WELCOME ON BOARD
A.BRIEF SUMMARY
MV.Meenakshi is a Panamax bulk carrier type (7 CH), built in china. The vessel was delivered on Feb 2012 in
Guangzhou,China, and already making her voyage for almost 29 months until now. The vessel is registered under Hong
Kong flag,and classed with RINA .The vessel is currently managed by WSM Singapore (Technical management). The
details of person incharge are mentioned below:

The Owner of this vessel is: MOUNT KABA SHIPPING LLC,Hongkong and commercial Managers are PT.Arpeni Pratama
Ocean Line,Tbk Indonesia and Grand Bulk Shipping Hong Kong. The vessel is engaged in tramping, where the routes is
Worldwide America, Asia(China,Indonesia,Taiwan,Hongkong ,India) and Australia. The vessels totally has 22 crews on
board with the mixing nationality (See attached Crew List).

B.RESPONSIBILITY AND DUTIES AS THIRD OFFICER


This duties are according to Company management system (SSMM File)
Independent navigation and cargo watchkeeping officer.
Authorised to supervise staff under his charge and take all immediate measures within the
scope of the position to maintain a safe and efficient navigational/cargo watch.
Reports to the Master for navigation-related matters and to the chief officer for safety, cargo , and maintenance issues.
Responsibility (including but not limited to)
Understand and abide by all relevant documentation, regulations, guidelines and procedures.
Sign copies as instructed by the superior officer to indicate understanding of the same.
Report any undesired events, unsafe practices or near accidents observed to the superior
officer/s and attempt to rectify them if safely possible.
Assist in the upkeep of LSA & FFA equipment on board as directed by the Master or the Chief
Officer. In charge of the maintenance, storage, reorder and the disposal of signalling and LSA
pyrotechnic devices as directed by the Master and as governed by existing laws.
Perform navigational watchkeeping duties while at sea and supervision of cargo work while in
port, as assigned by the Master or chief officer.
Perform security related duties as required by the Ship Security Officer.
On GMDSS vessels, the third officer shall carry out radio related duties as directed by the
Master.
Perform anchoring/berthing or mooring station duties as assigned by the Master and conduct
pre-pilotage/port checks on Bridge equipment as directed by the Master.
Maintain and test on-board signalling apparatus.
Take charge of the usage, care and storage of ships flags.
Perform meteorological duties as assigned by the Master.
Actively participate in all drills and exercises conducted onboard and impart training as
instructed by the Master or chief officer.
Will be a member of the safety committee or any other official shipboard body set up under the
authority of the Master, if called upon to do so.
Perform other duties as delegated by the Master within the scope of the rank.

Additional Duties
- Assist Master for Management of Ship Slop Chest/Bonded store.
( Make requisition and Monthly slop chest report every end of the month,see attached Last month report)
- Prepare port formalities paper for authorities before arrival at the port or as requested by Master.

- Assist Master & Chief Cook to make provision request and closing stock report every end of the month
by using Seastar format.
- Assist second officer for navigation publication Correction (ALRS & ALLFS Books).
- Update all stationary ( Drill Matrix, Crew list, sign sheet,etc) every crew changes or as per Master advise
C. SAFETY

GENERAL ALARM : 7Short blast + 1Long blast( Can be any kind of drill depend on announcement
from the master)

FIRE ALARM : Continues Alarm bell ringing (In case somebody push manual call point)
ABANDONING SHIP ALARM : 1Short blast + 1Long blast
Duties in case of FIRE EMERGENCY is relieve OOW on the bridge, record events and
communication, Assist master as necessary.

