Consumer Protection in Tourism- Considerations on Romanian and

European Regulations
1. CONSUMER PROTECTION IN THE EUROPEAN UNION
Health and consumer protection are important fields for EU law, aspect
reflected as well in community policies that correspond to them. These fields are part
of the European public service.
European public service is a legal term that refers to a set of tasks of civil
servants from EU member countries. In accordance with European standards, public
servant is at the disposal of European citizen in order to provide quality services in all
areas. This task is the most relevant to his service obligation. Therefore, this aspect is
reflected in the health and consumer protection.
Progress of European integration, both on economic and social line,
determined the requirement, increasingly obvious, to have a common policy of
consumer protection. After the Paris Summit of 1972, of heads of State and
Government of the community countries, which demanded for actions in this field,
the European Commission presented the first program of action regarding the policy
of consumer protection in 1975, which was adopted in the same year with the Council
of Ministers. "Preliminary program of CEE for consumer protection and information
policy" was focused on the protection of five basic rights of consumers:
-The right to health protection;
- The right to protection of economic interests of consumers;
- The right to information and education;
- The right to compensation;
- The right to consumer representation at community and national level.
The community acquis in the field of consumer protection is extremely wide. It
includes not only rules regarding the labeling of products traded across the European
Union territory, but also rules regarding institutions and procedures that the European
consumer dispose in order to benefit in a concrete and effective way of his rights.
