Laos moves towards industrialisation Theme park not to be

Laos is now moving
towards industrialisation
and modernisation after
experiencing a slight increase
in the share that the industrial
and service sectors represent in
the overall economic structure.
In contrast, the agriculture
and forestry sector has declined
significantly in the past decade
as a result of the country
pursuing a market economy.
Deputy Minister of
Planning and Investment Ms
Khamchan Vongsaenboun
yesterday presented a report
on the role of her ministry
in developing the market
economy in line with socialist
principles, at the 10th Party
Congress.
She highlighted the
achievements made in
developing the economy
through market mechanisms,
allowing all economic
sectors to be involved in the
development process.
The involvement of
all economic sectors has
contributed to the continued
growth of the Lao economy
and changes in the countrys
economic makeup.

According to the
government report, in the
fiscal year 1999-2000 the
agriculture and forestry sector
accounted for 46.2 percent
of the countrys economy but
by 2014-15 this had fallen to
23.7 percent. It is expected to
decline to 19 percent in the next
five years.
Meanwhile industrys share
of the economic pie had risen
from 17.9 percent to 29.1
percent by 2014-15 and is
expected to increase to 32
percent by 2020.
The construction of
hydropower projects in
particular is paving the way
for Laos to move closer
to industrialisation and
modernisation.
The value of the service
sector also increased from
35.9 percent to 47.2 percent in
2014-15.

within the next seven to ten
years, according to the project
developers.
The park is one of the
projects planned in the three
phases of Thakhaek Dream
World City at the Thakhaek
Specific Economic Zone in
Khammuan province.
I n i t i a l l y, t h e p r o j e c t
developers named the park
Disney Laos but decided to
drop the title and replace it
with the name Theme Park
in keeping with its character as
a local style fun park and end
any public confusion.
The park will be part of
Phase III of the Thakhaek
Dream World City project that
will cost investors a projected
US$12 billion with registered
capital of US$1.5 billion,
operating under the Akane
Times reporters on Monday that
his company and its foreign
joint-venture partners have
decided on the title Theme
Park instead of Disney Laos
as was recently published in the
newspaper and social media.
We decided to pick a new
name for the park, to avoid
any further misunderstanding
by members of the public
but construction plans for the
park remain unchanged, Mr
Somjith said.
He explained that the
concept of the park was
designed around the theme of
Laos beautiful scenery and its
variety of ethnic groups.
Our plan for the park is
to highlight the many ethnic
groups in Laos and will feature
shows from other countries in
the region, Mr Somjith said.
Investors come from four
different companies; one is
from Laos and the other three
are from Malaysia.

India is eyeing the huge
opportunities in Cambodia,
Laos, Myanmar and Vietnam
(CLMV) and wants Indian
financial institutes to establish
branches in the region to boost
trade and investment between
the two sides.
Addressing the third India
CLMV Business Conclave held
last week at the Mamallapuram
of India, the Indian Commerce
Minister Nirmala Sitharaman
said Indian banks have to
establish networks in the four
Southeast Asian nations to
enable companies in India to
expand their businesses in the
region, the Indian publication
Hindu Business Line reported
last week.
The CLMV countries
within Asean present a huge
opportunity for Indian investors
and businesses. Indian banks
will have to set up a branch
network to facilitate trade and
provide business comfort, Ms
Sitharaman was quoted as
saying.
To drive Indian investments
in the region, the government
of India will establish a project
development fund focused
on CLMV countries. Special
purpose vehicles will be set
up to carry forward projects
identified through feasibility
studies.
She said connectivity
and integration of Indian
manufacturing with the local
value chain there will prove
mutually beneficial.
Improving connectivity
by air, sea and road is key
to strengthening trade ties
and India is committed to the
Trilateral Highway linking its
north-east with Myanmar and
Thailand.
Indias trade with the
CLMV countries is over US$11
billion and there is immense
potential to increase it further,
according to the Economic
Times, citing Ms Sitharaman.

