Ir. CHENG KIM HUA graduated BE (Hons) from Monash University, Australia
in 1976 and obtained his post graduate diploma in Hydraulic and Land
Development from Delft International Institute (Holland) in 1982. He served
the Malaysias government from 1976 85, and has been with the Private sector
in Singapore, Malaysia, India, Thailand, and Middle East. Mr. Cheng is a
registered Professional engineer in Singapore and Malaysia. He has been in
the engineering / construction works since 1976. A total of 36 years involving in
the planning, design, and construction supervision and business development
of engineering works including civil and infra and trenchless /Tunnel works/
structures.
He has worked and travelled extensively, and covered countries including
Singapore, Malaysia, Thailand, Vietnam, India and Middle East. Mr. Cheng
served in many professional bodies such as the vice president of the
Institution of Engineers, Malaysia, and Board Member of the Highway
Authority, Malaysia and the Board of Engineers, Malaysia. He has also served
in the continuing Education committee of the PE Board, Singapore and as
Treasurer of Singapore Concrete Institute. He is widely travelled and have
worked in trenchless areas in SE Asia and the Middle East for over 25 years and
is currently project Director with Alliance Water & Environ Sdn. Bhd. He has
also just completed a report as chairman for MITI on the export potential of
tunnel and trenchless industry. Ir. Cheng will cover the Development and
export potential for tunnel Trenchless technology within Malaysian
Companies.

 Capability is sufficient but capacity is lacking

Expert Advisory on Tunnelling and Pipe Jacking/Drilling Services

Executive Summary
This report comprises the findings, conclusions and recommendations of a study of the
export potential of Malaysian expertise in the field of tunnelling, pipe jacking and drilling
services( tunnelling and Trenchless Services TTS) .
The study was undertaken by an advisory committee ( refer Annex A ) and an advisory
board ( refer Annex B ) under the auspices of Malaysian Service Providers Confederation and this study
was commissioned by Ministry of Trade and Industry, Malaysia MITI.
The scope of the study encompassed the investigation and examining of the past, present and
projected future trend and developments of the said industries in Malaysia as well as overseas. Conclusions
and findings were derived from dialogues with the practitioners and participants, studies made in the process
of data collection and feed backs of questionnaires and data collected from various relevant sources.
The practitioners of the industry referred to in this study include
* Main Contractors and specialist sub- contractors
* Manufacturers of equipment and tunnels materials ie pipes, precast sections.
* Consultants of various disciplines and professional institutions.
* Supporting industry such as SME, training providers
* Interested Universities and Government agencies.
The capacities of these practitioners have been examined particularly in relation to their expertise,
experience, available equipment and skilled personnel and hence their ability, potentials and constraints to
venture for overseas projects. The Advisory committee investigate the current status of overseas ventures by
some local industry practitioners and its development and various related issues thereof.
The Advisory Committee has also made the following recommendations to further nurture the industry
competitiveness to enhance overseas ventures :

I. Incentives
Existing incentives provided by MITI and other agencies and are available to the industries participants for
overseas ventures. Practitioners are encouraged to utilize these incentives and services provided by
MITI. The Committee views the current incentives can be supplemented with a revolving grant of RM 500
Million to establish overseas market
2. CoE Centre of Excellence /Tunnel & Trenchless Centre (TTC )
To create an on- line information centre on relevant publication whereby the case studies and experiences
of practitioners gained locally and overseas can be shared among members and interested parties . The
Advisory Committee can offer its expertise and assistance in various areas towards this end. Successful
cases will be highlighted-reported to MSPC/MITI. This CoE/ TTS Training Centre supported by the
Government with the collaborations and sponsorship of the industry of Universities, technical colleges and
professional institutions , is recommended to be set up for training more skilled and professional operatives.
The TTC's first initiative will be the certification of Tunnel/Pipe jacking/Drilling operators.
3. Joint Venture Consortiums.
Many major tunnelling , pipe jacking, drilling projects overseas particularly in the ASEAN region are being
financed and sponsored by the World Bank Asian Development Bank (ADB ) etc . We will seek the
collaboration of companies involved in similar projects in Malaysia to take the lead to prepare for such
bid , and to implement the projects using equipment, and personnel mainly from Malaysia . The consortium
will comprise lead contractor, consultants, manufacturers, trained personnel / project management

companies . The consortium will offer both planning , design and construction as well as maintenance (
including operation and maintenance ) .Individual companies may pursue smaller projects on their own with
support from MSPC. The Asean countries of Vietnam and Indonesia are recommended to be the priority
countries to venture into. The works can be in areas of Contracting or construction supervision contracts.
4. A series of workshop be conducted by MSPC or other parties to explore the implementation of the
study and MSPC to serve as a secretariat for such effort .
The study concluded that the local tunnelling industry is well positioned for expansion for overseas ventures
since many local practitioners and contractors have already participated directly or otherwise in overseas
projects. The study envisaged that the overseas market share for Malaysian interests will continue to grow
and it is important the Malaysian industry continues to increase its capacity and constantly upgrade its
expertise and equipment to maintain its competitiveness.

include Malaysia personnel. Such consortium will comprise lead contractor,


consultants, manufacturers, trained personnel and project management
companies and offer planning, design, construction, operational and maintenance.

To conduct workshop by MSPC or other parties to explore the implementation of


this study and MSPC to serve as a secretariat. This will keep the Expert Advisory
team active to provide further inputs for extended studies and involvement in the
workshop and case study preparations

7. Summary and Recommendations


There are big markets in local and overseas in the areas of tunnelling. pipe Jacking and
drilling, and potential for export of these services are encouraging.
All areas of the industries are covered by local participants and they have gained expertise
by 1st learning through on the job training as manufacturers agent serving the machinery
needed for such expertise works, directly involved in the maintenance and operation of
these machines, designing and implementing projects as project directors, managers,
engineers and operatives, as well as consultants, and specialists sub-contractors .
Except for manufacturing of these specialist equipment Malaysian companies are able to
wholly or jointly with other locals as lead partners for any sizeable projects local or
overseas .
Although local jobs are aplenty , in the next five years works in Malaysia will be stable
/constant and may decelerate slowly as we gained form accelerated jobs awarded in the
last five years . The training of local specialises needed to be improved and increased to
enable local to tap the opportunities available. These will then be useful and even essential
when Malaysian companies go overseas
The Main recommendations are indicated below:
