The Campaign to End AIDS Youth Caucus, at the 2010 Youth Action Institute;

Notes that the spread of HIV since its first appearance has caused almost 60 million infections

with over 25 million people losing their lives to the pandemic and its related causes;

Recalls that in 2008 alone some 33.4 million people were living with HIV with 2.7 million new

infections and 2 million AIDS-related deaths; further noting that in 2008 around 430,000

children were born with HIV, 2.1 million persons under the age of 15 were living with the

disease and understanding that young people account for around 40% of all HIV infections in

persons over 15 years old globally;

Understands that in North America alone as of 2008, 1.4 million young adults aged 15 and

over and 4,400 children under the age of 15 live with HIV/ AIDS. Understanding these alarming

statistics, it is the position of the organization that HIV transmission is preventable with the

proper programming and education. In addition to this, we are committed to ensuring that

prejudice and discrimination against persons who are infected to be stopped;

Recognizes that youth have the right to Sexuality, Sexual and Reproductive Health Education

with a focus on HIV/AIDS prevention and Gender Perspective;

Calls upon President Barack Obama, The Governor of Puerto Rico Luis Fortuño, all elected

officials, UNAIDS, PACHA, doctors, persons of influence, educators, the media, the families

and friends of persons living with HIV/AIDS, youth and the general public to;

I. End discrimination and stigma against persons living with HIV/AIDS;

II. Establish health benefits for all youth regardless of race, class, socio-economic

backgrounds, sexual orientation or gender;


III. Create a nationwide ADAP waiting list with the intent to get assistance for all persons

infected with HIV;

IV. Cease budget cuts and to increase funding for prevention, care, education, outreach,

advocacy and assistance for programs as it relates to HIV/AIDS with a particular focus

on youth;

V. Develop mandatory HIV/AIDS educational programmes nationwide that focus on youth

issues;

VI. Implores for the formation of a forum for open discussion and support for PLWHA and

their families and friends;

VII. Build more pharmacies in accessible areas that can provide proper care for PLWHA;

VIII. Grant teenagers (13-17) equal rights to testing of their own volition without the need for

parental consent and to create facilities that would lend themselves to their testing and

support;

IX. Pay Attention to the concerns and needs of the people of Puerto Rico and the other

United States territories;

X. Improve and Establish adequate housing and state of the art testing facilities for youth

affected with HIV/AIDS;

XI. Implement funding for youth conferences, safe sex educational parties, artistic

initiatives, new advertising projects and other such programs for youth to stress the

importance of HIV/AIDS prevention;


XII. Form a global fund for youth world-wide to continue the fight to end HIV/AIDs;

Furthermore, we participants of the 20101 C2EA Youth Action Institute are dedicated to seeing

these resolutions established in housing shelters, doctors’ offices, hospitals, nursing homes,

churches, community centres, the United Nations and everywhere that is affected by the

pandemic nationally, regionally and internationally.

The Youth Caucus, by way of this declaration, reaffirms its commitment to end HIV/AIDS and to

use this document as the guide to seeing these improvements happen immediately or within two

years of this conference date by strategic planning and action being started wherever we have the

reach.
