SECTION 1. INTRODUCTION
1.1. General
The project comprises the construction of a residential and retail development on the site bounded by Hopkins, Moreland,
Warde and Whitehall Streets, Footscray.

The proposed development comprises five (5) No. residential towers located over a basement carpark, ground level retail
and services areas and five (5) No. podium levels accommodating townhouses and undercover car parking. The contract
under this scope, known as Stage 1, will only incorporate three (3) of the five (5) buildings that also includes a portion of
the basement carpark and townhouse levels, the demarcation of this stage has been clearly highlighted on the documents.

The entire site comprises of Podium and Tower levels and are configured as follows:

1.2. Scope and Intention of Drawings


This Specification and drawings have been prepared for the calling of tender prices for the Electrical Services. These
documents shall be read in conjunction with the architectural, structural, landscaping and other drawings and the relevant
specifications.

The Specification and drawings describe and outline the specific requirements of the Project. These include:

1. Fixtures and fitments, e.g.; light fittings, outlets, etc.


2. The location of specific items of equipment to be installed.
3. Various services to be provided.

Moreover, the drawings only represent the scope of works and design intent for the Electrical Services and are not intended
to be full design documentation. It is this Sub-Contractor's responsibility to ensure that final Contract Engineering is carried
out including co-ordination of the systems, final building services' drawings, carrying out all calculations and the like based
on this Specification.

Likewise, it is this Contractor's responsibility to fully co-ordinate with all works on the site with the Electrical Services. This
specification provides for design where applicable, supply, delivery, installation, commissioning, operation and
maintenance manuals and Defects Liability Period.

If neither the specification nor the drawings contain any particulars of minor parts, which are necessary for the completion
of the works under this Contract, all such parts shall be supplied and executed by the Contractor without extra charge.

1.3. Authorities and Standards


The electrical installation shall meet the requirements of all Statutory Authorities and other Authorities having jurisdiction
over the works of this contract and shall be in accordance with all relevant Codes, Standards, etc.

Where applicable, all aspects of the design, construction, materials and workmanship shall comply with the relevant
requirements of AS3000 and all appropriate standards including AS 3008.1, AS 2293, AS 1670.1, AS 1670.4, AS 1851.6, AS
1680, AS 1768, AS 3080, AS 3084, AS/ACIE S008 & S009, AS/NZS IEC 61935.1, AS 1367, AS 1417, Victorian Service and
Installation Rules (VS&IR), Foxtel standards, NBN Co rules and regulations and the Building Code of Australia. This also
includes compliance with BGA Sections J6 and J8.

1.4. Drawings
The tender drawings are included with this specification to enable the tenderer to prepare his tender price. The Tenderer
shall be deemed to comply with these documents however the final design must be to the approval of the Superintendent.

The documentation for the Architectural, structural and other related services, shall form part of the Contract
Documentation. Therefore the Tenderer must make himself fully aware of the contents of these documents and
requirements thereof and make due allowances within the tender price.

1.5. Disclaimer
These documents outline the Contractor's specific requirements as to design, finishes and performance.

These documents are intended as a guide only. Whilst every care has been taken in preparation of the information, no
liability is assumed for the material contained herein. No warranty is given or implied as to the accuracy of the whole or
any part.

Contractors shall make their own investigations and satisfy themselves with respect to all aspects including existing
conditions.

The full co-ordination of the Building Services installation is the responsibility of the Contractor. This specification/scope
of works shall be read in conjunction with the relevant Building Services Drawings and Architectural Drawings.

If there are any discrepancies, duplication, omissions, Building Services demarcation issues, etc., the Contractor shall have
been deemed to have allowed all works necessary for the complete integration of the Building Services installation and
associated Building works.

1.6. Definition of Terms

Where the term "Approved" is used in this Specification and/or on the drawings, it shall
mean approved or selected by the Superintendent and/or the Superintendent's
Representative.

1.7. Quality of Work and Materials


The work shall be carried out and completed in a substantial and workmanlike manner with new first grade materials
suitable for the purpose intended by the manufacturer. All materials and workmanship shall comply with the appropriate
SAA Specification and/or SAA Standards, current Authorities' requirements, Regulations and Addenda thereto. Where SAA
Standards do not exist, the appropriate BSS Specification will suffice.

Under no circumstances shall the Superintendent and/or the Contractor make use of material which is inflammable or
likely to support combustion.

1.8. Defective or Deficient Work and Materials


Any plant or materials, whether fixed or not, inferior in quality or performance, or deficient in quantity to those specified,
shall be replaced.

The Builder may provide the Sub-Contractor notice in writing, setting forth the defects and deficiencies. The Sub-
Contractor then, at his own expense, without delay, shall supply in conformity with the relevant documents and/or notices.

1.9. Contractual Conditions


For contractual conditions between the Superintendent and the Contractor, refer to the Superintendent.

1.10. Protection of Work Carried Out By Other Contractors


The Contractor shall take all reasonable precautions to safeguard the work of other Trade Contractors. The Contractor
shall be held responsible for any unnecessary damage which may result from his operations. Workmen of the Contractor
are required to conform to the general rules and regulations governing personnel for the site.

1.11. Maintenance and Defects Liability Period


The Maintenance and Defects Liability Period of the building services shall be twelve (12) months from the date of issue of
the Certificate of Practical Completion by the Superintendent.

During the Defects Liability Period, the Contractor shall attend to any operational defects, fully maintain the plant and carry
out preventative maintenance services on as installed equipment complying with all regulations and the Superintendent's
requirement as set out in the documents.

1.12. Acceptance Tests


The installation shall pass such tests as the relevant authorities and the Superintendent or their agent may deem necessary
to satisfy themselves that the installation conforms to the Contract documentation.

The Contractor shall carry out all tests, provide all necessary labour, materials, instruments and appliances, and be
responsible for all expenses incurred.

The Superintendent or their Agent has the right to be present at all such tests. The Contractor shall provide the
Superintendent reasonable notice in writing before such tests are carried out.

1.13. Unsatisfactory Acceptance Tests


The Contractor shall satisfy himself that the installation is complete and in good order and capable of passing tests. Should
the Superintendent or their Agent be obliged to attend additional acceptance tests, the additional costs incurred shall be
payable by the Contractor.

1.14. Adjustments
The Contractor shall carry out at his expense all tests and adjustments to all plant and equipment to attain the specified
performance and conditions of operation. This shall be prior to the occupation of the building.

If for seasonal or other agreed reasons, some adjustments and tests cannot be completed at this time, they shall be carried
out during a period of twelve (12) months after the date of Practical Completion.

These adjustments shall be made while the building is occupied. The Contractor shall allow for any additional costs that
shall be involved in carrying out these adjustments. These additional tests shall be at the convenience of the
Superintendent and outside of normal working hours if necessary.

If, at the end of the twelve months from the date of Practical Completion, it has been found impossible to prove
performance as specified, for climatic or other reasons, the Superintendent and/or Relevant Building Service's Contractor
shall be held responsible for the correct operation of the untested plant until such time as the plant shall have been proved
to comply with the Documentation.

1.15. Performance and Operations


The Contractor shall renew or modify, at his own expense, any item of equipment which is defective or unsuitable and shall
ensure that the whole installation will operate and perform as specified. This obligation shall be in force for a period of
twelve (12) months after the date on which the whole of the works are complete, or the date of Practical Completion,
whichever is the later.

Furthermore, this obligation is applicable for defects that occur prior to completion of the Defects Liability Period of which
require the defects being rectified after completion of the Defects Liability Period.

1.16. Shop & Installation Drawings


The Sub-Contractor shall provide the Builder with complete design layouts, installation and shop drawings prior to
manufacture/fabrication/installation.

Sufficient details shall be provided to permit a full appraisal and/or comments of all parts of the installation and their
relationship to the building structure by the Builder and/or his Agent. No comments and no reply from the Builder or
failure to return the drawings, does not constitute approval or non approval of the documents, nor does it allow an
extension of time claim by the Sub-Contractor for failure to return or comment on the drawings.

Drawings shall provide details of all foundations, ducts, chases, pits and openings, set out all lines and levels for the work.

Submit the drawings in triplicate in ample time to allow the Builder and/or their Agent to examine and approve the
documentation prior to equipment manufacture or material delivery to site.

Should the Builder and/or his Agent require that any drawing be amended, the Sub-Contractor shall make the necessary
alterations and re-submit the drawings.

AutoCAD drawings of the respective services are available for purchase from JBA Consulting Engineers by the Contractor
if needed for the preparation of shop drawings. For costs and payment details, refer to the top right hand corner of the
services drawings. The Contractor must allow for this cost within their Tender price.

1.17. Approvals
When an approval is required by an Authority and/or Regulated Authority Business and/or the Superintendent for any work
or materials, the Contractor shall obtain such approval before proceeding with the work.

No approval shall be deemed shall be an acceptance of defective materials or workmanship which fails to comply with the
terms of the Superintendent's Contract, nor as an authority for any variation.

1.18. Co-ordination
The Contractor shall be responsible for the detailed setting out of the Building Service of Contract Work so as to:
Co-ordinate with other Trades, particularly with respect to other Building Services and Superintendent's Contractors.
The set out of ceilings, floors, etc., including area discussions with all appropriate trade and/or Superintendent's
Contractors.
Locate the relevant Building Service's Works in the spaces as shown on the drawings with suitable access and
clearances for normal and long term operation and maintenance requirements also in accordance with the
manufacturer's recommendations.
Alignment of all Building Services work, ie; light fittings, sprinklers, air registers, smoke detectors, speakers, access
panels, etc., to ensure the Architectural aesthetic requirements are met.

1.19. Quality Assurance


The Contractor shall carry out Quality Assurance programs throughout the final design, fabrication, delivery, installation,
commissioning and maintenance of the system, in a manner and by procedures which shall be approved by the
Superintendent.

Full information and procedures shall be submitted to the Superintendent for approval prior to any work being carried out.
This shall include commissioning, testing, compliance reports and statements, incorporating Authorities, Codes, Standards
and the like, which have jurisdiction over this Project.

Generally, Quality Assurance programs shall be to the requirements of AS3900 Quality Management & Quality Assurance
Standards.

1.20. Progress Tests & Inspections


All tests to Building Services installed that are required by Authorities and/or the Documentation, shall be provided to the
satisfaction of the Authorities and to the satisfaction of the Superintendent. The Superintendent and/or their Agent has
the right to inspect the installation at all reasonable hours during the progress of the work and accordingly issued the
relevant reports and instructions.

1.21. Authorities and Reference Documents


All materials, equipment and workmanship shall comply with these Standards, or other industry recognised standards in
the absence of a specified Standard, unless expressly noted otherwise.

1.22. Authority Requirements


The Contractor shall provide notice required and pay all fees, including fees for any temporary connections required. The
Contractor shall co-ordinate and manage instructions provided by the Authorities.

1.23. Performance Guarantee


Equipment and Components shall be guaranteed to operate efficiently at not less than the specified
performance when installed. The Contractor shall establish to the Superintendent's satisfaction, that this performance is
being achieved. It is the Contractor's responsibility to ensure that all items of equipment are matched in performance and
operate with maximum efficiency when so matched.

1.24. Marking and Labels


Provide labels on every equipment, switchboard, cubicle, lamps, contactors, switch, relay and similar equipment. The label
shall be engraved of approved size, wording and design, indicating the function and designation.
Where laminated plastic labels are adopted, the face shall be white with black machine engraved lettering. In certain
instances for safety purposes, danger and fire services labels shall have a red face with white lettering. Edges shall be
beveled.

Motion detectors in toilets shall be labeled with minimum 10mm high characters.

Labels shall correspond to the relevant wiring diagrams. Circuit charts showing the duty and location of the circuit
protected, shall be securely fixed inside the cover of each distribution switchboard. Bind an additional copy of each chart
into the maintenance manuals.

1.25. Minimum Clearance


A minimum clearance of 2200mm below Services reticulation shall be maintained within any carpark area.

Services dropper positions which hinder car access or occupant access to car parking space allocations will not be accepted.

Services shall be protected by bumper guards where damage can occur. Note that there shall be clearance requirements
of 2300mm & 2500mm in certain zones where required for disability access. The Consultants have taken all care in an
attempt to avoid Services over these areas and should the contractor wish to make changes in these sensitive areas they
shall must consider the height clearances prior to installation and to ensure minimum heights are maintained.

A lesser clearance of 2200mm is acceptable where Services are on basement carpark walls or as approved by the Building
Surveyor.

1.26. Alternatives
Identification of a proprietary item does not necessarily imply exclusive preference for the item so identified, but indicates
the necessary properties of the item e.g. Quality and performance, appearance.
Alternatives: If alternatives to the documented products, methods or systems are proposed by the Tenderer, submit
sufficient information to permit evaluation of the proposed alternatives, including the following at the time of tendering:

Evidence that the performance is equal to or greater than that specified.


Evidence of conformity to a cited standard such as light fittings as follows:
Nata Photometry reports
Thermal certificates
EMC reports
Electrical Safety reports
Samples.
Essential technical information, in English.
Reasons for the proposed substitutions.

Statement of the extent of revisions to the contract documents.


Statement of the extent of revisions to the construction program.
Statement of cost implications including costs outside the contract.
Statement of consequent alterations to other parts of the works.

If the documented products or systems are unavailable within the same constraints of the construction program, submit
evidence.
If the substitution is for any reason other than unavailability, submit evidence that the substitution:
Is of net enhanced value to the principal.
Is consistent with the contract documents and is as effective as the identified item, detail or method.
Should the Tenderer propose to substitute documented equipment once the tender has been accepted, the Contractor
shall allow for Consultants costs associated with analysis of the alternative equipment and fitting.

SECTION 2. TECHNICAL INTRODUCTION

2.1. General
This section of the Specification must be read in conjunction with the Superintendent' special conditions and applicable
specifications plus other related services specifications for the purpose of coordination and the like.

2.2. The Work


The work to be carried out under this Contract includes the following and is more fully described in latter clauses:

1. Preparation of "as installed" drawings and maintenance manuals in accordance with this specification and
accompanying drawings including co-ordination with other trades.

2. Liaison with various Authorities including application for electricity supplies and meter panels, telephone incoming
cables, broadband cable, building permit application drawings, inspections and tests as applicable.

3. Supply and installation of 3 No. main switchboards located in the Ground Floor main switch room. The main
switchboards shall be located, mounted and constructed in accordance with the relevant Standards and Codes to
suit the environment where installed. Service protection device shall be located at the main switchboards.

4. Provision of consumers mains from the Jemena indoor sub-station located on Ground Floor. Mains cables shall be
installed in cable tray from the Supply Authority LV switchboards to the main switchboards on the Ground Floor.
The Contractor shall connect mains cables at each main switchboard end and leave tails fully dressed at the sub-
station for termination by Jemena. Electrical Contractor to include for all cable trays. As an alternative enclosed bus
ducting will be considered.

5. Supply and installation of sub-mains for:


Un-metered submains installed on cable trays from the respective main switchboard to metering panels
associated with the ground floor Retail Tenancy spaces.
Metered submains installed on cable trays from the Retail Tenancy spaces metering panels to the respective
Retail Tenancy space distribution switchboard.
Un-metered sub-mains installed on cable tray in and vertically in riser cupboards located on each level for
meter panels to service apartments. As an alternative enclosed bus ducting will be considered.
Metered submains installed on cable tray in and vertically in riser cupboards to the public light and power
distribution switchboards. As an alternative enclosed bus ducting will be considered.
Sub-mains for mechanical services switchboards
Submains for domestic hot water plants
Submains for pool filtration system
Sub-mains for each lift
Power wiring to the combined FIP and evacuation panel
Power wiring for the diesel hydrant booster pump.
Submains for rain water control panels
Submains for civil drainage pump units.

6. Provision of public light and power, apartment, retail tenancy spaces distribution switchboards (DBs).

7. Provide separate lighting and power check meters for public distribution switchboards and mechanical services
switchboards.

8. Power supply to each apartment switchboard from meter panels located in the corridor electrical riser cupboards.

Metered sub-mains from the apartments metered panel to each apartment switchboard shall include lighting and
power. For apartment switchboards provide separate combined residual current devices (RCD's) and circuit breakers
for both lighting and for general power.

9. Metering panels for apartments, public lighting and power and retail tenancy spaces switchboards. Apartment
metering shall be suitable for single rate metering. Other supplies shall be single rate.

10. Supply and installation of all lighting and power installation to the Jemena substation room in accordance with the
Jemena design drawings.

11. Supply and installation of all emergency and exit lighting as required by the relevant Codes and the BCA. Provide
contactors, relays, time clock, test switch etc in public light and power distribution switchboards for testing exit and
emergency lighting.

12. Lighting shall generally serve all kitchens, bathrooms and en-suites, bedrooms, living and dining rooms, as indicated
on the drawings. Lighting shall comprise of recessed LED down lights and external weatherproof fluorescent in
balconies.

13. Individual one way switching to each bedroom, kitchen, toilet, bath, en-suite, pantry, laundry room or enclosure,
lounge, dining rooms and two way switching to stairs, corridors, etc., where nominated and where required.

