BlaineManChargedwithMultipleSexTraffickingCrimes
CountyAttorneyPeteOrputtodayannouncedthatDongZhuJiang,28,ofBlaine,hasbeen
chargedwith5countsrelatingtosextraffickingathotelfacilitiesinOakdale.Jiangwas
chargedwithSexTrafficking,ConspiracytoEngageinSexTrafficking,Promotionof
Prostitution,ConspiracytoPromoteProstitution,andConcealingCriminalProceeds.Over
$27,000wasseizedinrelationtothelastcharge.Thechargescameoutofaninvestigation
conductedbytheWashingtonCountyAttorneysofficeHumanTraffickingUnit,theWoodbury
PoliceDepartmentandtheOakdalePoliceDepartment.

Orputtookthisopportunitytoalertallhotelemployeestobeparticularlyawareof
prostitutionactivityasoutlinedintheattachedcomplaint.Orputstated,Wearegratified
thatthisinvestigationwassuccessfulnotonlybecauseoflawenforcementsdiligencebutalso
becauseofthecooperationwereceivedfromthehotelfacilitiesinvolved.Ittakesallofus
beingawarethatsextraffickingisamajorsocietalconcerninordertocombatthiscrime.

 STATEMENTOFPROBABLECAUSE

TheComplainantstatesthatthefollowingfactsestablishprobablecause:

YourComplainantisalicensedpeaceofficerintheStateofMinnesotaandisemployedbytheOakdale
PoliceDepartment.Inthatcapacity,yourComplainantstatesthefollowingtoestablishprobablecause:

On02-15-2017,WoodburyPoliceDetectivePaulKroshuswasadvisedofalargehumantrafficking
operationoccurringinthecityofSt.LouisPark.DetectiveKroshuslearnedthatMinneapolisPolicehad
receivedinformationthateighthumantraffickingvictimshadjustarrivedtotheTwinCitiesmetroareafor
thepurposesofcommercialsexualexploitation.Theaddressofthesuspectedsextraffickingwasan
apartmentlocatedat301ShelardAvenue,#256.AsearchwarrantwasdraftedandexecutedinHennepin
Countyforthesuspectaddress.DetectiveKroshusprovidedassistancetoseverallocalpolice
departmentsintheexecutionofthesearchwarrant.Insideintheapartment,DetectiveKroshusrecovered
twofemaleswhodidnotspeakEnglish.Theapartmenthadtwobedroomsandbothbedroomshada
mattressonthefloorwithasinglenightstandbyeachbed.Insidethenightstand,policefoundcondomsand
lubricant.Policealsofounddiscardedcondomslocatedintheapartmentgarbagecan.Theapartmenthad
aWi-Fisecuritycamerainstalledinanareathatmonitoredthetwofemales.Thefemaleswereinterviewed.
OnefemalestatedthatwhenshearrivedintheUnitedStatesshemetanunidentifiedpersoninCalifornia
whowasresponsibleforcoordinatingherdestinations.Bothfemaleswerenotinpossessionoftheir
passportandbothstatedthattheirpassportsweretakenbytheirtraffickers.

DetectiveKroshusandOakdaleDetectiveRyanStuartareawarethatadvertisementssimilartotheSt.
LouisParkadvertisementwereactiveinWashingtonCounty.On02-17-2017,DetectiveStuartdiscovered
acommercialsexadvertisementpostedintheCityofOakdale,WashingtonCounty.DetectiveStuart
conductedundercovercommunicationwiththephonenumberlistedintheadvertisement.DetectiveStuart
obtainedanaddressofahotellocatedon10thStreetandHighway694intheCityofOakdale,Washington
County.DetectiveStuartcontactedthehotelandlearnedafemale,lateridentifiedasB.C.,hadrented
room#221.Thegoaloftheoperationwastoverifythatcommercialsexactswereoccurringandtoidentify
apotentialtraffickerassociatedwiththeexploitationofthefemale.MembersoftheWashingtonCounty
HumanTraffickingUnitconductedhotelhallwayandparkinglotsurveillance.Duringthesurveillance,
DetectiveKroshusobservedseveralmalesentertheroomandleaveapproximatelyfifteenminuteslater.In
ordertoestablishthatsexactswereoccurringinthehotelroom,lawenforcementconductedatrafficstop
onanindividualthathadexitedthesuspecthotelroomandleftthehotelpremises.Thesoleoccupantinthe
vehiclewasidentifiedasD.K.D.K.statedthatherespondedtoanadvertisementonBackpage.comwith
thelistedphonenumber949-228-2878.D.K.wastoldtogototheroom#221.D.K.statedhehadvaginal
sexwithanAsianfemaleinexchangefor$150.

