The UE enters the idle mode immediately after being switched on. The feature "UE behaviors
in idle mode" ensures that the UE is ready to start a service (for example, to make a call or
pick a call).
The behaviors are as follows:
PLMN selection
This procedure ensures that the PLMN selected by the UE provides services properly.
Cell selection and reselection
This procedure ensures that the UE finds a suitable cell to camp on.
Location registration
This procedure is used by the UE to report its status to the network. This procedure is of
two types: periodical location registration and the location registration necessitated by
changes in the location area.
In addition, the UE in idle mode takes the following actions:
Paging reception
The network sends paging messages to the UE in CELL_PCH or URA_PCH state.
The UE detects the paging indicator on the PICH within the predefined time and receives
corresponding paging messages on the S_CCPCH. If the cell and the UE in
CELL_FACH support the HS-DSCH function, UE in CELL_PCH or URA_PCH state
receives paging messages on the HS-PDSCH.
Broadcast information reception
The network broadcasts the network information to the UE that camps on the cell. Upon
reception of broadcast information, the UE obtains the network information and takes
actions accordingly.
This feature enables the UE for the following:
Receive system information from the PLMN
Prepare to establish the RRC connection
Prepare to respond to paging messages
Receive cell broadcast services
Report the UE state to the network periodically or in event-triggered mode

Principles
Exceptions: As an option, in automatic network selection mode, the UE selects a PLMN from the
HPLMNs. Operators can select this option in SIM card setting.
The MCC and MNC, which are in the PLMN identity of the HPLMN, match the MCC and MNC in the IMSI of the UE.
Except the HPLMNs, the PLMNs that the UE camps on are defined as VPLMNs.
For more details of the PLMN selection, refer to 3GPP TS 25.304 and 3GPP TS 23.122.
To select a new PLMN, go back to position 1 in the procedure, as shown in Figure 3.2.1.I.1.1.1.

Intra-frequency measurement
If Squal > Sintrasearch, the UE need not start the intra-frequency measurement.
If Squal Sintrasearch, the UE need to start the intra-frequency measurement.
If system messages do not contain Sintrasearch, the UE always need to start the intra-frequency

Sintrasearch is set through IdleSintrasearch on the RNC side.
Inter-frequency measurement

Figure 3.3.3.I.1.1.2 shows the cell reselection procedure. The procedure describes the
measurement start and criteria relations. The actual procedure varies with UE implementation.

Firstly, the UE shall select certain cells that are ranked with reference to the S criterion in the
following cases:
When HCS is not used (UseOfHcs is set to NOT_USED), the UE shall rank all cells, without
considering HCS priority levels.
When HCS is used (UseOfHcs is set to USED) and UE moves slowly, the UE shall rank the cells with
the highest HCSPrio among those cells that fulfill the criterion H 0.
When HCS is used and UE moves quickly and if there are cells with a lower HCS priority than the
serving cell that fulfill the criterion H 0, the UE shall rank the cells with the highest HCSPrio among
those cells that fulfill the criterion H 0 and have a lower HCS priority than the serving cell.
When HCS is used and UE is in high mobility and if there are cells that fulfills the criterion H 0 with
an HCS priority higher or equal to the HCS priority of the serving cell, the UE shall rank the cells with
the lowest HCSPrio that fulfill the criterion H 0 and have an HCS priority higher or equal to the HCS
priority of the serving cell.
If HCS is used but no cell fulfills the criterion H 0, the UE shall rank all cells, without considering
HCS priority levels.
Secondly, the UE shall rank the cells according to the R criterion, derive Qmeas,n and
Qmeas,s and calculate the R values, as described in the following cases.
The offset IdleQoffset1sn is used for Qoffsets,n to calculate Rn. The hysteresis IdleQhyst1s
is used for Qhysts to calculate Rs.
If HCS is enabled, TempOffset1 is used for TEMP_OFFSETn to calculate Ton. Otherwise,
TEMP_OFFSETn is not used to calculate Rn. The best ranked cell is the cell with the highest R value.
If a TDD or GSM cell is ranked as the best cell, the UE shall reselect that TDD or GSM cell.
If an FDD cell is ranked as the best cell and the quality measure for cell selection and reselection is set
to CPICH RSCP(QualMeas = CPICH_RSCP), the UE shall reselect that FDD cell.
If an FDD cell is ranked as the best cell and the quality measure for cell selection and reselection is set
to CPICH Ec/No(QualMeas = CPICH_ECNO), the UE shall perform a second ranking of the FDD
cells according to the R criterion specified above.
In this case, however, the UE uses the measurement quantity CPICH Ec/No for deriving the Qmeas,n
and Qmeas,s, and then calculating the R values of the FDD cells. The offset IdleQoffset2sn is used for
Qoffsets,n to calculate Rn, and the hysteresis IdleQhyst2s is used for Qhysts to calculate Rs.
If the system information indicates that the HCS is enabled, TempOffset2 is used to calculate
Ton. Otherwise, TEMP_OFFSETn is not used to calculate Rn. Following the second ranking,
the UE shall reselect the best ranked FDD cell.
In all the previous cases, the UE can reselect a new cell only when the following conditions
are met:
The new cell is better ranked than the serving cell during a time interval Treselections .
More than one second has elapsed since the UE camped on the current serving cell..
If you set a great DRX cycle length coefficient, the period for UE detect paging information will be
long; therefore, the UE can reduce the power consumption, but the delay for responding to a paging will
be long.
The UE shall consider all current SIBs with an area scope (cell) as invalid, and shall store and
use a new SIB.
The UE may monitor the MBMS notification Indicator Channel (MICH) and receive the
MBMS point-to-multipoint Scheduling Channel (MSCH).
4 UE Behaviors in Idle Mode
Parameters
4.1 Description

