Station conducted security test at Puregold North Commonwealth located along
Commonwealth Avenue, Fairview Park Subdivision, Barangay Greater Fairview,
Quezon City same date at about 2:45 PM to determine the alertness and
preparedness of their security personnel.

Exercise Re-conduct of Mystery Shopper

Hereunder is the result of Security Test conducted by this
Station on November 10, 2016 at Puregold North Commonwealth.
2.
The purpose of the exercise is to determine the security
preparedness and awareness of security personnel in the aforementioned business
establishments as well as the populace in relation to possible terroristic attacks.
Situation
On November 10, 2016 at about 2:45 PM personnel of this Station
started the security test at Puregold North Commonwealth located along
Commonwealth Avenue, Fairview Park Subdivision, Barangay Greater Fairview,
Quezon City, after the coordination with the security office done by SP02 Franco
Teves, Intel Operative with Two (2) others to test the alertness of their duty security
personnel. The plan is, two (2) mystery shoppers will enter the said establishment
carrying firearms. The mystery shopper no. 1 (P02 Rochar Roldan) will enter the
main gate in front of Commonwealth Avenue carrying his issued 9mm Glock pistol
while mystery shopper no. 2 (PO2 Darwin Carmelo Rocero) will enter the gate of
Jollibee fastfood entering the mall carrying his issued 9mm Glock pistol.
Result
Mystery shoppers no. 1 & 2 issued firearms were not detected by the
duty guards while entering the Mall considering that both firearms was placed in
front within the level of their waist.
Findings
a) The security personnel of the establishments somehow did not employ proper
inspection procedures in relation to the Stop and Freeze then Search standard
procedures that needs for them to be always reminded during Roll Call Formation.

Recommendations
Recommends the implementation of the following Counter Intelligence
measures particularly focusing on the target hardening through the following
activities:
a) The Security Guards of the Jollibee must execute the Stop and Freeze then
Search standard procedures because they did not practice the said
procedure considering that their gate is one of the entrance of the Mall;
b) Continuous police presence in the areas of convergence such as malls and
vital installations believed to be probable targets;
c) Increase the strength of police personnel rendering duties at malls, Police
assistance Desks and Desk on Wheels;
d) Conduct seminars to the security personnel in determining IEDs and other
components of explosives; and
e) Continuous coordination and orientation to the personnel of security agencies
deployed in probable targets and giving them information/warning on the
security threats coming from the Intelligence Division.

However, their issued firearms were both not detected by the security guard of the
Mall.