ShortlyafterthetrafficstopandinterviewofD.K.,customertrafficdecreasedsignificantly.Law
enforcement,stillconductingsurveillance,wasattemptingtoidentifythetraffickerandwasintheprocessof
settingupserviceandplacementforthefemalevictim.Thefemalevictim,B.C.,exitedthehotelroomwas
checkingoutatthefrontdesk.Duetolargetrafficofpersonsinthelobbyareaandmultiplevehiclesdriving
intheparkinglot,lawenforcementwasunabletoseewhatvehicleB.C.hadleftin.

On02-18-2017,DetectiveStuartfoundthesamecommercialsexadvertisementfromOakdalewasposted
again.DetectiveStuartagaininitiatedundercovercommunicationwiththephonenumberinthe

advertisement.Thistime,DetectiveStuartwasgiventhreelocations:Maplewood,BrooklynCenterand
CottageGrove.DuetotheproximityofthecityofMaplewoodtoOakdale,DetectiveStuartaskedforthe
addressfortheMaplewoodlocationandwasprovidedthelocationofahotellocatedat2025CountyRoad
D.Withtheknowledgethatsexualexploitationwasoccurringinsidethehotelroom,DetectiveKroshus
calledhotelmanagementtohavethefemaleevictedfromtheroom.Servicesandplacementforthefemale
victimwassecured.ThefemalevictimlateridentifiedasthesamevictimB.C.,wasevicted.Shortlyafter
hereviction,avehiclewithCalifornialicenseplates(7NSZ367)andpickedupB.C.Surveillancefollowed
thevehiclethroughthecityofWoodbury.ThefemalevictimwasdroppedoffatLiveInnSuitesinthecityof
Maplewood.Thefemalevictimwasrecovered.Thevehiclewasstoppedandthesuspectdriver,later
identifiedasDongzhouJiang(DOB06-06-1988),thedefendantherein,wasdetained.Thedefendantwas
drivingavehiclethatwassimilartooneofthethreevehiclesthatpickedB.C.upinOakdale.

DetectiveStuartspokewithB.C.Duetothelanguagebarriersafullinterviewwasnotconducted.B.C.told
DetectiveStuartthatshewasinneedofservices.B.C.wasplacedinaconfidentiallocation.Detective
Kroshusspokewiththedefendant.ThedefendantadmittedthathepickedupB.C.fromtheMinneapolis
AirportanddrovehertotheBestWesternlocatedinOakdale.Thedefendantstatedthatheisa"driver"for
Asianfemalesexworkers.ThedefendantsaidthathewascontactedbyanAsianfemaleheknowsas
"Grace"toprovidetransportationforfemalesexworkersinMinnesota.Thedefendantadmittedtogetting
paidaflatrateof$40forhisservices.ThedefendantmadestatementsregardingtheMinneapolisPolice
searchwarrantinSt.LouisPark.Thedefendantstatedafterthesearchwarrant,anotherapartmentonthe
thirdfloorinSt.LouisParkwasactiveforprostitution.Thedefendantstatedthathepicksupthemoney
fromthefemalesexworkerssohecan"hold"itforthembecauseoftentimesthefemalesarebeatenand
robbed.Thedefendantstatedthathehascollectedapproximately$3000fromB.C.sinceshehasbeen
here.Thedefendantstatedthathekeepsthemoneymadefromthesexactsinenvelopeswhichare
locatedathisresidenceinBlaine,MN.Thedefendantsaidthefemales"needhim"becausetheydonot
speakEnglish,andneedhishelptogettransportedtohotelsandprotectionofthemoney.Thedefendant
refusedtoprovidethelocationoftheotherfemalevictimsinthemetroareaoranyotherco-conspirators.

MembersoftheWashingtonCountyHumanTraffickingUnitexecutedasearchwarrantatthedefendants
address.DetectiveStuartlocatedbankdepositreceiptsforlargevolumesofcash,fourenvelopesanda
briefcasewithalargeamountofcurrency.DetectiveStuartconductedacountofallcurrencyandthetotal
recoveredfromtheresidencewas$27,960.

On02-21-2017,DetectiveKroshuslearnedthatthedefendantisasuspectofasextraffickinginvestigation
thatoccurredatamassageparlorheisallegedinthecityofBlaine.DetectiveKroshusalsolearnedthat
thedefendantisasuspectinasextraffickinginvestigationoftwovictimsoutofanapartmentthedefendant
leasedinthecityofStPaul.

InvestigationandrecoveryofothervictimsintheTwinCitymetroiscurrentlypending.
