In addition to cash prizes, cups will be awarded to Under12 and 15 categories.
Please note that only players who take part in this State Championship will be permitted to represent
Tamil Nadu as selected / special entries in the forthcoming National Junior Chess Championship
for Boys and Girls. Hence, participation in this State championship is compulsory.

Note to District Chess Associations: Kindly advise all your U-19 players to take part in this state
Championship.

Zero Tolerance: The zero tolerance rules will be followed (i.e.): Any player who arrives at the
chessboard after the start of the session shall lose the game. Thus, the default time is zero minutes.

Age eligibility: Those born on or after 1.1.1997 are eligible to play.


Age limit: Age Proof is required. Each participant must produce a valid certificate to prove his/her
age. Certificates should preferably be from the Panchayat/Municipality or Corporation obtained soon
after birth. Players without date of birth certificates will not be allowed to participate. Complaints
against suspected over-aged players could be made in writing, with a fee of Rs 1,000/- before the end
of the 2nd round to the organizers who shall medically verify the players age. Only the Manager
deputed by participating district chess association can lodge such complaints.
Registration of participants with TNSCA is compulsory. The TNSCA registration fee for the year
2016-2017 is Rs.100/-. This amount should be sent by means of Draft in favoring of Tamil Nadu
State Chess Association payable at Chennai along with duly filled and signed TN Players
registration form with copy of date of birth certificate and one passport size photograph. Affiliates are
requested to provide the players with the relevant TNSCA players registration form.
Important note to District Chess Associations:
As per the rules of AICF, only players whose dates of birth are registered within one year of their
birth are permitted to take part in respective age group nationals. Hence, district associations are
hereby directed to forward the names of players whose birth registrations have been done within a
year of their births for this TN State U-19 Championships. Wherever discrepancies exist, the matter
may be taken up with AICF through TNSCA. This will avoid the inconvenience caused to such
players when they appear in National U-19 Championships.
Lodging: Free dormitory type of lodging will be provided to seeded /selected players plus one team
Manager (nominated by the District Chess Association) in the venue. Players are requested to bring
their own beddings. Lodging for parents /accompanying coaches will be considered subject to
availability.
Rules & Regulations: FIDE Rules in force shall apply.
System of Play: The Tournament shall be conducted on a 9 rounds Swiss System.
Time Control: 90 minutes each with 30 seconds increment per move from move one.
Tiebreak: Buchholz tie-break system will be applied. In case of tie, prizes will not be shared.
All entries, be it special or regular, should be sent through the respective District Chess
Associations. Entry Fee: Normal Open: Rs.800/-, Girls: Rs.600/, Special Open: Rs.1200/-, Girls:
Rs.1000/-.

Last Date for Entry: 19.07.2016. No entry will be entertained after 19.07.2016. Entry fee should be
paid by a demand draft favouring Sivakasi Chess Club, Tamilnad Mercantile Bank, payable at Sivakasi
Or through bank - SB account number: 003100050 231902, IFSC: TMBL0000003 or through
www.paychessentry.com.

entries in each category.
2. The TNSCA General Secretary can nominate one entry in each category.

8. The top two rankers from 2015 TN State U-17 & U-19 Girls can opt to play in Open
Category.
9. Any other player who remits the prescribed special fee: Rs.1,200/- for Open & Rs. 1,000/-
for Girls.
10. The host Virudhunagar District Chess Association is entitled to field two additional entries
in each category. In the event of an odd entry, Virudhunagar District Chess Association is
entitled to add one more player in each category to take the total number even.
11. In addition to the above, the following districts can field additional entries by virtue of their
players finishing in top four in the previous TN State U-19 Boys & Girls Chess
Championships. Boys: Kanchipuram-1; Chennai-2; NLC-1
Girls: NLC-1; Chennai-1; Tiruvallur-1; Kanchipuran-1
12. Four players in each category approved by TNSCA will be permitted from areas where no
district association exists.
13. All GMs, WGMs, IMs & WIMs are eligible to play as seeded, subject to age limit
14. Those who have qualified to represent the country in official FIDE events.
15. Only Indian Nationals are eligible to participate in this championship.

Note: While sending the entries, District Chess Associations should certify that their players have been
selected from the selection/District Chess Championships. If such a certificate is not sent, all their
entries will be treated as Special entries.
Chess Clocks: Each Association is requested to provide at least two chess clocks.
Appeals Committee: An Appeals Committee comprising of five members plus two reserves will be
formed at the managers meeting. All the members and reserves shall be from different districts. No
member of committee can vote on dispute in which a player from his own district/states is involved
and in such case(s), the reserve member takes his place. The decision of the appeals committee is final
and binding on all players concerned.
Protests: Protests, if any against the decision of the arbiter shall be made in writing with a protest fee
Rs.500/- within 15 minutes of the incident. The protest fee is refundable only if the protest is upheld.
Withdrawals: A player may withdraw at any stage of the event, after informing Chief Arbiter in
writing.
Arrears: The players belonging to districts which are in arrears to TNSCA, will not be allowed to take
part the above event.
Tournament Committee: The tournament committee consisting of the General Secretary, TNSCA or
his representative, The Secretary of Virudhunagar DCA or his representative and representative from
another district to be nominated by the TNSCA shall decide on all emergency matters.
Rights of Admission: The TNSCA/organizer Sivakasi Chess Club reserve the right to admit/reject any
entry without assigning any reason thereof.
The TNSCA/organizer Sivakasi Chess Club reserves the rights of admission to the venue and the
lodging places.
