Constitution and By-Laws of the


Association for Leadership Involvement and Volunteers' Empowerment

Preamble

We, the members of Association for Leadership Involvement and Volunteers


Empowerment, believing in the need for a better and organized volunteer association in the
university and in the development of the youth as future leaders of our nation, do hereby
promulgate this Constitution and By-Laws that shall advance, implement and maintain our goals
and aspirations, embody the ideals and principles of humility, volunteerism, freedom, equality,
justice and democracy and promote the welfare of all students and alumni of this university.

Article I
Name of the Organization

Section 1. The organization shall be known as Association for Leadership Involvement and
Volunteers Empowerment which shall hereinafter be referred to as ALIVE.
Section 2. This is a student organization under the Alumni Relations and Services Office
which shall hereinafter be referred to as ARSO.

Article II
Declaration of Principles, Vision and Mission

Section 1. The ALIVE shall be founded in the principles of humility, volunteerism, freedom,
equality, justice and democracy.
Section 2. The ALIVE shall create a better and organized volunteer association in the
university.
Section 3. The ALIVE shall be an advocate for those who engage, motivate, and celebrate
volunteers and their vital contributions to our society.
Section 4. The ALIVE shall develop the youth as future leaders of our nation.
Section 5. The ALIVE shall be committed in putting these values, principles and ideals into
action through academic, socio-civic, leadership programs and activities.

Article III
Membership

Section 1. A member of ALIVE shall possess the following characteristics:


a. a bona fide student of Philippine Normal University - Manila;
b. a irregular student; and
c. have no failing grade on any subjects in the previous trimester or semester.

Article IV
Rights of a Member
Section 1. Every member has a right to enjoy responsible freedom of expression and speech.
Section 2. Every member has a right to actively participate to any activities of the ALIVE.
Section 3. Every member has a right to information of rules, programs, policies, regulations,
and other matters concerning them.
Section 4. Every member has a right to suffrage, to apply for a position, to nominate, and to
be elected in office and exercise other electoral practices.
Section 5. Every member has a right to due process.
Section 6. Every member has a right to freely and responsibly express their concerns, views,
and grievance.

Article V
Responsibilities of a Member

Section 1. Every member shall uphold the laws of the Republic of the Philippines, the rules
and regulations of the university, and this Constitution and By-laws at all times.
Section 2. Every member shall exercise his/her rights responsibly and in good faith.
Section 3. Every member shall promote and support the ideals, principles and virtues of the
ALIVE, the ARSO, and the University.
Section 4. Every member shall support and participate on all the activities and programs of
the ALIVE and the ARSO.

Article VI
Powers, Duties and Responsibilities of the Executive Council

Section 1. The Executive Council shall be the governing body of the ALIVE.
Section 2. The Executive Council shall have the following functions and responsibilities:
a. to uphold and enforce the provisions of the Constitution and By-Laws of
the ALIVE;
b. to promote and support the ideals, principles and virtues of the ALIVE, the
ARSO, and the University;
c. to formulate and recommend activities and program related to the nature of
the ALIVE that will address relevant issues and concerns of the students;
d. to turn over all financial assets, papers, documents, properties, and other
responsibilities to the incoming members of the Executive Council; and
e. to submit financial and accomplishment reports to the ARSO on a monthly
basis and a terminal report to the school authorities and incoming members
of the Executive Council.

Article VII
Composition, Election, Qualifications and Term of Office of the Executive Council

Section 1. The Executive Council shall be composed of the following:


a. Executive Director
b. Deputy Executive Director
c. Secretary General
d. Director for Finance and Logistics
e. Director for Public Relations
f. Director for Events Management
g. Director for Publications
Section 2. The election of officers shall be conducted annually every last Friday of March.
Section 3. A member of the Executive Council shall:
a. a registered member of the ALIVE;
b. be of good moral character; and
c. have not been subjected to any disciplinary actions.
Section 4. Once elected, all officers, except the Directors of Committees, shall be
considered resigned and ineligible from all major elective or appointive positions
in other clubs and organizations. Major elective positions shall refer to President,
Vice President, Secretary, Treasurer, Auditor, Public Information Officer, Peace
Officer or equivalent positions, including Editor-in-Chief, Managing Editor, and
Associate Editor of the School Paper or Publication.
Section 5. The officers of the ALIVE shall hold an office for one (1) academic year.