Parameter ID Description
T3212 Periodical location update is implemented by MS through the location update
procedure. 0: The periodical update procedure is not used. This parameter is valid only
when [CN domain ID] is set as CS_DOMAIN.
ATT Indicating whether attach/detach is allowed. NOT_ALLOWED indicates that MS
cannot apply the IMSI attach/detach procedure. ALLOWED indicates that MS can
apply the IMSI attach/detach procedure. It is valid only when [CN domain ID] is set as
CS_DOMAIN.
DRXCYCLELEN CN domain specific DRX cycle length coefficient broadcast on SIB1 and used by UEs
COEF in Idle Mode.
Qqualmin The minimum required quality threshold corresponding to CPICH Ec/No. The UE can
camp on the cell only when the measured CPICH Ec/No is greater than the value of this
parameter. The higher the parameter value is, the more difficult it is for the UE to reside
in the cell. The lower parameter value is, the easier it is for the UE to reside in the cell,
but it is possible that the UE cannot receive the system messages that are sent through
the PCCPCH. For detailed information, refer to the 3GPP TS 25.304.
Qrxlevmin The minimum required RX threshold corresponding to CPICH RSCP. The UE can camp
on the cell only when the measured CPICH RSCP is greater than the value of this
parameter. The setting of Qrxlevmin should be related to Qqualmin. The higher the
parameter is, the more difficult it is for the UE to reside in the cell. The lower parameter
is, the easier it is for the UE to reside in the cell, but it is possible that the UE cannot
receive the system messages that are sent through the PCCPCH. For detailed
information, refer to 3GPP TS 25.304.
MaxAllowedUlTx The maximum allowed uplink transmits power of a UE in the cell, which is related to
Power the network planning. For detailed information, refer to 3GPP TS 25.304.
IdleSintrasearch Threshold for intra-frequency cell reselection in idle mode. When the quality (CPICH
Ec/No measured by the UE) of the serving cell is lower than this threshold plus the
[Qqualmin] of the cell, the intra-frequency cell reselection procedure will be started.
Parameter ID Description
This parameter is not configured when its value is 127. The intra-frequency cell
reselection has a priority higher than the inter-frequency cell reselection and inter-RAT
cell reselection, the intra-frequency cell reselection start threshold should be higher than
the inter-frequency cell reselection start threshold and inter-RAT cell reselection start
threshold. If the cell reselection threshold is set to a comparatively high value, the UE
may frequently start cell reselections, and the battery of the UE may be largely
consumed. If the cell reselection threshold is set to a comparatively low value, it is
difficult for cell reselections to be started, and the UE may not timely reside in the cells
with good quality, affecting the quality of communication between the UTRAN and the
UE. For detailed information, refer to 3GPP TS 25.304.
IdleSintersearch Threshold for inter-frequency cell reselection in idle mode. When the quality (CPICH
Ec/No measured by UE) of the serving cell is lower than this threshold plus the
[Qqualmin] of the cell, the inter-frequency cell reselection procedure will be started.
This parameter is not configured when its value is 127. The intra-frequency cell
reselection has a priority higher than the inter-frequency cell reselection and inter-RAT
cell reselection, the intra-frequency cell reselection start threshold should be higher than
the inter-frequency cell reselection start threshold and inter-RAT cell reselection start
threshold. If the cell reselection threshold is set to a comparatively high value, the UE

