BIOGRAPHY
Bandula Wijay PhD., PE.
Dr. Bandula Wijay, CEO of LeoMed LLC and BinLab, Inc, (a
Houston, Texas based Cardiovascular Device development
company), the Ambassador Science Technology and Innovation
for Sri Lanka, is one of the most eminent inventors of medical
devices, with more than 30 medical device patents to his name in
the United States and internationally. He is a scientist, engineer
and a serial entrepreneur who has developed a variety of medical
device enterprises, such as in balloon angioplasty, vascular
stents, local drug therapy procedures, female sterilization
procedures and a whole host of medical treatment concepts and
devices and as adjunct faculty in bio-engineering at the University
of Houston (Victoria) at Sugarland and was one of the originators
of the Professional Science Masters (PSM) program of the
University of Houston (Victoria).
Dr. Wijay founded four medical device companies since 1984,
Poly-Tech, Leocor Inc., BinLab, Inc. and LeoMed LLC for
researching, developing and manufacturing of cardiovascular and
other medical devices. Dr. Wijay is the inventor of many concepts
and devices including the Protected Coronary Balloon Angioplasty
(P-PTCA) concept for performing angioplasty in high-risk patients
and has invented or worked in developing angiography catheters,
cardiac output measurement catheters, and localized drug
infusion devices among many. He is also one of the pioneering
inventors of the present day vascular stents, which are devices
used in human coronary arteries to maintain the patency of
arteries after balloon angioplasty. He has extensive experience in
the area of localized drug therapy to minimize restenosis as well
as for other applications such as the localized treatment of tumors
and on complex vascular stent procedures. In his current focus he

has invented several devices in surgical, minimally invasive, ObGyn and in urology fields.
Prior to starting his own business, Dr. Wijay held senior
management positions at Baxter -American Hospital Supply
Corporation and at Mallinckrodt Corporation from 1978 to 1984.
He founded Poly-Tech in 1984, Leocor Inc. in 1986, BinLab Inc. in
1997 and LeoMed LLC in 2008. In the ensuing years he has
developed various products and procedures and successfully sold
such products worldwide and the associated technologies and
Inventions to Baxter International, Medidyne Inc., Versaflex/
Medtronic, Meditech/Boston Scientific, SciMed/Boston Scientific
and AngioDynamics, NovoSci and several other multinational
companies.
Dr. Wijay was educated at Jadavpur University, and at Indian
Institute of Technology (Kanpur) in India, and at the University of
Southern California. He has received his Bachelor of Science with
First Class (Honors) in Chemical Engineering, in India and a Master
of Science in Chemical Engineering, a Master of Science in
Mechanical Engineering from the University of Southern
California. He earned his Doctorate degree in Chemical
Engineering and Polymer Science also at the University of
Southern California in 1978.
He has received numerous scholarships and awards including the
prestigious Fulbright scholarship in 1974 to read for his doctorate
at the University of Southern California, the IBM Fellow award,
given by the IBM Corporation to outstanding doctoral candidates
in US universities, the TALARGI scholarship given to post-graduate
students in polymer science at the University Of Southern
California and the Indian Cultural scholarship to study engineering
at Jadavpur University, Calcutta, India.
In addition he was nominated and received the Outstanding
Business Professional award in 1999 given by the South Asian

Chamber of Commerce of Houston, and was nominated by Merrill


Lynch for Entrepreneur of the of the year in 1995. He also
received the Lifetime Achievement Award in 2004 from the Sri
Lanka Foundation in the United States, an award given to
prominent Scientists of Sri Lankan origin. He was also recognized
for his contribution to science by the President of Sri Lanka by
awarding him the prestigious Life Time Achievement Award.
Dr. Wijay is a dedicated philanthropist and served as the Honorary
Consul General of Sri Lanka from 2011 to 2016 and now serves as
the Ambassador for Science Technology and Innovation for Sri
Lanka. He established a computer laboratory at Mahinda College,
Galle where he received his primary and secondary education and
also built a new club house for the schools Boys Scout troop. He
also provides educational grants and advises needy but
outstanding students in Sri Lanka and consistently provides
advice to his counterparts in Sri Lanka on science and technology
education and technology development. He serves as an advisor
and member of the Curriculum Committee and is guest faculty at
the University of Ruhuna engineering faculty. In addition the
Wijay Foundation has been supporting medical students in Sri
Lanka for the last 15 years. At present the Foundation gives
scholarships to over 10 medical students per year in Sri Lanka
which he plans to expand.
Dr. and Mrs. Wijay live in the suburbs of Houston, Texas USA.