Article VIII
Duties and Functions of the Members of the Executive Council

Section 1. The Executive Director shall be the chief executive officer of the ALIVE. He/she
shall have the following duties:
a. officially represent the ALIVE at any functions on or off the university;
b. preside all the meetings and/or designate another officer to preside a
special meeting;
c. serve as ex-officio member of all executive committees;
d. enforce this Constitution, By-laws and other regulations that may be
promulgated;
e. sign all the official minutes, project proposals, resolutions,
correspondence, and other official papers of the ALIVE;
f. implement programs and projects of the ALIVE;
g. create Ad Hoc Committees, as the need arises; and
h. perform other functions inherent and incidental to his/her office.
Section 2. The Deputy Executive Director shall have the following duties:
a. assist the Executive Director in all matters where his/her assistance is
necessary;
b. assume the seat of the Executive Director should the position become
vacant;
c. supervise members in planning and arranging meetings, or programs of
activities;
d. conceptualize programs, projects, and plan activities with the Directors;
and
e. perform other functions inherent and incidental to his/her office.
Section 3. The Secretary-General shall have the following duties:
a. keep accurate minutes and document proceedings in every meeting;
b. keep a file of all the documents and papers of the ALIVE and make them
accessible to the association;
c. provide immediate documentations and reports for every implemented
projects;
d. call and prepare all notices of meetings; and
e. perform other functions inherent and incidental to his/her office.
Section 4. The Director for Finance and Logistics shall have the following duties:
a. keep all financial records of the ALIVE and be the one responsible for any
information related to the association fund;
b. serve as disbursing officer of all the ALIVE fund;
c. prepare annual budget for the ALIVE;
d. prepare accurate and transparent financial reports every month, after every
projects and at the end of the term; and
e. perform other functions inherent and incidental to his/her office.
Section 5. The Director for Public Relations shall have the following duties:
a. disseminate and promote projects, programs and activities of the ALIVE;
b. build and maintain a credible image for the ALIVE;
c. assist the concerns in any matters related to the nature of the association;
and
d. perform other functions inherent and incidental to his/her office.
Section 6. The Director for Events Management shall have the following duties:
a. prepare necessary materials and venue for all projects, programs and
activities of the ALIVE and the ARSO;
b. assist the guests and participants of any projects, programs and activities
of the ALIVE and the ARSO; and
c. perform other functions inherent and incidental to his/her office.
Section 7. The Director for Publications shall have the following duties:
a. serve as the Editor-in-chief of the official publication of the ALIVE and
the ARSO;
b. release a publication at least once every year;
c. monitor all printed and online journal related to the ALIVE and the ARSO;
and
d. perform other functions inherent and incidental to his/her office.

Article IX
Meeting and Quorum

Section 1. The ALIVE shall conduct its regular meetings every last Wednesday of the month.
Section 2. Special meetings may be call upon by the Executive Director, Advisers or the
majority of the Executive Council.
Section 3. Majority of the members of the ALIVE (50% + 1) shall constitute a quorum.
Section 4. Each member of the ALIVE is entitle to only one vote.
Section 5. In case of a draw, the Executive Director or the Acting Chair of the meeting shall
cast the vote to break the tie.
Section 6. No proxy shall be allowed when voting.

Article X
Suspension, Impeachment, Resignation, Renouncement and Vacancies

Section 1. Membership of a member shall be suspended if s/he is found guilty of the


following:
a. Culpable violation of this Constitution and By-Laws;
b. Major offense/s as referred to the 2014 University Handbook pp. 70-74;
c. Gross disrespect or violation to any person in the PNU Community;
d. Disloyalty to the ALIVE; and
e. Non-attendance to both regular and special meetings for three (3) times
without valid reason.
Section 2. A member of the Executive Council may be impeached if found guilty of the
violations stated in the preceding section.
Section 3. Two-thirds (2/3) vote from the members of the Executive Council shall be
necessary to decide after hearing a case of suspension or impeachment.
Section 4. The member charged shall be informed twenty (20) calendar days prior to his/her
suspension or impeachment proceedings, of the charge/s against him/her, to afford
him/her the opportunity to be heard with or without counsel in his/her defense.
Section 5. The decision of the members of Executive Council shall be final.
Section 6. Resignation of any member of the Executive Council shall be in writing and shall
take effect five (5) calendar days after the approval of the majority of the council.
Section 7. Renouncement of membership of any member of the ALIVE shall be in writing
and shall take effect immediately after the approval of the Executive Director.
Section 8. Any vacancy in any positions for the reason of death, resignation, renouncement,
suspension or impeachment shall be filled, subject to the recommendation of the
majority of the members of the ALIVE.
Section 9. Any vacancy in the Executive Council, except for the position of Executive
Director, shall be filled within ten (10) calendar days from the day the position is
considered vacant, by the appointment of the Executive Director from among the
recommendation of the members of Executive Council. Immediately upon
appointment, the appointee shall serve the remaining period.

Article XI
Amendment and Ratification of the Constitution

Section 1. This Constitution and By-laws may be amended or modified in full or in part shall
be approved if and only if two-thirds (2/3) vote from the members of the ALIVE
is in favor for amendment.
Section 2. A referendum shall be organize to ratify the provisions of this Constitution and
By-laws. Majority of the members of the ALIVE is necessary to ratify a
provision.
Section 3. This Constitution and By-laws shall take effect immediately after signed by the
Director of ARSO, Vice-President for University Relations and Advancement, and
University President.

I do hereby approved this Constitution and By-Laws of the Association for Leadership
Involvement and Volunteers Empowerment (ALIVE) this ___ of May, 2016 at the Rm. 211,
Geronima T. Pecson Hall, Philippine Normal University, Manila.
