Tree compensation- reg.

Competent' authority has nominated committee' consisting of, undersigned members for
. .' ...- .
studying the tree compensation assessment procedure for uniform implementation in the
region.

Accordingly, committee has intera~ed with AP state horticulture department, APTRANSCO,


State revenue authorities, collected the'information regarding tree compensation rates and
following observations are made.!':'

1. AP ~tat~,G~vt'J pe~5~f B.evenue ~a~~not~fied the rates for fruit I:!earing tre~ orchards vide
G.O.M.S No;3~7 DT:22-{)3~2006. These tree orchards were classified into three categories
(Categor)l~A/Healthy Growth, B/Average. growth & .C/Poor 'Growth). Summary. of rates
notified under the G.O., and the copy of G.O. is enclosed herewith. Notified rates have not
, considered the size/girth, variety of fruits etc.
2.. For the tree varieties"not covered under above G.O., (e.g., Eucalyptus, Cassurena, Teak etc.,) -
District -collector, Nellore has notified the rates: Copy enclosed.
,3. Both the above orders h~venotified the 'rates per'acre and no. of trees per acre. However"
rates~o calculat~C1for the scattered trees~ based on above G.O., -are not being accepted by
, .(. ,

local farmers and incidences of stiff resistance are observed.,


4. C~mmittee ~otedthat assessment of each individual tree and value of its yield is not
practicable and hence the rates calculated based on above G.O.s., for the scattered fruit
bearing trees are not matching'with its real value.
5. During interaction with APTRANSCO TL Construction wing, it is learnt that rates notified
under above G.O was not being accepted by the farmers in their .line sections, too. Hence, it

is learnt that a committee was formed by:their Headquarters to rationalize tree'


compensation Cjssessment r~tes and their report is yet to be finalized. '
6. Committee has also interacted with local MROs for tree compensation rates and was

informed that fixation of tree compensation rates are not under ~heir jurisdictipn. '

7. Further, committee has studied ,the tree compensation procedures followed during
construction of transmission"lines during.previous years. It is noted that during recent line
cpnstruction of 400kV Gooty-Raichu'r Jine~ Mandai Revenue officer, D~var~kohda, Kurnool.',
distriq:., has notified 'compensation' rates for scattered jisolatedtrees based on girth size
vide Letter ref: nil., DT:08-()l-07. It is"found that tHe said rates were largely a~cepted by the

I invite your attention to the references cited.

In the reference 1~ cited, the Chief ManagerjCAO-TL submitted that Power


Grid Corporation of India Ltd., is constructing 765 KV QUAD D/C Nellore PS-Kurnool
transmission line for Krishnapatnam Ultra Mega Power Project.
The line is passing through Muthukur, Manubolu, Venkatachalam, Podalakur,
Sydapuram, Atmakur , Ananthasagaram and Marripadu Mandals. During the stringing of

line, agriculture crops and trees may got to be cut.

The towers in Nellore-Kurnool 765KV line use 95% larger area than 400KV

line towers from Krishnapatnam to Gooty, which is in progress.. Hence farmers are

demanding more compensation than the amount they were paid for Krishnapatnam-Gooty
line.

the Chief Manager/CAO-TL further submitted that the 400KV Krishnapatnam-

Gooty line project is progressing as per schedule, as the affected farmers are being paid

crop compensation timely and are happy to get reasonable amount of compensation in time.
Finally, the Chief Manager requested to fix compensation to 765KV D/C line

to 35% more than the compensation fixed by District Collector for 400KV D.C

Krishnapatnam-Gooty line, as the crops like paddy, Blackgram, Redgram, Bengalgram,


Tobacco, Sugarcane and fruit gardens like Mango and Lemon and Eucalyptus and casurina

plantations are being damaged during construction'!'of 765 KV D/C line.


In this context it is to submit that the following amounts were recommended by Joint

Director of Agriculture, Assistant Director of Horticulture, Assistant Sugar cane


commissioner, and Tobacco Inspector to be paid to the ryots as compensation, in the

District, in respect of 400KV DC Krishnapatnam-Gooty line.

cited, the J.D., (Agl), Nellore has furnished, t~e mandai wise
