US Hazard Communication Plan Guideline

1 Statement of Guideline

This guideline provides a consistent procedure for the procurement of hazardous materials,
communication of chemical hazards, chemical container labeling, material safety data sheets and
hazardous communication training.

2 Objective

To ensure that employees are knowledgeable of the potential hazards of the chemicals used in
the workplace and to ensure that the potential chemical hazard risk is minimized through the use
of appropriate protective measures.

3 Scope

This guideline shall apply to all US OFS personnel and to all contractors and visitors under OFS
control. Compliance with this guideline is the minimum requirement. Other rules and regulations

from the client or from government agencies must also be followed so long as they meet, or
exceed Schlumberger minimum requirements.

4 Implementation and Monitoring

4.1 Responsibilities

4.1.1 Line Management

It is the responsibility of Line Management at each location, either individual or co-located, with
the support of the local QHSE Department and Loss Prevention Team (LPT) to ensure that:

The location specific written hazardous communication plan (Appendix 1) is completed,


current, and available to employees.
A current inventory list (Appendix 1) is maintained for all hazardous materials used in the
location.
A material safety data sheet is readily available for each hazardous material identified in
the inventory list.
All hazardous material containers are appropriately labeled.
Employees are informed of non-routine tasks that have the potential for hazardous
chemical exposure.
Employees receive training on hazardous chemicals used in the location upon initial
assignment and whenever a new chemical hazard is introduced.

4.1.2 Program Administrator

The US OFS Health Programs Manager is responsible for:

Managing the audit process to ensure compliance with the guideline.


Periodically reviewing and updating the guideline as necessary.

4.1.3 QHSE

QHSE management will ensure that compliance with this Guideline is included in all appropriate
inspections and audits. Any non-compliance must be reported in QUEST with an action to the
appropriate senior manager to reinforce the standard.

It is the responsibility of the location QHSE staff to ensure that:

All hazardous materials are reviewed for safety, health, and environmental risks before

approval for purchase and use is provided.

4.1.4 Employees

Individual employees are responsible for reviewing the material safety data sheet for any
hazardous material that they are not familiar with, following established procedures for chemical
handling, and wearing personal protective equipment where required.

4.2 Inventory Control

The purchase and use of chemical products must be controlled to minimize the number of
chemicals purchased, minimize employee exposure to health and safety hazards, and minimize
management of regulatory requirements due to environmental concerns where a choice is
possible.

Before a hazardous material is ordered and/or received at a location, QHSE will review the
health, safety, environmental risks and disposal options. QHSE must approve for purchase based
on this risk review all hazardous materials and chemicals. Following approval of both QHSE and
management, the product will be added to the approved chemical list. No hazardous material or
chemical will be accepted at any location without an accompanying MSDS unless a current
MSDS is already on file.

4.3 Hazardous Material Inventory

An inventory list of hazardous materials used at the location shall be maintained. The list should
be reviewed at least annually and updated as needed.

4.4 Material Safety Data Sheets

A material safety data sheet (MSDS) shall be readily available for each hazardous material in the
inventory list. Material safety data sheets may be maintained in electronic format as long as it
complies with Schlumberger segment standards. Additionally, for employees and contractors
who may not have computer access, material safety data sheets must be maintained in a
notebook in each work area. Each MSDS must be in English. Material safety data sheets will be
stored for a period of thirty years past the last date of material use.

4.5 Labels

All hazardous materials purchased and received by a location must have a properly affixed label.
The label must include the identity of the hazardous chemical(s), hazard warnings, and name and
address of the chemical manufacturer.

The HMIS labeling system is the preferred labeling method. The rectangular label has four
sections including health rated from 0 to 4, flammability rated from 0 to 4, physical hazard rated
from 0 to 4, and personal protection with both letters and graphics for the recommended PPE.

The NFPA diamond shaped label is an acceptable alternative provided it does not conflict with
Schlumberger segment standards.

All chemical containers including secondary containers that are filled from a properly labeled
manufacturers container shall contain the appropriate labels. Secondary containers shall be
labeled with the identity of the chemical and the appropriate HMIS hazard warnings. Stationary
process containers such as tanks, vats, and silos must be labeled with the identity of the
chemical and the appropriate HMIS hazard warnings. Signs or placards may be used. If a

manufacturer label on a container becomes defaced or illegible, it shall be immediately replaced.

4.5 Personal Protective Equipment

Appropriate personal protective equipment will be provided for the handling of hazardous
materials. Selection of personal protective equipment will be based on information provided in
the products MSDS. Employees shall receive training on proper chemical handling procedures
and how to select, wear, and use the personal protective equipment. Employees are responsible
for wearing personal protective equipment and following safe handling procedures.

4.6 Consumer Products

Where it is uncertain whether employee exposure to consumer products is comparable to use by


the general public, the consumer product will be included in the inventory, MSDS obtained, and
appropriate training given to employees.

4.7 Training

Employees will receive training on hazardous chemicals upon initial assignment and whenever a
new physical or health hazard is introduced in the work area. The training will include:

An explanation of the written hazard communication program and where it is located


The physical and health hazards of chemicals in the location

The measures to protect employees from exposure including work practices and personal
protective equipment
The labeling system
How to read an MSDS and where the they are located
How to respond in an emergency involving chemicals

4.8 Non-Routine Tasks

Line Management is responsible for explaining the hazards and methods used to minimize the risk
of exposure each time an employee must complete a task that involves the non-routine use of a
hazardous material.

4.9 Contractors

Contractors will be informed of any chemical hazards that may be present during the course of
their work at the Company. This information will include the location of the facilitys material
safety data sheets, any precautions necessary to minimize exposure including the use of
personal protective equipment, the labeling system, and what to do in the event a chemical

emergency.

Contractors must have prior approval from both QHSE and Line Management before bringing any
hazardous material on to a Company location. The contractor shall provide a material safety data
sheet for each approved chemical. Employees who may have the potential for exposure to that
approved chemical will be notified of the risks and appropriate measures to take to minimize
exposure. All chemical containers must have the appropriate labels.

4.10 Location Specific Written Hazard Communication Plan

Line Management shall ensure that the information for the location specific written hazard
communication plan in Appendix 1 is completed and updated as necessary. Both this guideline
and the completed site specific information in Appendix 1 shall be readily available for employee
review.
