incompetence in handling an epoch-making crisis leading to the deaths of 44 police

United States government and himself of blood stains from the botched Mamasapano clash.
Aquino, however, is known for his incompetence and his non-inactions in crisis situations, a

Back with his usual brand of blaming others except himself and anybody close to him, Aquino
laid on blame on SAF chief Getulio Napeas for the failed operation to hunt down Malaysian
terrorist Marwan and Usman.
If I had a fault as the President, it is this: Not once did it enter my mind that Napeas would
lie to the President of the Philippines. I trusted a two-star police officer whom I myself
promoted. I believed that this [Philippine Military Academy] graduate would abide by his alma
matters values of Courage, Integrity, Loyalty, Aquino said in a statement a day after the 2nd
anniversary of the carnage.
Aquino never mentioned Purisima in the statement despite the fact that many pointed the
finger at the latter as having called the shots and was authorized by Aquino to supervise and
coordinate the operations.
The probable reason he omitted Purisimas name in his statements is the fact that Purisima
was, at the time, suspended and was officially out of the PNP.
It would be highly questionable and criminal for Aquino to admit that he had asked a
suspended chief of police to supervise the operations and gave him the authority to be in
command of the operation.
He insisted on denying the US governments direct participation, saying thatI did not talk to
any American about the operation before or during its execution in Mamasapano. From what I
understand, the United States only helped in the equipment and hardware used in intelligence
gathering, Aquino claimed.
Even before my time, the United States has been helping in our operations. On my end, I
talked to Filipinos. Filipinos reported to me, and Filipinos undertook the mission. Even the
asset that was close to Marwan was an asset of our government [but] we cant tell, because it
is not our ($7 million reward. In fact, we did not even bother with the reward, he explained.
Aquino also explained the reason behind his supposed inaction in mobilizing reinforcements
for the SAF commandos that irritated the incumbent President, then Davao City Mayor at that
time, who narrated earlier this week that he witnessed Aquino, former Interior Secretary Mar
Roxas and some police generals monitoring the happenings in real time at Mamasapano
while they were in the same room in Zamboanga City last January 25, 2015.
It is a wrong premise that Ill let them enter and leave them alone. There are witnesses who

were able to prepare in advance AFP support for the SAF, the lives of our policemen would
not have been put in danger, Aquino stressed in his alternate facts.
Presidential spokesman Ernesto Abella said yesterday that Malacaang will not give its views
on the matter, saying that the fact finding commission which will be formed by the President
will be responsible in determining who is responsible and accountable for the Mamasapano
carnage.
We will not venture into giving any opinion. Let us wait for the independent commission to
look into the matter, Abella said in a press conference at the Palace.
Aquino asked the Office of the Ombudsman to dismiss the criminal complaint filed against
him by the relatives of police commandos who perished in the Mamasapano encounter two
years ago.
I had no direct participation in the planning, approval, and execution of Oplan Exodus,
Aquino declared in his sworn statement.
To stress, the plan was already finished and operational details prepared and set out when it

