Program Vision Workshop

15 March 2010
DOT Rwanda

Digital Opportunity Trust (DOT) has been operating youth and community economic
development programs in Africa since 2005. With support from the Canadian
International Development Agency (CIDA) and other partners, DOT is investing in
Rwanda launching programming in 2010 as the first phase of a long term, sustainable
commitment to the development of Rwanda and its youth.

DOT has appointed Violette Uwamutara as Program Manager, DOT Rwanda, to lead
the implementation. DOT Rwanda will be run by a management and administrative
team that is staffed by Rwandans. DOT Rwanda will be registered as a local non-profit,
non-governmental organization with a local Advisory Board of eminent Rwandan
citizens.

In all the countries in which it operates, DOT works in harmony and close cooperation
with local partners. DOT has undertaken significant consultation in Rwanda in 2008 and
2009 to ensure that its programs align with the priorities of the country and contribute to
the development goals. DOT is motivated by the vision, innovation and teamwork that is
driving Rwandan development and the encouragement and welcome that it has
received for its programs.

Program Vision Workshop:

The purpose of the Program Vision Workshop is to establish a clear understanding of

DOT Rwanda’s programs, to seek local counsel and guidance from key stakeholders
and to reach out to a growing base of program partners.

This will be accomplished through an interactive dialogue in the following strategic

areas:

 Alignment of expectations for DOT program with Rwanda's development

priorities;

Page 1
 Consensus on shared vision and scope for the project, including identification
and prioritization of target beneficiaries;

 Consensus on critical success factors;

 Maximizing impact, by identifying opportunities for synergy and alignment with
other stakeholder activities;
 Advisory committee proposal, including exploration of how key stakeholder can
contribute to the success and sustainability of the DOT Rwanda programs.

DOT Global

Digital Opportunity Trust (DOT) is a leading international organization, headquartered in

Ottawa, Canada. DOT focuses on creating educational, economic, and entrepreneurial
opportunity through the effective use of ICT for communities and people in countries
that are developing, are in transition, or are under stress. DOT has a particular focus on
youth and women. DOT operates programs in Canada, China, Kenya, Ethiopia,
Rwanda Jordan, Lebanon, Turkey, Egypt, Mexico, the United States and Rwanda.

DOT was created in 2002 with funding from the Canadian International Development
Agency (CIDA), USAID, and the Cisco Foundation. Since then, DOT has mobilized
more than 1,500 young ICT interns who have cumulatively dedicated more than one
million hours to positively affect the lives of more than 150,000 people in communities
and schools around the world.

DOT’s signature entrepreneurship programs include ReachUp!, StartUp! and ScaleUp!

These programs train local interns to deliver entrepreneurship curricula to youths, adults
and small business owners. In the programs, interns act as mentors and coaches,
linking participants to micro-funding and business development opportunities. DOT
believes in a vision of a connected world in the 21st century, in which the human
network and the power of teaching people how to use technology effectively are
combined to produce scalable and sustainable entrepreneurship and educational
development.

DOT utilizes a unique model to implement its programs through local partners, local
interns and local communities. The core belief behind its model is the confidence that
local partnerships are at the heart of sustainability and that the localization of training,
curricula and people is fundamental to developing a meaningful and relevant
relationship between technology and the entrepreneurs who use it.

DOT is also applying its model in the education system through its TeachUp! program.
In the USA, China and Mexico, DOT is working to transform the traditional approach to
learning, creating a new teaching model that improves the quality of education,
prepares students with 21st century skills, and creates a foundation for economic
opportunities. The TeachUp! program supports the technology enablement of teachers
