Art I Sec 5 i: establishment of a local focal point of reference and union
Original: establishment of a central point of reference and union Reason: PICE National is the central point: Art I Sec 3 i of INSTITUTE (PICE NATIONAL) BY-LAWS Art III Sec 7: add as 2nd paragraph: Unless otherwise provided for in these By-laws, the Board may delegate or entrust temporarily, the powers, duties and functions of an absent, sick or disabled Officer to any other member of the Board whenever such function is deemed necessary to carry out the normal business of the Chapter Reason: Based on Art IV Sec 12 of the INSTITUTE (PICE NATIONAL) BY-LAWS Art IV Sec 1: of the President, two Vice Presidents, a Secretary, a Treasurer, an Auditor and a Public Relations Officer. The President may hold office for a second term when the outgoing board so resolves. A resolution to this effect must be made before the time for the election of the new Board members. When the term expires for the President, the first Vice President shall succeed the position of the outgoing President the same thru with the second Vice President. The second Vice President must come from the outgoing Board in order to qualify him for nomination and election Original: of the President, three Vice Presidents, a Secretary, a Treasurer, an Auditor and a Public Relations Officer. When the term expires for the President, the first Vice President shall succeed the position of the outgoing President the same thru with the second and third Vice Presidents and therefore the third Vice President is subject for nomination and election. However, additional qualification other than that of Section 2 & 3 of Article V of this By- laws, the third Vice President must come from the outgoing Board in order to qualify him from nomination and election Art IV Sec 3: In this case the 2nd Vice President shall leave this position which will remain vacant until such time a call for election is made Original: The same provision is applicable to the 3rd Vice President. In this case the 3rd Vice President shall leave this position and remain vacant until such time the call for election is called for Reason: If the presidents will hold office for two terms each, the 2nd vice president will serve as vice president for 4 years, it may be impractical for another vice president serving 6 years Art IV Sec 6 c): He shall submit the annual audit report Original: Submit annual audit report Reason: For consistency Art V Sec 1: The members of the Chapter Board of Directors shall be electedThe incoming officers according to Sections 1 & 3 of Article IV of these By-laws shall come from the newly elected Board who will conduct their own election for these position in accordance with Section 6 of this article. Original: The members of the Chapter Board of Directors and Third Vice President shall be elected However the rest of the officers shall come from the Board whom they will conduct their own election for these position in accordance with Section 6 of this article. Reason: Similar to Art V Sec 9 of INSTITUTE (PICE NATIONAL) BY-LAWS Art V Sec 2: Any Regular Member of the Chapter who has been a member in good standing of the Institute for at least two consecutive years immediately prior to the election, the last year of which was with the Chapter itself, may be qualified for nomination as candidate for Chapter Director. No member who is not up-to-date in the payment of his fees and dues at least one month before the election shall be eligible for any office. Furthermore, members of the Chapter Board whose records of attendance both in regular and special meetings, and major regular activities, is 50% or lower, shall not be qualified to run for directorship for the current years election Original: Any Regular Member of the Chapter who has been a member in good standing of the Institute for at least two consecutive years immediately prior to the election, the last year of which was with the Chapter itself, may be qualified for nomination as candidate for Third Vice President and Chapter Director Reason: Adapted from Art V Sec 3 of INSTITUTE (PICE NATIONAL) BY-LAWS Art V Sec 3: until the number of candidates from each sector is at least equal to the number of directors needed from each sector Original: until there are at least nine (9) candidates from each sector Reason: So that the election can proceed when there are already sufficient candidates for the positions to be filled-up Art VI Sec 1: The entrance fees for new Regular and Associate members shall be fixed at Two Hundred Pesos (P200.00). Original: The entrance fees for new Regular and Associate members shall initially be fixed at One Hundred Pesos (P100.00). Reason: To be in consonance with Art VIII Sec 1 of INSTITUTE (PICE NATIONAL) BY-LAWS Art VI Sec 2: National Annual Dues and Chapter Annual Dues, which are to be levied upon all members, except Honorary, Retired and Student members shall be fixed at One Hundred Pesos (P100.00) and Original: National Annual Dues, which are to be levied upon all members, except Honorary, Retires and Student members shall be fixed at Fifty Pesos (P50.00) and Reason: To be in consonance with Art VIII Sec 2 of INSTITUTE (PICE NATIONAL) BY-LAWS Art II Sec 9; add as 2nd paragraph: Members in Good Standing who have been actively participating in the activities of the PICE shall further be referred to as Active Members. Members in Good Standing who have not been participating in the activities of the PICE including at least two consecutive absence during the General Assembly meeting shall be referred to as Inactive Members. Art VII Sec 4: Twenty-five percent (25%) of all the Active Members of the Chapter shall be required to be present at all election and other business meetings of the Chapter to constitute a quorum. Original: A majority of the qualified members of the Chapter shall be required to be present at all election and other business meetings of the Chapter to constitute a quorum. Reason: To clarify the quorum requirement, 25% is based from Art V Sec 1 of INSTITUTE (PICE NATIONAL) BY-LAWS