14. Twenty four (24) hour security lighting to carpark and corridors as shown.

15. Provision of GPO's for apartments in bedrooms, bathrooms, en-suites, laundries, (double GPO for drier and washing
machine), living/dining areas, kitchen (for benches, fridge, dishwasher, microwave, rangehood and gas cook top
ignition).

16. Provision of power wiring in the apartments to the following equipment:


Electric oven, gas cook tops, refrigerator, dishwasher, microwave and range hood.
Power supply for dishwasher via local GPO.
Toilet, bathroom, en-suite and laundry exhaust fans. Provide 1-way and 2-way individual switches within
respective areas to control fans, including run indication lamp and engrave switch plate fan.

17. Provision of public area lighting including landscape, car parking, external public areas, entry lobbies, plant areas,
foyers, stairs and stores lighting, etc., inclusive of contactors, motion detectors, timers, PE cells, conduiting and
cabling as required. Provide combined RCD and circuit breaker protections for all public area lighting.

18. Power supply to car park entry auto doors located on ground level for residents access. Car park entry auto doors
shall be operated via PCR for residents and audio-intercom for visitor access.

19. GPOs shall generally be provided for public areas in entry lobbies, corridors, plant areas, foyers and irrigation
systems. Provide combined RCD and circuit breaker protection to all GPO's.

20. Provide weather proof GPOs for the mag flow meter in co-ordination with hydraulic contractor. Provide weather
proof GPOs within each water meter cupboards for the remote meter reading.

21. Audio Intercom security system in each apartment capable of opening the respective Tower Building front entry
door. The intercom entry master stations shall be located at the respective Tower Building main entry doors and a
second master panel at entry air lock doors, Basement and Podium lifts foyers. The master stations shall include
apartment identification and apartment call buttons for each apartment.

Intercom station shall be provided at car park entry for afterhours visitor access wall mounted. Visitor access to a
particular floor shall be by intercom only. Release switch within apartment station will unlock respective main front
entry door or car park entry door and provide restricted access to only the floor level of the apartment called.
Secondary intercom panels shall be provided at Basement and Podium lifts lobbies and at entry foyers air lock doors
to enable visitors to have more time to reach the lift cars.

Front entry doors and air lock doors shall be opened remotely via security system and PCR by owner/tenant. Security
doors to fail closed on power failure and can still be utilised as an escape from internal to external via free handle
on inside.

22. Supply & installation of AS1670 fire detection and occupant warning system throughout the building in accordance
with the BCA, Fire Engineering Report (FER) and MFB.

23. Supply and installation of telephone/data cabling system between NBN Co. Network and outlets at each apartment
including the horizontal and vertical cable pathway (conduit/cable tray). It is proposed that NBN Co. will install the
complete structured telephony and high speed broadband to this installation. Co-ordinate with NBN Co. for their
total requirements, including apartment panel, GPOs, cabling, conduits and cable trays to be provided by Electrical
Contractor.

24. Provision of cableways and access for NBN cabling system. Liaise with NBN Co. regarding acceptance and approval
of final cable way installation.

25. Provision of residential type smoke alarms in each apartment to the requirements of AS3786 and the BCA.

26. Provision of a Master Antenna Television System (MATV) for the building. The MATV and Pay TV system shall be
installed in the living room, master bedroom and study for all apartments. Provide MATV antenna and satellite dish
mounted on the roof, final location shall be determined on site. Provide for all headend equipment and riser fit-
off, splitters and multi-switches in riser cupboards with final TV cabling in riser shafts to apartment TV outlets.

All work shall be in accordance with the latest Foxtel requirements and standards and from an approved Foxtel
contractor and certified.

27. Compliance with the Certificate of Electrical Safety System including issue of certificates, arrangement of inspection
by private licensed electrical inspectors (LEI) and payment of all associated fees.

28. Each apartment shall have one ducted, inline toilet exhaust fan or as indicated on the drawings. Supply and install
240V connection to fan, plus fan switches located in each bathroom, en-suite and washing machine cupboard or
room (washing machines located in cupboards served off a bathroom do not require a separate switch). Wire
switches in parallel, engrave mechanism fan and provide neon indicator on each switch.

29. Provision of EMF shielding in the Jemena substation. Shielding shall be provided to all walls, ceiling and floor slabs.
Shielding shall comprise of layers of composite laminated metal panels. The electrical contractor shall engage the
services of Magshield to design the appropriate walls, ceilings, slabs etc which require shielding and type and
number of metal panels required. The electrical contractor shall include all design, supply, installation and testing
costs associated with the EMF shielding in his tender quotation. The installation shall be tested upon completion
and all test results shall be included in the maintenance manuals together with all as built drawings for the
shielding. Minimum shielding levels shall be in accordance with statuary rules and regulations.

30. Provision of all underground PVC heavy duty conduits for electrical services cables and telephone and NBNs
broadband main incoming cabling.

31. Provision of a surge protection system at each main switchboard including CBs equipment, wiring, etc.

32. Provision of lightning protection system to each individual building.

33. Provision of a closed circuit television system (CCTV) comprising of IP cameras, monitor, digital video recording
device, housings, power supply, wiring, conduits, etc. The monitor and digital video recording device shall be located
in the Managers office. Provisions shall be made for the future connection to an external security system provider.

CCTV cameras shall be provided in the buildings main entries, entry foyers, car park entry doors common outdoor
areas.

34. Provision of a door access security system comprising of electric door strikes, electro-magnetic door locks, proximity
card readers (PCR), break glass alarms (BGA), reed switches, door release switches, power supplies, controllers, lift
car access, wiring, conduits, etc. Type of reader to be co-ordinated with the Lift Contractor. Main equipment shall
be located in the communication room.

Provide PCR at car park entries wall mounted. PCRs shall also be provided at buildings main entry doors and second
entry doors. Reed switches shall be provided for all external doors.

35. Provision of PVC HD underground conduits between property boundary and indoor sub-station in accordance with
Jemena substation design drawings. Exact route, conduit size and bending radius shall be co-ordinated and as
advised by the Supply Authority.

36. Provision of isolator, wiring conduits, etc for sprinkler and hydrant jacking pumps. Co-ordinate exact location and
ratings with Fire Services Contractor.

37. Provision of isolator, wiring conduits, etc for rain water pumps control panels within the Basement. Co-ordinate
exact location and ratings with Hydraulic Services Contractor.

38. Provision of isolator, wiring conduits, etc for cold water pump control panel within the Basement. Co-ordinate exact
location and ratings with Hydraulic Services Contractor.

39. Provision of isolator, wiring conduits, etc. for sewer pumps control panels within the Basement. Co-ordinate exact
location and ratings with Hydraulic Services Contractor.

40. Provision of isolator, wiring conduits, etc. for civil stormwater pumps control panels within the Basement. Co-
ordinate exact location and ratings with Civil Contractor.

41. Provision of GPOs and power wiring for the hydrant diesel fire pumps.

42. Provision of all auxiliary equipment, cable supports and componentry such as cabling, cable trays, etc., as necessary
to carry out the installation.

43. Provision of 3 pin plug for sundry ventilation fans (eg bin rooms), switched to run with room lights.

44. Provision of all signage, painting and labelling of the system to be carried out by the Electrical Contractor.

45. Provision of all fire and acoustic protection of conduits, cables, etc., where passing through fire rated floors, ducts,
floor slabs, walls, etc. by fire rated packing, including sealing around cables and all penetration so as cross talk
between areas, apartments, etc. is avoided. Utilise an approved sealant.

46. Provision of all excavation, backfilling and making good as required for all underground conduits.

47. Payment of all fees including inspection fees and Supply Authority connection fees for meters.

48. Provision of "as installed" drawings, operating instructions and maintenance manuals.

49. Provision of detailed drawings showing requirements of all precast and major riser floor penetrations required for
electrical and comms cables to be formed by others. Final fire plugging of all penetrations shall be by the Electrical
Contractor.

50. Provision of testing and commissioning of the services.

51. Provision of twelve (12) months Defects Liability period.

2.3. Work by Other Trades


The following work will be carried out by others free of charge to this Sub-Contractor. This Sub-Contractor is responsible
for confirming final details, locations and loadings of the equipment that they propose to install to all the other relevant
contractors.

The list below is to assist in the design co-ordination of the Project and therefore not to be considered as final.
Notwithstanding the following, this Subcontractor shall allow for all necessary work associated with the Project installation
to suit the various systems that this Subcontractor proposes to install.

public light and public distribution switchboards and apartments meter panels.

4. Provision of main switch room and associated fire rated walls and doors for the installation of main switchboard.

5. Provision of communication room for the installation of MDF, NBN, MATV, Pay TV and various comms and security
systems.

6. Provision of electrical and comms riser cupboards for the installation of meter panels, telephone cables, IDFs, MATV
and Pay TV, video intercom, door access security, CCTV system and other communications equipment and cabling.

7. Building in of all conduit sleeves supplied and installed by this Subcontractor for passage of cabling, conduits, etc.

8. Carpark entry auto doors complete with motor starters, limit switches, exit car parking loops, all interface and
controls, etc., including installation thereof.

9. Interface to building entry main, air lock foyer doors and car park entry auto door for interface to video-intercom
and door access security system.

10. Automatic doors including controls and local operating control panels.

11. Cut outs in false ceiling spaces for the recess mounting of light fittings, etc.

12. Provision of wall recesses for the installation of master intercom panels at main entry, air lock foyer doors and
Basements lift shaft

13. Supply and installation of an indoor sub-station room on-ground floor to the Supply Authorities requirements. This
shall include all building requirements such as two (2) hour fire rated enclosures, equipment and personnel and
access doors, cable trenches, cable access from road and all other associated building works. Note that the electrical
services such as lighting and power services within sub-station shall be provided by the Electrical Services
Contractor.

14. Installation only of electric strikes and electro-magnetic door locks for all doors which are provided with electric
strikes and electro-magnetic door locks. The Electrical Contractor shall supply strikes and electro-magnetic door
locks to the Builder and co-ordinate installation with Builder.

15. Cut outs in false ceiling spaces for the recess mounting of speakers.

16. Fire Control Room on the Ground Floor for the provision of the combined FIP and emergency evacuation panel.

17. Provision of additional ceiling supports for the mounting of detectors, speakers, etc.

By Mechanical Contractor

1. Provision of toilet, laundry, en-suite bathroom and switchroom exhaust fans.

2. Mechanical Services Contractor to supply and install mechanical ventilation system to the indoor sub-station.

3. Mechanical Services Contractor to supply and install mechanical services switchboards.

4. All wiring from the FIP to the Mechanical Services switchboard and car park exhaust fan and required FIP indications
such as power available, fan stopped, fan running, etc. Voltage free terminals, functions and switches, indication
lamps on the FIP shall be provided by the Fire Services Contractor.

monitored valves. Wiring between the FIP and solenoid test valves, pressure switches, flow switches and monitored
valves.

By Lift Contractor

1. Lifts alarm signal wiring from each lift to the security system to permit opening of stairwell doors in the event of a
lift failure.

2. Supply and installation of passenger lifts, motor rooms, lift shaft and pit lighting, lift motor room GPO, lift
distribution board, ventilation, security proximity card reader interface for each separate lift.

By Civil Contractor

1. Supply and installation of civil stormwater pumps control panels within the Basement Level.

1. Final termination of consumers mains at the sub-station end.

SECTION 3. TECHNICAL SECTION


3.1. Electrical Incoming Supply
The power supply is 415/240 volt, 50 hertz, 3 phase, 4 wire alternating current. Supply shall originate from the new Jemena
substation. This substation will be located on the Ground Level, (accessed from Whitehall Street ) comprising 3 x 2.0 MVA
transformers together with associated HV & LV switchgear.

The Electrical Contractor shall coordinate with Jemena for the total installation. Provide the appropriate cable trays (with
enclosure) from structured wall to the substation so that ingress of water will not enter the substation room.

Provide general lighting and power and distribution board within the substation to Jemena approval. Coordinate with
Jemena for these works.

Consumers mains shall be terminated at each main switchboard end and left as tails fully dressed at the sub-station end
for termination by the Supply Authority.

Confirm structural details before installation.

3.2. Supply Metering


An embedded network shall be established for this site.
Supply and install gate metes to each incoming supply and additional check metering as indicated on the single line
diagrams.
Retail metering shall be the responsibility of the Electrical Contractor inclusive of all mounting brackets, etc. For layout and
location of power meters refer to the drawings.

Power meters to the apartments will be the digital meters similar to that required by the Supply Authority arranged to suit
the environment and space limitations of the installation.

Metering to apartments and shall be single (1) phase 240V. Metering to public light and power distribution boards shall be
three (3) phase 415V (metered section of main switch board) to suit the load.

All tariff meters shall be fully installed and commissioned in line with Authority requirements.

Riser meter panel shall be the B&R type refer to later section of this specification.

Note that hot water service for the apartments will be a central solar and gas fired hot water plant system.

The Electrical Contractor shall pay all Supply Authority connection fees and charges for all apartments and Public Lighting
and power, as applicable.

3.3. EMF Installation


Provide EMF shielding in the Jemena substation. Shielding shall be provided to all walls, ceiling and floor slabs. Shielding
shall comprise of layers of composite laminated metal panels. The electrical contractor shall engage the services of
Magshield to design the appropriate walls, ceilings, slabs etc shielding and type and number of metal panels required. The
electrical contractor shall include all design, supply, installation and testing costs associated with the EMF shielding in his
tender quotation. The installation shall be tested upon completion and all test results shall be included in the maintenance
manuals together with all as built drawings for the shielding. Minimum shielding levels shall be in accordance with statuary
rules and regulations.

3.4. Main Switchboard


The main switchboard shall be a front access, wall and floor mounted cubicle type. Form 3bih with arc fault protection
complying with AS3439. The switchboard shall be designed to suit the space provided making due allowance for all
clearances under the SAA wiring rules and the Supply Authority's service and installation rules. The switchboard shall be
floor free standing, folded sheet metal cubicles. Doors and panels greater than 500mm wide shall be lift-off type with
suitable lifting handles and captive knurl-headed fixing screws.

Generally, the switchboard shall be constructed for top entry via consumer mains conduits. Cable exit shall also be from
top to cable tray for all outgoing sub-mains. All cable entries and exit shall be sealed to maintain effective dust proofing of
the switchboard. After installation, all access for cabling and maintenance will be from the front only.

The switchboard shall be constructed to permit future extension. Provide removable panels to provide access to busbar
assembly for future extension.

The overall cubicle structure shall be fabricated from first quality, minimum 2mm gauge, cold reduced, bright, zinc anneal
sheet, formed and welded.

Where the switchboard is of the floor mounted type the base shall be 75mmx38mm channel. The base channel shall form
a continuous box section around the base of the switchboard, there shall be no openings made in this base, such as
sometimes used for slinging.

Doors shall be stiffened and provided with chrome plated pintle type non-ferrous lift off type door hinges. Door handles
shall be chrome plated and incorporate a barrel type locking mechanism, each with keys. All keys for the site shall be keyed
alike.

Door handles shall have an adjustment on the shaft to increase sealing pressure when and as required.

All dished panels and doors shall be provided with concealed type gaskets of neoprene skinned sponge rubber, retained
within a steel channel section, spot welded around the complete perimeter of the panel or door to prevent lateral
movement of the gasket. Gaskets shall be proud of the panel or door by at least 3mm to provide effective sealing.

The main switchboard shall be equipped with a multi function electronic meter complete with current transformers for the
measuring of phase current, voltage, power, power factor, VA. The meter shall be positioned so that the meter can be read
without the need to access the switchboard. The meter shall have the ability to store instantaneous and maximum values
for each parameter measured. The meter shall have the capability for future remote connection to Deakins main
Waterfront Campus building automation system.

Internal escutcheon panels shall be held in position with a minimum number of chrome plated acorn head nuts, attached
to adjustable studs (minimum size 6mm). Escutcheon panels shall be hinged. All door and escutcheon hinges shall be lift-
off type.

There shall be adequate provision for incoming and outgoing cables with provision of glands as required.
Provision shall be made for suitable fixing of all outgoing cables within the cable ducts. This shall be in the form of a cable
tray or approved cable cleats at no more than 150mm centres.

Cabling space shall be such that no cable is bent with a bending radius less than 5 times its diameter.
Where spare space is to be left for future equipment, suitable holes shall be drilled in the supply busbars for the necessary
line connections.

All hardware such as bolts, nuts, screws, washers, etc., shall be heavily cadmium plated.

All handles and hinges on front panels shall be bright chrome plated. All doors shall be lockable utilising CL-001 keyed
cylinder locks.

All sections of the switchboard shall be assembled and securely fixed to the floor at the location indicated.

Switchboard Busbars
The busbars shall be of adequate cross section to meet the requirements of BS159. Busbars shall be made of hard drawn
high conductivity copper and be sized to ensure that the temperature rise of busbars and connection at the rating specified
does not exceed 40C. Busbars shall be coloured at intervals and at appropriate points to distinguish between the phases
in accordance with the colour code of AS3000 and subsequent Australian Standards.

