Library Services

To implement guidelines on classification, cataloguing, accessioning, indexing, vertical


filing, custody and preservation of books, non-book materials and condemnation of
discarded reading materials;
To guide/assist library customer on the use of library facilities and library resources;
To acquire library collections, equipment and library resources;
To introduce computerization and networking of library collections;
To provide internet services to 100 library customers; and
To provide assistance to 8 municipal/barangay libraries.

Museum Services

To acquire 70 additional museum artifacts;


To classify, catalogue, accession, index 1,500 library collections;
To acquire 10 museum equipment and facilities;
To provide assistance to 20,000 museum visitors;
To maintain/preserve 1,500 museum collections; and
To provide assistance to 8 municipal museum.

To conduct at least one barangay congress per district;
To update the province-wide community-based information/database;
To assist in the implementation of waterworks development projects, special projects

Legislative Services

To efficient and effective local legislation and review/evaluate ordinances for the
general welfare of the province;
To give full assistance to the local chief executive in carrying out functions necessary
for the realization of its vision and mission;
To enact/formulate quality ordinances, policies and resolutions for efficient and
effective provincial governance;
To give efficient assistance in terms of researches, secretarial services and other
administrative services; and
To exercise such power and perform such other duties and functions as may be
prescribed by law or ordinance.

Prosecutor and Legal Services

To investigate or examine all charges or offenses lodged in the office;
To mediate and arbitrate between parties in order to peacefully resolve disputes;
To act on all civil suits filed for or referred in behalf of the local government; and
To uphold and maintain order while instilling awareness in the province on the
operation and execution of law for the benefit of its constituents.

Jail Management Services

To provide maximum security among detained men and women;


To provide escort services to detainees attending court hearings and other related
activities;
To provide recreational activities and spiritual needs of detainees;
To encourage detainees/prisoners to engage in livelihood activities; and
To attend at least two trainings/conferences.

Infrastructure Support Services

To maintain 298.077 kilometers of provincial roads and 702.00 linear meters of


bridges;
To construct bridges, buildings, small irrigation structures and other infrastructure
activities;
To improve all infrastructure facilities;
To provide and extend technical assistance to the municipalities, barangays and other
agencies in the implementation of infrastructure projects with an average of 110
projects including special funded projects;
Direct operation of the Provincial Motorpool; and
To perform such other functions as may be directed by the Provincial Governor.

Treasury Services

To provide fiscal advise to the chief executive, legislative body and other stakeholders
regarding the disposition of provincial funds and other matters related to public
finance;
To increase collection by 5% by the end of 2013;
To conduct intensive tax campaign drive throughout the province; and
To inspect business establishments subject to provincial taxes and fees.

Budgetary Services

To review and consolidate all the budget proposals of the different provincial offices;
To assist the governor in the preparation of three annual executive budgets and ten
supplemental budgets;
To certify to the existence of appropriations to which expenditures and obligations may
be properly charged;
To assist the Sangguniang Panlalawigan in the review of the budgets of the 13
municipalities;
To review and evaluate 32 Financial Plans, Annual Supplies Procurement Program and
Annual Equipment Procurement Program;
To prepare and release allotment order; and
