This questionnaire is design to conduct a research on Assessment of women army members


empowerment on strategic and operational leadership positions in the case of ministry of
Ethiopian national defense for partial fulfillment of the equipment for the master degree in public
management and policy. The researcher has planned to collect the data from the ministry of
national defense. So the researcher asks for your cooperation and genuinely answers the

1 Laws and policies concerning
women empowerment:
11. There are no laws, regulations, policies and
guidelines regarding womens empowerment in
national defense.
1.2 There is a need to have unique policy and
strategy concerning women. Without guiding
strategy, affirmative can never apply and
women equality cant be protected.
1.3 The policy and other strategies belonging to
women in Ethiopia are not fully practicable with
regard to women in National defense.
1.4 Most women at leadership positions are
unaware of the importance and incorporation of
gender policy and/or guideline in the institution.

2 Decision making power

2.1 Women in national defence dont enjoy equal


access to power and decision-making with men.

2.2 Leaders of the institution do not have strong


trust that Equal participation of women with
men in decision making can better enhance
institutional efficiency and effectiveness towards
organizational missions.
2.3 Leaders of the institution are not committed to
involve women in strategic & operational
leadership positions of the organization to
enable them participate in key decision
makings.
2.4 Most of the higher ranked women are not
committed and becoming silent to be vanguards
of women empowerment to higher positions.
2.5 Women have equal right and responsibility in
the institutions administrative and operational
leadership conditions equal to men; but, their
role is limited to duties of lower positions in
transforming policies and their execution.
2.6 Women whether in the country or in the
institution are not in the state of enjoying real
equal participation rather than talked to.
2.7 Women equality is impossible by disowning the
higher leadership position areas of an
organization.

3 Ability to make choices


3.1 Most women posted at different positions in
national defense are not well capacitated to the
positions of high institutional leadership areas.
3.2 There are no women in strategic and
operational leadership positions. They lack the
chance of making choices because of masculine
influences.
3.3 Women members of the institution are not strong
to express their choice and push higher leaders
to enable them participate enough.
3.4 Most women are not scaled up their educational
capacity enabling them bring valuable choices
that sounds masculine leaders of the institution.
3.5 Most of the women came through the struggle
against Dergue are very late to improve their
skill and competence. They now become
uncompetitive and keep up to the younger ones.
3.6 Many women fear responsibility of higher
positions because of they fear challenges.
3.7 In the past two decades women didnt acquire
access of key leadership areas that enable to see
their ability to bring sounding choices;

4 Assertiveness.
4.1 Women in the pasted two decades were not
strongly fighting to be treated fairly for their
rights of equality and effectively express their
preferences, needs and opinions.
4.2 They are scared to say even though it is
appropriate,
4.3 Women in the institution are taken as less
assertive than men in leadership aspect.

ones; because, they cant realize where changes
are needed and their rights.

5 Skill acquisition
5.1 Most women of the institution are not committed
to scale up their capacity by education and on
job longer trainings. They rather wish to be
positioned in a cut off.
5.2 Most women arent willful to be engaged in
defense higher institutions to scale up their
academic capacity and performance.
5.3 Men leaders are negligent for women capacity
building /skill acquisition/ to be empowered;
because, there is no influence on them.
5.4 Many high positioned women are doing very
less for women followers development; they
rather are working smart for their own credit.
5.5 A number of women leaders are chasing how
they get rich shortly rather than looking
strategies to skill up women for their own and of
the institutions benefit.
5.6 Capacity building programs i.e. continuous on
job trainings, special class programs connecting
to colleges and other building mechanisms are
not scheduled usually.
5.7 The office of women organization in the
institution is lacked skill full women experts
from the center down to divisions to run
constructive activities for women. The problem
starts from the organization.

6 Increase in self- image /self-esteem/


6.1 Many women in the institution are showing lack
of confidence for their worthiness.
6.2 Less number of women are coming to be
competitive for leadership positions while for
many others, job acquisition in the institution is
taken as good opportunity.
6.3 Dominant number of women in the institution
are still weakens to identify areas of their
strengths and find ways to demonstrate and
improve them.
6.4 A number of women at different positions are
unhappy to receive criticism taking it as are
important to nourish their self-esteem. They
wish only their strength to be told.
6.5 Women cant stay kept their Pride of leadership
strength during the struggle; they are now being
plundered by masculine and dealt on tit for tat.
6.6 Women of the institution at current situation are
reluctant on taking visual actions to bring them
into daily experience by demonstrating their
abilities and opening them self up to positive
feedback.
6.7 Most long time served women in most situation
now are felt defeatist to keep up their heroic
past experience and effectiveness being
neglected by men.
