TO US ATTORNEY, CENTRAL DISTRICT OF CALIFORNIA: Please accept instant request for due
process in acceptance, acknowledgement, and review of two Citizen’s Complaints, 1 recently filed
with the US Attorney Office (USAO), Central District of California for its newly re-established
Public Corruption and Civil Rights uniti, by Joseph Zernik, PhD, and/or Human Rights Alert
(NGO):

1) Complaint dated July 21, 2010 against Mr David Pasternak, alleging public corruption and deprivation of
civil rights under the color of law, through real estate and financial institution fraud under the guise of
court actions at the Superior Court of California, County of Los Angeles.
2) Complaint dated July 28, 2010 against the Los Angeles County Sheriff’s Department and the Superior
Court of California, County of Los Angeles, alleging large-scale arbitrary arrests, false imprisonments,
and corruption of bail/bond services.

A. Complainants are not attorneys, and are not represented by attorney either.
As stated in the complaints referenced above, complainant is not an attorney. Complainants are not
represented by attorney in any of these matters, either.

B. Complainants Joseph Zernik, PhD, and Human Rights Alert (NGO) request that USAO
CACD establish a due process for acceptance, acknowledgment, and review of complaints
In parallel to the filing of the above referenced complaints, Complainants Joseph Zernik, PhD, and Human
Rights Alert (NGO) made attempts to establish the validity and integrity of the procedures established by the
USAO, Central District of California for acceptance, acknowledgement, and review of complaints.

1) Acceptance of Complaints:
Review of the web site of the USAO ii and phone calls to the office revealed:
a. No contact information of any kind for the USAO was found on the site,iii in contrast with all web
pages of other USAOs in the United States, which were examined, including, but not limited to all
other USAO offices in California.

b. No mention was found on the site of the newly established Public Corruption and Civil Rights
unit. iv
c. No way to file complaints was found on the site. The web page titled “Reporting a Crime” said
only “Coming Soon”. v
d. No written information was provided online regarding procedures for reporting a crimes.
e. In phone calls to the UASO, those answering the phone refused to identify themselves by name or
any other way.
f. USAO staff, by phone claimed that complaints must be filed on specific forms provided by the
USAO, but the only way to obtain the forms was by leaving a voice mail message with mailing
address
In short: The process for reporting crimes was considered unreasonable and inadequate.

2) Acknowledgement of Complaints:
a. No information was provided online regarding acknowledgement of complaints.
b. USAO staff by phone explained that no acknowledgement at all would be provided.
c. USAO staff by phone explained that no ID or reference number would be issued for the
complaints.
In short: The process for acknowledging complaints was considered unreasonable and inadequate.

3) Review Process:
a. No information was provided online regarding review process of complaints.
b. USAO staff by phone explained that within 12 weeks a letter would be sent to the complainant.
c. USAO staff by phone was unclear whether the letter would be signed by an authorized person.
In short: It was unclear that due process was ever established for review of the complaints.

C. Widespread public corruption of the justice system in Los Angeles County, California, was
the essence of April 2010 report filed with the United Nations and US State Department.
Universal Periodic Review (UPR) of Human Rights in the United States by the United Nations will be
conducted for the first time ever November 2010. In April 2010, Joseph Zernik, PhD and Human Rights
Alert (NGO) filed reports with the United Nations (UN) and US State Department as part of the UPR process.
The essence of the report was in allegations of widespread public corruption in Los Angeles County,
California, and refusal of the US government to abide by it duties and responsibilities pursuant to ratified
international law and provide equal protection for the 10 million residents of Los Angeles County. The
hallmarks of the alleged widespread corruption noted in the complaints was the same noted in the two
complaints referenced above:

1) Large-scale arbitrary arrests and false imprisonments, and

2) Real estate and financial institution fraud under the guise of court actions at the Superior Court of
California, County of Los Angeles.

Therefore, the June 2010 news of re-establishment of the Public Corruption and Civil Rights unit at the
USAO, Central District of California was an encouraging step. Los Angeles Times report cited a memo by
USAO, Central District of California, stating:
Birotte said in the memo that he hoped to have the unit operational by July 1.

Due to the short time remaining prior to the November 2010 UPR, it was never expected that the USAO
would complete review of the complaints by that time. However, it was hoped and expected that the USAO
establish due process in acceptance, acknowledgment, and review of complaints in the immediate future.

D. Request for due process in acceptance, acknowledgement, and review of the two complaints
referenced and linked above.

Therefore, complainants herein request that the USAO, California Central District, establish and apply a valid
process for acceptance, acknowledgment, and review of the two complaints referenced above:

1. That clear, written instructions be readily accessible, e.g. by publishing the instructions online.

2. That a valid acknowledgment be provided for the complaints, identifying the complaints as such, and
assigning to them reference IDs.

3. That a valid process be established for review of the complaints, and that written response on the
complaints be verified by an authorized person, identified as such.
