Spatial Database Infrastructure (SDI) for Prevention,

Mitigation and Response (PMR) at Dominican Republic.


Client:
The Technical Secretariat of Dominican Republics Presidency performing as the
Executive Acting Organism for Program 1152/OC-DR, with financing agreed by the
Interamerican Development Bank IDB for Preventing, Mitigating and Response (PMR) to
natural disasters.
Objectives:
Developing procedures and response systems for attending emergencies, specifically create
improvements in areas of: (i) Citizens capabilities to face natural disasters (ii) implement
instruments for managing territorial and natural resources; (iii) improve the system to
control vulnerability of public Works; and (iv) provide modern instruments for effective
management within the institutions forming the PMR.
Investments:
The total cost for the subprogram was on the amount of US$11.4 million, and was financed
primarily with resources coming from IDB Loan No. 1152/OC-DR. The National
Government placed a local financing according to the established respective contract.
From that total amount a portion of $1.550.000,oo was contracted with the Consortium
Ingeniera_Caura-Esri_de_Venezuela-Desagro, for the Implementation of The
Environmental Management Instruments and Software to handle the Environmental and
Natural Resources (RRNN), provide the required technical assistance to the involved
institutions and develop the procedures and systems inherent to the PMR, in the context of
natural resources management and territorial land planning. The goals for the Consortium
were:
Goals:
a) Establishing a National Center for Geoinformatic and a National Environmental and
Land Use Information System for the PMR, including training of personnel, identifying
equipment, defining the legal framework for the coordination and institutional
networking.
b) Diagnose of the actual status of the Natural Resources at Dominican Republic.
c) Execute rehabilitation programs for the primary environmental resources and services,
including the identification, design and execution of programs and projects.
d) Developing a model for a participative and collaborative environmental management,
consensual, decentralized and preventive, including the startup of pilot projects for
implementing the model.
Activities: Additionally the Consortium realized, among others, the following activities:
a) Diagnosis of actual legal and information for the Natural Resources and Land Use
Planning.
b) Developing a methodology for the New Territorial Acting Plan focused on PMR.
c) Developing trainers for Environmental Community Evaluation.
d) Implementing a Workshop for Environmental Community Evaluation.
e) Create Regional Action Territorial Plans focused on PMR. These activities were
developed in parallel with the involved Institutions.
f) Implementation of the National Geoinformatic Center and the National System for
Emergencies Control and Recovery
LOCALIZATION
All activities covered the whole extent of Dominican Republic, with focus on the areas
affected and devastated by Hurricane Georges,

Systems components
The general architecture for PMR includes a Center for National Geoinformatic (CNG)
That operates and maintain the Spatial Database Infrastructure (SDI), acting as link and
exchange information server among all the Institutions forming part of the National
Environmental Information System (SNIA) and also developing and publishing all maps required
by the PMR to service opportune information to all municipal civil defense organizations that are
active during the emergencies, especially those extremely dangerous like the annual threats by
hurricane seasons in the Atlantic and Caribbean Sea.
Esri Venezuela developed and implemented the Spatial Database Infrastructure
(SDI) based upon the Esri ArcGIS Platform, combined with emerging technologies for
satellite digital image processing, GPS location systems and Internet Map Publishing
Systems to show in real time the location of events and emergencies and so improve the
response and coordination timing to prevent and mitigate the risks, by collecting, managing
the necessary information to stablish proper recovery actions, within the land planning
directives and proper management for the Natural Resources (RRNN), ordering the
cooperation among the Institutions and organizations for the PMR. For this end the
following objectives were stablished:
Objectives:
i) Developing a group of trainers to teach civil defense officers on how to collect,
manage and distribute the proper Land Use and Natural Resources information in
the context of the PMR.
ii) Implement an Institutional Technological Network (RTI) with selected trained
personnel and equipped with modern instruments to collect, store, Access, process
and standardized the existing information to a compatible digital format, to serve it
to the general population and decision take officers for the prevention and
mitigation actions during the emergency events.
Completed Tasks:
The Consortium completed the following tasks for the achievement of the main objectives:

i) Identified methods and instruments for the data collecting and treatment to be
served to the executive unit and general users of the Geo Information System with
the adequate means for the management of prevention policies and operative means
for mitigation in case of emergencies or disasters.

ii) Designed a distributed Geographical Information System, that allowed to store,


Access, process and dynamically analyze the data and simulating the logistic and
physical problems of any Region by creating the means for collaboration and
interdisciplinary Exchange among groups and Institutions spatially distributed
through a electronic network of communications and real time visualization.

iii) Designed the operative system for the Center of National Geoinformtics (CNG)
taking advantage of the detected institutional strengths and opportunities.

iv) Based upon the operating system proposed for the CNG, and complying with the
IDB acquisition procedures, a procurement process was established for the
installation and operation of the CNG, compatible with the international standards
for treating digital emergency data.

v) A logical operative framework was stablished indicating how the different


components must execute: goals, purpose, indexes, verification means and
supposed achievements.

vi) The general architecture of the systems was diagrammed for the operative proposed
institutional network, and also the operating scenario for accessing and distributing
of the information from and to the Spatial Database Infrastructure.

Legal Support:
vii) A legal proposed document was elaborated to formalize the creation of the CNG,
giving legal support to the collaborative and operative designed system and to
procure the free exchange of information among institutions and users.
viii) A System to Store and Navigate among legal texts and decrees for Environmental
Management and Land Use Legal Actions was proposed based upon the Capacity
Program 21 from PNUD.
ix) A proposal for free Exchange of information was legally set to allow and facilitate
its signing by the different involved Institutions, This agreement pursues to strength
the effective interinstitutional cooperation in a accessible legal format.
Dates: The Consortium executed all activities described in 10 months, form September 1st of year
2000 to May 1st of 2001.
Involved Institutions:
To ensure the gathering of all required information owned by different Institutions, a
collaborative framework was stablished and a consensus was achieved to treat and
manage all Natural Resources Information and Land Planning Ordinances, for this end
the Consortium worked and coordinated the following Institutions and State
