PROJECT PROPOSAL

WORLD AIDS DAY CELEBRATION AND AWARENESS


ON HIV/STI
December 1, 2016
I. BACKGROUND/RATIONALE:

The purpose of this project will develop consciousness of safer sex practices
and avoid multiple sexual partners and social awareness about sexually transmitted
infection (STI), HIV/AIDS among vulnerable group, LGBT group, Government
employees including Department of Education and PNP.

The HIV/AIDS epidemic is less known and concerned by the people. The
form of epidemic may be amazing and acute what we are thinking now. San Vicente
has zero reported case of HIV but the most alarming is the increasing cases of HIV in
surrounding municipalities. The much extensive spread of the virus could be only
known and assessed through some kind of initiatives and interventions to highlight the
endemic presence in Ilocos Sur.

Enactment of the Responsible Parenthood and Reproductive Health Act of


2012 (Republic Act No. 10354), formally known as the Reproductive Health
Law or RH Law, is a law in the Philippines, which guarantees universal access to
methods of contraception, fertility control, sexual education, and maternal care which
aims to improve the health and well-being of young people by providing adolescents
and young people with appropriate information, life skills, and services that will
enable them to cope with their full development into adulthood.

II. OBJECTIVES:

General Objective:
To spread tangible awareness on Adoption of Safe Sexual Behaviour
among vulnerable group, LGBT group, Government employees including
Department of Education and PNP.

Purpose
To Increase awareness and behavioral changes among vulnerable
group, LGBT group, Government employees including Department of
Education and PNP for Adoption of Safe Sexual Behavior.

Specific Objectives:
a) To build community approach for consciousness to adopt safer sex
practices and avoid multiple sexual partners.
b) To build social awareness on HIV/AIDS in target community.
c) To build social awareness about sexually transmitted infection.
d) To train peer educators with the assistance of the trained
counsellors.

III. COURSE OUTLINE

Trained staff members will be assigned the responsibility of conducting this


project under the guidance of technical experts. Brief descriptions of the activities to be
carrying out to achieve the goals are as follows:
1 Rapport Building with the targeted high risk population and others
2 Awareness camps (information dissemination) to encourage seeking
behaviour for sexually transmitted infection and HIV/AIDS.
3 HIV-Aid voluntary counselling and testing.
4 Monitoring and evaluation meetings of performance

IV. METHODOLOGY

To ensure the community understand the project goals and purpose. An


intensive orientation program on the project would be carried out. In order to run the
project plans and activities efficiently and effectively. The program linkages of
committees, groups and targeted beneficiaries would be established in accordance to
goals, objectives and activities. The HRH employees would also be mobilized and
organized for the planning and execution of project activities. So the participants will
have sense of ownership and willingly participate in project activities.

Target: All Vulnerable and LGBT group, government employee including
Department of Education and Philippine National Police.
Total Participants: 100 pax Total

VI. EXPECTED OUTCOME:

Increases in awareness level between 50 to 70% of base line survey.


More participants especially the vulnerable and LGBT group will
initiatively volunteer towards HIV Testing and Counselling.
First initiative in teaching and building awareness on causes and effects
of STIs/HIV/AIDS to the community.

Better understanding among the high risk population through IEC
material produced under communication strategy and plan
Outreach activities will communicate the message of the epidemic to
less aware and other population
Revival of social values through moral education program and
counselling.

Mechanism of measuring the outcome


There will be numerous monitoring indicators utilized in measuring the
outcome of this project:
1 Base line survey
2 Percentage of population adopting safe sex practices during the
post project survey.
3 Number of persons utilizing Voluntary HIV testing and
counselling.
4 Number of Sexually Transmitted infection cases treated by the
health department.