Busbar sections shall be cleaned prior to coating as below. All joints shall be dressed flat, polished and coated with a thin
layer of a corrosion resisting compound prior to assembly.

Busbars shall be supported on approved insulating material and shall be covered with approved PVC insulation tape and/or
sleeving throughout their entire length to prevent danger and direct tracking paths between phases and phases to earth.

Connections of equipment to main busbars shall be as short as possible and rigid. Cables are not acceptable for internal
conditions on either side. A neutral bar of similar size and rating as the active busbars shall be provided.

When more than one cable per phase is run in any main or submain, each cable shall terminate at a separate stud or bolted
assembly. Alternatively, two cables may be connected to a busbar by common bolts, but in such case, two bolts, passing
through both lugs shall be used, with the palm of each lug making contact with the busbar.

Where outgoing terminals are in a common cabling zone, the switchboard design shall incorporate a substantial mechanical
shroud over each set of terminals.

A full length earthing busbar shall be mounted in the switchboard in an approved location for the connection of the low
voltage earthing conductor.

For the MEN system of earthing, the earth bar must be bonded by the neutral bar in accordance with the requirements of
AS3000 and the Supply Authority.

Busbars shall be positioned and constructed for future extension.

Moulded Case Circuit Breakers


Moulded case circuit breakers (MCCB's) shall comply with AS 2184, AS 1930 or IEC 947-2 and be of the same manufacturer
throughout the installation.

MCCB's shall have interchangeable fixed electronic setting trip units of thermal magnetic type, with trip-free mechanisms.
MCCB's rate 400A and above shall incorporate adjustable solid state type protective devices, with trip free mechanisms.

The circuit breaker setting adjustment shall vary from 30% to 100% for base current, and correspondingly in the region of
high overcurrent and short circuit currents.

Select the breaking capacities in accordance with the prospective fault levels indicated on the drawings, unless the fault
limiting capacity of an upstream breaker allows full discrimination and cascading (P2 duty cycle). MCCB shall be
maintenance free and fully rated at least to 90% relative humidity at 45C.

Wiring
All wiring shall be arranged in a regular manner with bends set at 90 and securely held in position with approved saddles,
insulating bushes being used where necessary.

All such wiring shall be of similar colours to those of the respective busbars, etc., to which connections are made.

The terminations shall be made with compression type lugs and terminated on approved terminals.

Wiring shall be carried out in such a way as to make circuits and connections easily traceable. Cable marking ferrules or
similar shall be used at each termination. Terminals shall be designed in an approved manner. All terminals shall be fitted
with flat washers and securely fixed with lock nuts or spring washers.

Cable Entries
All cable entries shall be weather proof and dustproof. Provision shall be made for top entry. Where cables enter the
board, submain cables shall run through glands. If glands cannot be used for top entering cables, than an equivalent dust
proofing and weather proofing arrangement shall be provided.

Type and size of mains and submain cables shall be as indicated and provision shall be made for the adequate spacing and
support of these cables. All glands for cable terminations shall be provided.

Labels
All switchgear apparatus, terminal strips and controls shall be labelled in accordance with Supply Authority and the
following:

Lift-off panels to identify location on main switchboard.


Labels provided for incoming and outgoing circuits and essential safety measures including fire protection
and indicating, passenger lifts, & circuits controlling emergency luminaires.
Traffolyte labels installed on front door of CFS unit indicating capacity of unit and rating of installed fuse
cartridges. Labels installed adjacent to load terminals.

The labels shall be engraved on Traffolyte plates and screw or pin fixed.

At switchboards the lettering and numbering shall be engraved in a distinctive colour and shall be 25mm minimum height
for the designation of the main switchboard and 12mm minimum height for distribution boards and warning signs.
Individual equipment such as switches, etc., shall be identified. Essential services connected to the live side, labels shall be
red lettering on white background.

All switchboard labelling shall be in accordance with Deakin Universitys switchboard naming convention.

Finish
All metal work shall be thoroughly cleaned and free from scale, sand, rust or grease prior to undercoating and spraying.
The exterior and interior of the main switchboard shall be given a minimum of one undercoat and two final coats of spraying
enamel paint, interior white, exterior natural cream, beige or grey in colour.

Shop Drawings for Approval


Submit to the Supply Authority for approval two copies for approval and two copies to the Client. The Client is not to be
regarded as a checking agent.

Approvals for shop drawings shall be given in principal only and without prejudice to the responsibility of the Electrical
Contractor for the proper co-ordination, installation and operation of the board in accordance with the requirements of
the specification and drawings.

Signage
Provide all signage as required by the Authority and standard requirement. Provide signage and floor plan showing the
location of the Main Switchboard indicating the practical route as agreed with the Authority.

Provide to the inside of the main switchboard a laminated copy of the switchboard wiring schematic.

3.5. Public Light & Power Distribution Switchboard


Supply and install new distribution switchboards as indicated and detailed within the switchboard schedule.

Provide for any fixing brackets, cantilevered supports, fixings, etc so that new DB is are able to be located in position
nominated. Where required, allow to relocate existing cable trays, ducts, wiring, etc so the new DBs can be installed and
supported.

The new distribution switchboards shall be circuit breaker distribution boards complete with centre mounted main switch,
3-position switches (on-off-auto), RCD circuit breakers for all lighting, GPO and 15A outlet sub-circuits, etc. As per attached
schedule.

Distribution switchboards shall be standard proprietary type of Heinemann or NHP Concept Premeir type with standard
finish and hinged escutcheon panels. The distribution switchboard shall be either natural cream, beige or grey in colour.

Circuit breakers shall be minimum 6kA fault rating of Heinemann or Terasaki Safe T earth leakage type, eg. Heinemann
CF1EL.

Busbar rating shall not be less than that of the main switch or isolator through which they are supplied or as otherwise
specified. Provide full size earth and neutral bars.

A hinged lockable door over the complete front of the board is to be provided with smoke and dustproof seals. Provide
hinged (lift off type) escutcheon. The distribution boards shall be wall mounted. Refer drawings for locations. Contactors,
time clocks, 3-position switches, lighting control system etc., mounted within the distribution switchboards shall be in a
separate compartment to circuit breakers.

The distribution switchboards shall be provided with minimum 30% spare capacity based on demand calculations (eg. 50%
full) and be fitted with plastic infill over spare spaces for future additions.

All lighting and power sub-circuits up to a rating of 20A shall be RCD protected via RCD circuit breakers 30mA sensitivity,
installed in the switchboards.

The distribution switchboards shall be located and installed in accordance with the Standards, Codes and Authorities
requirements.

Provide durable schematic diagrams installed adjacent to each distribution switchboard.

Submit for approval prior to construction, shop drawings for all distribution switchboards.

The distribution switchboards shall be natural cream, beige or grey in colour and not orange so as not to be mistaken as
mechanical services cabinets.

It shall be noted that lighting and power distribution switchboards are separate to satisfy BCA J8 with separate in house
digital check meters.

Busbar ratings shall not be less than that of the main switch or isolator through which they are supplied or as otherwise
specified. Provide full size earth and neutral bars for equal number of active poles.

Label all distribution switchboards equipment with engraved traffolyte labels, screw on or pin fixed, black lettering on white
background and red lettering on white background for essential or warning notices.

Provide circuit schedule cards with clear perspex covers fixed to the rear of distribution switchboard doors.

The distribution switchboards shall be capable of supplying power to all Body Corporate public area lighting and power
requirements consisting of the following, although not limited to these items:

Stores, lift and entry, lobbies, corridors, courtyard, landscape lighting roof, etc.
Car park lighting.
Security lighting throughout car park and corridors.etc.
Stairways and paths of egress lighting.
Exit and emergency lighting.
Power to NBN Co. System
MATV and Pay TV
General purpose power throughout the Building
Power for apartment security access systems.
Power to video intercom system
Power for central gas and solar hot water plant control panels
Power for CCTV system
Power for sump pumps and rainwater pumps
Common areas mechanical services

3.6. Apartment Distribution Switchboards


Apartment switchboards shall be single phase, recess mounted type, installed at 1900mm AFFL to top of DB mounted
recessed in walls or as generally noted on the drawings. Exact mounting height is to be confirmed on site prior to
installation. The boards are to be similar to Clipsal, HPM or Hager B&R type or equal and be finished in white with flat door.
The switchboards shall have a main switch for the general light and power.

Provided combined circuit breaker RCDs for each lighting and power sub-circuits up to 20A rating circuit breakers.

All lighting and power circuits such as lighting, oven, air conditioning, electrical panel heaters, etc., shall be circuit breaker
controlled.

Circuit breaker sizes shall be:


Lighting and smoke detector 20 amps
Oven 32 amps

3.7. Digital Power Analyser


Analyser shall be the multifunction type, with phases, voltage, amps, maximum demand, frequency, KWhr, PF and
harmonics, equal to Schneider manufacture, class 0.5 Series. These analysers shall be mounted on a DIN rail in
switchboards with cut out windows for the meters. Provide all labelling.

Provide space for future remote monitoring equipment.

3.8. Mains and Submains


General
Provide all necessary labour, cable, cable tray, ducts, conduits, fittings, fixings and accessories for the satisfactory
installation of the mains and sub-mains as specified and in later clauses. Wiring shall be supplied and installed to the
requirements in the section "Wiring".

The final sizing and selection of all mains, sub-mains and cables is the responsibility of this Contractor. All mains and sub-
mains shall be neatly tied to cable trays and spaced without derating in accordance with AS3008.1.

As an alternative enclosed bus ducting will be considered in lieu of mains and submains cabling.
Mains
The mains cable as generally described shall be installed below level to avoid further EMF generated to above apartment.
Notwithstanding the EMF requirement provide such method of installation.

Sub-mains
Sub-mains shall be generally installed on galvanised steel trayway, etc within the Building. The Electrical Contractor shall
supply and install adequate structural steel supports for the cable trays. The support steelwork shall be installed in
conjunction with the Superintendent.

Cable trays shall be self supporting over the distances between supports either vertically or horizontally mounted and shall
be of adequate section to prevent distortion of the cable tray under fully laden conditions. Cable trays route shall be
installed in conjunction with structural drawings where band beams occur.

Welding to the building steel structure is not permitted. All fixings to structural steel shall be drilled and bolted to the
approval of the Superintendent. Prior to drilling holes in structural steelwork for fixings, approval must be obtained.

Generally cables shall be single or multi-core as indicated and shall be of XLPE/PVC or elastomer insulated and sheathed
type as shown. An earthing continuity conductor shall be included with all sub-mains.

Terminate all cable ends and make final connections to all equipment at the origin and termination of the sub-mains,
including the terminations at the mechanical switchboard and lift distribution boards.
Final proposed routes of all sub-main cable trays, PVC conduits, etc., must be checked with the Superintendent and other
Contractors to ensure co-ordination of services.

Fire rated cables for essential services shall be installed on separate cable tray with a WS52 rating and higher, where
required.

Groups of risers or sub-main cables installed in adjacent and parallel routes shall be sufficiently spaced to avoid derating
and suitably located to permit air circulation around the individual cable groups, in order to maintain maximum current
rating in accordance with AS3000 and AS3008.1.

Within riser cupboards or ducts, cables shall continue to be fixed on cable tray supported on channel of the Unistrut type
or equivalent. From these locations to apartment switchboards, horizontal sub-mains may be installed on catenaries for

each level of the Building. Provide metal protective covers to all vertically mounted cable trays in public areas.

Where cables pass through penetrations in floor slabs or walls, the space surrounding the cables in the penetration shall
be sealed by using Selleys/Dow Corning 3-6548 Silicone "Firestop" or similar filling to the approval of the Superintendent.

Note: A neat installation shall be insisted upon for all cabling and that any penetration through fire rated walls or into fire
rated riser shafts will require fireproofing after the cable installation is completed via an approved material such as
"Firestop". Make good all such openings to the Superintendent's approval.
All sub-mains shall be installed on cable trays, in catenaries in false ceilings, in conduits and concealed where possible.
Cables, on false ceiling or insulation are not permitted.

Generally apartment sub-mains shall rise from meter panels located in riser cupboards. All sub-mains shall be neatly tied
to cable trays or catenaries and spaced in accordance with AS3008.1.The minimum permissible sub-mains for apartments
shall be 63 amps/single phase and derating shall not be below the 63A rating.

3.9. Wiring

General
Provide all wiring, enclosures, supports and all necessary accessories for the installation of mains, sub-mains, sub circuits
and outlets as shown on the drawings and in accordance with relevant clauses elsewhere in this Specification.

The sizing of all cable trays, conduits, wiring ducts, fixings, etc., shall be the responsibility of this Contractor.
Wiring shall be carried out on the "loop-in" principle and generally shall be arranged so that the whole of the wiring can be
replaced without dismantling conduits.

Termination of cables with copper conductors up to 4mm at switches or fittings shall be made with suitably sized copper
lugs or ferrules sweated, welded or crimped using proprietary lugs and an approved crimping tool.

Termination of copper conductors over 4mm shall be made to approval with correct size lugs and power or hydraulic
operated crimping tool with the correct size dies. Hexagon crimp shall be used.

The following forms of wiring may be used:

a. PVC insulated PVC sheathed cables with conductors run in conduit for mains and sub-mains cables.
b. PVC insulated PVC sheathed specified mains and sub-mains and concealed wiring and wiring in duct or on ladder
or cable tray.
c. PVC insulated cables run in conduit and wiring cast in slab within brick, concrete walls and through the centre
stud plasterboard walls.
d. Fire rated cables 1100C rating fixed to cable trays via stainless steel fixings.

Wiring must be concealed wherever practicable. The Superintendent's approval must be obtained for any surface wiring.
All wiring on the surface must be in conduits that are neat and inconspicuous.

Wiring for light and power, control wiring and communications wiring must each be run in separate enclosures or separate
catenaries.

Wiring for light fittings, smoke and thermal detectors, speakers, lighting motion sensors, etc., fixed under soffit must run
in conduit cast into the slab and wiring to light switches on concrete walls, etc., must run in conduits cast into walls or
concealed where possible. Otherwise where concealed wiring is not possible, exposed conduits must be approved.

Penetrations
Where wiring, conduits, trunking, cable trays, etc., pass through riser shafts and cupboards, walls and/or floor slabs, the
walls and/or floor slabs shall be sealed with an approved fire stopping compound. Cable trays can stop and start at
penetrations.

Penetrations through external walls shall be effectively sealed in order to prevent the ingress of moisture to the building.
Penetrations through damp courses will not be permitted.

Wiring shall not be permitted to pass through the membrane provided to prevent moisture from entering floor slabs at
ground floor level.
Cables
Provide cables of Australian origin, manufactured to comply with the following specifications, including all current revisions.
All cables, unless otherwise specified, are to have conductors of high conductivity copper.

Building wires and double SAA Specification AS3147

Flexible cords SAA Specification AS3191

Wires and cables shall be brought to the site in their original packages with their labels intact otherwise they shall be liable
for rejection. All wiring in which kinks or abrasions occur shall be condemned and replaced.
Cable Sizes
The minimum size of cables shall be as follows:

Purpose PVC Insulated Wiring


Final sub circuits for public lighting 2.5mm
Final sub circuits for power 2.5mm
Control wiring 1.5mm
Final sub circuits for apartments lighting 1.5mm

Final sub-circuits for lighting and power in excess of 60 metres of route length up to 120 metres shall be provided with
larger active and earth cable of 4mm2 for fault loop impedance. Longer route length shall be 6mm2. Select wiring of cross
sectional area such that the current carrying capacity shall be adequate and that the voltage drop at the apparatus served
is not excessive. Voltage drop from the local distribution board to any point shall not exceed 3%.

Cables supplying motors shall be rated as follows:

Motor Minimum Cable Size


Up to & including 15kW 150% of motor full load current; minimum size of 7/0.67mm
for building wire and PVC/PVC.
Above 15kW 125% of motor full load current.

Conductors
All cables shall have a minimum of seven strands per conductor, unless otherwise specified.
Cable Colour Coding
Provide cables with insulation colour coded in accordance with Wiring Regulations.

PVC Insulated and PVC Sheathed Cables


PVC insulated and PVC sheathed cables (PVC/PVC or TPS) shall be of 0.6/1kV grade, 75C temperature rated.

Flat and circular section cables may be used, generally unless otherwise specified, flat cables shall be used for 2.5mm
cables with circular cables for larger sections.
All cables shall be concealed, unless otherwise specified. Cable trays shall be installed to support the cables wherever there
are more than six cables running immediately adjacent to one another.

When cables above false ceilings are not supported on cable trays or enclosed in trunking, they shall be clipped to catenary
cables or otherwise supported within the ceiling space independently of the ceiling support system, to the approval of the
Supply Authority. Cables shall be installed in such a manner that they do not interfere with the removal of ceiling tiles.
Cables running in vertical ducts and riser cupboards shall be fixed at intervals not exceeding 1800mm to eliminate undue
strain on the cable.

