Reg.10 Whereanannualoranintermediatesurveyrequiredinregulation6ofAnnexI
ofMARPOL73/78isnotcarriedoutwithintheperiodspecifiedinthat
regulation,theIOPPCertificateceasestobevalid.Whenasurvey
correspondingtotherequisitesurveyiscarriedoutsubsequently,thevalidityof
theCertificatemayberestoredwithoutalteringtheanniversaryandexpirydate
oftheoriginalCertificateandtheCertificateendorsedtothiseffect.The
thoroughnessandstringencyofsuchsurveywilldependontheperiodfor
whichtheprescribedsurveyhaselapsedandtheconditionsoftheship.

15 Capacityofsludgetanks
Reg.10 15.1 ToassistAdministrationsindeterminingtheadequatecapacityof
sludgetanks,thefollowingcriteriamaybeusedasguidance.Thesecriteria
shouldnotbeconstruedasdeterminingtheamountofoilyresidueswhichwill
beproducedbythemachineryinstallationinagivenperiodoftime.The
capacityofsludgetanksmay,however,becalculateduponanyother
reasonableassumptions.Forashipthekeelofwhichislaidorwhichisata
similarstageofconstructiononorafter31December1990,theguidancegiven
initems.4and.5belowshouldbeusedinlieuoftheguidancecontainedin
items.1and.2.

.1 Forshipswhichdonotcarryballastwaterinoilfueltanks,the
minimumsludgetankcapacity(V1)shouldbecalculatedbythe
followingformula:
V1= K1CD(m3)
where: K1= 0.01forshipswhereheavyfueloilispurifiedfor
mainengineuse,or0.005forshipsusingdieseloil
orheavyfueloilwhichdoesnotrequire
purificationbeforeuse,
C= dailyfueloilconsumption(tonnes)and
D= maximumperiodofvoyagebetweenportswhere
sludgecanbedischargedashore(days).Inthe

absenceofprecisedataafigureof30daysshould
beused.

.2 Whensuchshipsarefittedwithhomogenizers,sludge
incineratorsorotherrecognizedmeansonboardforthecontrolof
sludge,theminimumsludgetankcapacity(V1)should,inlieuofthe
above,be:
V1= 1m3forshipsof400grosstonnageandabovebut
lessthan4000grosstonnage,or2m3forshipsof
4000grosstonnageandabove.

.3 Forshipswhichcarryballastwaterinfueloiltanks,the
minimumsludgetankcapacity(V2)shouldbecalculatedbythe
followingformula:

where: V1= sludgetankcapacityspecifiedin.1or.2abovein

15.2 Administrationsshouldestablishthatinashipthekeelofwhichislaid

machineryinstallations.Inexistinginstallationsthisshouldbetakeninto
considerationasfarasreasonableandpracticable.

16 Overboardconnectionofsludgetanks
Reg.12.2 15.1 Shipshavingpipingtoandfromsludgetankstooverboarddischarge
outlets,otherthanthestandarddischargeconnectionreferredtoinregulation
13,installedpriorto4April1993maycomplywithregulation12.2bythe
installationofblanksinthispiping.

17 Cleaningofsludgetanksanddischargeofresidues
Reg.12.3 17.1 ToassistAdministrationsindeterminingtheadequacyofthedesign
andconstructionofsludgetankstofacilitatetheircleaningandthedischargeof
residuestoreceptionfacilities,thefollowingguidanceisprovided,having
effectonshipsthekeelofwhichislaidorwhichisatasimilarstageof
constructiononorafter31December1990:

.1 sufficientmanholesshouldbeprovidedsuchthat,takinginto
considerationtheinternalstructureofthesludgetanks,allpartsofthe
tankcanbereachedtofacilitatecleaning
.2 sludgetanksinshipsoperatingwithheavyoil,thatneedstobe
purifiedforuse,shouldbefittedwithadequateheatingarrangementsor

othersuitablemeanstofacilitatethepumpabilityanddischargeofthe
tankcontent
.3 thereshouldbenointerconnectionsbetweenthesludgetank
dischargepipingandbilgewaterpipingotherthanpossiblecommon
pipingleadingtothestandarddischargeconnectionreferredtoin

Anyfixedorfloatingdrillingrigorotheroffshoreinstallationwhenengagedin
theexploration,exploitationorassociatedoffshoreprocessingofseabed
mineralresources,whichhasanoilpollutionemergencyplancoordinatedwith,
andapprovedinaccordancewithproceduresestablishedby,thecoastalState,
shouldberegardedascomplyingwithregulation37.

Reg.38 Unloadingportsreceivingsubstancesregulatedbyregulation2.4(which
includeinteraliahighdensityoils)shouldhaveadequatefacilitiesdedicated
forsuchproducts,allowingtheentiretankcleaningoperationtobecarriedoutin
theport,andshouldhaveadequatereceptionfacilitiesfortheproperdischarge
andreceptionofcargoresiduesandsolventnecessaryforthecleaningoperation
inaccordancewithparagraph6.2oftheUnifiedInterpretations.

56.2 Therearefivecategoriesofdischargesthatmaybeassociatedwiththe
operationoffixedorfloatingplatformscoveredbythisregulationwhenengagedin
theexplorationandexploitationofmineralresources,i.e.:

.1 machineryspacedrainage
.2 offshoreprocessingdrainage
.3 productionwaterdischarge
.4 displacementwaterdischargeand
.5 contaminatedseawaterfromoperationalpurposessuchas
producedoiltankcleaningwater,producedoiltankhydrostatictesting