inter-RAT cell reselection procedure will be started. This parameter is not configured
when its value is 127. This parameter is not configured when its value is 127. The intra-
frequency cell reselection has a priority higher than the inter-frequency cell reselection
and inter-RAT cell reselection, the intra-frequency cell reselection start threshold should
be higher than the inter-frequency cell reselection start threshold and inter-RAT cell
reselection start threshold. If the cell reselection threshold is set to a comparatively high
value, the UE may frequently start cell reselections, and the battery of the UE may be
largely consumed. If the cell reselection threshold is set to a comparatively low value, it
is difficult for cell reselections to be started, and the UE may not timely reside in the
cells with good quality, affecting the quality of communication between the UTRAN

SsearchHCS Intra-system HCS cell reselection start threshold. When Srxlev of the serving cell is less
than this parameter, the UE starts the intra-frequency and inter-frequency measurements
so that better cells can be selected. For details, refer to 3GPP TS 25.304.
UseOfHcs Indicating whether HCS is used. For details, refer to 3GPP TS 25.304.
SHCSRat Inter-system HCS cell reselection start threshold. When Srxlev of the serving cell is less
than this parameter, the UE starts the inter-system measurement so that better cells can
be selected. For details, refer to 3GPP TS 25.304.
SlimitSearchRat The UE does not start the inter-RAT measurement if it detects that the quality of the
serving cell is higher than this threshold. For detailed information of this parameter,
refer to 3GPP TS 25.304.
IdleQoffset1sn Offset of cell CPICH RSCP measurement value in cell selection or reselection when the
UE is in idle mode.
Offset of neighboring cell CPICH measurement value. This parameter is used for RSSI
measurement. The offset is subtracted from the neighboring cell measurement value

This parameter defines the offset of cell CPICH RSCP measurement value in cell
selection or reselection when the UE is in idle mode.
In cell reselection algorithm, this parameter is used for moving the border of a cell. This
parameter can be configured by the network planner according to reality.
NOTE:
In FDD mode, this parameter is valid only when SIB11 Indicator is set as TRUE.
For details, refer to 3GPP TS 25.331.
As for the impact on network performance:
The larger the value of the parameter, the lower the probability of selecting neighboring
cells. The smaller the value the parameter, the higher the probability of doing so.
IdleQoffset2sn Offset of cell CPICH Ec/No measurement value in cell selection or reselection when the
UE is in idle mode.
Offset of neighboring cell CPICH measurement value This parameter is used for Ec/No
measurement. The offset is subtracted from the neighboring cell measurement value
before cell reselection.
In cell reselection algorithm, this parameter is used for moving the border of a cell. This
parameter can be configured by the network planner according to reality.
NOTE:
In FDD mode this parameter is valid only when SIB11 Indicator is set as TRUE.