In all cases, cables shall be spaced and/or segregated into groups, in accordance with AS3008.1 that will permit maximum
current rating to be maintained as set out in AS3000.

A neat and orderly installation shall be provided throughout the installation.

Cables shall not be buried directly in hard plaster, cement render or similar applied finish. Switch drops and wiring to wall
mounted outlets shall be enclosed in conduit, chased into the wall or otherwise recessed so as to allow at least 10mm of
plaster cover over the conduit. High impact rigid PVC oval conduit will be acceptable.

Sheathed cables, run as open wiring, shall be jointed where required in approved moulded junction boxes, securely fixed
in approved positions so that they are readily accessible for inspection. The protective sheathing of the cables shall extend
inside the junction box or other fitting.

PVC/PVC wiring shall not be run unprotected in hollow terracotta walls or similar and it must not be installed between
insulation and roof material when the insulation is directly under the roofing. Unless otherwise specified, joints in PVC/PVC
cables will only be permitted at the ends of cable runs and terminations at switchgear or equipment. Unless otherwise
specified, the sheaths of all PVC/PVC cables shall be coded as follows:
Lighting sub-circuits - white sheath
Power sub-circuits - black sheath
Fire alarm circuits - red sheath
Audible evacuation alarm circuits - red sheath
Internal communications - grey sheath
Telephone cables - blue sheath

Conduits and Fittings


General
Conduit may be either steel or PVC subject to the following requirements.
Where conduit is to be run on a surface exposed to view, or to mechanical damage in any location, only steel conduit shall
be acceptable.

Where conduit is to be cast into concrete, run in chases or concealed areas or buried in ground, PVC conduit may be used
subject to the conditions specified later.
Steel Conduit
Steel conduit shall be Class "B" screwed, manufactured in accordance with AS2052. Conduit shall be black enamelled (light
protection) or zinc coated (medium protection) except in outdoor applications, tank rooms and in any location where
moisture or condensation is likely to occur. In such circumstances galvanised conduit (heavy protection) shall be used.

Sets and bends shall be made cold with approved bending machines in such a manner that there is no damage to or
distortion of the conduit.

In locations where it is not practicable to use sets for changes in directions, such changes shall be made by the use of
approved screwed fittings.

No threads shall be visible after erection except at running joints. Running threads shall be thoroughly painted with black
enamel for enamelled conduit and with aluminium paint for galvanised conduit.

All conduits shall be painted as specified later. However, galvanised conduit need not be painted where it is concealed or
where it occurs in plant rooms or similar areas except when specified to the electrical orange.
PVC Conduit and Fittings
PVC conduit shall be rigid PVC high impact Class "B". Conduit and fittings shall be manufactured to conform to SAA
Specification AS2053. All joints shall be securely glued with approved cement.

Sets and bends shall be made with a spring or other device inserted in the conduit which will prevent distortion of the
walls.
Adequate provision for expansion shall be made in long straight runs. Approved PVC saddles shall be used for support.

The forming of conduit bends using heat from a naked flame or similar method which may damage or deform the conduit

will not be accepted.


Standard manufactured bends shall be used for all PVC conduits of larger than 25mm diameter.

All PVC conduits of 50mm or larger diameter shall be of nominal bore of the inside diameter specified, and those of less
than 50mm diameter, of the outside diameter specified.

Where any straight section of PVC conduit exceeds 3.8m an approved expansion joint shall be provided for each 3.5m or
part thereof along the entire length of the straight section. Conduit clips shall be installed close to expansion joints, such
clips shall be installed so as to allow the conduit to move longitudinally freely while expanding or contracting.
Installation - Steel and PVC Conduits
General
Conduit shall be clean, true and free from rust, scale and from internal obstructions. Burrs shall be removed with a taper
reamer. All free ends shall be fitted with approved bushes. During installation the ends of conduits shall be temporarily
plugged to prevent the ingress of dirt and moisture.

All spare conduits and conduits installed to suit the future installation of cabling, shall be provided with PVC covered pull-
in wires and shall be fitted with PVC blanking caps or hydraulics test plugs to their open ends to prevent the ingress of dirt
and moisture.

Conduits shall be concealed wherever possible and where exposed, shall be run close to beams or in corners to make them
as inconspicuous as possible.

The direction of conduit runs shall be parallel to the walls, floors and ceilings wherever practicable.
Conduits shall be securely saddled along the length of the run and saddles shall be provided within 150mm of all fittings or
terminations.

All sets and bends shall be formed such that they permit cables to be drawn easily into the conduits after installation. All
junction boxes provided to facilitate the drawing-in of cables shall be located in positions which will be readily accessible
in the completed project.

Conduits shall be fixed in position before cables are drawn-in. The whole conduit installation shall be a "pull-in" installation.
Inspection fittings shall not be used as pull-in points.

Conduits shall be installed in such a manner that they are free from mechanical stress.

Conduits shall be installed to avoid all mechanical duct systems and other pipe systems and services and shall in all cases
be at least 100mm from heating pipes.
Attendance during Building Operations
Ensure that all conduits buried in concrete, plaster, etc., are adequately sealed and protected during pouring or plastering
operations. Attend all pouring, plastering and similar operations where conduit is to be buried to ensure that distortions,
displacement or blockages do not occur.

Conduits Concealed in Plaster


Conduits which are installed within hard plaster or concrete render wall finishes, shall be securely fixed to prevent
movement or vibration and to permit a depth of at least 10mm of plaster or render to be maintained over the conduit and
it's fittings and shall run vertically and/or horizontally to switches, outlets, etc.

Where necessary, conduits shall be chased or otherwise recessed into walls to ensure that this minimum cover is obtained.

No conduit fittings other than wall boxes for switches and general purpose outlets, couplings and junction boxes, shall be
buried in plaster or cement render.

All materials embedded within the plaster or render shall be non-rusting, ie; medium or heavy protection.
Conduits in Granolithic Floor Screeds
No conduits shall be installed in granolithic floor screeds without the prior approval of the Superintendent.

Conduit Cast in Concrete

Where conduits are cast into in-situ concrete, they shall be installed in strict accordance with the Building Contractor's and
Structural Engineer's requirements and generally as follows:
Where slabs and walls have a layer of reinforcement adjacent to each surface, the conduit shall be installed between the
two layers of reinforcement in such a manner that the reinforcement is not displaced in any way.
All conduit boxes shall be of the deep or extended type.

The setting into concrete of shallow boxes in such a manner that the conduit lies partly between the reinforcement and
the surface of the slab or wall will not be permitted.

Conduits cast into slabs or walls having a single centrally placed layer of reinforcement shall be installed as close as possible
to the centre of the member, without displacing the reinforcement.

Notify the Superintendent on completion of each section of conduit and prior to the pouring of the concrete in order that
the work may be inspected.

Where PVC conduits are to be cast into concrete, prepare a conduit plan prior to installation and the routes of all conduits
and method of installation shall be agreed with the approved by the Superintendent.

Where it is necessary for conduits cast in slabs or walls to cross construction of expansion joints, submit full details of the
proposed conduit arrangement, incorporating suitable provision of movement and expansion through the Superintendent
for approval prior to commencing the work.

No conduit shall cross such construction or expansion joints if a reasonable alternative route exists.

Conduits in Cavity Walls


No conduits shall be run in the cavity of external walls without the written approval of the Superintendent.
Flashing and Waterproofing
The Electrical Contractor shall determine the location of all conduit penetrations of roofing and other waterproofing
membranes or surfaces in conjunction with the Building Contractor.

The Electrical Contractor shall provide all necessary sleeves and flashings to the satisfaction of the Superintendent.

Conduit Fittings
Unless otherwise specified, all boxes and fittings associated with steel conduit shall be of malleable iron and surface finish
shall match the conduit.

The Electrical Contractor shall be responsible for the true horizontal or vertical alignment of all boxes.
Where junction boxes are exposed to weather, the lids are to be sealed with an approved gasket.

The boxes shall be of ample size to enable the cables to be neatly diverted from one conduit to another without undue
cramping.

Pressed metal boxes shall be used for flush recessed, wall mounted light switches, general purpose outlets, telephone
outlets, etc., where conduit is used for cabling access. Where flush boxes are recessed in fire walls, provide fire and acoustic
ratings for these wall boxes to match the rating of walls.

The boxes shall have adjustable threaded fixing devices to permit plumbing of the cover plate.
Final Connection to Motors and Equipment
Flexible PVC conduit shall be employed for all final connections to motors and other apparatus subject to vibration. Fittings
for flexible conduit shall be of positive screw clamp type.

A rigid conduit shall be run to the junction box adjacent to the item of equipment.
The rigid conduit and junction box shall not be fixed to any part of the apparatus or supports which are subject to vibration.

Flexible conduit connections shall not be less than 225mm or more than 600mm in length wherever practicable.

Sufficient length of circuit wiring shall be left in the junction box to permit "Tong Test" readings to be readily made.

Where connections are made to motors with belt drives the length of flexible conduit provided shall be sufficient to permit
adjustment of belt tension.
Painting
Paint all enclosures, brackets, exposed conduits and other equipment and materials used in the installation. Where painted
surfaces are subjected to severe conditions such as extreme temperatures or highly corrosive atmospheres, special paint
capable or resisting the effects of these conditions shall be selected.

All metal surfaces which are subject to corrosion must be painted or provided with other approved surface treatment
irrespective of whether they are concealed or not.

Paint shall be of an approved brand and shall be applied strictly in accordance with the maker's recommendations. Colour
after a prime coat and undercoat shall be as selected by the Superintendent and all work shall be carried out by qualified
painters.

Galvanised or similar surfaces requiring painting shall be initially coated with a suitable primer to ensure a compatible paint
bond.
Trucking (Metal/PVC Ducting)

Trunking
Where wiring is enclosed in trunking, the trunking shall comply with the following requirements:

Trunking shall be manufactured from zincanneal of not less than 1mm thickness, extruded aluminium section of not less
than 1.6mm thickness or extruded or moulded rigid PVC section of not less than 2mm thickness.

The trunking and covers shall be braced as necessary to ensure rigidity.

The open side of the trunking shall be provided with right angled returns of 12mm minimum width to receive the covers.

Covers shall be of the same material as the trunking and shall be in lengths not exceeding 1200mm securely fixed to trunking
by means of approved clips or fasteners.

All joints shall be butt joints made with internal fishplates. Lapped joints will not be permitted.

All trunking shall be supported by means of MS brackets or bolted to wall ceilings at intervals sufficiently small to produce
a robust, rigid installation and to ensure that there is no appreciable deflection of the finished trunking between supports.
Maximum spacing shall be 1200mm.

Where trunking is installed adjacent suspended mounted cable trays, common supports may be utilised for the cable trays
and trunking.

All trunking, covers, bends, tee-offs, joints, changes in section and changes in direction shall be made with factory
manufactured fittings. Fittings shall have mitred corners and be provided with removable lids.

All fixings shall be metal thread type screwed into tapped holes or captive nuts. Self tapping screws and spring steel clip
on threaded fasteners will not be acceptable. Screws shall not project more than 4mm into the cable compartment.

All screws, nuts, washers, etc., used throughout the installation shall be cadmium plated. Screws shall be cut off flush with
the top of the nut after erection and shall be filed smooth and painted with an approved aluminium paint.

All exposed trunking and accessories shall be painted or otherwise surface treated as specified under "Conduits and
Fittings". Where trunking is cut for joints, etc., it shall be carefully cut square. Cut edges shall be smoothed off with the
file and painted with an approved aluminium paint.

Trunking capacities shall be adequate to accommodate specified conductors at the rated current with due allowance for
de-rating due to enclosure and proximity factor of cables in accordance with AS3008.1.

3.10. Cable Trays


Cable trays shall be of Richardson, Locker, Unistrut or other approved manufacture. Cable tray shall be of ladder tray type.

Unless otherwise specified, cable trays shall be of perforated sheet metal, high wall type. Perforations shall be punched or
formed so as to avoid any sharp edges or burrs existing on the face on which the cables are to be mounted.

Cable trays shall be galvanized, minimum thickness shall be 1.6mm for all trays.

Cable trays shall be adequately stiffened and braced both transversely and longitudinally to ensure a true finished run of
cable and tray.

All trays shall be supported by MS brackets at intervals sufficiently small to produce a robust installation (minimum spacing
900mm) and to ensure that there is no appreciable deflection of the finished tray. Drilling of structural steel to support
the cable tray will not be permitted.
All bends, tee-offs, changes in section and changes in direction shall be made with factory manufactured fittings.

All joints shall be butt joints made with approved jointing plates. Lapped joints will not be permitted.

All screws, washers, nuts, etc., used in the installation of the trays shall be cadmium plated.

All trays, fittings, brackets, etc., shall be galvanized or electro-tinted and shall be painted where exposed after erection as
specified under "Painting" in the section "Conduit and Fittings".
Trays shall be installed below and kept 160mm clear of hot water and steam pipes and 50mm clear of other services.

Tray way widths shall be of adequate dimensions to accommodate all cables to be installed with sufficient clearance to
allow for cooling to meet the requirements of AS3000 and AS3008.1 and achieve maximum current rating of the cables.

WS rating for fire rated mains and sub-mains cabling.

All trays shall be continuously earthed.

3.11. Time clocks


24 hour, 365 days, with daylight saving time clocks are to be provided to control all public lighting including carparks,
external and landscape lighting. Time clocks are to be mounted in the public distribution boards.

Time clocks shall be in accordance with BCA specification J6 ie adjustments for various pre-programmed days, two (2) hours
beyond building occupancy time and provided with 3-position switch (manual switch).

Multi-channel type as shown, otherwise individual unit can be provided but to the similar intent.

3.12. Contactors & Control Devices


Sub-circuit and motor control isolators are to be Siemens, Sprecher & Schuh or ASEA, where applicable.
AC3 Contractors shall be used where shown.

Panel mounted control switches shall be of Kraus & Namer manufacture or approved equivalent.

Contactors, relays, control switches shall be DIN rail mounted.

3.13. Lighting
Provide all wiring, outlets, light fittings, etc. as shown on drawings. Position of outlets is approximate. Final positions to
be determined on site to suit ceiling and equipment layouts.

Ensure that all fittings, luminaries and trunking ducts are neatly and accurately aligned to approval. Ensure fittings are
suitable for type of ceiling to be installed.

Supply all necessary wiring, fixings, brackets, rods and fittings to form a complete lighting installation.

Wherever necessary, special battens to be provided above the ceiling material, such battens to be fixed to the framework.

Flush fittings in suspended acoustic ceilings to be delivered in time for mounting when installing the ceiling.

Flush fittings shall be wired to plug sockets permanently wired in the ceiling space.

Wiring from fitting to plug shall be 1.5mm flexible with 10 amp plug or as required to suit light fitting.

Length appropriate to suit location of plug socket but in no case shall the flexible cable be less than 1m in length.

Use heat resisting cables for lamp holder wiring in enclosed fittings.

Fittings installed in exposed locations of where excessive moisture shall be present, for example, under verandas or open-
sided awnings or in shower rooms, kitchens, etc. Shall be fabricated from zinc anneal sheet, aluminium or other rust-
resistant materials.

All luminaires shall be earthed in accordance with wiring regulations of the supply authority.

The luminaires must comply with AS3137 and AS3100 where applicable.

Ballasts shall be equal to Tridonic electronic type. Provide one ballast per tube. Power factor correction shall be to 0.9
lagging. Starters shall be equal to electronic Arlen Pulse starters. All wiring within luminaires shall be high temperature
105C PVC insulated with stranded conductors.

All wiring shall be fixed to the carcass or gear trays by approved cable clips.

Fluorescent tubes shall be T5 with a lumen/watt not less than 104.

Apartment luminaires shall be installed with warm white colour of 2700 0K. Other areas shall be better than 30000K.

All luminaires shall be provided with an earth terminal.

Samples of all luminaires shall be submitted for approval prior to ordering. Luminaires which require dimming shall be
provided with dimmable type electronic ballast to suit type of lamp installed.

External lighting shall be controlled by photo electric cell, time switches and an on-off-auto control switch selections. These
areas shall also include the building entry and as shown.

Car park entry shall be controlled by photo electric cells to switch luminaires ON during daylight.

Disable car parking lighting shall be installed to the relevant Standards.

Various luminaires shall be selected and wired to operate continuously throughout the car park areas, lift lobbies, corridors
and lobbies to provide security and be strategically located. These fittings shall be controlled separately from the public
light and power switchboards.

Detectors, where appropriate shall be adjustable time delay for a period of up to 15 minutes plus time clock control, as
shown.

All public light and power sub-circuits shall include phase and circuit identifying pins on all switch plates installed at rear of
plate surrounds.

3.14. Exit and Emergency Lighting


Emergency and exit lighting shall be provided in accordance with the requirements of AS2293 and the Building Code of
Australia.

Exit light fittings shall be positioned on the walls or ceilings so that they are easily seen. Emergency and exit lights shall
have sufficient battery capacity to operate for a minimum of two hours after interruption of power supply after not more
than 24 hours charging time from a discharged state.