Rice festival begins in Xayaboury

The annual Boun Kong Khao
Yai rice festival has begun in
Phieng district, Xayaboury
province, with various
activities underway from
January 19-24.
Festival activities include
a market fair, rice procession,
elephant riding, drum beating
contest, Miss Rice contest,
singing contest, and traditional
performances. This year local
authorities are also holding
a One District, One Product
(ODOP) exhibition to promote
local products.

that people from 51 villages in
the district were bringing their
crop to share in the mornings

festival was first held in 2011,
with authorities setting aside
January of each year to stage

the festival was to promote

7,000 visitors to Xayaboury

visitor numbers will increase

New radio, television facility
to open this year

The department plans to
open the new broadcasting
facility before the end of this
year.
It is expected to play an
important role in providing
information to all sectors of
society in the countrys capital.
Construction of the
Vientiane Radio and Television
Station began in 2013 and is
slated for completion later
this year. The facility is now
90 percent complete, officials
said.

Radio and Television, Mr
Sompasong Somphakdy, said
his division has been producing
information for the public since
1993 but previously the only
outlet for their news was Lao
National Television.

Emergency Affairs Coordinator
and supporting regional staff
recently conducted a disaster
management workshop in
Savannakhet province.
The workshop was attended
by eight representatives
from the Area Development
Programmes (ADP) of
Xepon, Atsaphon, Nong,
Thapangthong, Xonbouly,
Pathoumphon, Soukhouma,
and Mounlapamok along with
government officials from each
district of the province.
This was the first time
that many government
partners working in disaster
management were invited
to work closely with World
Vision staff on emergency
preparedness and planning.
The purpose of the
workshop was to teach staff
about the principles and
functions of the Emergency
Management System.
This system helps staff
understand the roles and
responsibilities of everyone
involved in disaster response.
Also, the workshop aimed to
teach World Vision staff and
government officials how to
make District Preparedness
Plans to prepare for and
respond to hazards.
District Preparedness Plans
allow for the merging of ideas
and plans between government
officials and World Vision staff.
Both parties share ideas and feed-
back in order for the emergency
reaction to be valuable, accurate
and effective.
This wasmy first
time attending a disaster
management workshop.It was
very helpful, especially because
it taught my team and I how to
make before and after disaster
management plans. I learned
that these plans are essential
when dealing with disasters
because it allows us to better
prepare, organise reduction

success of justice system

Qualified legal personnel are
essential to enable the Peoples
Supreme Court to conduct
trials correctly, quickly and
fairly.

message to Vientiane Times on
Tuesday on the sidelines of the
ongoing 10th Party Congress.
Our challenge is that we
lack adequate human resources,
both in terms of quality and
quantity. Specifically, some of
our judges still lack sufficient
knowledge and experience in
conducting trials, he said.
Mr Khamphanh described
the achievements made in the
legal sector over the past five
years after the resolution adopted
by the 9th Party Congress was
translated into six action plans and
18 projects for implementation
by the courts.
These plans and projects
p r i o r i t i s e t h e s e c t o r s
development needs. He said the
legal sector was not only trying
to provide more training for
officials and judges, but was
also making a greater effort
to ensure that ordinary people
could access the legal system.
Over the past five years,
we have concentrated on
human resource development
and tried to ensure that judges
are ethical and are qualified to
do their job, he said.
Now that Laos is part of
the Asean Community, our
officials and judges need to
know foreign languages so
that we can integrate with other
countries.
Mr Khamphanh
acknowledged that despite
efforts to ensure correct
verdicts were handed down
by peoples courts, complaints
about verdicts were inevitable
and the reasons for this needed
to be addressed.

Drug use and trafficking,
robbery, divorce and financial
disputes were the most
common cases submitted to
peoples courts in the 2014-
15 fiscal year, according to
a report from the Peoples
Supreme Court recently.
The report stated that over
8,700 cases were brought
before courts across the country
that year, of which 7,100 cases
were resolved.

