PAMBANSANG SAMAHAN NG RONDALLA (PASARON)

Article 1 Title and Composition


1. Pambansang Samahan ng Rondalla (PASARON) will be the name of the
organization.
2. The PASARON is composed of Rondalla Trainers in the country including
enthusiasts and college students interested in Rondalla.
3. The principal office and the place of business of PASARON shall be at the
DepEd Sariaya East District, Rondalla Room, Rodriguez St. Sariaya, Quezon.

Article II Purpose
The purposes for which the PASARON shall exist are as follows:

1. To improve and promote Rondalla music in the country.


2. To organize national festivals and friendly competitions among its members and
other interested groups
3. To train and develop Rondalla trainers in the country.
4. To develop and improve the performance of rondalla groups in the country.

Article III - Membership


The PASARON shall have two (2) types of members; regular and associate
members.

1. Regular members are those Rondalla Trainers and enthusiasts with existing
Rondalla groups in the country.
2. Associate members are college students who have interest in Rondalla teaching.

Article IV Officers

1. The Chairman He/she shall be the Chief Executive Officer of the PASARON
and shall preside at all PASARON meetings, conferences, and congress. In
addition, he shall the power to appoint a committee chairperson and its members
necessary for the advancement of Rondalla in the country. He may recommend
also any members of the organization to attend in important seminar/ workshop
related to the concerns of the organization.
2. The Vice- Chairman He/she perform the duties and functions of the Chairman
in case of the temporary absences of the chairman. He/she may be appointed as
Chairperson or member of any committees of the organization. Performed other
task as directed by the Chairman of the organization in connection with Rondalla
matters.
3. The Secretary He/she shall be responsible for the taking and production of the
minutes of meetings of the organization and the meetings of various committees
that may be created by the chairman. He/she shall be appointed as member of
committees and responsible for the correspondence and records of the
organization.
4. The Treasurer He/She keeps and manages the organizations financial
matters and reports. Assist the chairman and the secretary in all business
negotiations and perform other task as the chairman may direct.
5. The Auditor He/she audits the financial records of the association. May
appoint as member of any committees.
6. Committees The chairman may at his discretion, creates any committees he
may deem necessary for the development and advancement of Rondalla.
Article V Committees

1. Finance Committee shall frame of financial procedures and shall regulate the
expenditures of the PASARON and advise the Chairman on the management of
the properties and assets of the organization. The committee shall help in all
aspect of financial administration, budget preparation, financial control and fund
raising.
2. Program Committee shall undertake planning, organizing, leading, controlling,
supervising, implementing, and evaluating activities of the organization in terms
of internal activities and extension activities.
3. Membership Committee shall be entrusted with the task of encouraging non-
members to join in the organization. It shall screen the applicants to recommend
approval to the concerned officials.

Note: Each committee shall be headed by a chairperson (appointed by the Chairman)


with two members chosen by the committee chairperson duly approved by the
Chairman.

Article VI Agenda for PASARON Congress and Meetings

1. In every two (2) years, last Sunday of January, the agenda shall include the
election of the Chairman and other positions of the organization. Officers of the
organization may run for the re-election as long as he/she is in good standing
and willing to continue the services in the organization. He/she shall considered
as in good condition if he attended at least 75% of the total meetings and other
activities of the organization. He/she may contributed much in the development
and attainment of PASARON goals and objectives as determined by the officers
and members of the organization.
2. The Congress or General Meeting agenda shall include the following mandatory
items:
a) Call to Order
b) Determination of the Existence of a Quorum
c) Opening address by the Chairman
d) Approval of the minutes of the previous meetings
e) Business arising out of the minutes
f) The Chairmans Report
g) Financial Report
h) Admission/Suspension/Disqualifications of members
i) Election of Officers
j) Other matters
k) Adjournment
3. Regular meeting shall be conducted quarterly a year and special meetings may
be called by the Chairman when deemed necessary and should be fall during
Sundays of the week.

Article VII Fees, Dues, and Special Assessments

1. Applicants for membership shall pay one thousand pesos (Php1, 000. 00) which
shall be considered as an entrance fee accompanying the filled up membership
form and which shall not be refundable.
2. Associate members who are college students shall pay five hundred pesos
(Php500. 00) to be qualified member of the organization.
3. Every regular and associate member shall pay fifty pesos (Php50. 00) a year for
yearly dues.
4. Failure of member to pay the entrance fees and annual dues or any special
assessment shall be sufficient grounds for suspension or expulsion from the
organization.
Article VIII Amendments

This constitution and by-laws may be amended, altered or repeated by the


affirmative vote of two thirds (2/3) of the entire voting membership of the PASARON
congress or general meeting called for the purpose, provided that at least fifteen (15)
days written, cell phone, or email notice of the proposed amendments is given to all
members of PASARON.

Article IX Effectivity

This Constitution and By Laws take effect immediately with the approval of
voting members of the PASARON. Adopted in the Town of _____________________,
Province/City of ___________________ this ______th day of ______________, 2010
by the members of the Pambansang Samahan ng Rondalla (PASARON) organization
