) Perform testing of copper cables with tester meeting
TIA/EIA TSB-67 and ANSI/TIA/EIA-568-A-1 requirements. 2) If horizontal cable con
tains bad conductors or shield, remove and replace cable.
Fire Alarm & Detection System
A. After the installation is complete, the contractor shall conduct operating co
mmissioning tests. The system installation, testing and commissioning shall be a
s per Kuwait Fire Brigade approval and requirements. B. The Fire Alarm System sh
all be completely programmed in accordance with Kuwait Fire Brigade requirement
and a specialist from the manufacturer shall attend and demonstrate the complete
system.
Public Address System
A. The completed public address system shall be fully tested and adjusted the tr
ansformer taps for appropriate sound level by the contractor in the presence of
the owners representative. B. Measure and record sound pressure levels at design
ated locations. C. Upon completion of a successful test, the Contractor shall so
certify in writing to the Owner and provide detailed, demonstration and trainin
g. D. Submit all shop drawings indicating installation details, cable routing an
d system configuration and technical catalogue for each component.

5 - Site Logistics Plan


The Site Logistic Plan includes the temporary fences, sign boards, Consultant sit
e offices, Contractors site offices, subcontractors site offices, consultant and
contractors car park shed, workshops for cutting & bending steel, stores for kee
ping materials, labors toilets & rest sheds. Temporary access routes are taken i
n consideration to allow equipments & machines movement around the construction
site facilities. For further illustrations, refer to the attached plan Two Tower
cranes (TC-1 and TC-2) will be erected as shown in the attached plans. The first
Tower Crane TC-1 will be located at the open court area between axis (H & S) an
d axis (21 & 28). The second Tower crane TC-2 will be located at the open court
area between axis (H & S) and axis (6 & 12). Both Tower cranes will have radius
of 55 m and lifting capacity of 52.6 KN and will be installed after casting the
raft foundation. A plan is attached to indicate the proposed foundation of the t
ower crane which will be submitted for approval to the consultant. Impact of Towe
r Crane (TC-1) Due to the tower crane location in the open court area between axi
s (21 & 28). Some construction activities will be on hold till dismantling the t
ower crane, such as the following: Part of the concrete slab in the ground floor
(tower crane location) Cast in situ terrazzo tiles Flooring works at the basement.
External Plaster works Impact of Tower Crane (TC-2) Due to the tower crane locatio
n in the open court area between axis (6 & 12). Some construction activities wil
l be on hold till dismantling the tower crane, such as the following: Part of the

iles Flooring works at the basement. External Plaster works Tower Crane Dismantling
2 mobile cranes will be used for dismantling the tower crane, the tower crane bo
om and the counter jib will first be dismantled. After dismantling the boom and c
ounter jib, the operator cabin will be dismantled. After dismantling the operator
cabin, the tower crane section will be dismantled one by one till all sections
are dismantled

Mobilization
The construction phase shall commence upon receiving the handing over of the site
from the municipality. Accordingly, mobilization works shall start. The mobiliz
ation will be in accordance with the proposed time schedule and contract milesto
nes and within this period all requirements mentioned in the specifications and
other contract documents will be followed and coordinated with the municipality
and other authorities for all related approvals and permits. The mobilization wor
ks shall include the following: Consultant & Contractor/ Subcontractors site offi
ces A/E site offices will be erected by a professional subcontractor, while main
contractor staff office will be constructed by our carpentry workshop, and will
be sited as approved by the engineer, In addition to all the site temporary ser
vices such as fire fighting, water supply, drainage, electric HVAC, telephone ne
twork, etc. The offices will be furnished and equipped as required. Suitable pav
ed temporary site access roads as per standard. Detailed shop drawing for the ab
ove will be submitted for consultants review and approval prior execution. Consul
tant & Contractor car park sheds Consultant and main contractor car park shed wi
ll be erected by a professional subcontractor to allow adequate number of cars,
and will be sited as approved by the engineer. Detailed Shop drawing will be sub
mitted for review and approval prior the execution. Temporary fence A complete fe
nce will be executed as specified in tender documents, with the relevant approve
d shop drawings. All Client, CM and consultant requirements shall be taken into
consideration Sign Boards Shop drawings will be submitted in due time for the sam
e for approval prior fixation, as well as all calculations required. Necessary e
lectrical supply to sign board lighting shall be provided. Stores Covered storage
area for different type of materials will be provided, and will be sited as app
roved by the engineer. Work shops The site will be provided with work shops for st
eel reinforcement preparation, cutting and bending, as well as formwork and shut
ter assembling
