Islamic Relief Worldwide - Sudan

TOR for selection of Workshop Facilitator - UKAID MATCH Project

Introduction:
Islamic Relief Worldwide (IRW) is an international relief and development agency that enjoys
consultative status with the UN Economic and Social Council, and is a signatory to the
International Red Cross and Red Crescent Code of Conduct. IRW is dedicated to alleviating the
suffering of the worlds poorest people through promoting social and economic development in
over 30 countries throughout sub-Saharan Africa, Asia, the Middle East and Eastern Europe, as
well as responding to natural and man-made disasters. The focus of IRWs development work is
on providing long-term and sustainable development projects, as well as helping to empower
communities to make their own positive changes. This is achieved through programmes that
support DRR and climate change adaptation, education, health, safe water, shelter, micro-
finance, sustainable livelihoods, food security, conflict transformation, care for orphans and
children in need, in line with the aims of the Millennium Development Goals. The work is
undertaken in a participatory and inclusive manner, working with all people regardless of their
race, religion or gender.

Background of the Project:


IR Sudan has secured a grant through UKAID Match funding whereas DFID is contributing by
GBP 5 m and IRUK 0.6 m for 3 years starting January 2017. The intervention is an integrated
concept for multi sectors (Education, Health, WASH, and Food Security and Livelihood). The
action will be implemented in three states being as North Kordofan, South Kordofan, and Blue
Nile state. The project is targeting 54 cluster villages (26 in Blue Nile and 28 in Greater
Kordofan). In Blue Nile, the cluster villages are located in Damazine, Geisan, Kurmuk and
Roseires. In Greater Kordofan, the project will be implemented in three localities; El Rahad in
the north and Al Abbasyia and Abu Karshoula in the south.

IR Sudan is calling for competitive consultants/Facilitators to facilitate the project inception


workshop that is planned for 5 days to be attended by all the project staff, Country Office
support and management staff, IRW Sudan partners and stakeholders, IRW regional office,
IRUK staff, and DFID staff.

Objectives:
1 To help participants to understand the details of the project in order they can be able to
set a realistic work plan.
2 To prepare detailed project implementation plan with activities and sub-activities. This
process will also include finalizing implementation process for every single result and
activity that leads to sustainability.
3 To introduce humanitarian and development standards, principles and values related to
the project design.
4 To guide participants through a scientific method to completing a work plan for the
project activities.
5 Assists participants to agree on workable management structure for the project.
6 To engage with relevant ministries and line departments in this process to ensure their
ownership

Scope of work:
Study the proposal and latest guidelines of the UKAM and the templates. This will be
shared after the selection process is completed and contract is signed
Revise and agree with IRW management the objectives and methodology of the
inception workshop.
Prepare workshop schedule, presentations and group work tasks.
Sum up participants deliberations and produce a solid work plan.
Develop project implementation guidelines capturing detailed implementation process
Invite and engage GOS staff from relevant ministries
Invite other facilitators/ experts related to the project topics
Document the workshop discussions and produce a final report.

Methodology:
To be proposed by the facilitators in their application/ proposal

Consultant/Facilitator Criteria:

The consultant/Facilitator should have:


Demonstrated experience as a trainer and/or facilitator.
Experience in conducting inception workshops of Recovery and Development
projects.
Significant knowledge and experience of development concepts and approaches in
general and of humanitarian programmes in particular.
In-depth knowledge of organization and facilitation skills.
Relevant and extensive experience of working with international organizations
including national governments, donors and UN agencies.
Relevant experience of working with rural communities in Blue Nile, North and
South Kordofan states.
Technical expertise in conducting similar workshops in English language.
Ability to deliver complex, sophisticated and informative reports leading towards
learning and development.

5. Annexure Please attach Profile of Organization and CV of Facilitators in the annexure
of the proposal. It is desirable that the proposal should contain the above mentioned
sections only. No company informal/brochure/list of previous assignments should be
included in either the body or the annex of the proposal. . If you are applying as an
individual then organizational profile is not essential
6. All costs should be inclusive of VAT and TAX.
Duration:
The workshop would be a minimum of 5 days. This does not include preparation stage and
facilitators are expected to include it in their proposals according to proposed methodology.
IRW is planning to arrange this workshop between March 5 and March 9, 2017

Preparation and Submission of the Proposal

The bidder shall bear all cost associated with preparation and submission of the proposal. The
bidder shall submit two (2) copies of technical and financial proposal in a single envelope.
Please submit your technical and financial proposal in a sealed envelope separately (hard
copies) including the digital version to the email below. Envelop must be marked with the title of
the assignment. Last date of submission is 15th February, 2017.

Validation of the Proposal

All cost should be quoted in SDG and will remain valid up to Fifteen Days (15) from the day of
proposal submission.

Proposed Payment Schedule:


20% of payment as signing money
30% after completion of workshop;
30 % after submission of project implementation guidelines and work plan;
Final 20% after submission and acceptance of project implementation guidelines
and work plan.

IRW Sudan policy is to make the payment in installments. The applicant will be able to propose an
amended payment schedule before the signing of the contract.

Copyright:
The consultant/Facilitator will hand over all materials collected during the workshop and
report in hard and soft copy to IRW Sudan. IRW Sudan has copy rights over any
materials produced during or because of the consultancy/facilitation that shall be handed
over to IRW Sudan at the time of submission of the final report and prior to the final
payment.
