A RESOLUTION APPROVING THE MUNICIPALITY OF MALITA PEACE

AND ORDER FUND FOR CY 2017 IN THE AMOUNT OF TWENTY FOUR
MILLION SEVEN HUNDRED EIGHTY THOUSAND FIVE HUNDRED
SEVENTY FIVE (P 24,781,575) PESOS

WHEREAS, the promotion of peace and harmony is a shared

responsibility between the national and local government. Admittedly, while
there are national government instrumentalities tasked to address criminality
and other forms of lawlessness, local authorities are equally responsible for
maintaining peace and order in their communities as provided for under the
general welfare clause of RA 7160;
WHEREAS, The Municipality of Malita considers that peace and order
as a priority investment area in the locality, and that funds are allocated for
peace and order programs projects and activities in the total appropriation or
budget;
WHEREAS, JMC NO. 2015-01 dated January 8, 2015 by COA-DBMDILG-GOCCs-DND provided among others the specific amount for Peace and
Order Program be included in the Annual Budget and in the Peace and Order
and Public Safety Plan of the LGU;
NOW THEREFORE, RESOLVED AS IT HEREBY RESOLVED on motion
of SB member Richard Fab Peralta Jr. duly seconded by. PCI Dave Mejia to
approve the Peace and Order fund of Municipality of Malita for CY 2017.
RESOLVED FURTHER, to furnish copies of this resolution to the
Provincial Peace and Order Council (PPOC) ,Sanggunian Bayan and all other
concerned agencies for their information.

A RESOLUTION APPROVING THE MUNICIPALITY OF MALITA PEACE
AND ORDER PUBLIC SAFETY PLAN (POPSP)

WHEREAS, The Municipality of Malita considers that peace and order

as a priority investment area in the locality, and that funds are allocated for
peace and order programs projects and activities in the total appropriation or
budget;
WHEREAS, JMC NO. 2015-01 dated January 8, 2015 by COA-DBMDILG-GOCCs-DND provided among others that Local Government Unit shall
formulate a Peace and Order and Public Safety Plan (POPSP) integrating PPAs
and budget under the Peace and Order fund.
WHEREAS, The Peace and Order and Public Safety Plan (POPSP) is the
documents serving as a blueprint for the different offices and sectors
towards a unified direction for the protection of lives and properties and
enhancement of public safety in the Municipality of Malita
NOW THEREFORE, RESOLVED AS IT HEREBY RESOLVED on motion
of PCI Dave Mejia duly seconded by SB member Richard Fab Peralta Jr. to
approve the Peace and Order and Public Safety Plan (POPSP) of Municipality
of Malita.
RESOLVED FURTHER, to furnish copies of this resolution to the
Provincial Peace and Order Council (PPOC) ,Sanggunian Bayan and all other
concerned agencies for their information.

A RESOLUTION APPROVING THE CONFIDENTIAL FUND OF THE
MUNICIPALITY OF MALITA FOR CY 2017 IN THE AMOUNT OF SEVEN
MILLION FOUR HUNDRED THIRTY FOUR THOUSAND FOUR HUNDRED
SEVENTY TWO (P7,434,472.00) PESOS

WHEREAS, The Municipality of Malita considers that peace and order

as a priority investment area in the locality, and that funds are allocated for
peace and order programs projects and activities and Confidential Fund in
the annual total appropriation or budget;
WHEREAS, JMC NO. 2015-01 dated January 8, 2015 by COA-DBMDILG-GOCCs-DND provided among others the allowable ceiling for the use of
funds for confidential purposes shall not exceed thirty percent (30%) of the
total annual amount allocated for peace and order efforts;
WHEREAS, the same Joint Circular further provides that the release
and utilization of the confidential fund shall be approved by the Peace and
Order Council.
NOW THEREFORE, RESOLVED AS IT HEREBY RESOLVED on motion
of ___________ duly seconded by _______________. to approve the Confidential
Fund of the Municipality of Malita.

RESOLVED FURTHER, to furnish copies of this resolution to the

Provincial Peace and Order Council (PPOC) ,Sanggunian Bayan and all other

A RESOLUTION APPROVING THE RELEASE AND UTILIZATION OF THE
CONFIDENTIAL FUND OF THE MUNICIPALITY OF MALITA FOR CY 2017
WHEREAS, The Municipality of Malita considers that peace and order
as a priority investment area in the locality, and that funds are allocated for
peace and order programs projects and activities and Confidential Fund in
the annual total appropriation or budget;
WHEREAS, JMC NO. 2015-01 dated January 8, 2015 by COA-DBMDILG-GOCCs-DND provided among others the allowable ceiling for the use of
funds for confidential purposes shall not exceed thirty percent (30%) of the
total annual amount allocated for peace and order efforts;
WHEREAS, the utilization of the confidential fund shall be limited to
the following: (a) purchase of information necessary for the formulation and
implementation of PPAs relevant to national security and peace and order;
(b) rental of transport vehicle related to confidential activities; (c) Rentals
and the incidental activities related to confidential activities; (d) Purchase or
rental of supplies, materials and equipment for confidential operations that
cannot be done through regular procedures without compromising the
information gathering activity concerned; (e) payment of awards to informers
(non-employee of concerned government agency; (f) uncover/prevent illegal
activities that pose a clear and present danger to agency personnel/property
or other facilities and resources under the agency protection, done in
coordination with the appropriate law enforcement agencies; (g) others that
may be authorized by the GAA or other special law/s.
NOW THEREFORE, RESOLVED AS IT HEREBY RESOLVED on motion
of ___________ duly seconded by _______________. to approve the Confidential
Fund of the Municipality of Malita.

Provincial Peace and Order Council (PPOC) ,Sanggunian Bayan and all other
