National Committee persons;
The Chair, five Vice Chairs, Secretary, and Treasurer of the State Cammittee, if any one or more of such
officers are not otherwise members of the State Committee;
The Chair of each County Democratic Executive Committee (CDEC) within the State;
Any other member(s) of the National Committee who is a citizen of the State of Alabama;
The Democratic Governor and all Democrats from Alabama in the United States Senate and House of
Representatives; shall be ex officio, non-voting members of said committee.
RATIONALE: To create consistency and alignment between Article iil, Section 1(a), State Committee and
Article lV, State Committee of the By-Laws to ensure a higher level of inclusion and participation within
the State party at the County level. It will be simpler, less confusing, more effective and more beneficial
to the State party, as well as to the County Committees, to include the Chair of each CDEC on the SDEC.
This will facilitate coordination and the achievement of Democratic goals between the State
organization and the CDEC groups particularly now when County activities such as voter registration and
candidate recruitment are so important in our efforts to elect more Democrats to office, This rationale
is further supported by the Party and its Chair's frequent public recognition of County Chairs as the
backbone and workhorses of the party and thus their inclusion in the planning and implementation of
the Party's goals and strategies through membership on the SDEC Is essential. How can they be
expected to pull the load unless they are hooked to the cart?
Proposed Amendment to the SDEC Bylaws

V [a4] Subsection (c) by adding the bold, underlined words as follows
§. All State Democratic Executive Committee (SDEC) members who are registered
voters in the county as ex officio voting members.
Rationale: To clarify that the SDEC Members are voting members on the County Democratic Executive
Committees,
