The Vaccine Revolt

During this adventure, players will be called to investigate an epidemic that is

sweeping Brazil in the Port of Santos and Rio de Janeiro. Will have to face not
only the disease but also the anger of the population, that induced by newspape
rs and leftist groups, attempt to overthrow the current government and prevent t
he actions implemented by Oswaldo Cruz. The story is divided as follows:
â ¢ Scene 1: The Mission: Where the characters are called by the Federal Government an
d
receive a very important mission: to discover what disease is decimating the pop
ulation and how to fight it (hence, it is transmitted).
â ¢ Scene 2: The Campaign: Where do the characters, through Government Decrees
Federal, deploy mass vaccination against smallpox, the obligatory visits in buil
dings, isolation of patients and the extermination of rats in the city.
â ¢ Scene 3: Kill Kill mosquitoes and rats: The characters will create groups
combat, where health workers will be hired to inspect buildings in search of mos
quito breeding sites, to destroy them and treat them when necessary. At the same
time to end the Bubonic plague, appears to kill mice (ratter) who will try to e
liminate the rat population of the city, but in doing so, generate anger in the
population.
â ¢ Scene 4: The Revolt: Where the players will be attacked by angry people
with the procedures adopted, mainly because the local paper leads them against O
swaldo Cruz and its preventive measures. Arise caricatures, cartoons and songs t
hat satirize the actions of health.
â ¢ Scene 5: Recognition: Where Brazil is known worldwide for its
work against smallpox, bubonic plague and control of urban yellow fever, includi
ng receiving awards.
SCENE 1: THE MISSION
Our adventure begins in Rio de Janeiro, which has serious social problems, rapid
growth and disorderly due to the influx of large numbers of European immigrants
and former slaves, attracted by job opportunities. The central region of Rio wa
s the most complicated, multiplying the tenements, aggravating the violent outbr
eaks of urban yellow fever, smallpox and bubonic plague, giving the city interna
tional fame of "Dirty Port".
Rio de Janeiro: The day dawns wonderful as always, as a feature of this city is
its warm climate. President Rodrigues Alves got up early, opened the windows, to
ok a deep breath and braced for another day of work, which he knew would not be
easy. Rumors of a strange epidemic that was approaching the port of Rio de Janei
ro deprived her of sleep. Since taking over as President of the Republic at the
end of 1902, was aimed to improve the sanitation of the city and especially the
Port. The incident with the ship Lombardy, where almost all the crew died caused
a very negative image for Brazil. Said: "The Capital of the Republic can not co
ntinue to be appointed as the seat of life difficult when he has had enough elem
ents to constitute the most remarkable center of attraction, activities and capi
tal in this part of the world." Packed up and sent to his office a few people wh
o could help him in these actions. (Oswaldo Cruz, Adolfo Lutz and Vital Brazil).
Test with the data to see whether the characters will accept the proposal. Oswa
ldo Cruz - Upon returning from Paris, is surprised to receive an invitation on b
ehalf of President Rodrigues Alves, for a meeting in his office at 14:00 today.
Was strange, who could have given his name to the president, as surely it did no
t even know of its existence. Adolfo Lutz - Medical degree from the University o
f Berne in Switzerland, published studies on the Hansen bacillus that causes lep
rosy (leprosy). He was very interested in the invitation he had received from th
e President, suspected that something had to be related aa actions that develope
d in São Paulo against smallpox. Vital Brazil - Doctor, studied the function of the
spleen, which earned him the merit of Doctor at the Medical School of Rio de Ja
neiro. Loved to meet new challenges, along with Adolfo Lutz had weathered other
epidemics in São Paulo. The Meeting: The afternoon was unbearably hot that day. The
group of doctors headed the Office of the President a little afraid, they knew
exactly what awaited them. The room for which they were sent was a large, painte
d in sober tones, with several paintings hanging depicting the history of Brazil
. At the center of a huge rectangular table, dark, finely carved, surrounded by
many high-backed chairs, covered with a beautiful crimson red velvet. The guests
sat and waited for the arrival of the President. So it came, Oswaldo Cruz€Lutz and
Brazil rose to greet the distinguished gentleman with gray hair, look respectfu
l, and thick white beard who had just arrived. Dear Sirs, I need to investigate
the causes of mortality of rats in the Port after the arrival of a ship that had
brought Portuguese immigrants, and verify that it is this strange disease that
is causing the death of so many people.
Right now letting players characters defining whether or not to accept the propo
sal if someone wants to ask any questions to the President, throw the dice to se
e whether they can ask. SCENE 2: The three accept the proposal provided that the
Government give carte blanche to Oswaldo Cruz. Take the test of wisdom to know
whether the President will accept the standards imposed by Oswaldo Cruz. Oswaldo
Cruz presents a strategic plan, based on actions taken in Cuba which could cont
rol the epidemic of urban yellow fever and other pests, and rigorous in matter o
f hygiene, sanitation and elimination of mosquito breeding sites. On October 31,
1904, the text was approved by the Federal government, was called by the opposi
tion of "Code of Torture." The most controversial was the compulsory vaccination
against smallpox. The Formation of Brigades Kill Kill Mosquitoes and Rats: Oswa
ldo Cruz creates the group kills mosquitoes, which health workers are provided w
ith appropriate tools and larvicide to eliminate outbreaks of mosquitoes - roame
d the city, washing water tanks , disinfecting drains and sewers, cleaning roofs
and gutters, removing deposits of the larvae. Patients were isolated at home or
removed to the Hospital of St. Sebastian isolation. This created anger among th
e population which did not accept these measures, especially because many water
tanks kept indoors and when officers arrived they turned and broke all the depos
its that accumulate water and stop when the owner would not allow the visit, the
agents forced entry and raided the property. The rat-killers - before promoting
vaccination against bubonic plague, Oswaldo Cruz triggered a war on rats (which
brought new waves of inspired folk songs and cartoons like the polka "mouse").