Duties in Case of ABANDONING SHIP is Carry portable VHF,Carry EPIRB, Assist

master/communication.
Duties in case of POLLUTION is relieve OOW on the Bridge, record events and communication,
Assist master as necessary.
Duties in case of RESCUE BOAT/MOB is Bridge team, Relieve OOW, Assist Master with
communication.
Please record to Accident prevention log and report to safety officer if any Hazard on board.
Through to SOLAS TRAINING MANUAL, FIRE TRAINING MANUAL, SHIP SAFETY
MANAGEMENT MANUAL (SSMM), SHIPBOARD OIL POLLUTION EMERGENCY PLAN (SOPEP),
VESSEL CONTIGENCY MANUAL (VGP) & MEMO FROM MANAGER.
Muster Station Located at 2 places. At B deck After starboard and After Port, But mostly in
case of drill, its used Muster list at after starboard side.
Fire Control Station Located at main deck port side,inside there is include of 1 set Fireman outfit
and SCBA (other set is at Eng.Changing room), CO2 Release Cabinet, Quick stopping valve
cabinet, 2 Set EEBD.
All Oil Pollution equipment are kept at SOPEP rm at STBD side after main deck.

D. BRIDGE (GENERAL INFORMATION)


As OOW please through BRIDGE PROCEDURE MANUAL (BPM)
Please make & prepare all navigation equipment and anything related to preparation for ship
movement,arrival,departure,shifting as per master order.(As per check list)
To Update chart & weather through CHARTCO by user ID : Administrator / password : chartco.
Weekly update NTM by sending file/data from Email Client Ask for data than sending that
attachment file by email on Master Computer every Sunday and Update weather on Chartco by
attachment file from Ocean data (import file)
To Update Manual Information through DOCMAP by user ID : choff.meenakshi / password : 123456.
All requisition can be made via BASSNET in bridge computer by click bassnet-user ID; MEAPCOPassword: bassnet-click Procurement-click requisition.
Update FFA & LSA Maintenance record for weekly and monthly inspection.
Daily filling your Work and Rest hours on compass work & rest hour shortcut ID; NAME & password;

Always update our PMS and Deck maintaining report on Chief Officer form.

E. CARGO OPERATION

Please follow chief officer standing order through Loading/Stowing plan and Discharging plan.

For Ballast operation, before operate Ballasting/Deballasting call Engine Room to prepare Generator
and running the Ballast pump from Ballast control room by following the Diagram.
Opening & Securing Hatch cover, before opening hatch cover switch on Hydraulic pump and opening
safely by handle in every hatch finally put all pins in every hatch corner (4 pins every hatch). Closing
Hatch cover please check and make sure that hatch channel is clean from cargo to avoid damage in
hatch rubber packing.
For cargo gear operation please follow manual operating procedure.
Record and inform to Chief Officer due to stop and resuming of cargo operation.
Safety First .

F. MAINTAINING SECURITY WATCH DURING IN PORT

Comply with Ship Security Plan (SSP)

G. MANOUVERING STATION

During Manoeuvring for arrival and departure time 3rd officer STAND BY IN FORWARD STATION
For Anchoring your presence on forward station is depends on timing (Rest hours)

H.SAFETY EQUIPMENT (See attached list for all LSA & FFA)
1. Lifeboat : Vessel is fitted with a free fall lifeboat. The condition of the boat and its retrieval
arrangement is good. The boat equipment is complete and current and in good order. Annual service of the
boat/release hooks to be arranged together with Safety Equipment Certificate Annual survey.
(Range: 30 Jan 2014 30 Jan 2015).
2.Rescue boat : The boat equipment is complete and current and in good order. The davit used for rescue boat is
used also for the davit launched life raft. The boat engine & davit are being tested and inspected on as a matter of
PMS routine. The annual service of the davit and release hooks to be to be arranged together with Safety Equipment
Certificate Annual survey (Range: 30 Jan 2014 30 Jan 2015).
3.Life Rafts : Vessel is equipped with 5 life rafts which capacity of each are:
2 x 16 persons
2 x 16 persons
1 x 6 persons
Service is due on 30 Jan 2015.

4.Breathing Apparatus/EEBDs
As per Safety Equipment Certificate/Fire Control Plan: 2 sets of Firemans Outfit are provided. In addition to that 2
sets of SCBA are provided, as required by WSM. The 2 SCBA are Vessel has an air compressor for refilling SCBA
bottles/EEBD bottles and the compressor is in good order. Last BA compressor air quality test was done on 17 May
2012 at Huangdao, China.