All exit and satellite type emergency light fittings shall be LED type, direct connected and of the self contained type.

All new exit and emergency lights shall be of Clevertronic manufacture, local computer monitored type.

Provide an exit and emergency lighting log books and record test results as indicated in AS2293.

All emergency luminaires shall sense power failure in that locality and shall be wired to that active lighting circuit.

Note that some maintained emergency luminaires are switched via motion detectors and some are on security lighting
circuit. Contractor shall ensure luminaires operate as appropriately during emergency by providing sensing circuit un-
switched active in that locality.

Exit signs in the main entry and all corridors shall generally be the recessed edge light type.

3.15. Lamps & Control Gear


All fluorescent tubes and fittings are to be power factor corrected using capacitors in accordance with AS2644 to 0.85 Pf
minimum.

All ballasts are to be in accordance with AS3168 and AS2643, i.e.; Tridonic electronic type (high frequency) for all new
fittings.

Fluorescent lamps are to be supplied to provide 4000K 3400 lumens @ 100 hours, the colour temperature and output
after 100 hours operation.

All T5 tubes and PL lamps are to be equal to Philips or Osram or Thorn fittings.
All fluorescent light fittings are to be switch start circuitry to Australian standards.
All ballasts and transformers that require dimming shall be dimmable type to suit lamp type and rating.

3.16. Power
Individual items of equipment such as electric ovens, electric panel heaters, air conditioning, etc., shall be wired on separate
final sub-circuits. Isolators shall be provided for electric cooktops mounted adjacent in an easily accessible location. 15
amp and above outlets must be wired on separate circuits.

Single phase outlets for external areas are to be impact resistant (I.P.56 rated) and weatherproofed where required.

Switch socket outlets, (GPO's) shall be rated at 10A and mounted at heights as noted or as directed on site.

Provide switchboard and circuit identification to all existing and new general purpose power outlets, socket outlets,
equipment direct connection isolators.

All general purpose power outlets shall be of the double type complete with a centre removable switch installed with blank
ID and clear cover insert. The blank ID shall be engraved with the switchboard and circuit number identification.

Switch socket outlets in bathrooms and en-suites where showers are located shall be mounted in accordance with AS3000.

All switch socket outlets in apartments shall be provided with neon indicator.

Power supply for auto doors where required shall be this Contractor's responsibility including provision of all conduiting,
mounting of control panels and outlets and all required control wiring in accordance with the door manufacturer's
recommendations.

All general purpose power outlets shall be white in colour unless otherwise noted.

All general purpose power outlet and switches shall comply with Australian standard AS1428.

3.17. Light Switches and Motion Sensors


This Contractor shall supply and install all light switches as shown on the plans and where required at a mounting height
as nominated by the Superintendent. All switches shall be rated at a minimum of 15 ampere.

All common corridors, toilets, storerooms and cleaners areas lightings shall be provided with lighting motion sensors ceiling
mounted with adjustable time setting of 0-30 minutes iAutomation remote adjustable type and provided with shielding in
order to reduce the switching gap. Exact location of shields shall be determined onsite depending on room configuration
and extent of glazing.

All switches installed in the public areas shall be protected polycarbonate rocker type. Weatherproof switches shall be
rotary action type.

Provide combined gang plate where switches are grouped. Where multi-gang switching is required, provide stainless steel
flush plate.

All light switches shall be Clipsal Series 2000 or HPM Excel and flush mounted, generally wall mounted, within wall boxes
to suit the application.

All switches shall be fitted with circuit identification, such as circuit number, phase colour and switchboard connected, via
IP studs located at rear of plate surrounds.

Switchplates for light switches other than metal clad units shall be of impact resistant thermoplastic, of selected colour and
finish. Metal clad switches shall have the toggle fully recessed or protected by shrouds.

Switches exposed to weather or in damp locations shall have weatherproof enclosures of the appropriate protection
classification to AS1939, equal to Clipsal IP56 Series type. Where multi-gang switching is required, only switches controlling
circuits or the same phase may be grouped in the same multi-gang enclosure.

Where switches of different phases are grouped together, in different enclosures, but under a common switch plate, the
cover plate shall be labelled 'DANGER 415 VOLTS" in 6.5mm high red lettering engraved on a white background on a
Traffolyte label.

Isolating switches of the appropriate current rating to the relevant Australian Standard Specification shall be installed
where shown on the drawings. Provide isolators for individual kitchen equipment such as electric cooktops, etc., mounted
above bench adjacent equipment.

Unless otherwise specified, they shall be of the flush mounted type, impact resistant, all insulated mounted construction.
Isolating switches exposed to weather or in damp locations shall have weatherproof enclosures of the appropriate
classifications to AS1939.

For all multi ganged light switching panels provide engraved labeling indicating the function of the individual switch
mechanisms.

All light switches shall comply with Australian standard AS1428.

3.18. Equipment Power Outlets


The Electrical Contractor shall supply and install all power outlets as shown on the drawings.

Power outlets in car parks, plant areas, roof and external areas are to be polycarbonate protected type of Clipsal IP56 Series
or other approved manufacture and weatherproofed to suit the situation of application.

Switch Socket Outlets (SSOs formerly GPOs) shall be rated at 10A and mounted at heights as noted on the drawings. All
Switch Socket Outlets shall be white unless noted on the drawings or in schedules.

Generally all outlets shall be Clipsal Series 2000 or HPM Excel and of the flush mounted type. (Neon type in apartments for
fan switching ON)

All SSO power supplies for apartments shall be protected by RCD devices mounted within the switchboard. Provide RCD's
as indicated in clause 3.5 Apartment Switchboards for both lighting and power.

Mounting height for GPO's shall be as noted and finally to the requirements of the Architect.

3 phase outlets, unless otherwise specified, shall be heavy duty type recessed switch plugs with flap lid, as required.

Individual items of equipment such as electric ovens, etc., shall be wired by separate final sub-circuits.
15amp and above power outlets shall be wired on separate circuits.

The maximum number of Switch Socket Outlets (SSO) per 20 amp final sub-circuit, shall be as per AS3000 and shall generally
be not more than 12 single or 6 double outlets.

3.19. Metering
Power metering shall be the responsibility of the Electrical Contractor inclusive of all mounting brackets, etc.

Generally, meter panels shall be located in main switch room and riser cupboards. For layout and location of power meters
refer to the drawings. Contractor shall confirm cupboard size prior to manufacturer of panels.

Apartment meter panels shall be Hager B&R multi-panel system using plug in meters or other as approved by the Supply
Authority.

Metering to apartments shall be single (1) phase 240V. Metering to public light and power distribution boards shall be
three (3) phase 415V to suit the load. Metering to apartments shall be arranged for lighting and general purpose power.
Note that the hot water service for all apartments shall be from a central gas and solar fired hot water plant respectively.

Provide all coordination with the Authority with reference to mounting, location and final approval.

3.20. National Broadband Network Telephone & Broadband Services


The Client has an agreement with NBN Co to provide the telephone and broadband services and infrastructure into the
building. NBN will supply and install all equipment associated with the telephone and broadband service and the equipment
includes (Cable Transition Location Enclosure) CTL, PDH (Premises Distribution Hub) 1, PDH2, Fibre Distribution Terminal
(FDT), Network Termination Device (NTD) etc.

The Electrical Contractor is required to design, supply and install the cable/conduit path for this development. Electrical
contractor shall prepare the cable path drawings including the NBN equipment locations as per NBN requirements and
shall be submitted to NBN for approval prior to any NBN work within the site. All NBN work shall be carried out as per the
final NBN approved drawings only. Electrical Contractor shall provide the cable pathway throughout the building. All cost
associated with design shall also be included in the Tender price.

The design can include vertical cable tray within the riser shaft and horizontal cable tray/conduits within the ceiling space
etc., to be run within the structural slab or within the ceiling space in co-ordination with other services, builder and
Structural Engineer. Access panels within the ceiling space that are required for the NBN services shall be co-ordinated with
the hydraulic services access panel. NBN cable path shall be designed in such a way that the hydraulic services access panels
shall be utilized for the NBN services as well.

The Electrical Contractor shall provide 2 X 100mm dia Telstra communication conduit from the property boundary to the
car park including the excavation, back filling, compacting etc and then a 300mm cable tray from the conduit location to
the comms room as indicated in the electrical drawings. Final location and number of conduits shall be co-ordinated with
NBN.

All fibre cabling from the street to each individual NTDs shall be supplied and installed by NBN, i.e. NBN Co shall supply and
install the fibre lead in cable from the street pit to the CTL and from the CTL to each PDH, from the PDH to FDT, FDT to NTD.
Electrical Contractor shall provide all cable paths as described above and as indicated. All works shall be coordinated with
NBN Co so that fibre cables to apartments can be installed after false ceiling have been installed. Ceiling access panels can
be utilised to assist the installation of conduits. All cable paths shall be inspected and approved by NBN before it is covered.
Advice builder to provide access panels as required.

NTDs are generally located within the wardrobe and the clothes hanging rail within the wardrobe shall be cut short by 200
mm at one end to allow for the NTD installation. Electrical contractor shall provide a standard plastic enclosure within the
wardrobe for the installation of NBN equipment. Contractor shall co-ordinate with NBN Co for the final size of enclosure
and location.

Co-ordinate with NBN Co for termination of passenger lifts, access security, CCTV, and fire control room telephone NTDs

The Electrical Contractor shall provide a double GPO and 2 off 8way Cat 6 patch panel below the NTD panel for providing
the required number of data and telephone outlet within an apartment. All Category 6 wiring from each NTDs to the patch
panel and from the patch panel to the outlet within the apartment shall be by the electrical contractor.

Coordinate with NBN Co for the actual location of MATV and Pay TV equipment within riser. Notwithstanding that shown
and the MATV system, these services can be rearranged to suit the best practice.

Earthing

Provide a telecommunications earthing system including but not limited to the following:
- An external Telecommunications Service Earth (TSE)
- Equipotential bonding between the TSE and the building protective earth.

Log Books

Advise NBN Co to provide a bound log book within the HUB cupboard and record all fibre cables terminated on each
Network Termination Device. Records shall include details of each unit in the group or floor, identify incoming services to
apartment. Provide sufficient space in the log book for expansion to the number of frames in the group. Telephone and
data system will be supplied and installed by NBN Co..

3.21. MATV System

General
Television outlets to each apartment shall be provided in the locations as shown in the drawings and include an approved
cable television reticulation system. TV outlets shall be provided for the following areas:

Apartments
Generally two (2) MATV & Pay TV outlets for each apartment at the master bedroom and living/dining area

The Subcontractor shall supply and install riser and horizontal cabling including supply and fitoff of MATV outlets.

A common antenna system is to be provided with splitters and amplifiers to form a complete balanced system for both
UHF and VHF reception, all in accordance with AS1367. The television antennae system shall be fine-tuned to provide a
high quality reception from local TV stations' transmission antennae.

Prior to acceptance of the television system this Subcontractor shall carry out a performance test of the system.

MATV headend equipment shall be located in the comms room, as shown, including multi-switches, amplifiers, etc.

Apartment multi switches shall be located the comms riser cupboards together with splitters, etc.

The MATV system shall be carried out by a sub-contractor approved by Foxtel, including design of the systems and all
associated components. The installation shall be approved and certified by Foxtel at completion and prior to handover to
Proprietor. Note that for apartments, each TV outlet plate provide two (2) TV co-axial outlets (for MATV and Pay TV) and a
telephone outlet as required by Foxtel for their digital service.

Provide power outlets and location as required for the whole system, whether shown or not.

Drawings and Dimensions


Before commencing work, verify the exact positions of fixtures, plant, appliances and the like to which the system shall be
connected. Prior to commencement of work on site, provide shop drawings showing cabling routes, TV antennas, satellite
dish, headend equipment, multi switches, fittings, amplifiers, etc., and co-ordinate the works with Foxtel as detailed in
their installation procedures manual.

Inspections
Arrange for, and provide sufficient notice so that the Superintendent may witness in TESTING all of the separate systems.
During testing this Subcontractor shall be required to demonstrate operation of all VHF, UHF and Melbourne FM radio
stations providing acceptable reception to the Superintendent or his Representative. Alternatively local FM stations shall
be provided and agreed with the Project Manager. Minimum notice required is three working days.

System Performance
Services
off Air TV: As a basic requirement the system shall receive and distribute the following broadcast services:

System Design
Distribution Technique: Tap-off system using "F" type connectors.
On Site Measurement: Before completing the final design, measure the on site levels of the nominated services, and note
the existence and direction of any ghosting sources.

Final Design: Before commencing the installation submit details of the proposed final design including expected signal
levels at all outlets and showing the configuration of equipment required to meet the specified performance.
Performance
Picture and Sound Quality: At each outlet the picture received on a domestic TV receiver shall not be noticeably different
from the picture received when the receiver is connected directly to the antenna and shall be free from discernible cross
modulation, inter-modulation, ringing, noise or other distortion.
Signal Levels:
At any outlet - Maximum 83dB (uV)

Differential Signals: To AS1367 Clause 5.3.

Cable Routes: In general use the most direct route. Run cables in cable trays to underside of car
parking soffit, in ceiling spaces, services cupboards and riser shafts, conduits and
ducts, keeping clear of other services. Do not embed in plaster, mortar, cement,
or the like, nor run in cracks or joints in walls, ceilings, floor slabs and the like.
Surface Cables: Do not run on surfaces without approval.
Continuity: Run cables continuously from the originating point to the terminating point
without intermediate joints or connections unless otherwise approved.
Fixing: Fix coaxial cable with plastic clips at 600mm maximum centres.
Bending Radius: Not less than the cable manufacturer's recommended minimum
Sealing: Seal the ends of cables exposed during the installation with tape or caps to
minimise moisture take-up.
Tails: Leave 150mm tails for cut-off before terminating.
Terminations: Prepare cable ends or termination using the "hot wire" stripping technique.
Do not use cutting tools.
Power Supplies Provide circuits and outlets for powering MATV equipment.
Requirement: Note that power outlets have been shown on the drawings for antennae amplifier
equipment. Any requirements in excess of this should be allowed for without
variation to the subcontract price.
EQUIPMENT
Antenna Input
Requirement: Provide mast mounted antennae system to give adequate gain, directional
characteristics and polarisation for the nominated services.
VSWR: 1.1.
Balun: Supply and install in a weatherproof enclosure, a balun matching each antenna to
the 75 ohm lead in cable.
Insertion Loss: Less than 0.5 dB.
Frequency Response: 0.5 dB over the channel or band.
Filters: Install bandpass or channel filters on each balun.
Lightning Protection: To AS1768 Clause 3.16. Earth all metal masts, cross-arms and other parasitic
elements to the building earth and provide a discharge device to ensure that the
lightning current is discharged to earth without danger to the structure or its
occupants.
Antennas Installation
Standard: To AS1417 Part 1.

Location: Locate separate UHF and VHF antenna on the roof of the Building in a position to
obtain suitable signals. Obtain prior approval for the proposed locations.
Orientation: Orient the antennas to minimise reception of reflected signals, and interference
from other Communications equipment.

Ghosting: For each nominated service the maximum displacement of the reflected signal
ghost shall be less than 3mm for a 48cm domestic TV receiver connected to the
antenna.

Fixing: Attach the antennas to pipe supports, sealed at the top but open at the bottom,
fixed to the building and flashed where required.

Weather Proofing: Spray signal receiving parts with silicone or an equivalent weather damage
inhibiting spray.

Antenna Amplifiers
Standard: To AS1367.
Requirement: Install a pre-amplifier at the masthead if the signal level at the distribution
amplifier is less than 46 dB (uV).
Power Source: Provide low voltage ac power to the pre-amplifier via the coaxial feeder cable.
Install the power source in an easily accessible location such as the roof space or
riser cupboard. Obtain prior approval to the proposed location.
Frequency Response: Flat to within 1 dB across the desired band.
Impedance: Match input and output to provide RLR of at least 15dB for 75 ohm
coaxial cable.
Gain: Sufficient to achieve minimum signal level of 46 dB (uV) at the distribution
amplifiers.
Rating: Continuous use.
Distribution Amplifiers
Standard: To AS1367.
Requirement: Supply wide band distribution amplifiers suitable for the following:
Melbourne VHF Channels 2, 7, 9, 10 and UHF Channel 28, 31 and Melbourne FM
radio stations and all digital channels, and as agreed.
Frequency Response: Flat to within 1 dB across the desired band.
Level: Provide adjustable output levels to enable signal levels to be maintained within
the limits specified in PERFORMANCE.
Gain: Sufficient to provide specified signal levels whilst maintaining at least 6 DB reserve
gain.

Automatic Gain Control (ACG): Required.

high impact plastic plate Clipsal Series 2000, PDL Modena 800 Series or HPM Excel
Series colour as selected. Incoming cables and taps shall be attached using "F"
type connectors.

An "as installed" wiring diagram of each MATV and Pay TV Systems and test results shall be included in the Maintenance
Manuals.