The two-day meeting is

Traffic police smooth the way News in Brief

Bore well for Khammuan primary school
The German-Lao Friendship Association through the National
Assembly in Khammuan province recently supported the construction
of a bore well for Vernsanan Primary School in Xebangfay district.
The project, which cost over 24 million kip, aims to improve sanitation
and health conditions for children and people in the area by providing
access to clean drinking water.
Authorities have analysed the quality of the water in the well, installed a
pump and sealed the base to prevent contamination.
The bore well is 52 metres deep and can supply enough water
throughout the dry and rainy seasons.

New school for Xay district

Children in Xay district, Oudomxay province are now enjoying a better
learning environment thanks to a new school built with support from
donors and the government of the Republic of Korea. Construction
cost more than 540 million kip, according to the Education and Sports
Newspaper.
The new school has two floors and eight classrooms, with each
classroom able to accommodate 30-40 students.
Volunteers from seven universities in Korea have been teaching English
and taekwondo to students in the province.

The Traffic Police Department of
the Ministry of Public Security has
rostered over 200 police for security
detail during the 10th Congress of
the Lao Peoples Revolutionary Party
taking place from January 18-22.
Deputy Chief of the Vientiane
Police Office and Director of the
Vientiane Traffic Police Department,
Lieutenant Colonel Youtthaphong
Souvannasing, told media on Tuesday
they have assigned some 250 traffic
police to direct traffic during the
congress.
Officials are directing traffic
on roads in the city centre, with
a particular focus on Lane Xang
Avenue, Souphanouvong Avenue,
and Kaysone Phomvihane Road,
especially at crossroads and other
junctions.
Police are also closing Kaysone
Phomvihane Road from Dongdok
to the National Conference Centre
during certain times of the day to
enable congress participants to travel
to the venue unimpeded by traffic
snarls.
The road is closed to traffic from
6:30-8am, at lunch from 11:30am-
12:30pm and in the afternoon from
4-6pm.

Huaphan eyes growth Farming helps to boost

exceed 2.1 trillion kip.
The province plans to
achieve 9.97 percent economic
growth with per capita GDP

kip or over US$914, an
increase of US$50 compared
to the previous fiscal year.
According to the
provinces report on the socio-
economic development plan,
it will strengthen growth in
agriculture to 4.12 percent,
which currently represents
around 43 percent of GDP.

was forecast for the industry

18 percent of GDP while 11.64
percent growth is targeted for
services, which represents 38
percent of GDP.
In 2015-2016, Huaphan

This growth is thanks to
rice production and exports
with more than 300,000 tonnes
of rice harvested last year
and about 78,600 hectares
under cultivation. This means
there is enough for people
in Saravan to consume and
a surplus of more than 600
tonnes a year available to sell,
the provincial Agriculture and
Forestry Department reported
last month.
Ms Manisong said that
besides this, farmers in the
province are growing coffee,
corn, cassava, sweet potatoes,
bananas, fruit and beans for sale
to earn more income, thereby
fuelling the provinces economic
growth.
She said Laos still had much
unused land suitable for growing
a variety of crops, so there was
a great deal of potential for
farming opportunities, which
the province was working with
concerned authorities to develop
to potentially increase future
exports.
For example, the province
is encouraging rural families
to grow a variety of crops
commercially and improve their
circumstances. Young people
are being urged to develop more
interest in farming or learn
vocational skills to prevent them
from travelling overseas and to
address the labour shortage in
the province.
Ms Manisong believed these
were positive steps in reducing
poverty as well as increasing the
provinces income in the years
ahead.

