September 2, 1944.
Mr. Israel Zupnick, of 629 Watetj Streat, New York City, has
contacted me in an effort to assist his wife, Dora,,,and their children,
Herman; Mozes, Jozseef, Judi t, Eva, and Abraham Zlilllf>nik (please note
difference in spelling of family name), who are in Kassa (Zrinqu utoa 9)
Hungary.
Some time ago, Mr. Zupnick received a report from the Inte~tional
Red Cross that his family were alive and residing at the address mentioned
above. Recently he requested the Swedish Consul in New York to obtain
a report for him regarding the welfare of his family, but he has not as
yet received any response.
In November, 194l, the State Department granted advisory approval
for the issuance of visa~ to Mr. Zupnick 1 s family, but it proved impossible
for them to leave Hungary, They have been issued visas by the British
Government for admission to Palestine.
Mr. Zupnick is very anxious to obtain some word as to their
present safety and would like very much to arrange for their travel to
Palestine, in case it proves possible for arrangements to be ma.de for
their removal from Hungary. It is his hope that from Palestine they could
later be brought to the United States.
I should appreciate your looking into this matter and doing
anything possible to help.

It the Zsupniks were reiliowd from HU!\g817 to Gel'lllan-occupied terr!
tory, there ie no ~ 1n which the Board can arrange speoitical.17 tor their
transf~r to neutral territory. The Beard is aotive3 engaaed 1n a \n'oa4 pro
gram or general measures for tho rescue and proteotion ot oiVJ.liana detained
by the Germana, and eoae additional protection ma7 be attorded in thie parti
cular oaae as a result of the action taken by the Board 1n ol)mmunioating to
the German Government through Swiss authorities the intormation that Mrs.
Zsu~ and her children are eligible tor exchange. However, since the seleo
tion or individuals aot\Ull.17 included in an exoha.nge group or otherwise re
leased from detention ie detal'lllined by German authorities, there is no action
which the Board oan take to secure the release or 8DJ speoifio persons.
It, on the other hand, the Zsupniks are 1n Hungary or another liberated area, there would appear to be no immediate Ul'genoy for their removal to
neutral territory. While I am not intormed as to whether emigration frOl9 euoh
areas to this cqunt17 ie possible ur1er practical and ~chnicel ditf'ioulties
which now exist, I would suggest thet Mr. lupnik seek the help ot a priftte
organisation in arranging for the 1mmigrat1on or his wife and chlldnn to the
United States when facilities for this purpose are available. _I am enoloef.ng
a list or ageno1es which I am informed are qualirted to assist in problemJ ot
this nature.
In the meant1me 1 if relatives here have had no recent news of Mre,
Zsupnik atl!'l her children, I can suggest two poae1blo ohennele for obtaining
intormat1on concerning their 'lhereabou~ and welfare. A loeal _led Oro1 ohapter ma;y be able to help to send a message through the Internationa l Re41 Crose,
or the priest at ~ Catholic rectory mq be asked to send an 1nquir7 throllgb
the Vatican message service. With respect to the latter, it .is rq uideratud
!Jig that the request will be _directed through the Apostolic Delegate 1n W~h
ington to tho Vatican and that ettol'tswill then be ma.de to obtain the deaired
information through the Nunoiature and "the <:atholio Clergy in HUJlgU',y.