As for the impact on network performance:
The larger the value of the parameter, the lower the probability of selecting neighboring
cells. The smaller the value the parameter, the higher the probability of doing so.
QUALMEAS Measurement quantity of cell selection and reselection. It can be set to CPICH Ec/N0 or
CPICH RSCP. For detailed information of this parameter, refer to 3GPP TS 25.304.
IdleQhyst1s The hysteresis value of the serving FDD cells in idle mode in case the quality
measurement for cell selection and reselection is set to CPICH RSCP. It is related to the
slow fading feature of the area where the cell is located. The greater the slow fading
variance is, the greater this parameter.
According to the R regulation, the current serving cell involves in cell selection after the
measurement value is added with the hysteresis value. The measurement hysteresis aims
to prevent the ping-pong effect of the cell reselection, which is caused by the slow
fading when the UE is on the edge of the cell. The ping-pong effect may trigger frequent
location updates (idle mode), URA updates (URA_PCH), or cell updates
(CELL_FACH, CELL_PCH), and thus increase the load of network signaling and the
consumption of UE batteries. Set a proper measurement hysteresis to reduce as much as
possible effect of the slow fading as well as ensuring timely cell updates of the UE.
According to the CPICH RSCP emulation report of inter-frequency hard handovers, the
measurement hysteresis ranges 4 dBm to 5 dBm and is set to 4 dBm by default when the
slow fading variance is 8 dB and the relative distance is 20 m. In the cells where the
slow fading variance is low and the average moving speed of UEs is high, for example
the suburbs and countryside, reduce the measurement hysteresis to guarantee timely
location updates of UEs. The higher the measurement hysteresis is, the less likely it is
for various types of cell reselections to occur, and the better the slow fading resistance
capability is, but the slower the system reacts to the environment changes. For detailed
information of this parameter, refer to 3GPP TS 25.304.
IdleQhyst2s The hysteresis value of the serving FDD cells in idle mode in case the quality
measurement for cell selection and reselection is set to CPICH Ec/No. It is related to the
slow fading feature of the area where the cell is located. The greater the slow fading
variance is, the greater this parameter. It is optional. If it is not configured, [Hysteresis
1] will be adopted as the value. This parameter is not configured when its value is 255.
Parameter ID Description
According to the R regulation, the current serving cell involves in cell selection after the
measurement value is added with the hysteresis value. The measurement hysteresis aims
to prevent the ping-pong effect of the cell reselection, which is caused by the slow
fading when the UE is on the edge of the cell. The ping-pong effect may trigger frequent
location updates (idle mode), URA updates (URA_PCH), or cell updates
(CELL_FACH, CELL_PCH), and thus increase the load of network signaling and the
consumption of UE batteries. Set a proper measurement hysteresis to reduce as much as
possible effect of the slow fading as well as ensuring timely cell updates of the UE.

Treselections If the signal quality (CPICH Ec/No measured by the UE) of a neighboring cell is better
than that of the serving cell during the specified time of this parameter, the UE reselects
the neighboring cell. It is used to avoid ping-pong reselection between different cells.
Note that the value 0 corresponds to the default value defined in the protocol.
Set the parameter as follows:
1. Ensure that the UE can reselect a cell when crossing the non-soft-switch area of the
cell and that the UE timely performs location updates, cell updates, or URA updates
when necessary.
2. Ensure that the UE does not reselect a cell when it is in the soft-switch area of the
cell. In this way, the unnecessary location updates, cell updates, and URA updates are
avoided.
3. Consider the difference between cells that cover different areas, for example the cells
covering highways and cells covering densely populated areas. TIf the parameter is set
to a comparatively low value, the ping-pong reselections may be caused. The parameter
can be increased in populated area and reduced in high-speed movement. If the
parameter is set to a comparatively high value, the cell reselection delay may become
excessively high, and thus cell reselections may be affected.

HCSPrio HCS priority of the cell belongs to. The parameter depends on HCS rules. For details,
refer to 3GPP TS 25.304.
Qhcs Quality threshold of HCS cell reselection. It can be used to calculate the quality level of
the specified cell in HCS reselection H rules.
TpenaltyHcsResele HCS cell reselection penalty timer.
ct The larger the value of the parameter, the longer the HCS penalty time. The smaller the
value of the parameter, the shorter the HCS penalty time.
TempOffset1 Offset of HCS cell CPICH RSCP measurement value in cell selection or reselection.
The larger the value of the parameter, the lower the probability of selecting neighboring
cells. The smaller the value of the parameter, the higher the probability of doing so.
TempOffset2 Offset of cell CPICH Ec/No measurement value in cell selection or reselection.
The larger the value of the parameter, the lower the probability of selecting neighboring
cells. The smaller the value the parameter, the higher the probability of doing so.
MCC Mobile country code of the RNC.
MNC Mobile network code of the RNC.
