AIRWORTHINESS NOTICE

1. Introduction
1.1 This Airworthiness Notice provides guidance for the aviation industry on DCA Malaysia approval
policy with respect to the approval of organisations engaged in the maintenance of aircraft or in the
maintenance of aircraft components to be fitted to such aircraft.
1.2 The Malaysian Civil Aviation Regulations (MCAR) through the medium of Airworthiness Notices
make provision for the adoption of the code of airworthiness certification and procedural
requirements published as FAR's, JAR's and BCAR's as standards acceptable to the DCA.
2. Adoption of Standard
2.1 JAR 145 for Organisation that carry out maintenance of aeroplanes, helicopters, engines, aircraft
components, auxiliary power units and specialised processes.
2.2 BCAR A8-5 for B3 Process Companies for organisations approved for the application of protective
treatments heat treatments and other special processes.
2.3 BCAR A8-6 for B4 Test Houses for organisations approved for testing and specialised examination
to established standards.
2.5 All Certifying Staff under this Notice must meet the qualification requirements specified in MCAR,
Regulation 30.
3. Transition Provision
3.1 Organisations currently approved to BCAR A8-13 will be approved to JAR 145 and the applicability
will be limited to aeroplanes and helicopters certified to and above a maximum take-off weight of
5700 kg (12,500 Ibs).
3.2 Organisations currently approved to BCAR A8-3 must be in compliance with JAR 145 standard

after 1 July 2000.
3.3 All new applicants for maintenance of aeroplanes and helicopters certified to and above a
maximum take-off weight 5,700 kg (12,500 Ibs) shall be approved to reflect compliance with JAR
145 standard.
4.1 All organisations intending to provide the above services at para 2 above can apply for approval as
an approved organisation. The application can be made in a manner acceptable to DCA using
Form JPA-AP7 (Approval of Organisation) and JPA-AP7A (Biodata of Key Personnel).
4.2 The approved organisation must provide a maintenance organisation exposition procedures
manual for use by the approved organisation.

4.3 The maintenance organisation exposition/procedures manual shall contain establish procedures
acceptable to the DCA to ensure good maintenance practices and reflect compliance with the JAR
145 standard. This manual and any subsequent amendments must be approved by the DCA.
4.4 If an organisation is located outside Malaysia, in order to process the application, the applicant
must:
(a) Provide evidence of need in that a Malaysian operator/customer seeks the services of the
applicant.
(b) The applicant holds a valid National Approval from its respective country.
5.1 The fee chargeable for the issue of DCA Approval of an organisation (per year of validity or
part thereof) :-
5.2 The fee chargeable in respect of the renewal of a DCA Approval RM1,000.00
6. General
6.1 Authority for approval of organisation is vested in the Department of Civil Aviation (DCA).
Correspondence should be addressed to :-
6.2 Where DCA staff will be required to travel to locations outside Malaysia, the applicant will be
responsible for associated travel, hotel and subsistence costs and an applicant must provide an
undertaking in writing to bear the related cost connected with the audit and inspection of the
organisation.
7. Cancellation
This notice cancels Airworthiness Notice No. 70 Issue 1, dated 1 February 2000, which should be
destroyed.
