LOAN-2626 SRI: CONFLICT-AFFECTED REGION EMERGENCY PROJECT

IMPROVING PROVINCIAL, MUNICIPAL COUNCIL ROADS IN NORTHERN PROVINCE

OUTLINE TERMS OF REFERENCE

ENVIRONMENTAL SPECIALIST

1. Introduction

The Democratic Socialist Republic of Sri Lanka has received a loan of US$150 million from the
Asian Development Bank (ADB) to rebuild the NP, affected by armed conflict, to restore the
normalcy in the area and to accelerate the development activities. One component of this loan
is to re-establish the connectivity in the NP and bordering villages to NP. This component will
rehabilitate (i) 100 km of provincial roads in Kilinochchi, Mannar, Mullaitivu and Vavuniya
districts, and (ii) 100 km of municipal and urban council roads in Northern Province and
pradeshiya sabha roads (rural roads) in the bordering villages of North Central Province (NCP).
The Executive Agency for the project is the Ministry of Economic Development and the
Implementation Agencies are the Road Development Department of NP and the Provincial Road
Development Department of NCP.

2. The Objective of the Consultancy

The Northern Provincial Council (NPC) the Project Implementation (PIU) will engage the
consultant for (i) & (ii) in preparation of the environmental requirements for the provincial and
municipal/urban council roads, consisting of rehabilitation, and repairing or replacing minor
bridges and culverts. The Consultants will be permanently stationed in the NPC Project Office,
Trincomalee. However, they will be required to visit the project area for requirements.

3. Essential Qualifications, Experience, Skills and/or Knowledge

a. The Consultant shall


i. Tertiary qualifications in environmental science and eligibility for membership of a
professional body in Sri Lanka (or equivalent);
ii. At least 10 years experience in a supervisory or management role, with an equivalent
period of experience in environmental studies;
iii. Excellent technical knowledge in the detailed process and managing teams;
iv. Excellent knowledge of relevant standards and legislation applicable to the region and
a general appreciation of Specifications and Conditions of Contract;
v. Commitment and demonstrated capacity to undertake activities in a participative,
culturally sensitive and consultative manner, ensuring counter-parts actively
participate and develop understanding and ownership;
vi. High level interpersonal and communication skills and a demonstrated ability to
communicate and negotiate effectively with a diverse range of groups;
vii. Demonstrated capacity to work independently as well as contribute positively in a team
environment; and
viii. Competence with a range of computer software programs, including word, excel and
power-point.

b. The Consultant shall


i. Provide adequate training to the provincial staff assigned by the Employer.

4. Scope Of Work

• The consultants will carry out an environmental assessment of the identified project roads
in accordance with the Implementing Agency (IA) Guidelines if any on Environmental
Safeguard Manual by taking into consideration ADB’ and other donor’s EIA guidelines. Major
tasks include, but are not limited to, the following:
• Prepare the CEA’s BIQ to classify the road in accordance with the Government’s
Environmental Impact Assessment (EIA) requirements;
• Prepare an environmental assessment based on the CEA decision by following the IA
Guidelines and taking into account the Government’s guidelines and ADB’s latest
Environmental Assessment Guideline.
• If the IEE recommends undertaking a full EIA, prepare TOR acceptable to the Government.
Conduct the EIA and prepare the report and its summary, including an environmental
management plan to implement mitigation measures for each road section.
• If only an IEE is required, the IEE report should include an environmental management
plan.
• Coordinate and Carry out environmental and technical studies required for comprehensive
environmental impact assessments.
• Undertake reporting approvals and compliance issues to both the project team and atlas
leadership team.
• Government liaison with respect to obtaining approvals required for Project
implementation and operation under various legislation.
• Development and implementation of Environmental Management Plan for both exploration
and operational phases.
• Facilitate awareness amongst the projects team in relation to approval/compliance related
information requirements.
• Contribute to establishment and development of project environmental implementation
strategy and systems.
• Consultation with community groups particularly in relation to heritage related matters and
grievance redress mechanism.
• Assist with the management and implementation of land tenure and native title issues.

5. Reporting Procedure

The Consultant shall be responsible to the Provincial Director, PRDD (NP) and shall work with
the Chief and Executive Engineers of each District.

Within 2 weeks of commencement and completion the consultant shall submit an inception
report and completion report respectively.

The subject reports shall be submitted District wise for each road or as instructed by the
Employer.

6. Logistic Arrangement

The consultant shall be provided with logistical facilities such as stationeries, and access to
computers, printing etc. The project will provide office accommodation and transport to the
consultant based on his request and requirement for official purposes.

7. Payment

Shall quote expected salary with break-downs as given below:

Important Note:

1. Remuneration is paid based on the certification by User Unit on the actual inputs.

2. Out-of-Pocket Expenses are reimbursable with supporting documents/receipts.

3. Negotiated rates are fixed. Per-Diem is paid only when the Consultant is out of the
Permanent Location.

4. Rates are subject to negotiation.