3.22. Audio Intercom Security System


Provide a building entry Audio Intercom security system for the apartment buildings.

The building entries security system shall be an audio intercom system and shall comprise the following features:

a. Each apartment security station shall be capable of opening the building main front entry doors assigned to the
respective apartment via electrical door releases. Door entry releases shall be via the various apartment handsets
located throughout each respective apartment.

The audio system shall be digital.

This system will need to be demonstrated to the Client for approval prior to installation.

b. The audio intercom security masters and sub-masters panels shall be complete with 240V/AC and DC power supply
to suit the system and parallel circuits to the electric door strike mechanism, back illumination apartment
identification, scrolling code keypad, apartment call buttons, talk channel to each connected apartment, speakers
and separate main and sub entry door release for each building entry door.

c. The master audio intercom security panel at the respective Tower Building front entry shall have all the apartments
relating to that building.
Fascia of main and sub-building entry control panels shall be aluminium power coated to the colour selected by the
Architect. The control panels shall be similar in appearance to the Urmet or Fermax system and total weatherproof
to suit application.

d. The security panel shall call chimes or buzzer in each apartment when called from the respective front entry doors.

e. Door entry releases shall be complete with electronic door release, provide the required 240V power supply where
required. Wiring from this master and sub-master control panel are required for the doors electric strikes to unlatch.

f. Cabling to each apartment shall be suitable for a digital system as required by the manufacturer.

g. Cabling from the security audio intercom master and sub-master control panels location shall be fully concealed and
run in conduits and in riser shafts, etc.

h. Provide audio intercom phone outlet and main entry and sub-entry door release for each Building and in the
locations as shown on drawings and/or described.

i. All excavation, backfilling, making good, wiring ducts and conduits required.

j. Front main and sub entry doors shall be capable of being opened / closed by the use of a proximity key card and
hard key.

k. Fire alarm control cabling and terminations both ends from FIP to the security system control panel shall be provided
by the Electrical Contractor. This Contractor shall provide interfaces and controls so that electric strikes open on
receipt of a fire alarm from the FIP.

This work shall be co-ordinated between the security system Sub-contractor and the fire detection and alarm system
Contractor.

l. Coordinate with the Superintendent for the installation of the required door locking mechanism.

m. Battery backup shall be provided to the system and include fail safe mechanisms.

n. Lift access, access to both lift cars for each building as follows:

Residents with proximity card reader have restricted access to the floor level they reside. Visitor access to
a particular floor shall be by audio intercom system only. Release switch within apartment intercom phone
panel will unlock main front entry, airlock doors and buildings sub-entry doors and provide restricted access
to only the floor level of the apartment called.

Refer also section 3.26 Door Access Security System. Provide interface equipment, devices, cabling,
conduits, etc for the lift cars including adjustable time settings for visitor access from building front entry
lobby door master panel to lift cars.

The audio intercom system shall also provide performance operation as per the Security Matrix. Refer Appendix E.

The system design and appearance shall be to the approval of the Superintendent. Tenderers shall submit full information
of the system offered with the tender submission.

3.23. Door Access Security System

General

Supply and install a door access control access system comprising of the following:
Provision of Alarm processing centre (control panel) complete with current firmware, Challenger 10 expansion
memory module, Axis P8221 Network 1/0 Audio Module.
Provision of data gathering panels complete with intelligent User Module & current firmware.
Provision of remote arming station.
Extension and modification to the existing building access control system.
Provision of 4 door controllers as required.
Provision of lift controllers/interface.
Proximity card readers (PCR).
Electric mortice locks, reed switches and door release switches.
Power supplies, standby supplies and field control panels.
Forcefield management software.
Door open piezo sounders.
Remote arming stations.
Permaconn 1025 GPRS alarm monitoring (adjacent to the APS).
All cabling, conduits installed concealed and tamperproof.
Programming of the system.
Testing and commissioning.
Remote dial-in facility for viewing, programming and recording.
Interface with FIP.
All auto doors shall open automatically in the event of GFA via the door security system
Interface to carpark entry roller doors.
As built documentation including as built drawings, schematics, system description, ip addresses, system
description, equipment details.

All programming of the system shall be carried out by a certified Forcefield Enterprise technican.

All cabling shall be in accordance with AS 2201.

All field devices shall be physically numbered utilising engraved labels.

Operation of System

Building occupants shall be able to access all doors by proximity card readers with restricted access being programmable
where applicable. Exit shall be by door exit momentary release push button or free handle where mortise locks are
installed. Electric locks shall be fail-safe. All doors shall be fitted with reed switches and piezo sounders to indicate if doors

have been left open.


The main entry auto doors shall be configured for automatic operation during normal business hours and shall default to
lock mode after hours. During afterhours the main entry doors shall be activated via an external weatherproof card reader
and an internal remote open push button and break glass/manual activation button.

All doors shall also be capable of being programmed to remain unlocked during designated times of the day and week. All
access controlled doors that form part of the buildings nominated egress path shall be connected directly to and controlled
by the building FIP, to enable the door to unlock and/or automatically open in the event of a general fire alarm (GFA). Doors
must automatically close and return to normal operating conditions once the FIP has been reset. This function shall not be
controlled by the security system.

Remote Arming Station (RAS)


The remote arming station (RAS) shall be utilised to turn alarm functions on/off.

The RAS shall be mounted at 1350mm from the floor to the top of the top button of the key pad.

Lift Access
Provide proximity card reader to each lift cars as follows:

The proximity card reader shall restrict access for residents to only the floor and building they reside.
Use of lifts is also restricted to all floors. Proximity card readers shall be installed, by the Lift Contractor supplied
by the electrical contractor and access to various floors shall be by proximity card only.
A resident can only access their particular floor via the lift proximity card reader and control system, provide such
advice to the lift contractor.

However, the system shall be capable of being re-programmed at some future date to enable inter-floor travel by residents.
Provide interface equipment devices, cabling, conduits, etc for lift cars, including adjustable time settings for visitor access
between main entry and sub-entry doors to the lift cars.

Main Control Panel


The main control panel shall be located in the Ground Floor comms room. The system shall comprise of the following:

The system shall be provided with dial-in facility for remote programming and recording of
events by an external security provider.
Power and controller panels for proximity card readers and door strikes as required.
Interface to FIP
Interface to lift cars
Interface to lifts alarm output signal.
Interface to carpark entry autodoors.
Interface to entry and sub-entry auto doors
Software
Card reader programming unit.
Computer

Provided an approved standby sealed lead acid type battery operating for a minimum period of two (2) hours together with
a suitable battery charger.

Real time event monitoring shall be provided for reader cards, reed switches, entry, exit, etc., reported and displayed
remotely on a computer screen. This data shall be able to be stored and retrieved so that it may be printed on a future
printer.

Card Readers
External card readers shall be weatherproof. The card reader shall be capable of stand-alone operation in the event of
communication failure with the control panels.

The access control system shall be capable of being programmed to block certain cards that the reader shall not admit
under any circumstances. The card reader shall have a LED to indicate valid card entry.

The card readers shall transmit the following messages to the control and remote site.

Valid card transaction, card number.


Invalid card attempt, card number, incorrect area and time.
Record the person's name and time of entry.

Each door controller shall have its own rechargeable battery backup unit and power unit. Battery backup shall be for a
minimum of two (2) hours. Access cards shall be key tags type and shall be supplied by the Security Contractor and shall
supply 1200 No key tags (PCR only).

Access Cards
Supply and program access cards equivalent to the HID 26-Bit Wiegand proximity cards (with radio frequency 125 kHZ) and
Mifare Classic 1K type.

Magnetic Reed Switches


Provide magnetic reed switches for all internal and external doors as indicated.

Wiring to reed switches shall be installed concealed in door frames.

Manufacture of reed switches shall be Sentrol Series.

Door Controller
Provide four (4) door controllers as required to serve the access controlled doors.
Each door controller shall have its own rechargeable battery backup unit and power unit. Battery backup shall be for a
minimum of two (2) hours.

Door controllers shall be of Challenger manufacture.

Door controllers shall be fitted with Intelligent User Module (8MB IUM), relay card and current version of firmware.

All door controllers shall utilise firmware version R-120811.801 or higher.

Electric Mortice Locks (EML)


Provide mortice locks for all swing doors requiring access control as indicated on the drawings.

All electric mortice locks shall be configured to fail secure in the event of a power outage or system failure.

Electric mortice locks shall be programmed with separate inputs for MRS, DOTL and REX monitoring.

Electric mortice locks shall be Lockwood 3572/3582 (slimline) with Lockwood 3570 series door hardware.

The Building Contractor shall install electric mortice locks to doors which have been supplied by the Security Contractor.

Electric Strikes
Provide electric strikes for all external and selected internal doors as shown.
Electric strikes shall be provided with tongue sensing to avoid false alarms.
Electric strikes shall be Paddie ES2000 rated at 24V DC, and shall be also wired from the Video Intercom control panel for
signal to operate.
The Building Contractor shall install electric strikes to doors which have been supplied by the Security Contractor.
FIP Security System Interface
Provide interface between the FIP and security system. Control cables between the FIP and security system control panel
shall be provided by the electrical services contractors.

Piezo Sirens
Provide Piezo sirens to all access control doors to provide audible indication if a door is forced or held open for a designated
time. Piezo siren shall be of the low decibel type, Radio Spares part No. 530-5990.

Emergency Door Release (EDR) Break Glass alarm (BGA)


Emergency door release (EDR) shall be installed as an over-riding escape device where electronic access control systems
may restrict emergency egress. The EDR also forms part of the security system.

The EDR shall be mounted at 1100mm from the floor to the top of the EDR.

All EDRs shall be green in colour and wired so as to directly interrupt power to the lock and report as a separate alarm input
to the security system.

EDR devices shall be installed on doors which have the following electronic locking mechanisms:
Door strikes without free egress handles
Magnetic locks
Auto sliding doors
Mortice locks without free egress handles

EDRs shall be green KC00035.


Each EDR/BGA alarm shall be programmed as a separate alarm input.

Request to Exit Button (REX)


Request to Exit (Rex) buttons shall be fitted as an overriding escape device where electronic access control systems will
restrict egress from inside the building. All automatic sliding doors shall be provided with REX buttons. All REX buttons shall
be the large mushroom head non-latching type, colour green.

The mounting height shall be 1100mm from the floor to the top of the backing plate.

REX buttons shall be Smart 4000 Series with stainless steel backing plates, colour green buttons.

Each REX button shall be programmed as a separate alarm input.

Magnetic Lock (MGLK)


MGLK doors shall be fitted with an external two pole key override switch. MGLKs shall be fitted with a UPS to provide
minimum of two hours power supply.

MGLKs shall be PADDE manufacture, sized to suit the application.

All magnetic locks shall be wired as a separate alarm input to provide monitoring of the door lock status. The door shall be
fitted with a separate monitored reed switch.

All doors with magnetic locks shall be fitted with green Emergency Door Release BGAs and REX buttons.

Typical Door Controls Configuration


The following typical types of access control and equipment shall be fitted to specific door arrangements.

Type 1 High Security Access Control Doors


These doors must have the following hardware/features:

Surveillance system camera covering the entry/egress path of travel;


ENTRY; a card reader installed on the external side of the door;
EGRESS: a card reader installed on the internal side of the door;
Electric mortise lock;
Piezo; and
EDR.

Type 2 Access Control Doors


These doors must have the following hardware/features:

ENTRY; a card reader installed on the external side of the door;


EGRESS: free egress must be maintained at all times;
Electric mortise lock with free egress door furniture; and
Piezo.

Type 3 Monitored Door


These doors must have the following hardware/features:

Mechanical mortise lock;


Lockwood 3570 series door handle set with free egress;
Exit door piezo;
Reed switch door monitoring; and
Heavy duty door closer.

Fire Indicator Panel Integration


The building Fire Panel Integration shall be connected as a monitored alarm input to the building security system.
The provision of a fire alarm input to the building security system shall permit remote indication of a fire alarm and
unlocking of designated egress doors. Refer to Section 3.32, Fire Mode re operation of access control system under a
General Fire Alarm ( GFA ).

3.24. Fire Stops


Opening in all Buildings, all floors, ceilings, slabs and walls where wiring and wiring enclosures pass through, shall be sealed
to prevent transmission of fire from one fire isolated area to another. Sealing shall be carried out by means of approved
fire resistant sealing blocks or material, or via fire resistant mortar installed in accordance with the manufacturer's
instructions.

Where lighting switches, SSOs, outlets, telephone, broadband and TV outlets, etc. are recessed in fire walls, provide fire
and acoustic ratings for these wall boxes to match the fire rating of walls.

3.25. Smoke Alarms


Supply and install residential type suitable smoke alarms within each apartment and in all levels at multi-level apartments
as applicable. Detectors to be 240V AC operated and complete with a 9V rechargeable lithium battery backup system to
maintain the detector operation during power failure.

Alarms are to be photo electric types. Smoke alarms shall be constructed to AS3786 and tested Underwriter Laboratory
requirements and be SSC listed.

3.26. Lightning Protection

General
Electrical contractor to design, supply install, test and commission the lightning protection system. Refer to the electrical
services drawing for locations of the dynasphere, dwon conductors and also the earth pit locations.

Lightning protection system shall be ERICO System 3000 (Dynasphere) which comprises of the following.

All system shall be installed strictly in accordance with manufacturers instruction only.

Air Termination
The ERICO Dynasphere Mark IV air terminal shall be installed to each building to provide lightning protection to the whole
building.

The air termination shall be insulated from the protected structure under all conditions.

The air termination shall be installed strictly to the manufacturer's instructions.

Air Termination Support


The support shall consist of ERICO 2metre Fibre Glass Reinforced Pole, FRP.

The support shall be securely bolted to other mast materials with guy wires used where necessary to enable the air
termination and mast system to withstand maximum locally recorded wind velocities.

Downconductor
The ERICORE, lightning down-conductor shall be used as the lightning down-conductor.

Performance Recording Equipment


The protection system shall be supplied with a lightning event counter.

Grounding
The grounding system reading shall not exceed 10 ohms static impedance except with prior approval by the specifying
engineer or manufacturer of the lightning protection system.

The down conductor shall connect to the earth electrode system in accordance with manufacturers recommendations.

Equipotential bonding of the grounding system to metallic parts of the building, the structural reinforcing steel of the
building and to the main electrical earth shall be carried out using a minimum of 35 mm2 conductor. The resistance should
be measured and the 10 ohms maximum figure achieved before such bonding is done. The bond to electrical earth shall
comply with recommendations of AS/NZ 3000 Wiring Rules.

The earth electrode grid shall consist of multiple vertical copper bonded electrodes connected together with 25 x 3 mm
copper tape by means of CADWELDING. The number and size of the electrodes shall be sufficient to provide the maximum
required resistance. A connection and access point to the grid shall be provided through means of an earth pit.

Electrically conductive GEM may be used to achieve low ground resistance provided the materials are mixed and strictly in
accordance with the manufacturers instructions.

Testing
Installation and testing of the lightning protection system shall be carried out in accordance with the manufacturers
instructions and inspection and test reports provided.

3.27. Earthing
Earthing shall be carried out in accordance with the requirements of the Supply Authority and AS3000. In all cases, each
sub-circuit shall be provided with its own earth conductor. Separate earth conductors shall be run adjacent or integral to
each sub-main cable for all distribution switchboards.

At all bathrooms and ensuites provide earth bonding between apartment distribution board earth bar and concrete floor
slab reinforcement bars in accordance with AS 3000.

3.28. Close Circuit Television System (CCTV)


General
Supply and install a digital colour security and observation CCTV system as specified below.

The system shall include but not be limited to the following equipment items:
Colour cameras and minimum resolution of 1.3 megapixels
Tamperproof dome enclosures for cameras and minimum IP56 in external locations
Dome enclosures shall be day/night type and wide dynamic range with ceiling and slab mounting brackets.
36cm colour monitor located in the Building Managers office.
Digital video recording device installed adjacent monitor recording real time event under normal operation. The

recorder is a motion detection type and computer hard drive for storage and retrieval of video images.
Camera power supply, including 10A switch socket outlets and sub-circuit located in comms room.
All power, control, co-axial, category 5 and figure 8 cabling, outlets, plates and connectors.
Testing and commissioning.
Provision for remote monitoring, interface and connection of the system to a wireless external security system
provider. Allow for all interfaces, devices, etc required for such a system.
Future provisions for an additional four (4) CCTV cameras minimum
The system shall be of an approved and known proprietary brand such as Secom Australia.
Software (with combined security PC)

All CCTV equipment, camera, control interfaces, etc., shall conform to Industry standards including but not limited to the
following:
Video signal VBS 1.0V p-p composite signal 75ohm
Video connector BNC
Horizontal scanning frequency 15625Hz
Vertical scanning frequency 50Hz
Ext. Sync. Signal 1-4V p-p negative
Video system 625 lines
Interlace 2:1

Camera Locations
CCTV cameras shall be located at the main entry doors and entry lobby foyers, entry lobby at rear building, courtyard, car
park entry auto doors and car park at lift lobbies at basements 1 2 & Level 4 common external areas as indicated on the
drawings.