economic growth met expectations, calming some of the investor jitters in the region.
Chinas Shanghai Composite was up 0.3 percent at 2,923.66 and Hong Kongs Hang Seng
gained 0.6 percent to 19,346.27. Australias S&P/ASX 200 added 0.4 percent to 4,876.80.
Japans Nikkei 225 edged down 0.7 percent to 16,834.13. South Koreas Kospi dipped 0.6
percent to 1,867.12 in morning trading. Markets in Southeast Asia were mostly lower. New
Zealand gained. Germanys DAX, which had opened 1.2 percent higher, declined over the
course of Monday to end 0.3 percent lower at 9,521.85. The CAC 40 of France fell 0.5 percent
to 4,189.57 and Britains FTSE 100 shed 0.4 percent to 5,8779.92. US markets were closed
for a public holiday.
Benchmark US crude was down 21 cents to US$30.18 a barrel in electronic trading on the
New York Mercantile Exchange. Brent crude, a benchmark for international oils, rose 29
cents to US$28.84 per barrel.
Spains bad loans ratio falls to 10.35 percent in November
MADRID (Xinhua) -- Spanish banks bad debts as a percentage of total loans fell to 10.35
percent in November, according to provisional data published on Monday by the Bank of Spain.
Bad loans stood at 138.894 billion euros (US$151.30 billion) in the eleventh month of 2015,
its lowest level since November, 2011, the Bank said, while overall lending stood at 1.342
trillion euros. From October to November, bad loans fell by 2.026 billion euros and the rate has
fallen by 3.25 percent from the maximum reached in December, 2013 when the bad loans ratio
stood at 13.6 percent. The rate had also fallen in December 2012 and February 2013 as a result
of transfers of toxic assets made by some Spanish banks to the Spanish bad bank, SAREB.

from its Australian Gorgon project -- the worlds most expensive -- to China after signing a

US listed Chevron said once the deal is finalized, its Australian subsidiary will supply up to
0.5 million metric tonnes of LNG per year over 10 years to ENN Energys subsidiary ENN

spent large portion of its budget
on poverty-related projects,
leading to a significant decline
in the poverty rate.
For instance, in the fiscal
year 2014-15, the government
carried out 1,061 projects
relating to rural development
and poverty reduction costing
over 331 billion kip. Most
of these projects were in
remote regions, revolutionary
strongholds and border areas.
As a result of these projects,
more than 7,660 families were
raised out of poverty, leaving
only 84,660 poor families in the
country, equal to 7.3 percent of
all families nationwide.
Laos is classified as a least
developed country and has a
GDP of US$12 billion, while
the economic growth rate
stands at 7.5 percent and GDP
per capita is US$1,800.

approved at the 9th Party
Congress in March that year
with the aim of serving as
directives for government
sectors in their work to
accelerate the implementation
of the socio-economic
development plan for 2011-
2015.
It was recognised that the
accomplishments of this period
would create the foundation
and favourable conditions for
the nation to shed its least
developed country status by
2020 and progress firmly
towards the goal of socialism.
The breakthrough approach
was in line with the Partys
renovation policy introduced
in 1986 which saw Laos shift
from a centrally-planned to a
market-oriented economy.

Get rid of ugly advertising signs
Advertising signs in Vientiane are installed everywhere in no organised order, making it
necessary for officials to solve the problem to keep the city beautiful and tidy.
The Vientiane Urban Planning and Environment Department recently enforced the removal
of some signs along main roads in the city, including Asean, Souphanouvong, Thadeua,
Lane Xang and Kaysone Phomvihane.
Beside this, unauthorised shops and other obstacles along the roads were removed.
This should help to remind businesses about their personal duty to maintain order and tidiness.
An official said there were more than 600 advertising signs that did not satisfy the regulations
and these would be moved from roadsides.
Entrepreneurs and people living along roadsides are urged to report illegal signs to make
sure the city stays clean and orderly.
Businesses must request permission from the sector concerned before installing advertising
signs, and also should clean up rubbish around roads and waterways.

of the Republic of Korea, and
the Embassy of the Republic of
Korea to Laos.
According to the organising
committee, this is the first time
an exhibition under the topic
Fashion Bridge of Laos and
the Republic of Korea has taken
place in Vientiane. It is hoped
the exhibition will promote more
cultural activities between the
two countries.

entertain Party members,
other invited officials and
overseas delegations gathering
in Vientiane for the 10th Party

Phommasanh led 17 artists
from different entertainment

The Secretary for the National Project Coordination Office (NPCO) will be responsible for rendering services for