Each agent should have at least 150 rats per month, under penalty of dismissal.
Above this elevation, pocketed three hundred reis per animal slaughtered. Beside
s these actions begin to be deployed to mass vaccination, those who refuse to ta
ke the vaccine can not marry, attend school, etc ... Make sure that the player c
haracters communicate these orders to the agents kill mosquitoes and kill rats.
Newspapers continue to influence the population with texts against Oswaldo Cruz
and his team, criticized the method of work, breaking and entering, you realize
that this attitude is not enough to stop the infestation of rats in the city. Th
row the data and make an IQ test to see if there are new ideas. (Make sure they
have other ideas).
Okay, you solve that to effect control mice is necessary that the population eng
ages in control. Suggest the authorities to provide every citizen a cash reward
for every dead rat. Test to see if the government will accept or reject the prop
osal. Also check the acceptability of the population. If the result is less than
or equal to 10, they support, otherwise appear to revolt.
Due to any financial issue that involved the problem of control rats, many peopl
e accepted the new office of "ratter" and left the streets to buy the rats at a
low price and then resold to the General Directorate of Public Health, which pai
d 200 reis per unit of mouse. SCENE 3: The Revolt The opposition gave no respite
to Oswaldo Cruz and his companions, mainly because the goal of these was to ove
rthrow the current government, in the background until they believed in the effi
cacy of the vaccine, but by political interests guided the people to create unre
st and riots. Disseminated through newspapers and cartoons critical of Oswaldo C
ruz, taking the audience to not take the job of agents and vaccines. Two songs w
ere released to attack Oswaldo Cruz and his campaign was a "Rat, Mouse" and the
other, "Wait a minute ... I go to Cuba. "
ONE SURE AMARAL: slicker, trickster, good life. Do not like hard work, always wa
nts to take advantage of everything. Excellent negotiator.
The government should just as much money this "dealer of rats," who was arrested
and interrogated. DECLARED: "who bought rats yes," but locals rats, bred, born
and caught here in the Federal District. " 10/11/1904 - The police try to arrest
a group of students who preached resistance to vaccination.€11/11/1904 - Opponents
of the government and the vaccine mandatory events promoted in the Largo de Sao
Francisco, at City Center. The spirits were excited, and the same scenes were r
epeated on day 12, when, in Lapa, the protesters arrived to shoot at the car of
a police commander. The struggles become even more violent in the following days
, with riot in various parts of downtown Rio de Janeiro, especially in Gamboa an
d Health, as reported in the Journal:
Washers gas tumbled, crossed the streets: the burners lighting, parties, with th
e poles bent, were useless: the fragmented glass glistened on the sidewalk; uptu
rned paving, which serve as projectiles for these
depredations, curd the street, at every point, the wreckage of broken trams and
burned, ripped doors, mattresses, cans, piles of stones, showed traces of the ba
rricades made by the agitated crowd. The urban roads are not restored and trade
has not opened its doors.
On 14/11/1904 - military school - cadets rioted, broke into the warehouses and t
ook possession of weapons and ammunition. Oswaldo Cruz presents the President hi
s letter of resignation is not accepted. 15/11/1904 - Tuesday - The day was gloo
my, the celebratory parade on November 15 had to be canceled. The government req
uested reinforcements from Army troops, based in Minas Gerais and São Paulo (to con
tain the attempted coup and overthrow President Rodrigues Alves). On 16/11/1904
- siege - the government starts to regain control of the situation. The disturba
nces are prolonged until 23/11, the police assisted by army overthrows the last
pocket of resistance, the hill of Providence, known as the Morro da Favela. THE
LEADER SILVER BLACK PEOPLE - a former slave, capoeira excellent, extremely stron
g. Take the test of endurance or strength to know if Silver Black escape. To arr
est the leader Silver Black, who commanded the resistance on the hill of health,
were necessary, according to newspapers, five men from the police and army. WIN
- The government Rodrigues Alves had to yield on some points. The president ref
used to resign Oswaldo Cruz's General Directorate of Public Health, as many want
ed - but withdrew the measure that made the vaccine mandatory. As a result, outb
reaks still occur in the future. After the Revolt Recognition: Even before the o
utbreak of smallpox in 1908 would give reason to Oswaldo Cruz, the country began
to recognize the rightness of his battle for smallpox vaccination compulsory. T
he attacks in the media decreased progressively replaced by praise, and slowly t
race the merciless caricature became benign. While the requirement had been rego
vada in general health conditions showed significant improvement, thanks to the
work of the sanitarian in front of the General Directorate of Public Health.
"Progress is already great and will be increasing," welcomed a chronic Olavo Bil
ac in May 1906, to then ask: "What is not legitimate to expect those who have se
en what was the Rio five years ago and see what he is today? ". Everywhere was r
epeated, with admiration and pride, the formula put into fashion by journalist F
igueiredo Pimentel, the pioneer of social chronicle in Brazil: "Rio civilization
itself." In April 1907, announced Bilac: the old "Tomb of the foreigner", the R
J was already, in terms of health, reliable enough to receive in July, its first
batch of tourists who arrive on the ship Byron, traveling Cook organized by Eng
lish agency. Great feeling. Another great moment in Rio: the arrival in January
1908, 23 ships of a squadron of American, landing 15 000 sailors. The eradicatio
n of urban yellow fever in Rio, announced by Oswaldo Cruz in that year, received
the first prize of Congress, a gold medal that the hygienist received on behalf
of the team Manguinhos.
