Background:
The Ministry of Counter Narcotics (MCN) has been established with the objective to take the leading role in
the development, co-ordination, monitoring and evaluation of the Afghan Government's Counter Narcotics
strategy. The Good Performance Initiative (GPI) is an International Narcotics and Law Enforcement Affairs
(INL)-funded program, implemented by the Ministry of Counter Narcotics (MCN) in Afghanistan. The
Program, which was started in 2007, seeks to incentivize provincial governors' Counter Narcotic and supply
reduction activities and support sustainable, community-led development projects in the provinces that have
reduced or eliminated poppy cultivation successfully. After re-designing of GPI in 2014, the mandate of
Good Performers Initiative-II (GPI-II) is to increase access to sustainable licit livelihoods
opportunities in awarded provinces of Afghanistan and encourage poppy free provinces in regard to
licit cultivation. It is designed around systems for developing farmer friendly projects to transfer
Good agriculture production technologies to farmers, distributing quality inputs to motivate the
farmers in regard to grow high value agriculture instead of illicit poppy cultivation. It sought to
design high impact farmer-oriented rural projects to increase food availability and household
incomes that correspond with Ministry of Counter Narcotic (MCN) alternative livelihood police
objectives.

Project Introduction:
Staff training and development at GPI, is systematically planned, takes into consideration individual
needs and aspirations and is directed towards achieving the objectives of the organization.

The work of GPI is constantly evolving and adapting to change. GPI Management recognizes that
staff needs to have the knowledge, skills and confidence in their ability to carry out the requirements
of their role. It is also recognized that as an organization committed to development, GPI must
invest in staff and give them opportunities to advance in their careers. Therefore, the GPI
Management Team is fully committed to ensuring that staff at GPI has the best possible training and
development appropriate to their diverse needs, within the practical constraints of the resources
available.

Based on planned trainings for the existing staff, GPI is looking for a well prepared and experienced
training consultant to implement the training needs of the organization for the year of 2015.

Request for Proposal


GPI is seeking a Training Consultant to provide trainings in close collaboration with GPI office for
the identified trainings implementation for GPI staff as planned at the national and international
levels for 2015.

National/International Level Meet-up, work includes:
Provide cost effective and quality training through reputable and experienced training providers
to meet the requirement of GPI
Provide on time, with safe and acceptable venues with full facilitation as expected by GPI
Provide a practical timeline for the implementation of all staff of GPI as necessary trainings
identified for them in different fields at the national/international levels
Organize trainings with full package (full transportation including round trip tickets, obtaining
visas for international trainings (India/Dubai), accommodation, 3 times meals, and all other
necessary facilities for the trainings)

Note: For trainings in Afghanistan (Kabul), there is no need for round trip ticket and accommodation costs.

Project Timeline
Expected start day from October 24, 2015 and the completion date will be end of December
2015.

Project Payment
Compensation will be made monthly, after submission of an invoice and description of the work
completed to date based on the contractual terms and conditions signed between GPI and the
training provider (Contractor).

Detailed budget
Please provide your company's terms of reference of your service providing with a detailed budget
sheet if applicable including any discount for the trainings at local level in Kabul Afghanistan and
international level (India and Dubai) per person and group.

Please submit your proposals and incorporate the following:


Your company AISA license
Signed and stamped on each page of RFP (Please also put your cost under the unit cost column)
Technical and financial parts of your proposal
Relevant Experience, knowledge and network in relation to national and international trainings
