We are solicitors for the Village of Ryley.
‘This letters to inform the residents of the Village of Ryley concerning allegations that have been
inthe media and on social media sites regarding William Yarmovich,
InJanuary of 2015, the Village of Ryley council signed a Peace Officer Service Agreement with
‘tho Town of Vegrevill, to provide part time by-law enforcement for the Village of Ryley.
‘We can advise that in early 2015, the Village of Ryley Council updated the Community
Stundards By-law, which is a common by-law in most Alberta communities. In October, 2015,
the Council further updated its by-law to be more inline withthe Town of Vegreville by-law and
‘the by-laws inthe communities that Vegreville provides enforcement for. The regulations were
besed on the Municipal Government Act, and the process in the unsightly property section ofthe
Dyelaw, were based on sections 545, 546 and 550,
1n2015 and 2016, the Village of Ryley issued 244 Notices to Maintain Property. These notices
‘went to people of various ages, financial situations and life styles. Of these notices, the Village of
Ryley issued 29 Notices of Entry (notice thatthe Village of Ryley is coming in todo the work).
Inseveral cases, the work was completed by the deadline given, Of the 29 notices, the Village
contracted over 20 citations to have the work done.
‘We can further advise in Mr, Yarmovich's case, facts are as follows:
William Yarmovich was not FORCED out of his house, nor was William Yarmovich FORCED
tosell hishouse. William Yarmovich had not lived in that house for over 5 years. Mr.

(On May 19, 2015, William Yarmovich came to the Village Office to advise that he was unsure of
‘hat he would do with the house ~ William Yarmovich advised the Village that he might

‘On May 21, 2015 Mr. Yarmovich asked and was granted an extension to September 1, 2015 10
sive him time to paint or to demolish the house, Mr Yarmovich was advised that the Village of
Ryley would give him a reasonable smount of time to heal from arb injury, of to arrange to have
the house painted or demolished, As stated inthe media, William Yarmovich did not paint 1/3
cof his house. He painted 8 or 10 boards on the east gable end,
[No further action was taken until June 1, 2016, when William Yarmovich was again issued a
Notice to Maintain,
William Yarmovich came int the Village office and advised that he was waiting on financing
from the government which was never provided to the Village of Ryley. William Yarmovich
‘was given a further extension and was asked to give the Village of Ryley something in writing,
(On July 7, 2016 William Yarmovich was given a notice requesting tht he eu the grass on the
property." William Yarmovich was given yet another extension to do the painting or demolish
‘the property.
(On September 6, 2016, William Yarmovich was given a Notice of Entry advising the house
‘would be painted the following day. Contractors were sent into the property and were surprised
the house took 3 coats of paint to even get a reasonable cover up.
(On September 16, 2016, William Yarmovich was sent an invoice for $3,200.00 for paint, plus
GST, plus an $85.00 administration fe.
William Yarmovich came into the Village Office ater receiving te invoice to advise the Village
that he would not pay it. William Yarmovich was offered an opportunity to go on s payment
program under terms that worked for him but William Yarmovich refused the offer.lage of Ryley’s postion that it has gone out ofits way to elp and assist Me,
1m regards fo the property in question. The Village has an obligation to enforce its
bylaws equally and evenly on it residents and did so inthis case. With regards to any allegation
of elder abuse, the Village of Ryley strongly denies such a claim, rather the Village treated
William Yarmovich with courtesy and compassion