Camera Manufacturer
All CCTV fixed cameras and lenses shall be of an approved proprietary manufacture.
CCTV Cameras
CCTV cameras shall be powered by 240V AC/24 VAC power supply located in the basement 1 comms room. Cameras shall
be colour video cameras digital, solid state 1/3" CCD cameras, or better providing minimum light sensitivity as noted below
with a resolution of not less than 625TV lines resolution with day / night camera with IR cut filter to meet the following
requirements:

a. Lens mount - standard CS mount suitable for auto iris lens.


b. Lens connector - standard plug connectors for auto iris lens.
c. Be of a fixed focal length aspherical lens with auto iris to suit standard CS mount.
d. Minimum light sensitivity/illumination - 0.5 lux @ F1.2

Cameras shall be the integral motion sensing type. Provide tamper sensing to cameras with local alarm at security room
panel and future dial out facilities to external monitoring provider.

Camera Lenses
Lenses for cameras used in general locations shall meet the following criteria:

Lenses used throughout the installation shall be of the highest quality providing high speed iris response and high
image detail and contrast to suit the location where cameras are installed.
The optimum fixed focal length and field of view for cameras shall be determined on site by the Superintendent
and the Contractor and shall allow for up to 9mm aspherical (size) auto iris lens for each camera.
Final selection of lens shall occur on site.
Lenses shall be fixed focal length, auto iris lenses to meet the following:

a. Type 1/3" format 1.3 mega pixel, fixed focal length aspherical lens with auto iris to suit standard CS mount.
b. Connection - standard plug in connector.
c. Adjustment - ALC levels and mechanical focus ring.
Environmental Enclosures/Housings
Environmental enclosures/housings shall be supplied for all cameras. Housings shall be sized to suit the camera and shall
be of a tamperproof metal construction. Sunshields shall be supplied for all enclosures exposed to the weather.

Appropriate, aesthetically pleasing enclosures (domed or low profile ceiling units) shall be supplied for internal areas. Dome
housings shall have a tinted lens and be of a size that is adequate to accept the camera.
Camera Mounts
Supply standard base fixings for camera mounts for bolting to the supporting structures.

Fixed Mounts
Fixed mounts for camera enclosures shall be of a sturdy steel construction, fully adjustable and shall be suitable for their
installed environment.
Monitor
Provide a colour monitor located in the Building Managers office. The monitor shall conform to the following specifications
as a minimum. The monitor shall be for multi-image display purposes and include the following:

Resolution 625 TV lines or better


Front control Brightness, contrast, V-hold, H-hold and power
Power input 220-240 VAC, 50Hz.

Monitors shall allow full screen, 4 or 9 or 16 way display, have spot monitor output, have on-screen displays including date,
time, alarm and video loss indicators.
Video Recording Device
Provide a digital IP based video recording device for the CCTV system located in the Building Managers office. The device
shall be provided with the following features:
- real time event recording
- inbuilt time/date generator
- on screen menu
- interface capability with switching unit
- external alarm input trigger
- 7 days minimum video recording period

The video recording device shall have facilities for recording all events prior to and post alarm events. However the
recorder shall record in real time for all the cameras for a one month event and will rewrite over the recorded memory file.
Provide facilities for download and DVD writer.

Ancillary Works
Provide all cabling to the standards and requirements of Section 3.8 and as recommended by the manufacturer of the
equipment.

This includes cable trays, conduiting etc. from video equipment to cameras. All programming commissioning and training
necessary for the satisfactory operation of the system by the Body Corporate Manager shall be provided.

3.29. Fire Detection System


The Contractor shall supply, deliver, install and commission automatic fire detection and alarm system in accordance with
AS1670.1 and an emergency evacuation system in accordance with AS 1670.4 and the BCA.

The building will be provided with a sprinkler system to AS 2118.1 by the Fire Sprinkler Services Contractor.

A fire detection and alarm system and emergency evacuation system shall be provided throughout including all
Apartments, Retail, all corridors, public areas and egress paths and carpark levels.
1. Provision of a fire indicator (FIP) panel and emergency evacuation panel adjacent to the FIP. FIP shall be addressable
analogue type and located within Fire Control Room on the ground floor.
2. Addressable analogue thermal detectors in all rooms and areas where the use of smoke detectors may cause false
alarm and where sprinklers have been provided.
3. Addressable analogue smoke detectors in all public corridors, public areas, stairways, lift lobbies and false ceiling
spaces, etc.
4. Addressable loop cable to thermal and smoke detectors

5. Addressable analogue smoke detectors and magnetic hold open devices complete with manual release buttons to
all corridor smoke doors.
6. Relays and control cabling for all mechanical services switchboards for shut down and control of all mechanical
equipment on fire alarm including floor by floor GFA and a Building GFA. Separate 20 relays shall be allowed within
the FIP to shut down the air-conditioning units within the retail tenancies.

7. Provide relay for the gas shut down/isolation valve(s).


8. Emergency evacuation system comprising of horns in car park levels and wall or surface mounted speakers in plant
rooms, main switch room, etc. For public corridors and all other public areas all levels and within apartments,
provide 100mm diameter recessed mounted ceiling speakers. Cabling shall be installed on catenaries in false ceiling
spaces and conduits cast-in floor slab at car park levels. Separate speaker zones shall be provided for each level.
9. MFB communication system jack connection outlets and cabling.

10. Strobe lights at all Towers main entry doors as well as at the Moreland Road entrance.
11. Control wiring and terminations at both ends to all security systems (door access and video-intercom systems) and
co-ordination with security system contractor for fire alarm.
12. Control wiring and terminations at both ends for sprinkler and hydrant system solenoid test valves, pressure
switches, flow switches, monitored valves and gas shutdown valves (in the event of fire wired back to FIP) including
alarm signal and indication at the FIP.
13. Controls, wiring and terminations at both ends for the combined sprinkler and hydrant diesel and electric booster
pump monitored valves, etc.

14. Remote indication at FIP and control wiring for the pump units.
15. Remote control of carpark supply and exhaust fans to AS 1668.1 at FIP. Control wiring from FIP to mechanical
services switchboard and fan location and terminations both ends shall be by the Mechanical Contractor. Refer to
Section 3.32, Fire Mode re operation of Mechanical Services under a General Fire Alarm ( GFA ).
16. Controls, wiring and terminations both ends for hydrant monitored valves for monitoring at FIP.
17. Provisions of all penetrations and final fire and smoke sealing via an approved sealant for all ceilings, walls and floor
slabs.
18. Provision of all power supplies and final connections associated with the fire detection and emergency warning
system.

19. Provision of fire rated telephone cable between the FIP and MDF.
20. Provision of power and GPOs for the diesel and electric hydrant booster pump.

21. Fire alarm connection and interface with access control system. Refer to Section 3.32, Fire Mode re operation of Access
Control System under a General Fire Alarm ( GFA ).

22. Direct link to local Fire Brigade, including telephone link, all require interfaces, ASEs etc.

23. Complete testing and commissioning of the completed system.


24. Complete programming of the fire detection system including co-ordination with the MFB, Building Surveyor and
Fire Engineer as to the final fire alarm sequencing on various levels of each residential Towers.
25. Shop & "as builts" drawings including as-built and maintenance manuals.

26. First 12 months maintenance in accordance with AS 1851.8.

System Requirements
The automatic fire detection and alarm system when put into service shall perform the following functions:
1. Automatically detect fire upon activation of either thermal or smoke detectors or sprinkler flow switches and give
visual indication on the FIP.
2. Activation of front external entry strobe lights.
3. Provide a visual signal and audible alarm at the FIP in the event of an open circuit fault.

4. Transmit remote alarm signals to the local Fire Brigade via the telephone system for fire detection and alarm system.
5. Send fire alarm signals for the mechanical services switchboards to achieve the mechanical equipment operation as
described under clause 3.32.
6. Activate the emergency alarm system for occupant evacuation.
7. Send signals to the gas isolation valve(s) to shut down the gas supply.
8. Send signal to the access control panel to open all auto doors and release electro-magnetic door holders on fire
alarm. Refer to the electrical drawings and also the clause 3.32 for the operation of the doors in the event of GFA
9. Provide indication of diesel booster pump status at the FIP (where applicable).

Approvals
The building surveyor's and fire alarm system certifier's approval of the installation shall be provided before practical
completion and handover to proprietor. Submit drawings suitable for certification by the building surveyor prior to
commencement on site. Before practical completion, provide an installers statement and certification as set out in
AS1670.1, Appendix F.

Testing and Maintenance


Before practical completion, carry out commissioning tests in accordance with AS1670.1 Section E and FIP tests AS1603
Section 4. Maintenance shall be in accordance with AS1851.8 and during the defects liability period, carry out monthly and
yearly tests.

Carry out the yearly procedure at the end of the defects liability period. All commissioning and testing results shall be
included in the maintenance manual. Provide a log book to record all tests carried out during the maintenance period.

Thermal Detectors
Provide addressable analogue thermal detectors in associated areas such as roof spaces, etc., where the use of smoke
detectors may cause false alarms and where sprinklers have not been provided. Thermal detectors shall operate within
the limits of 57C to 88C.

Where thermal detectors are installed in non-accessible ceiling and roof spaces, provide Famco extension brackets.

Allow in the tender to supply and install an additional fifty (50) thermal detectors and wiring, as directed on site.

Smoke Detectors
Provide addressable analogue smoke detectors in all public corridors, lift lobbies, offices, store rooms, main switch room,
comms and electrical rooms, riser cupboards, stairways, false ceiling spaces, etc at all building levels.

Photoelectric type detectors shall be installed in all exits, passageways, corridors, hallways, or the like that are part of a
path of travel to an exit. In all cases, provide additional battens in false ceiling spaces for the proper fixing of detectors.

Smoke detectors shall be located 1500mm from all smoke and fire doors. All thermal and smoke detectors shall be provided
with internal LED indicating lamps.

Where smoke detectors are installed in non-accessible ceiling and roof spaces, provide Famco extension brackets.

All smoke and heat detectors supplied shall be open platform, non-proprietary type i.e. not requiring a programming tool,
software or special device to program position in addressable systems.

All concealed space detectors shall be equipped with ceiling level indicators labelled with type and location of detectors.
Concealed detectors must be accessible for maintenance. Use of Famco type pull down devices. No detectors to be
installed on vertical surfaces or closer than 300 to any obstacle or closer than 1500 to an air conditioning vent.

Allow in the tender to supply and install an additional fifty (50) smoke detectors and wiring, as directed on site.

Connection to Fire Station


Provide an ASE (Alarm Sending Equipment) for connection to the local Fire Brigade and telephone line to the MDF for the
connection to the local Fire Brigade. Provide fire rated cabling between the FIP and MDF.

Strobe Light
Supply and install a red strobe light IP65 mounted at the main entry of the building, Ampac Red-208-007.

Magnetic Door Holders


Supply and install magnetic door holders on the nominated doors. Holders shall be of Dorma make or approved equal.
Devices installed on fire and smoke doors shall be subject to a fire test, together with the specific fire door, either in a
prototype or pilot test to ensure that fire ratings required for doors and frames is achieved. The magnetic door holders
shall be suitable for mounting on the floor or wall to suit the situation and have a minimum holding force of 13.5N. Final
finish of door holders shall be satin chrome or as advised prior to installation.
The magnetic door holders shall be connected to the FIP. The door holders shall be maintained for at least 15 minutes
after the failure of the ac supply. The holders shall not require power from the battery after this time delay.
A remote manual push button shall be provided at 1300mm above floor level in a visible position to interrupt power and
allow the door to close. The Sub-Contractor shall refer to the architectural drawings for the exact locations of the remote
push button. Magnetic door holders shall be fixed securely to withstand damage from mechanically separating the two
sections of the holder.

Provide extension arms to doors that are unable to close onto magnetic door holders where they are mounted on walls.

Security Systems
Provide volt free relays in the FIP for the security systems.

Supply and install control cables between FIP and all security systems panels, including terminations at both ends. Co-
ordinate this work with the security system sub-contractor. Refer to Section 3.32, Fire Mode re operation of access control
system under a General Fire Alarm ( GFA ).

Sprinkler System
Provide volt free relays in the FIP for the sprinkler system flow switches and monitored valves. Supply and install control
cables between FIP and flow switches and monitored valves. Terminate cables at both ends. Refer to fire drawings for the
exact number and location of the flow switches and monitored valves.

Hydrant Services
Provide wiring to all monitored valves for the hydrant services including terminations at both ends for monitoring at the
FIP. Refer the

Installation Wiring
Wiring, connections and cable support systems shall be to AS1670 and AS3000 standards and as specified in Section 4.21
and 4.22.

All cabling shall be concealed, installed in false and roof ceiling spaces, roof spaces, riser cupboards, riser shafts, etc.
Catenaries may be used in false ceiling spaces. Cabling in car park shall be installed on cable tray or conduit cast-in floor
slabs. Cabling to detectors and devices shall be via analogue addressable loops from the FIP.

Cabling shall be PVC/PVC type and where fire rated cabling is required, Firestop FS110 or equal when passing through other
fire rated zones.

3.30. Emergency Warning & Evacuation System

General
Supply, delivery, install and commission an integrated public address and emergency warning and evacuation system
complying with AS1670.4. The system shall be interfaced to the FIP for the transmission of Fire Alarm Signals.

Scope of Works
The work required shall include but shall not be limited to the items listed below and shall be deemed to include all minor
or incidental items necessary to complete a full and functional system.

1. Supply and installation of a Master Evacuation Panel adjacent to the FIP. Master panel shall be of Ampac
manufacturer or approved equivalent.
2. Recess mounted ceiling and surface or wall mounted speakers for corridors, public area and plant areas.
3. Horn speakers in car park levels and roof plant areas.
4. Supply and installation of all wiring and connections necessary for the system.
5. Supply, installation and termination of wiring from signal equipment on the FIP to provide initiation of Emergency
Warning and Evacuation System.

6. Complete testing and commissioning of the completed installation.


7. Complete programming of the fire alarm system including co-ordination with the MFB, Building Surveyor and Fire
Engineer as to the final fire alarm sequencing on various levels of each residential Towers.
8. Shop & "as builts" drawings including as-built and maintenance manuals.
9. Supply of fully comprehensive maintenance and instruction manuals.

Automatic System Operation


An input alarm signal from the FIP shall initiate delivery of Alert tone to the emergency alarm zone which has been
activated. Then after a period, as per AS 1670.4 an evacuation alarm shall sound. The panel shall be programmed to alarm
the floor levels above and below the floor that has been fire alarmed. This alarm shall then cascade up and/or down the
building.

Master Panel and Equipment


The master panel and equipment shall be combined with FIP as a single panel but with separate standby battery supplies
for each system. The FIP and master panel can alternatively be combined in a single panel or as two (2) separate panels
depending on panel size required for amplifiers. Electrical Sub-Contractor to nominate in tender which option is to be
provided.

Equipment
The equipment cubicle shall include the following:

Audible alarm control panel of programmable type.


Alert/action signal generators.
Automatic changeover from alert to evacuation via adjustable timer.
Audio system zone amplifiers and manuals controls for background music function.
A handset to serve as a microphone for evacuation notices and public address with push-to-talk switch.
Monitor speaker for public address announcement from master panel.
Coloured LED lamps for monitoring of status and progress of operation.
Control switches.
Recorded message facility.
Power supply and battery charger module.
Sealed dry cell type storage batteries.
Any other equipment necessary to meet AS1670.4 and the requirements of this specification.
Interface to FIP with isolating switches.
Inputs for the connection of a portable CD/tuner.
Remote background music sources.
Switching facilities to automatically changeover public address and background music to emergency evacuation
mode.
Input for the connection of a remote microphone.
Input for future connection of background music via a telephone landline.

Construction
The equipment cubicle shall be arranged for wall mounting. The enclosure shall be fabricated from not less than 1.6mm
bright commercial grade mild steel, suitably stiffened by folding or bracing and be fitted with a door. Paintwork shall be
powder coated, standard finish.
All equipment shall be operated and accessible from the front for servicing and maintenance.

Forced ventilation shall be incorporated in accordance with the recommendation of the amplifier supplier. Failsafe control
shall be provided to ensure fan is automatically turned on in conjunction with amplifiers. The forced ventilation system
shall be silent type.

Evacuation Control Panel


The control panel shall be laid out as per the structural layout of the building, i.e.; zone by zone and the LED indication and
switch functions shall be provided as per AS1670.4.
The control panel shall individually control the inputs to the audio amplifiers. The audio amplifiers shall be capable of
receiving inputs as specified below from the following sources:

alert signal generator


action signal generator
auxiliary inputs
Each amplifier shall be connected to only one source at a time but different amplifiers may be connected to different
sources.

All audible signals shall be selected at the amplifiers input via CMOS or similar DC switching logic.
Provide automatic changeover facility as appropriate for remote public address announcements and background music
and emergency activation from control panel.

All functions shall be electronic.

