Middlebury:

The legal voters of the Town of Middlebury met at the Middlebury Union High School Auditorium at 73
Charles Avenue in Middlebury on Monday, March 6, 2017 and acted on the following articles:

Article 1 Reports of the Town Officers Accepted. Voters accepted the reports of the Town Officers
after welcoming remarks by Selectboard Chair Brian Carpenter; Selectboard Member Nick Artim's
dedication of the Town Report to Walter Calhoun, an active volunteer in the community, including service
to the Town of Middlebury on the Board of Civil Authority and as a Justice of the Peace, for his
extraordinary dedication and outstanding service to the community and the Town of Middlebury; the
presentation by Parks & Recreation Director Terri Arnold and Program Coordinator Dustin Hunt of the Bob
Collins Award to Kellie Thomas; and Selectboard Member Victor Nuovo's words of thanks to departing
member Donna Donahue for her service on the Selectboard.

Article 2 Proposed Budget Approved. Town Manager Kathleen Ramsay gave a brief overview of the
FY2018 General Fund Operating Budget, including major budget drivers. Selectboard Member Donna
Donahue outlined the need for the addition of a part-time program assistant in the Parks & Recreation
Department. Infrastructure Committee Chair Susan Shashok gave an overview of the Capital
Improvement Budget for FY2018. Per the Selectboard's policy calling for a review of social service
agency requests for funding every five years on a rotating basis, Jessica Danyow of Homeward Bound;
Sherry Greifzu of Addison County Home Health & Hospice; Barbara Doyle-Wilch of Counseling Service of
Addison County; and Peter Lebenbaum of Elderly Services presented their requests for funding from the
Town. Selectboard Chair Brian Carpenter gave an update on the Middlebury Business Development
Fund, the Land Conservation Fund, estimated tax rate for FY18 and the budget outlook for FY18 and
beyond. Voters approved the Fiscal Year 2018 (July 1, 2017 - June 30, 2018) in the amount of
$10,321,456 with a portion thereof in the amount of $7,106,034 to be raised by taxes.

Article 3 Borrowing for Vehicles and Equipment Approved. After a presentation by Selectboard
Member Heather Seeley, voters authorized the Selectboard to borrow up to $106,000 to for the purchase
of two police cruisers and related equipment for the police department; and one wood chipper for the
Public Works Department

Article 4 Payment Dates for FY17/18 Taxes Approved. Voters approved the collection of taxes on real
property for fiscal year 2017/2018 in three equal installments due in the Treasurer's Office on the 15th day
of August 2017, the 15th day of November 2017 and the 15th day of March 2018.

Article 5 To transact other business proper to be done. Under other business: representatives of
various groups spoke in favor of ballot items to be voted on Tuesday, March 7 (a list of ballot items is
provided below); candidates for elected office introduced themselves; Tree Warden Chris Zeoli provided
information about the work of the ad hoc Tree Group; and Addison Central School District Board Member
Ruth Hardy presented information on the district's FY18 budget, which will also be voted by Australian
ballot on Tuesday, March 7th. Resident Mark Mooney asked if the Selectboard had approached the
College to request financial support for the new ladder truck and Adam Franco introduced a motion urging
the Selectboard to gather public input before supporting legislative initiatives, such as legislation to
legalize marijuana.