was presented to me (merely for my information and not to seek my approval)as in fact my
direct approval was not even necessary to carry out such operation, Aquino said.
Simply put, these factual allegations, by themselves, do not constitute and cannot be
considered as amounting to negligence, he added.
Aquino is facing a complaint for reckless imprudence resulting in homicide, which is
punishable by six months imprisonment, for the allegedly bungled law enforcement mission.
Aquino said the doctrine of command responsibility was not applicable in the case because
the complainants failed to establish and prove that a crime was being committed or had been
committed by my subordinates.
He added that he had exercised precaution and diligence when he gave specific and direct
orders for the SAF commander to coordinate the operation with the Armed Forces of the
Philippines.
He defended Purisimas presence during the January 9, 2015 meeting in Bahay Pangarap
even if the latter was under preventive suspension over an allegedly questionable contract
the PNP entered into with a courier service.
As Chief Executive, I have full authority and prerogative to secure all valuable information
necessary for a successful operation to serve the warrants of arrest, Aquino said.
To be sure, there is nothing illegal or criminal about securing his intimate knowledge and
expertise about the past and ongoing operations and Oplans that had previously been
undertaken to arrest high value targets during his term. Purisimas presence during the
briefing could not possibly be the basis to charge me with any kind of criminal liability, Aquino
said.
Aguirre blasts Noynoy, insists fault
For his part, Justice Secretary Vitaliano Aguirre II lambasted former President yesterday
following the latters outright denial of fault over the deaths of elite police troopers in
Mamasapano two years ago, insisting that quino should be held accountable.
The furious justice secretary blasted the former president for rejecting accountability for his
alleged incompetence when he had failed to send reinforcements or even artillery support for
the 44 Philippine National Police-Special Action Force troopers who had been ambushed by
Islamic rebels in Mamasapano two years ago.
The besieged former Chief Executive is in hot water once again as President Duterte sought
to reopen the Mamasapano massacre case two years since the bloody clash between elite
police forces and an Islamic rebel group took place.
Aquino yesterday issued a statement which his critics could take as a desperate attempt to
absolve himself from being held accountable for the killing of the elite police troopers.
In an ambush interview at Club Filipino yesterday, Aguirre slammed the disgraced former
Chief Executive for absolving himself from the ill-fated encounter between law enforcement
forces and Islamic rebels and instead blamed the PNP-SAF commander who had led the
operation under Aquinos orders.
Napeas did not violate anything. It is ( Aquino) who is at fault, Aguirre said.
Aguirre, who served as Napeas legal counsel before he was appointed as justice secretary,
defended the PNP-SAF commander from Aquinos tirades, insisted that there is no
insubordination on the former special forces commanders part when he had executed the
plan to kill Marwan.
What (Aquino) told Napeas that time was, you coordinate with the military. Napeas then
replied, Mr. President, the military is compromised, so we should push with the Time on
Target (TOT) plan, Aguirre said.
What did Aquino do? Nothing. He fell silent. What he should have done was reply to
Napeas, even if he would say No! No! I want you too coordinate with the military. But no,
he was silent. What does silence mean? Silence means acquiescence, the justice secretary
said.

Aguirre also argued that Napeas could not allow the operation to kill Marwan to be
compromised, explaining why the PNP-SAF commander had pushed through with his TOT
plan without support from the Army.
Napeas ordered a TOT coordination because you couldnt trust the Army (to be involved in
the encounter) that time, because (some of the) Army personnel stationed there had Muslim
wives, Aguirre said.
They lived there with their relatives. If you coordinated with the Army (at that time), they
wouldve been informed, then the operation may have been disrupted. Their targets may
quickly go into hiding, he said.
In addition, Aguirre refused to buy Aquinos excuse that he should not be at fault as he had
turned off his mobile phone when PNP-SAF commander Napeas had executed the TOT
plan against Marwan.
Why did he not give any order (to Napeas), but he was texting General Purisima at that
time? Was he giving an order on the operation against Marwan? What happened with
Usman? It means that he was on top of the situation. He knows everything that was
happening, Aguirre said.
He should let his mobile phone be examined, so well know what they really talked about and
what (Aquino) really texted to the generals, if there had been a stand down order or not,
Aguirre said.
Aguirre then dared the embattled Chief Executive to surrender his mobile phone for forensic
examination, to determine what Aquino had been doing with his phone that he claimed to
have been turned off during the two-hour period, despite the fact that an anti-terrorist
operation was in action.
He was the one who admitted that he received a text (about it), and he knows that there
would be an encounter there, and that Marwan was already dead. It can be seen on his
phone, which he said was turned off for two hours and that there is a two-hour gap in the
conversation, Aguirre said.
(He says) he didnt call anyone? Thats impossible. How could it be that he would turn off his
phone during a very important operation in Mamasapano? Aguirre said.

When the remaining SAF-44 were calling for mercy /reinforcement after their comrades
were already being massacred after being cornered and ran out of bullets, " MAMAMATAY
KAMING LAHAT " Aquino's response upon learning that his soldiers were being
slaughtered one by one was " ARE WE BACK TO SQUARE ONE followed by USMAN
SHOULD NOT GET AWAY " .. What does this tell you? Aquino just proved that he looked
the other way and took care of whatever US promised him . Aquino's final decision was his
own personal interest , kasama na Hacienda Luisita nila ... Grace Poe was full of bullshit
and others who are disregarding the saf-44 murder. Isalute PRES. Duterte for his courage
to make this country Great again by solving our problems sabay sabay

Napenas avoided and was scared in directly accusing Aquino last time. But now that
Aquino's no longer in power, Napenas points to Aquino as the culprit. We all know and
agree with that. The question is how could Aquino be prosecuted.