Amplifiers
All amplifiers shall be identical, solid state and have an adjustable output level. The output level control shall be pre-set at
commissioning time.
Amplifiers shall have performance characteristics equal or superior to those described in AS1670.4 and include protection
against short or open circuits on the output.
The amplifier power rating shall be equal to or greater than the connected speaker load plus 20% spare capacity, e.g.; if
connected load is 32 watts, amplifier power rating shall be 40 watts minimum.

Nominal speaker loads shall be multi-tap type and assumed to be not less than:
100mm ceiling recessed speaker: 5 watts
Wall speaker: 5 watts
Horn speaker: 10 watts

Speakers
Ceiling speakers shall conform to the following requirements and shall be selected to suit expected ambient noise levels
and shall be as follows:

The audible alarm level in emergency mode shall be in accordance with the BCA.
Speakers shall comprise of horns in car park levels, basement 1 & 2. Speakers in public corridors and areas and apartment
bedrooms, shall be recess mounted with flush grilles of fire retardant material and coloured white.
Speakers in plant rooms and stores and in areas where false ceilings or roof spaces are not provided, shall be ceiling surface
mounted type or wall mounted type installed 2200mm AFL.

Interface to the FIP


The interface to the FIP shall be based on low level voltage free contact signaling and shall include for receipt of the signals
for each separate zone.
Cables between the FIP and the evacuation master alarm panel shall be supplied, installed and terminated by this Sub-
Contractor.

Cabling and Installation


All cabling, connections and cable support systems shall comply with the AS 1670.4, AS 3000 and as specified in sections
4.21 and 4.22.
Cabling shall be in accordance with AS1670.4 and AS3000 particularly with respect to segregation, protection, fire rating
and monitoring requirements. Speaker cabling shall be PVC/PVC type and where fire rated cabling is required, Firestop
FS110 or equal when passing through other speaker zones.
All cabling shall be concealed installed in false ceiling spaces and roof spaces, riser cupboards, riser shafts, voids, etc.
Catenaries may be used in false ceilings and roof spaces. Cabling in car park levels shall be installed on cable tray on
conduits cast-in floor slabs.
Cables to each ceiling mounted speaker shall be 1000mm longer than is required with the excess length coiled and bound
adjacent to the speaker.
Separate circuits shall be provided for all apartments and common areas on each level as per MFB requirements.

Zoning
The building shall be covered via separate zones for each building and Tower Levels. Final fire alarm zoning shall be
inaccordance with confirmation received from the MFB, Building Surveyor and Fire Engineer.

Documentation
Full documentation of the installed system shall be provided and shall include:

Shop drawings shall be submitted for approval prior to installation.


All documentation as detailed in AS1670.4 including "as installed" drawings, manuals and log book.
Testing and commissioning records and installers' statements and certificates.
Signed checklist as per Appendix D to E of 1670.4.

Testing and Commissioning


This section shall be read in conjunction with the testing and commissioning section of this specification.

Testing shall include as a minimum, all tests required by AS1670.4 as applicable and including:

Sound level tests including adjustment of speaker levels


Indicator and control function confirmation
Full load battery tests
Tests of all visual warning signals
Test of interface to the FIP
Test of all paging functions
Attendance at Authority tests
Carry out test necessary to demonstrate to the Building Surveyor and Certifier that the required dB levels are
achieved at teach zone and 75dB is achieved in all apartment bedrooms at the bed head.

3.31. Firemans Intercom System


Provide a Firemans intercom system based in accordance with the MFB Emergency Telephone and leaky cable
communication system (ETS) guideline.
The ETS shall be self-contained and independent from all other systems and shall be provided for the exclusive use of the
Fire Brigade. It shall operate with a battery back-up and be capable of functioning if all other telephone systems or electrical
services fail.
The system shall comprise of:
1. Power supply, charger and standby sealed cell batteries for the system, located adjacent to the FIP in the fire
control room with visual and audible fault alarms. A dedicated power supply shall be provided for the panel.
2. Monitor panel combined with the power supply and labelled Fire Services Telephone System.

3. Telephone jack points shall be located at:

Adjacent to the FIP

Outside fire pump room and sprinkler valve room

Lift lobby of each level

Roof plant room at Level 17 of Tower E and C

Booster connection cupboard at Ground Floor


Outlets shall be of standard proprietary metal enclosure and labelled Fire Telephone suitable for plugging into a
three (3) conductor cable.
4. Wiring shall be three (3) conductor installed as specified in Section 3.10. Wiring shall be fire rated in accordance
with AS 3013, WS2 five rating for 30 minutes minimum. Include for all conduits and cable support system
installed concealed.
5. Provide 20 No. fire telephone handsets complete with cable and plug located in a lockable cabinet installed
adjacent to the FIP and labelled Fire Telephone.
6. Provide testing and commissioning of the system and include all test results in the maintenance manual and log
book.
7. Provide testing and maintenance during the defects liability period testing one handset and the one outlet per
week and monthly testing of the power system and monitoring panel. All test results shall be included in the
maintenance manual log book.

3.32. Fire Mode

Upon detection of a fire alarm (GFA) within the Building, the following shall generally occur.

The garbage rooms and chute exhaust systems shall stop.


The corridor ventilation & A/C systems shall stop.
Sundry ventilation system can continue operating if minor.
Apartment air conditioning can continue operating.
All stair pressure and relief systems shall form part of the essential services section of each tower rooftop
mechanical switchboard i.e. 3 No.

The following is a brief overview of the Fire Mode and Smoke Management requirements.

Notes:
1. On a GFA, on any level, the Ground floor lift lobby doors to all lobbies of the Towers shall open between the
stair doors and external.
2. On a GFA on any level, the Ground floor lift lobby doors to all lobbies of the Podium ground floor and
Basement shall unlock between the stair and external.
3. An Emergency Telephone System (ETS) will be provided throughout. At this point of time, it is envisaged that
a GFA on any level below level 6, shall cause an evacuation throughout the entire Building.
However a GFA on any level above level 5 within any tower should only affect that tower. This must be
confirmed with the Builder, Building Surveyor and Fire Engineer, prior to implementation and programming.
4. A GFA throughout the Building shall generally consist of the following:

5. On a GFA within each respective tower, the stair pressurisation relief dampers shall open on the fire affected
floor including level over and on all other levels, these dampers shall remain closed.
Furthermore, all supply air dampers and other throughout the building shall close on a GFA on any level, except
where a GFA occurs above level 5 in a specific tower, only this tower need to go into Smoke Hazard
Management. Contractor to seek approval prior to implementation.
6. All carpark supply and exhaust fans shall include separate control switches and function indications located
on the FCCP( Supplied and installed by Mechanical contractor), including all stair pressurisation and relief air
fans.
7. Stair pressurisation systems shall be controlled by pressure sensors located at every third level of the
respective stairway arranged to control the respective fan speed controls.

Upon re-setting of the fire alarm, the above systems shall automatically revert to their status prior to the alarm being
raised.

3.33. Apartment Lighting and Power


Provide the typical type lighting and power installation as shown, some apartments are mirror image and some are smaller
and different layout in other models. The intent of the power and lighting shall be similar in its quantity. Coordinate with
the Superintendent and Architect for the detail layout of kitchen equipment and provide actual mounting height and
location of power outlets, including wiring to range hood.
Connect to bathroom exhaust fan located in the ceiling space with a 10A outlet and/or contactor or relay for two or more
light switches operating this one fan. Other control system can be acceptable for its intent. Provide time delay via light
switch for the switching off of the exhaust fan.
Co-ordinate with architect layout to ensure lighting is provided over kitchen benches. Ensure conduits are cast in slab. No
surface conduits are permitted. Contractors shall confirm all ceiling height and bulkheads.
Provide outlets MATV/Pay TV, telephone and power for the lounge area and bedrooms as shown. Coordinate with the
architectural drawings for the actual mounting height. Ensure telephone outlets are provided for the Pay TV system.

All lamps shall be the warm white type, no greater than 30000K.

Wiring not related to a particular apartment shall not be installed in its area or ceiling space.

3.34. Led Lighting


All LED lamps shall either be the Luxeon or Cree type manufacture. For LED down light, one driver for each luminaire.
All installation shall be coordinated with the Architect and Superintendent for the actual mounting of recessed LED
luminaires.

3.35. Corridor Lighting and Motion Detectors


Lighting in corridors is generally provided with down lights spaced, as shown. Motion detectors of 5.0 metres radius range
shall be wired in parallel to activate that group of downlights. Motion detectors shall be arranged to immediately sense
any person within that corridor. Note that contractor shall coordinate with architectural layout for their actual location.

Where ceiling levels are different in height, downlights at higher level shall not be installed too close to the lower level, to
avoid lighting-up of the bulk head. Similarly, installation of motion detectors shall also be avoided too close to bulk-heads
where detection is obstructed.
All motion detectors shall have switch-off time setting of 5, 10, 15 and 30 minutes. Default setting shall be 15 minutes.
Confirm with the Client for final approval.

Similarly, long range type surface/wall mounted type for car park areas.

3.36. Carpark and Main Entry Auto Doors


Car park entry and exit auto doors for residents car parking shall be complete with motor starters and limit switches
supplied and installed by the Builder or Door Manufacturer. Generally, access to car park entry auto doors shall be by
proximity card readers, (PCR), exit via exit loops, and intercom system.

Associated interfaces for the operation of PCRs such as controllers, timers, interfaces, exit loops and power supplies shall
also be supplied and installed by the Builder or Door Manufacturer in coordination with the Electrical Contractor. However,
the Electrical Contractor shall install power supplies, timers, controllers and associated isolators.

Equipment shall be housed within auto doors.

Power supplies and control wiring to auto doors shall be by the Electrical Contractor.

It shall still be the Electrical Contractors responsibility to liaise with the Builder or Door Manufacturer to ensure all necessary
electrical wiring; interfaces, devices, controls, equipment, etc., for the auto doors, etc. are installed.

Exit from car park will be by crossing the exit loop to open the auto doors. Door is to be provided with internal manual
release upon loss of power supply.

SECTION 4. MAINTENANCE
4.1. Operating Instructions
On completion of the plant, the Electrical Contractor must supply three (3) sets of instruction manuals.

The instruction manuals must be bound in hard back covers. They must fully describe all equipment supplied. All relevant
information with respect to operating procedure, maintenance requirements, test and commissioning date and the
intervals at which the various items of maintenance have to be carried out and the general procedure for dismantling and
overhauling must be included.

The form of the Manual must be as follows:

1. Index
2. General Description
3. List of equipment giving manufacturers, agents and name plate data.
4. List of luminaires installed with specific type number. Suppliers colour photocopy must be specific.
5. Maintenance instructions for each item of equipment.
6. Catalogue list of spare parts
7. List of spare parts supplied under this Contract.
8. Instructions for adjusting controls and cut-outs and setting of all safety controls
9. Instructions for operating plant
10. A list of "as installed" drawings of all equipment provided in contract
11. Manufacturer's pamphlets, leaflets, catalogues, etc. pertaining to equipment installed and highlighted
12. All testing, commissioning data, balancing data, etc.
13. Shop drawings

A photocopy of functional diagrams of the installation, indicating all equipment, controls, valve tags, instruments and
electric wiring, must be mounted in glazed frames permanently fixed in suitable positions.

Include an emergency lighting log book and testing reports.

One set of "as installed" drawings must be provided with each instruction manual.

The "as built" drawings shall be submitted in AutoCAD format Version 2008.

Provide a disc for the "as built" drawings with the manuals.

Practical completion shall not be certified until the above requirements have been met. For the term of the Maintenance
Guarantee Period, the Electrical Contractor must carry out all routine servicing together with such servicing normally
carried out under a comprehensive Maintenance Contract.

The Superintendent may instruct the Electrical Contractor to make good any defective work, to replace any defective part,
or to carry out any necessary servicing. The Electrical Contractor must carry out these instructions within seven days of
the receipt of any such notice.

Air freight equipment or parts of overseas origin, if local stocks, are not held. Components or equipment that breakdown
or fail during the guarantee period, which then result in consequential damage or deterioration to other components or
equipment, must be replaced at no cost to the Project. This includes the component that failed as well as any other parts,
components and equipment damaged as a result of the failure or breakdown.

The Superintendent may, without further notice, employ others to carry out the work if the Electrical Contractor fails to
fulfil this obligation. The cost will be deducted from monies owed to the Electrical Contractor by the Superintendent.

Such action must not obviate any of the Electrical Contractor's responsibility under the contract. Parts replaced during the
maintenance period must have a twelve months guarantee period as from the date of replacement.

During the twelve months maintenance period, the Electrical Contractor must be entirely responsible for carrying out
regular inspections and full servicing.

The Electrical Contractor must prepare a schedule of maintenance duties with spaces for signature for both his service man
and the Superintendent. This must verify the carrying out of maintenance duties.

4.2. Responsibility During Maintenance Guarantee Period


The Electrical Contractor is required to replace, free of charge, any item which is lost or routinely changed during the
maintenance and guarantee period. It is the Electrical Contractor's responsibility to maintain all plant and equipment
included in this contract in perfect operating condition during the term of the maintenance and guarantee period.

The Electrical Contractor is entirely responsible for carrying out regular inspection at intervals not greater than three
monthly intervals. He must fully service all plant and equipment included in this contract for the terms of the maintenance
and guarantee period. The Electrical Contractor must prepare a detailed inspection and service report form. This will show
the functions to be carried out and the interval between such functions to enable records of servicing to be maintained.

Final payment of Retention Monies will be certified by the Superintendent only after evidence of regular and satisfactory
maintenance has been established.

The Electrical Contractor shall report to the Superintendent prior to inspecting of any plant or equipment during the defects
liability period or maintenance period.

4.3. Maintenance of Emergency and Exit Lights


During the twelve (12) months maintenance period the Electrical Contractor shall allow for the following maintenance
procedures to be carried out twice:

At the six (6) monthly maintenance check to ensure that all the emergency and exit lights are functioning and that the
battery charger is correctly operating.

At the twelve (12) monthly maintenance check the Electrical Contractor shall operate the emergency and exit lights from
their self contained battery supply for a minimum period of two hours. Any defective units must either be repaired or
replaced as necessary.

All fittings and diffusers must be cleaned.

At the six (6) monthly and twelve (12) monthly maintenance check if any defective lamps need replacing.

All test results shall be recorded in the log book.

4.4. Defective Tubes and Lamps


Generally, all lamps including metal halide and fluorescent tubes must be guaranteed for a period of twelve (12) calendar
months after the "Practical Completion" date.

The supply of the replacement lamps and tubes within this guarantee period must be borne by the successful Tenderer.
The installation of the replacement lamps and tubes shall be carried out by the Electrical Contractor.

4.5. Ballasts & Electronic Control Gears


All ballasts and electronic control gears must be guaranteed for a period of twelve (12) months after Practical Completion.
During this time the cost of any replacement is the responsibility of the Electrical Contractor.

Defective capacitors shall be replaced.

All ballasts must comply with AS3168 and AS2643.

4.6. Log Book


The Electrical Contractor shall provide a log book for recording test results and inspections carried out during the twelve
(12) months defects liability period.

APPENDIX E SECURITY MATRIX (INTERCOM, ACCESS CONTROL & CCTV)

ACCESS FOR EACH TOWER (Building A, B, C, D & E)

FOOT TRAFFIC
1.
Tenants enter via main sliding doors of respective Tower to foyer via proximity card reader (PCR)
Tower E MS to allow contact with BM office (BM will then buzz them if required). If BM office is unattended the
call will be diverted to designated mobile telephone number.
Visitors call tenant via Main intercom (MS) to enter foyer via respective Tower foyer entry sliding door.

2.
Tenants enter lift lobby via PCR at second sliding door
Visitors enter lift lobby via timer (set from when buzzed in from respective Tower entry foyer MS) - If visitor is too
slow and entry times out visitor will need to go back to main foyer MS and start the process again

3.
Once in Lift
Tenants use PCR to get onto respective apt floor
Visitors use the same timer to get to the respective apt floor
Visitors leaving apartment level can enter lift and always exit on either: Basement or Ground floors. Basement
access required due to allocated visitor carparks

4.
All tenants have access to Tower D, Level 18 for BBQ, Recreation and Pool facility use.
Fob at Pool Door will be set at 1500mm high (BCA) and will go into lock mode after hours (as per the BC times)
o In the instance where a tenant stays in the area while the lock out period commences the doors will
have a free handle (external to internal)

* Core Stairs are not for general use. All doors to have electric strikes that will release only in fire mode. There is no PCR
function for these doors.

CAR TRAFFIC
1. Visitors enter Basement tilt door via visitors intercom
Once the Visitor is in the carpark they can gain access to respective Towers Lift Lobbies.

2. Visitors park car then use a MS to call the tenants at respective Tower Lift Lobby.
Signage and calling codes will indicate if user is at the correct lift (building). Tenants will then buzz them up and
allow lift access to respective apt floor

3. Tenants Basement and Podium Levels enter tilt door via the PCR.
4. Tenants park car then use PCR in lift to access respective apt floor
